Time4Voting
Some people say that the legalization of cannabis is going
to take some time, but it seems that maybe that time is
upon us or just around the corner. Over the next fourteen
months, North Americans will have their best chances
ever to legalize cannabis and outlaw its prohibition.

On October 18/15, a month or two from now, the citizens

of Canada will be voting in their forty second general
election. This will be our first federal election where the
cannabis voter's will have a choice of more than one party
Al Graham & Casper Leitch
that supports its legalization. Instead of having to vote for
a long shot party, this year all but one federal party supports some type of cannabis law reform .Of the three who
have it as a policy, two of them have a real shot in forming the next government, thus Canadians can end this
failed policy that creates victims.

Our present government believes that adding more money to stop marijuana grow ops and creating more jail
spaces will work. They proved this when they allocated another $27 million dollars towards them just as they
called the election. They did this even though there is plenty of proof that locking up people for a harmless plant
doesn't work.

Our Editor's Choice article features a review of the party positions on the cannabis issue and asks some
questions on what our present government is telling its citizens along with reforming its laws. We have included a
2014 poll on where Canadians stand on its legalization and we also include a chart on just who is consuming it.

The Liberals, NDP and the Greens all have their plans but which one is best for the cannabis consumer is
something that we'll have to decide before our election day. Hopefully we don't split the vote because in doing so,
we'll get another four years of failed cannabis prohibition.

What can you do to help out? Educate your friends and family. Write your local candidates and ask them what
their position is on the issue. Attend an all candidates meeting in your
riding and ask them questions that you feel are important to you and all
of the cannabis community. Find out why the Conservatives support a
policy that puts Canada in the position of being the world leaders in
youth consumption to what makes more sense, having cannabis
profits go towards hospitals, roads and schools versus guns, drugs
and added violence.

So if you're a Canadian citizen and you're wondering where your party

stands on the cannabis issue, get educated. JC will help you get
started but make sure you review the actual policy of the federal party's
that are fighting for your vote. In 2016 the citizens of the USA will be
doing likewise and we will review their federal party positions as we get
closer to that election.

There is no doubt the next fourteen months are important to all North
American cannabis consumers so don't forget, get involved to bring an
end to these unjust laws and most importantly, don't sit on our hands as
its Time4Voting.

Marijuana industry flourishing amid Tories' war on pot

George Martorano http://www.freegeorge.us/
George Martorano is a now in a MEDIUM security
federal prison, serving his 32nd year of a life
without the possibility of parole sentence. He was
just recently moved from the Max. USP, were he
had spent most of his sentence. The Bureau of
Prisons can verify that George is the longest
serving non-violent first-time offender in the history
of the United States, and possibly the WORLD.
After being caught with a truck of marijuana,
George was sentenced to life in prison without the
possibility of parole. This was in 1982, when the War on Drugs had strong momentum. Other people who
had committed similar crimes received a maximum of twenty years. Manuel Noriega, contrasted with
George, is one of the most infamous drug traffickers of all time, yet only received a forty year sentencewith
the possibility of parole.

So why was such a harsh sentence handed to George Martorano? We believe that in the prosecution's
effort to send a message to George's father, Raymond Long John Martorano, an alleged mafia figure, he
was given the maximum sentence allowed by law; life with no parole. Because he remained silent, they
locked him up and threw away the key, put him in solitary confinement for four and one half years, and
kept him in America's most notorious prison: Marion, which is completely underground.

Then George began to write. He wrote and published a book about growing up in the old Italian-American
neighborhood in Philadelphia, South Philly. He now has over twenty works depicting life in prison as well
as life on the outside. He teaches reading and writing, yoga, and even counsels suicidal inmates. He has a
spotless prison record without an incident of violence in all of his twenty-two years in America's toughest
jails.

