C-1 states he heard loud moaning coming from listed location. He peered out his balcony and observed C-2 sitting on the deck flailing his arms. C-1
went to get his phone and returned to only see what he said was a head in the water (about 5 feet from the deck), floating E/B,. C-1 ran out of house
down to deck but could no longer see any sign of anything in the water but did see a wet spot on the deck where C-2 had been seen sitting.

C-1 called 9-1-1.

DCFM Rescue Squad 1, Truck 2, E-5, BN Fire Chief 6, and Amb. 23 responded.

MPD also arrived on scene and requested Harbor Patrol. HP806 responded.

SGT Woody and LT Fleming (WC) responded.

Canvass of area was conducted by MPD and DCFM in the Potomac River and along north bank from Aqueduct Bridge to Georgetown Waterfront.
Nothing found.

Harbor Patrol divers (SGT Tiemann, OFCs Wyble, Miller, Wisecarver, Ochsenschlager) conducted dive search operation with negative results.
