Projectschematic

Objective
ThemainobjectiveofBantayKarapatansaHalalan (BKHorproject)wouldbetomonitorand
reporttheobservanceofhumanrightssurroundingthepresidentialandgeneralelectionson
May9,2016.Humanrightsgroups(HRGs),electionmonitoringorganizations(EMOs)andthe
CommissiononHumanRights(CHR)havepartneredfortheproject.OnDecember10,2015,
thirtyonegroupsfromthethreenetworkssignedanonpartisanStatementofUnity

),andannouncedtheprojectthroughthemediainIntramurosinManila.

Specifically,theprojectwould:1)embedahumanrightsframeworkinmonitoringtheelections
2)provideauniformreportingplatformand3)reporttotheCHR,theCommissiononElections
(Comelec),etc.,forthemtotakeaction.

EnvisionedOutcomes
Attheend,theprojectwouldhave:1)promotedawarenessonhumanrightsinelectionsamong
thestakeholdersandthepublic2)potentiallymitigatedviolationofrightsand3)providedan
operationalmodelandlearningoncollaborationforthepartners.

Execution
Theprojectwouldtrackobservanceofhumanrights1inthedifferentphasesandactivities
relatedtotheelectionsfrommidFebruaryuntilmidJune2016.2Theywoulddosoby
conductingregularinterviewswithkeyelectionstakeholderstolearnabouttheelectoraland
politicalenvironmentsandwhetherrightsareobserverornot.Partnerswouldalsorunapublic
webbasedsurvey,andinformandencouragethepublicviapublicserviceannouncement
(PSA)overradioandthroughsocialmedia,tosubmitverifiablereportsthroughthedifferent

ParticipantswouldenlistintheprojectasBKHvolunteersandsignapledgeofnonpartisanship.
TheCHRwouldliaisewiththeComelecforsupportandcredentialthevolunteers.

Stakeholdertrack(Track1)
1. Informkeyelectoralstakeholdersontherightsandrightsbasedelectionmonitoring.
a. HRGs,EMOs,andtheCHRwouldidentifyandreachouttothestakeholders,
thenconductorientationworkshopsatCHRofficesandprovideinformational
materialstothem.Afterwhich,theywouldconductregularinterviewswiththe
variousstakeholdersovertheperiodoftheproject.
b. Thekeystakeholdersare:candidatesandsupporters,politicalparties,thepolice,
thearmy,media,theCommissiononElections,andthedepartmentsof
Education(DepEd)andJustice(DOJ)andotherstateorgansthatareinvolvedin
theelections.Organizationsthatserveavoterproxies,suchastheonesof
personswithdisabilities,indigenousgroups,businessandreligiousgroups,etc.,
wouldbeclassifiedasstakeholdergroups.

Reporting
14. Provideabiweeklypublicreportandmonthlypressbriefings.Setupupapublic
webbasedreportingmechanism,includingushahidilikemapsthatwouldshowlocation
ofreportsandrelevantdisaggregateddata.

15. Oneprovince,townorcityfromeachofthe18regions5inthecountrywouldbeselected

whennecessary,assistancefromtheoversightteamandthepartnersinsecuring
fundingfortheiroperations.

Timeline

Structure

Provincialteams
Theprovincialteams,composedofrepresentativesfromthepartnerorganizations,wouldbe
responsibleforexecutingtheprojectinthepilotareas.Theirmaintaskwouldbetoconduct
regularstakeholderinterviewsandreporttheirfindings.TheHRGswouldinterviewindependent
candidates,stakeholdersinthesecuritysector,andofficialsoftheDepartmentofJustice
servingasmembersofthevariouscanvassingboards.TheEMOswouldinterviewcandidates
runningunderapoliticalparty,theComelec,andofficialsoftheDepEdservingaspolling
officialsandmembersofthevariousboardsofcanvassers.Bothgroupswouldarrangeto
engagewithlocalorganizationsthatwouldserveasproxytothevoters,andwiththemedia.

Oversightteam
TheoversightteamwouldbecomposedoftwodesignateseachfromtheHRGsandtheEMOs
andonefromtheCHR.Eachmemberwouldhavetheauthoritytoensurethattheprojectis
carriedoutaccordingtoplan.Theywouldalsointerfacebetweenandamongexternal
organizations,liketheComelecandthefundinvestor/sandensurethatprojectpartnerswould

MethodologyforEngagingPartners
Partnerswouldbeequallyengagedinallaspectsoftheproject,andrepresentativesfromthe

Transparencyandaccountabilitywouldbeobservedthroughoutthedesignandexecutionofthe
project.Forexamplealldocumentation,includingthebudgetandexpenditures,reports,etc.,
wouldbeavailabletoallpartnersonarealtimebasisthroughGoogleDocs,Sheetsandother
popularapplications.Allteammeetingswouldbeopentoallpartnersandtheschedulesand
minutesofpastmeetingswouldbeavailableonline.Thiscollaborativeandonlinereporting
mechanismwouldbesetupbythesupportteam.

