1. Scope
This Guideline covers the requirements associated with the purchasing and hire, work areas,
operation, refuelling, inspection and maintenance of forklifts. It also includes requirements
related to the types of forklifts to be used in specific circumstances (eg. indoors, in hazardous
areas, etc).

2. Objectives
To ensure that all forklifts are of the correct type for the work to be done, that they are all
maintained in good working order and that all legislative requirements are met.

3. Definitions
Forklift truck (as defined in the Work Health and Safety Regulation 2011)
A powered industrial truck equipped with lifting media made up of a mast and an elevating load
carriage to which is attached a pair of fork arms or other arms that can be raised 900mm or
more above the ground, but does not include a pedestrian-operated truck or a pallet truck.

Order-picking forklift truck (as defined in the Work Health and Safety Regulation 2011)
A forklift truck where the operators controls are incorporated with the lifting media and elevate
with the lifting media.

4. Issues to be Addressed
Please Note
This section of the ES&H Guideline needs to be expanded and further developed by users into
a full operational procedure. This is done by incorporating details to reflect your companys
structure, work process and local circumstances; legislative and other requirements; and
technical details from publications and guidance notes. Assistance with developing
procedures is available from Management Systems Australia.

The major issues addressed in this guideline are as follows:

4.1. Purchasing and Hire


Purchasing and hire specifications for forklifts (refer ES&H Guideline ESH-021) shall
take into account at least the following:
The work which needs to be carried out, including potential loads;
The selection of suitable forklifts and attachments;
The available controls and whether they are suitable for the intended tasks;
The maintenance requirements;
The area where a forklift needs to operate (eg. hazardous areas, etc.).

Purchasing and specifications shall include the safety features required for the forklift.
This shall include, as applicable:

Warning devices such as forward and reversing beepers, lights, rotary flashing
lights, air horns, etc);
FOPS (Falling Objects Protective Structure);
Seat Belt;
Load chart for safe handling of loads.

4.2. Forklift Operators


The following requirements shall apply to personnel assigned to operate forklifts:
Forklift operators shall be properly trained to operate the specific forklifts they are
required to operate (refer ES&H Guideline ESH-003)
Such personnel shall also hold the appropriate certificate of competency in
accordance with the National Guidelines for Occupational Health and Safety
Competency Standards for the Operation of Loads-shifting Equipment and Other
Types of Specified Equipment (refer Section 8 of this ES&H Guideline). In
addition, where required by the authority (e.g. in WA), forklift operators shall hold
an appropriate National Licence, in accordance with the requirements of the
National Standard for Licensing Persons Performing High Risk Work.
Forklift operators shall undergo a health assessment (refer ES&H Guideline ESH-
081).

4.3. Daily and Pre-operation Inspections


Work instructions shall be prepared and issued for the daily and pre-operation
inspection of forklifts. This shall include at least:
Inspection of carriage and fork and lifting assembly, hydraulic system for possible
leaks, engine for fuel or oil leaks, tyres, overhead guard and forklift body overall.
Testing of brakes, forward and reverse movement, steering, lifting and tilting
controls, and warning devices (horn, flashing lights, brake lights, turning lights,
reversing beepers)
Checking of capacity rating, radiator water, battery water, fuel level, brake fluid,
hydraulic fluid level and instrumentation.
Inspection of the work area.

Work shall not commence unless the forklift is in proper working order and the work
area is clear of obstacles. Any deficiencies or problems shall be recorded, reported
and addressed (refer ES&H Guidelines ESH-009 and ESH-028).

4.4. Forklifts Operation


Areas where forklifts operate shall be:
Clearly marked and sign posted (refer ES&H Guideline ESH-032);
Kept free of obstructions;
Provided with separate areas for pedestrians and zebra crossings or walkways;
Posted with speed limits and other traffic signs.

Where possible, pedestrian access to areas where forklifts operate shall be restricted
by means of barriers.

Company personnel shall be instructed to, whenever possible, stay away from forklift
operational areas.

Personnel who need to be present at night in areas where forklifts operate frequently,
shall be issued and shall wear high visibility safety garments, in accordance with
Australian Standard AS 4602 (refer section 8 below).

Forklift operators shall:


Use the forklift only for the purpose for which it is intended.
Forklifts must not be used to lift persons, unless it is a forklift specifically designed
and equipped for this purpose.
Where applicable, use the appropriate Personal Protective Equipment (refer
ES&H Guideline ESH-052)
Operate the forklifts safely and in accordance with their training and observe all
operation instructions (eg. speed limits)

Forklifts which emit fumes (eg. diesel) must not be used indoors (eg. warehouse, cold
room, etc).

Empty drums shall not be used for lifting heavy materials.

Only flame-proof forklifts shall be used in hazardous areas (refer ES&H Guideline
ESH-058).

4.5. Maintenance
All forklifts shall be maintained on a regular basis. This shall include:
Maintenance work to be done by qualified personnel
A controlled maintenance schedule
Specific work instructions for maintenance work.

4.6. Refuelling and Battery Charging


Specific Work Instructions shall be prepared and issued for the refuelling of different
types of forklifts. These work instructions shall preferably be a sign mounted at the
refuelling point.

LP Gas and diesel refuelling areas shall be designated as hazardous areas, in


accordance with ES&H Guideline ESH-058.

Appropriate safety precautions shall be exercised when charging forklift batteries.


These shall at least include precautions related to:
Spillage of electrolyte (refer ES&H Guideline ESH-024)
Fire-prevention (refer ES&H Guideline ESH-045)
Proper ventilation (refer ES&H Guideline ESH-090)
Electrical safety (refer ES&H Guideline ESH-062)