She knows the place-dream to dream Seems fear is always so near

Our magical scheme, just a dream Seems fear is what pushes away my dear
Bodies so close-eyes to the sky Through these gray walls I must wish, I must

What are Terpenes?
Terpenes (sometimes referred to
as terpenoids) are an aromatic
compound found in the
marijuana plant known to
produce the smell and flavors
that we've come to know from
marijuana.

The first thing many do when choosing a strain of marijuana

is to smell it. The more potent the smell the higher the
potency of that strain, researchers have found that in most
cases THC is 50% more potent when mixed with terpenes rather than just pure THC. Cannabis is believed
to contain somewhere in the ballpark of 200 terpenes, though so far only a few have been linked the effects
often associated with marijuana consumption.

Terpenes, like flavonoids, are naturally occurring not only in marijuana but in other plants and fruits as well,
and can serve as a defense mechanism against fungus and insects as well as combat plant diseases.
Terpenes are actually approved by the FDA and considered safe for human consumption. These
compounds and their antioxidant properties have led many researchers to believe that marijuana smokers
have been protected from the carcinogens found in smoke.

While terpenes may possibly be protecting cannabis smokers it seems that they may also be responsible
for the wild differences between marijuana strains that contain the same about of THC and CBD, limonene
for example is a terpene that is known for its relaxing effects. The Berkley Patient Care organization
believes that the terpene beta-caryophyllene (bcp) may be responsible for the stimulation of the CB2
receptors in the human brain. This acts as an anti-inflammatory that binds to your cannabinoid receptors.
Interestingly enough it has even been accepted by the FDA as an approved additive making it a legal
dietary cannabinoid.

11 Joint Conversations Issue 15, 2015

According to the United Patients Group there are five specific terpenes that enhance the medicinal effects
of marijuana. Beta-Myrecene, which is the most common terpene in marijuana, is believed to reduce pain
and inflammation while giving you a relaxed feeling. Limonene, being the second most common terpene in
marijuana, gives the lemon like aroma to many strains and has been suggested to support the reduction of
tumors and bacterial infections. There is also alpha-pinene, believed to kill bacteria and beta-
caryophyllene, which we touched on earlier that have been shown to stimulate the brain's CB2 receptors.
That leaves us with Linalool, often used in perfumes for its flower-like aroma, and it is believed to help
reduce the stress, anxiety, as well as help reduce epileptic seizures in many suffering patients.

There is currently limited research as to

which terpenes are found in cannabis and
which ones actually enhance the potency of
THC and marijuana's medical effects. Many
researchers currently believe that they hold
the key to the next major breakthrough in the
effort to legalize marijuana for medicinal
purposes. They may also pave the way to
legal medication production of a
synthesized cannabis drug that can fully
replicate the medicinal properties of the
plant, something that current synthesized
cannabis drugs have been unable to do.

Terpene ReferenceGuide

-Caryophyllene
Boiling Point: 160 C (320 F) - is a sesquiterpene found in many plants including Thai basils, cloves and
black pepper, and has a rich spicy odor. Research has shown that Caryophyllene has affinity for the CB2
endocannabinoid receptor. Caryophyllene is known to be anti-septic, anti-bacterial, antifungal, anti-
tumor and anti-inflammatory.

-Myrcene
Boiling Point: 168 C (334 F) - is a monoterpene, and for a wide variety of reasons, one of the most
important terpenes. It is a precursor in the formation of other terpenes, as well. -Myrcene is found fresh
mango fruit, hops, bay leaves, eucalyptus, lemongrass and many other plants. -Myrcene is known to be
anti-tumor, anti-inflammatory, and used in the treatment of spasms. It is also used to treat insomnia, and
pain. It also has some very special properties, including lowering the resistance across the blood to brain
barrier, allowing itself and many other chemicals to cross the barrier easier and more quickly. In the case of
cannabinoids, like THC, it allows it to take effect more quickly. More uniquely still, -Myrcene has been
shown to increase the maximum saturation level of the CB1 receptor, allowing for a greater maximum
psychoactive effect. For most people, the consumption of a fresh mango, 45 minutes before inhaling
cannabis, will result in a faster onset of psycho activity and greater intensity. -Myrcene can be used in this
same manner to improve uptake with a wide variety of chemical compounds.
Less well known is that fact that high -Myrcene levels in cannabis (usually above 0.5%) result in the well
known 'couch lock' effect of classic Indica strains of cannabis; Sativa strains normally contain less than
0.5% -Myrcene.

