REGULATION ORDINANCE NO. 2012-165
AN ORDINANCE AMENDING SECTIONS 5 AND 8 OF REGULATION
ORDINANCE NO. 2009-256 OTHERWISE KNOWN AN ORDINANCE
AMENDING REGULATION ORDINANCE NO. 2006-114, AS AMENDED
BY REGULATION ORDINANCE NO. 2006-ll8, ENTITLED "THE
ILOILO CITY INVESTMENT INCENTIVES CODE OF 2006"

Sponsored by Councilor Nielex C. 'fupas and seconded by Councilors Jason R.

(}onzales, Lyndon V. Acap, Ely A. Estante, Jr., and Roberto E Divinagracia,

WHEREAS, Regulation Ordinance No. 2009-256 otherwise known as 'rhe Jloilo C~ity
Investment Incentives-Code of 2006 was adopted mainly fOr the purpose of enticing investors to
the City of Iloilo by providing incentives to businesses falling within the purview of [nvestment
Priority AreaS(IPA);

WHEREAS, under Section 5 and 8 of the aforesaid ordinance whir.:h refers to the
composition of the Board and Executive Committee established therein, an accountant's group is
not included as one of its members;

WHEREAS, the inclusion of an accountant's group is essential in the composition of the

said Board and Executive Committee on account of their substantial experience in business and
economy; ,'

NOW, THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED, by the

Sangguniang Panlungsod oflloilo City, in scssi(lil duly assembled, that:

Section t. - Section 5 of Regulation Ordinance No. 2009-256 is hereby amended to read

as:

Section 5 - Composition of the Board

The Board shall be composed of the following:

Chairperson: City Mayor or his duly designated person

Vice Chairperson: Chairperson, Iloilo Business Club

Members:

1. l'hree (3) representativtJofthe Sangguniang Panlungsod

a. Chairperson, SP Committee on Trade and Industry
b. Chairperson, SP Committee on Tourism, Culture.and Historical Affairs
c. Chairperson, SP Committee on Ways and Means
2. Office of the City Mayor, Executive Assistant for Economic Promotions
3. City Treasurer
4. City Planning and Development Coordinator
5, City Legal Officer
6. City Assessor
7. Provincial Director- DTI -Iloilo
8. Regional Director - DOLE-Region VJ
9. President, Filipino-Chinese C:hamber of Commerce oflloilo Inc.
10. President, Banker's Association of Iloilo
11. President, Chamber of Comn1erce and Industry of lloilo Inc.
12. President, Philippine Retailers Association of Jloilo
13. President, lloilo Hotels, Resort and Restaurants Association
14. President, Federation of Filipino-Chinese Chamber of Commerce of Panay, Inc.
15. President, Iloilo City Realty Board
16. Representative from an Accountant's Group

A member of the Board shall designate a permanent alternate in his/her behalf.

The City Mayor may increase the number of members of the Board without
the necessity of amending this ordinance.

Section 2. - Section 8 of Regulation Ordinance No. 2009-256 is hereby runended to read

as follows:

Section 8 - Executive Committee

There shall be ru1 f:xecutive Committee that shaJI meet from time lo time and shall
consider applications and recommend t11e same to the Board tOr its consideration.

rhc Executive Committee shall be composed of the following:

I. Chairperson, Iloilo City Investment Incentives Board

2. City Planning and Development Coordinator
3. City Treac;;urer
4. Executive Assistant for Economic and Promotions
5. City Legal Officer or his representative
6. Chairman or Representative of the lloilo Business Club
7. President or Representative of the Filipino C:hinese Chamber of ('ornmerce of floilo,
Inc.
8. Representative from the Accountant's Group

The Ci Ma or ma increase the number of members of the Executive

Committee without the necessity of amending this Ordinance.

Section 3. - l'his ordinance shall take effect immediately after publication in a newspaper
of local circulation.
