! At a GDP growth of almost 7%, the demand for oil and gas, one of the main sources

to meet the required demand for energy in India, is expected to see a very high demand

(Currently 15% of the countrys GDP)

! In early 2013, the Petroleum Ministry unveiled an acJon plan that seeks to make
India energy independent by 2030

! Indias oil and gas sector, however, is facing a major talent shortage that can,

potenJally, aect its ability to operate and grow
! The sector is facing following challenges: 1) High a/ri0on rate, 2) Ageing workforce

3) Inability to a/ract new talent and 4) Unavailability of skilled workforce for both core

and outsourced operaJons
! Industries eort so far has been to overcome the situaJon mostly at individual

employers level

! An holisJc approach therefore needed to address the challenges in an unied
manner through creaJon of Hydrocarbon Sector Skill Council

! Oil Industry Development Board (OIDB) : OIDB is a statutory Board set up under the
Oil Industry Development Act 1974 has been established for development of oil industry

and provides nancial and other support.


! Petroleum Federa0on of India (PETROFED): PETROFED (registered under the SocieJes
RegistraJon Act, 1860) is an industry managed organizaJon working for the development
of the Petroleum industry.

! PETROFED would be the lead agency managing the project for the formaJon of the
Hydrocarbon Sector Skill Council (HSSC). The industry, including service providers to the

hydrocarbon sector, would be acJvely involved in the skills development iniJaJve a_er

the HSSC is registered as a Society.

The proposed Hydrocarbon Sector Skill Council (HSSC) will be registered as a Society (under
the SocieJes RegistraJon Act, 1860). The proposed structure:

Financial Cash Clow



! IniJal funding in the form of grant of INR 5 crores would be requested for from NSDC

in the rst 2 years. The detailed working of nancials is shared along with the proposal.

! Besides the iniJal funding from NSDC, INR 1 crore seed money would be collected in
the form of sponsors and support from Industries and its member companies, to meet the
decits for the iniJal few years, Jll the council becomes self-sustained.


! The council would become self-sustained (operaJng basis) from year 3.