12 Joint Conversations Issue 15, 2015

D-Limonene
Boiling Point: 176 C (349 F) - is a cyclic terpene of major importance with a strong citrus odor and bitter
taste. D-limonene was primarily used in medicine, food and perfume until a couple of decades ago, when it
became better known as the main active ingredient in citrus cleaner. It has very low toxicity, and humans
are rarely ever allergic to it. Medicinally, Limonene is best known for treating gastric reflux and as an anti-
fungal agent. It's ability to permeate proteins makes it ideal for treating toenail fungus. Limonene is also
useful in treating depression and anxiety. Limonene also assists in the absorption of other terpenoids and
chemicals through the skin, mucous membranes and digestive tract. It's also been shown to be effective
anti-tumor while at the same time being an immunostimulant. Limonene is one of two major compounds
formed from -Pinene.

Humulene
Boiling Point: 198 C (388 F) - is a sesquiterpene also known as -humulene and caryophyllene; an
isomer of caryophyllene. Humulene is found in hops, cannabis sativa strains, and Vietnamese
coriander, among others. Humulene gives beer its 'hoppy' aroma. It is anti-tumor, anti-bacterial, anti-
inflammatory, and anorectic (suppresses appetite). It has commonly been blended with caryophyllene
and used as a major remedy for inflammation, and is well known to Chinese medicine.

-Pinene
Boiling Point: 155 C (311 F) - is one of the principle monoterpenes, and is important physiologically in both plants
and animals, and to our environment. -Pinene tends to react with other chemicals, forming a variety of other
terpenes (like D-Limonene) and other compounds. -Pinene has been used for centuries as a bronchodilator in the
treatment of asthma; ever notice how your lungs seem to open up when hiking through a pine forest in the warm
summer? -Pinene is also anti-inflammatory. It's found in conifer trees, orange peels among others, and known for
it's sharp sweet odor. -Pinene is a major constituent in turpentine.

Cannabis - The National Federal Parties Positions

Analysis
By Mark Kennedy nationalpost.com

For two years, Stephen Harper's Conservatives have hoped to boost their re-election chances in part by
convincing Canadians that Justin Trudeau will put marijuana joints into the hands of their children.
On Tuesday (August 11/15), Harper made his move with an anti-drug announcement partially designed to
divert attention from Nigel Wright's upcoming testimony at the trial of suspended senator Mike Duffy, and
with tough talk about the need to continue the war on pot.

Unlike the other parties, we will not introduce misguided and reckless policies that would downplay,
condone or normalize the use of illegal drugs, Harper said.
But the Conservative leader may soon find he is on the wrong side of the issue. His approach runs counter
to what Canadians themselves appear to want.
The government's own internal polling reveals that more than two-thirds of the public favours a loosening of
the marijuana laws either full legalization or the issuing of fines, instead of a criminal record, for people
who possess small amounts of pot.
Just 13.7 per cent support Harper's apparent advocacy of the status quo.
That could put Trudeau's Liberals in the driver's seat, as they cautiously pitch a plan to work with the
provinces to establish a regulated scheme in which government-run stores sell marijuana to adult
Canadians.

