Para 1:

policy may be designed and circulated to consulate general of Pakistan for


reimbursement of funds to NADRA headquarters Islamabad. However, same funds
transferred to NADRA headquarters Islamabad on june 2nd 2011 were due to efforts
of undersign and continues discussion with accounts section at consulate general of
Pakistan at dubai 700,000/- AED, are transferred back to HQ NADRA Islamabad.
Remaining amount is not being transferred because same account is used for salary
and other expenditure purpose. It is also worth mentioning that undersigned is not
signing authority for the account under discussion. It is therefore recommended
that:

Either separate disbursement account may be maintained for salary


and other expenditures or minimum balance of 200000/- AED may be
maintained to meet expenditures of NRC Dubai.

Para 2: difference between un-delivered cards and physical balance can be


due to the following reasons:

1. In last 7 years undelivered CNICs were sent to headquarters NADRA but no


record was maintained at NRC level both in documentary or DB form. Same
record if maintained at headquarters NADRA Islamabad IOD, may be provided
to NRC dubai for reconciliation purpose.
2. Royal Courier was used at consulate general of Pakistan from 2005 to 2010
but not more than 300 cards were delivered in DB to royal courier, which
resulted in difference between physical balance and balance as per DB.
3. At times employees of consulate general of Pakistan worked for supporting
staff of NRC dubai, (due to deficiency of NADRA staff). They were ignorant of
the actual delivery procedure as every card that is delivered to applicant
should also be delivered in DB but same was not done by them, similarly,
delivery record as per DB is not as per NADRA standard as evident from
Annex 1.
4. When undersigned joined NRC dubai, there were more than 1000 undelivered
cards at NRC dubai lying at store and different areas of NRC like behind desks
and cuboards. Same cards were collected and lists were made by
undersigned and same were shown to audit team. Not only that, more than
15000 cards were lying as surrendered cards in NRC. Out of them list of more
than 10000 cards has already been made (already shown to internal audit
team). These cards are not sent to headquarters NADRA Islamabad by
undersigned because cases of many of the same applicants were blocked in
age and they demand their cards back. However same surrendered cards can
be sent to hq nadra Islamabad if competent authority allow. Matter of same
surrendered cards was also discussed with internal audit team.
5. It is also worth mentioning that on occasions, applicants come to modify their
cards, when their records are checked it was found that it was revealed that
as per DB they havent received their card from NRC however same card was
not only in hand of applicant but also surrendered to NRC Dubai for
modification purpose .
6. However, keeping in consideration the sensitivity of issue, inquiry may be
initiated for fact finding purpose.

Para 3:

Manual Processing of DUP at NRC:

1. Same was in knowledge of IOD, however , it is stated that on line DUP


service is not being initiated at NRC dubai because ,
a. Windows is not refreshed since 2005.
b. Antivirus cannot be updated because, older version of antivirus was
not properly removed.
c. Because of virus dot net frame work not working , because of that ftrc
new version/ online dup cannot be processed.
It is therefore recommended.