1. Relevanceofthecontentoftherightsandelectionmaterialsusedtoorientkeyelection
stakeholders.ThematerialswouldbevettedbeforeandapprovedbytheCHR.
Participantswouldbeaskedtoratethecontentsthroughapostsessionevaluation.
Theywouldrankrelevancefrom0,notrelevantto4,veryrelevant.
2. Penetrationoftheinformationamongstakeholdersmeasuredasactualnumberof
orientationsessionsconductedwithstakeholdergroups.Thiswouldbedisaggregated
bygroupclassificationandarea,etc.
3. RelevanceofthecontentoftheinformationinthePSAswhichwouldbechanneled
throughvarioustraditionalandsocialmedia.Participantsinthepublicwebbased
surveyswouldbeaskediftheyhaveheardthePSAsandiftheythinkitisrelevantor
not,usingthe0to4scale.
4. Coverageofpublicdissemination.Thiswouldbemeasuredbythenumberofradio
PSAsairedandtheestimatedpopulationreachedbasedonradiostationcoverage.This
datawouldbeaggregatedbyareawithrelevantdisaggregationlikeurban/rural,etc.
5. Numberofstakeholderinterviews,disaggregatedbytype,area,topicofinterviewsand
byelectivepositions,inthecaseofcontestants,andotherrelevantdisaggregation.
6. Numberofincidentsorobservanceorviolationsofrightsdisaggregatedbycategory,
stakeholderandstakeholdercategory,area,andotherrelevantdisaggregation.
7. Numberofincidentsorcasesreportedtostateauthorities,typesofactionexpectedfrom
them,andtheactualactiontaken.

ActivitiesandBudget
Thekeyactivitieswouldincludepreparingandtestingmaterials,trainingofprovincialtrainers,
orientingstakeholders,trackingobservanceofrightsthroughinterviewswithstakeholders,and

reportingfindings.Theactivitiesonpublicparticipationwouldincludepreparingandtesting
materialspopularizingrightsandelectionsanddesigningandrunningthemicrositetohostthe
publicorcrowdsourcedreports.Itwouldalsoincludedesigning,runningandpopularizingthe
onlinesurveys.

SupporttoOtherActivities
Theprojectwouldsupportanyand,whenpossible,allactivitiesinitiatedorcarriedoutbyother
sectorsthatpromotetheholdingofcredibleandpeacefulelections.Activitieslikecovenant
signingforpeacefulelectionsamongcandidatesandstateauthoritiesatthenationaland
provinciallevels,andwalksforsafeelections,etc.,wouldbesupportedastheyareproactive
andpotentiallypreventtheviolationofrights.

InstitutionalLearningStrategyandMethodology
Theemphasisbymostelectionmonitoringeffortshasbeenmostlyaroundwhetherprocesses
areobservedornot.Observingelectionswiththehumanrightslensisthisprojects
valueadded,andthiswouldbedonebyharnessingthecompetenciesoftheHRG,EMOsand
theCHR.

CHRwouldlikelearnasmuchfromthisexerciseinordertohelpdefineitsroleinachieving
competitiveandcredibleelectionsinMayandinthefutureexercises.Onthelongerterm,it
wouldliketobringrightsawarenessinmattersliketheenvironment,economics,etc.Forthe
HRGs,incorporatingrightswithelectionsisanewareaofinvolvement.FortheEMOs,
rightsbasedmonitoringwoulddeepentheirengagementintheelectoralprocess.

Thisprojectwouldbesetuptoensurethatthecompetenciesofthepartnersarerecognized
andapplied.Theprojectwouldalsoensurethatprocessesandinformationareproperly
collectedanddocumentedinordertofostercollectiveorinstitutionallearning.Themethodology
bywhichthiswouldbeexecutedwouldfollowtheschematic,whichframeworkisreferenced
fromtheworkbythreeindividualsandpublishedin2008intheHarvardBusinessReview.6

KeyAssumptions,RisksandMitigation
1. ThattheComelectakerecognitionoftheproject.Thiswouldhelpcredentialthe
provincialandlocalpartnersinorderforthemtobeabletoreachouttoandengagewith
thedifferentelectoralstakeholders.Intheelectionperiodthepoliceandstatesecurity
actors,otherstateorgans,liketheDepEdfromwhichpollingofficialsarerecruited,
wouldbeunderthesupervisionoftheComelec.WithoutComelecsendorsementofthe
project,thestateactorscouldrefusetoengage.Itisapracticethatelectionobservers
nonstateactors,seekComelecaccreditation.CHRwouldnotseekaccreditationbut
wouldinsteadliaisewiththeComelectosecuretheirsupport.Aletterorsimilar
documentshowingtheagreementwouldbeprovidedtotheprovincialteamstohelp
introducetheprojecttothelocalstakeholders.
2. ComelecwouldallocatesomeofitsmediatimefortheprojectPSAs.Usingnational
radiowouldwidenthedisseminationofrightsawarenesstothepublic.Thiswould
supportthecrowdsourcingtrackandallowthepartnerstogaugepublicsupportofthe
endeavor.Comelecsendorsementwouldmeanmoreradiostationsinmoreplaces.
Withoutthis,though,theCHRwouldbeconstrainedtoaccessinggovernmentowned
radiostations.
3. Volunteersorpartnersdecidetoturnpartisan.Ifforsomereasontheywouldliketo
supportacandidateorpartyafterhavingsignedthepledge,alltheywouldneedtodois
toinformtheHRGorEMOmemberintheoversightcommitteeandrevoketheirpledge.
Theywouldthenbedroppedofffromtheprojectlist.
