COURSE DESCRIPTION:

This course introduces the students to the concepts, theories and applications of
public human resource management in personnel administration perspectives. It focuses
on familiarizing all students with the nature of the civil service system, principle which
follow the principle of merit and fitness. It involves personnel management programs
which are geared towards career and employee development. Personnel Management
and administration, as the practice of consciously and continually shaping the
organization through its human resource, is the essential tool in achieving its performance
goals. It plays a vital role in the efforts to improve efficiency, effectiveness and economy in
the government particularly the improvement of the administrative structure of its public
administration.

COURSE OBJECTIVES:

At the end of the course, students should be able to:

1. discuss and identify key components, concepts, nature, principles and practices
that apply of public personnel administration;
2. determine and explain the nature, scope, policies and standards and significance
of public personnel administration;
3. internalize, articulate the dynamics and processes involved such as recruitment,
selection, placement, selection, orientation, training and development, benefits and
welfare, discipline and personnel actions as they relate to actual practices in
government agencies;
4. share pertinent observations, insights and experiences and recommend solutions
to identified human resource/ personnel problems; and
5. design personnel development programs incorporated in the Agency Human
Resource plan. Or conduct a research study on career development.

House Rules:
1. Students are expected to be in class on time.
2. Cellular phones and other electronic gadgets should be turned off or put in
silent mode.
3. Texting inside the classroom is prohibited.
4. Class Presenters should be early and are expected to arrange the physical set-
up of the room according to their presentation.
5. Student should notify the professor at least a day before in case he/she will be
absent in class.
6. In cases of emergency calls, the student should take the call outside the room
so as not to disturb the class.
7. Students are only allowed to be absent up to 20% of the total class hours.
8. Presenters are not allowed to read books and long notes during their
presentation.
9. Presentation hand-outs should be distributed to the class only after the report
presentation.
10. Electronic copies of reports, proposals/ researches should be submitted/sent at
least a day before final exams