Unlike the other parties, we will not introduce misguided and reckless policies that would downplay,
condone or normalize the use of illegal drugs, Stephen Harper said Tuesday.
In a recent interview with the Citizen, Trudeau stressed that his plan will stem from the best practices
learned from other jurisdictions where pot is legal. He envisioned a potential scheme in which the
equivalent of a liquor control board sells marijuana and there are strict controls in place to ensure the drug
is not sold to under-age Canadians.
Meanwhile, the NDP's Libby Davies told the House of Commons in June that the current unregulated
market means marijuana is now controlled by organized crime, creating violence and stigma.
The NDP favours establishing a commission to study all aspects of the non-medical use of marijuana and
propose an appropriate regulatory regime.
Under the governing Conservatives, Canada is gradually becoming an international outlier with some
American states such as Colorado and Washington legalizing pot and the Organization of American States
(OAS) urging leaders in the western hemisphere to take a more liberalized approach to marijuana
regulation.

It wasn't supposed to be this politically difficult for the Conservatives, who pounced on Trudeau in 2013 after
he began musing about marijuana legalization.
Now, with a weak economy looming as the ballot-box question, Harper is forced to justify why marijuana is
even a campaign issue.
He said Tuesday that the number of Canadians on drugs especially young people is still too high and
that Trudeau's plan is dangerously misguided. People just need to look at Colorado for evidence of how
pot is now easier to obtain for kids, he said.

Harper claimed that most Canadians do not want the full legalization
of marijuana. That's technically true, but not the whole story.

Last year, an Ipsos Reid poll conducted for the Justice department
produced some notable results:
37.3 per cent of Canadians said marijuana should be legalized;
33.4 per cent said possession of small amounts of marijuana should be
decriminalized with a fine;
13.7 per cent said marijuana laws should stay the same;
12 per cent said marijuana penalties should be increased.
52.6 per cent believed marijuana use would stay about the same if
legalized, while 38.4 per cent said it would increase.

As recently as this spring, the Conservatives said they were still

considering a 2013 proposal by the Canadian Association of Chiefs of
Police to change the drug laws so that police officers would have the
option of issuing a ticket for simple possession of cannabis (30 grams or
less of marijuana or one gram or less of cannabis resin) in cases where a
criminal charge would not be in the public interest.
However, the government never introduced such a bill in the last
Parliament.

WHERE THE PARTIES STAND

Harper beefed up marijuana laws as part of the massive Safe Streets and Communities Act, a
bill that imposed harsher sentencesand mandatory minimumson marijuana traffickers.
The party opposes any attempt to decriminalize or legalize pot, and openly mocks Liberal
calls for legalization in regularly released attack ads.

The party has crafted a position between its main rivals. The party's policy calls for
decriminalization, not full legalization: decriminalizing marijuana possession with
the goal of removing its production and distribution from the control of organized
crime. The NDP has long hinted at decriminalization, but both the late Jack Layton
and current Leader Thomas Mulcair have been criticized for a lack of clarity on the issue.

They want to legalize marijuana. The party features Trudeau and Toronto MP Adam
Vaughan in a video that breaks down the party position: Legalization and regulation
would make it harder for kids to access pot; the status quo enriches organized crime;
and current laws lock up too many petty criminals. The Liberals are hoping the
pledge reinforces what Trudeau claims is a so-called new, more inclusive approach to
politics.(Ed's note: Res 117 passed at the 2013 party policy convention states WILL PEOPLE BE
ALLOWED TO GROW IT IN THEIR HOMES FORPERSONAL CONSUMPTION OR PRIVATE SALE?Yes.
While we expect the interest or need for individuals to grow their own to be greatlyreduced post-prohibition,
it should not and likely could not - be eliminated.https://bc.liberal.ca/files/2013/01/DRAFT-Marijuana-
Policy-Paper-Jan-13.pdf )

The party plans to confront complex social and legal issues with an independent law-
reform commission that would produce balanced public reports on key issues. The
party points to doctor-assisted death, sex-work laws and marijuana legalization as
examples of the commission's prospective files. Green Leader Elizabeth May has publicly supported the
legalization and regulation of marijuana.
