1991 City Council General Election
Voter Guide
This is an important election year for all Ne\V '{orkers.
Recent changes in the City Charter, approved in 1989 by the
voters, have increased the nu1nher of City Council districts
fro1n 35 to 51. The purpose of the redistricting \Vas to 1nake
the City Council more representative of the City's rnany
diverse con1munities. This n1eans that this year you will he
electing a Council member for a different and smaller district.
The new Charter, among other things, also gave the City
Council greater powers over the City's budget and land use.
These changes 111ake it even 1nore important that voters
have the chance to tnake inforn1ed choices about \vho their
City Council representatives will be.
This Voter Guide is intended to do just that. ll is an
i1npartial source of information about the Council candidates,
puhlished hy the New York City Campaign Finance Board.
an independent, non-partisan Ne\v '{ ork City agency. This
edition of the Voter Guide is being 1nailed to voters for the
November 5 General Election. The Ca1npaign Finance Board
sent a previous edition to voters for the ~ptc1nher 12th
pri1naiy elections.
In addition to producing the Voter Guide. the Catnpaign
Finance Board administers Ne\v York City's Ca111paign
Finance Program. The Prograrn has several important goals:
to lessen the influence of big money on local ele<.."tions: to
control ca1npaign spending; to give serious candidates a fair
chance to n1n for public office; and to provide voters \Vith
rnore and hetter infonnation about candidates' campaign
finances than ever l">efore. You can read 1nore about the
Progran1 in the "N.Y.C. Ca1npaign Finance Progran1" section
of this Guide.
The Voter Guide was first puhlished for New York City's
1989 nlunicipal elections and \Vas \videly prJised for giving
voters infonnation they need to choose their elected officials.

ABOUT VOTING
1\vo years ago. the United States Supre1ne Court niled that the
\\'~IY ~'c\V
)'ork City's Board of Esli1n~llc represented individual
~e\v )'orkers violated the principle of "one person. one vote."
As a result, the Nc\v 'York City Charter l{cvision Co1nn1ission
proposed a ne\\' plan .for Ne\v York City govern1nent \Vhich \Vas
approved by Ne\V 'York City voters in 1989. This nl'\\' plan called
for a City Council of 51 n1e1nhers instead of the current 3; and
gave 111ure po\vers and ne\v responsibilities to the City Council.
Council 111e1nhers are usually elected !O 4-year 1en11s. 1he last
general election for the Council \Vas in 1989. Because of the
recent changes in Ne\v York City govern1nent. the ne\v City
Cha11er requires additional elections this year to choose a nc\V,
l;1rgerCityCouncil. "111ere \Viii be Council elections again in 1993
for the regular 4-year tern1.
