UNITED NATIONS © NATIONS UNIES arenence: 15 February 2017 Dear Mr. Samaras, Further to my letter of 18 November 2016, I wish to provide you with an update on the status of the 16 staff’ members of the United Nations Mission for the Referendum, in Western Sahara (MINURSO) who remain outside of the Mission area as a result of their being requested to depart by the Government of Morocco in March 2016. As you are aware, intense efforts have been undertaken by the Organization to address this situation, while DPKO and DES have regularly kept the Sectetary-General and the Security Council abreast of the efforts fo restore full functionality. Despite these extensive efforts, as yet a resolution to this situation has not been identified with the Government of Morocco. Itis well recognized that this directly and significantly impacts each staff member, his or her career and professional development, while also impeding the work of the Mission as it ties to address a range of evolving political, operational and logistical issues. Given this continued impasse, the Organization will contact these staff members to discuss their status and a way forward in the coming weeks also wish to assure you that DPKO and DES, along with MINURSO, will continue to address this unfortunate situation as best possible, We trust that the affected staff members can also continue to count on the assistance of the United Nations Field Staff Union and.the United Nations International Civil Servants Federation. An identical copy of this letter has also been sent to Mr. Stephen Towler, President of the United Nations Field Staff Union, Yours sincerely, pe Under-Secretary-General for Peacekeeping Operations Mr. Dimitri Samaras President of the United Nations International Civil Servants’ Federation, New York
