Dear Sheriff McNeil and Chief DeLeo:

A disturbing order has been issued by the Department of Homeland Security, according
to todays USA Today newspaper.

The USA Today newspaper states: The memos instruct all agentsincluding Customs
and Border Protection (CBP) and Immigration and Customs Enforcement (ICE)to
identify, capture and quickly deport every undocumented immigrant they encounter.

The newspaper report further states: The memos require undocumented immigrants
caught entering the country to be placed in detention until their cases are resolved.
This same report quotes numbers from the Pew Research Center citing there are 11.1
million total undocumented immigrants in the United States. Fifty-nine percent of the
undocumented immigrants live in six states, including the State of Florida.

It is this new federal policy direction that compels my writing you immediately. I trust
you are sensitized and share the historic contexts of American slavery and the German
Holocaust that perpetrated an all-out aggressiveness by the state police to identify,
capture and administer deadly punishments upon the victims of those historic eras.

As Chairman of the Statutory sanctioned Public Safety Coordinating Council serving


Leon County, I write to remind you the PSCCs are charged to lower the jail populations
across the state. Within the context of our states mandate to lower our jail population, I
recommend to you, as Sheriff and Police Chief that you not utilize our local taxpayers
dollars to fulfill federal unfunded mandates to round up so called illegals for deportation.

Please stand down from utilizing your agencies to participate in this unpopular and ill-
advised bounty hunt. I ask on what basis and under what statutory adopted guidelines
would you stop people to verify their legality to be in this community? Have you
received a federal guide or set of protocols to conduct round-ups of presumed illegals?
What arbitrary subjective criteria would serve as your measure of who to stop? What

has the Florida legislature passed into law to support an illegal and immoral Trumped-
up Executive Order?

Rounding up undocumented people and jailing them in our countys jails is not your
responsibility. Any such round-ups would nothing more than white supremacy flexing its
legal and quasi militaristic muscle in a police state guided by racism and motivated by
hate. You, I hope, are much larger persons.

There is no Leon County Ordinance, City Ordinance nor Florida Constitutional


Standards that authorize, directs or promotes nilly willy arrests, detention and
incarceration of individuals based on federal ideals captured in a Trumped up Executive
Order.

We have a lot of international workers, scholars and legal citizens who reside in
Tallahassee. It would be totally bizarre and inappropriate if a witch hunt was conducted
by Sheriff Deputies and City police offers against those who look international for
reasons arbitrary and capricious. Do not join up with the Trump Forces against anyone
in this community. The Department of Homeland In-Security reminds informed people
of previous eras of mass human round-ups.

Supporting the federal administrations inhumane treatment of harassment, intimidation


and racial meanness by using local law officers is incompatible to our community
standards and rules of law. I ask you, consistent with the thinking of Dr. Martin Luther
King, Jr. to ignore bad laws and support a higher universal law that respects the dignity
of all people.

It is my sense we can maintain harmony in our community by not unleashing our police
forces to behave militaristically akin to the German SS forces. Remember, T.S. Elliot
said there is no greater heresy than to do the right thing for the wrong reason.

Tallahassee and Leon County cannot be a sanctuary for ethnic bias and phobia. With
leading institutions of higher education and as the state capitol of one of the most
diverse state populations in America, please be aware over 110 million tourists visited
Florida last year. Many were international people. Please do not turn our state capital
into a setting that is intolerant to people unlike ourselves (Americans). Please do not
persecute those who are international based upon the Trumped up Executive Order that
will cause our jails to be filled up and paid for by local taxpayers.

Your earnest reflection upon the United States Constitutions Article IV, Section 2 that
required states to return escaped slaves is tantamount to the current Homeland Security
Order. Historians have noted the failure of the fugitive slave clause to articulate a
process to identify, capture and return fugitive slaves. Homeland Security, likewise, has
issued a policy that has no explicit process to identify, capture and return
undocumented immigrants.
Also, remember the Fugitive Slave Act of 1793 and its subsequent modifications
generating greater chaos, barbarism and inflicted upon the Africans brought to America
who tried to seek freedom by running away from slave owners. It is foreseeable and
quite clear that the Homeland In-Security Order(s) will subsequently be modified with
greater intensity, generating greater fear, chaos and old style all American barbarism.
Are you going to help make America Great Again? History will not be kind to the
Trumped up Executive Order and orders rendered by Homeland In-Security.

In times like thesecitizens are counting on you to be fair and to do right. Gentlemen, I
ask your most careful considerations regarding these matters.

Finally, I suggest that you Be strong in the Lord and in the Power of His might. Amen.
