BLUE CHANGE will contribute specifically to assess the impact that the use of natural gas as
fuel in Ro-Ro ships specifically used for short sea transportation, we must not forget this is the
commitment of the European Union to balance the use of road freight transport over distances
of between 500 and 1000 kilometres within our borders.
If the use of gas determines advantages over current fuels, not only will allow the development
of this transportation alternative encouraging their use, but also will make it in a sustainable
way. Additionally it will provide an element to support the value contribution of maritime transport
and ports in the corridor development guidelines provided by the Trans-European Transport
Network.
BLUE CHANGE main objective is the development of an Implementation Plan of the port of
Gijon business model in relation to bunkering with Liquefied Natural Gas (LNG). To achieve this
goal, as part of BLUE CHANGE there will be developed technical studies of all necessary
infrastructures and the requirements of potential users will be analyzed in detail, with a view
close to the market, to design a viable and high impact business model.
In relation to finding innovative lines around the LNG business, BLUE CHANGE aims to explore
alternative scenarios, in which the conditions of the market are not yet clearly defined, thus
trying to find an opportunity that gives the Port of Gijn a competitive advantage over other
ports. The main alternative scenario is to investigate the use of LNG as fuel for ship propulsion
and BLUE CHANGE objective pursued is the definition of a business model of the Port of Gijn

in relation to LNG, in which the bunkering with LNG is integrated with other development
opportunities around this new traffic.
In May 2014 the Port Authority of Gijn will set all parameters to take into account and will have
solved all the unknowns associated with the implementation of a business related to Bunkering
of LNG in the Port of Gijn. If by this date the Port of Gijn regasification plant has started, the
business discussed could be implemented and if it has not started the Port of Gijn will be ready
to argue with facts and data, the potential of the business set up.
3.-INVOLVED STAKEHOLDERS
The consortium which will develop these activities consists of the following organizations:
1. Port Authority of Gijn (PAG): The Port Authority of Gijon is the public body under the
Ministry of Development of the Spanish State, responsible for managing the Port of
Gijn. The Port of Gijon is one of the key European Seaports in the Atlantic Arc, a leader
in the movement of solid bulks under the Spanish Port System. It is connected to over
200 ports around the world through an extensive network of scheduled routes, offering a
privileged position in the Cantabrian Area of the Iberian Peninsula. It offers quick access
to the Transeuropean Transport Network and is the Spanish leader port in rail cargo
flows. This fact, coupled with an excellent range of facilities make possible to develop
the port activities and freight cargo efficiently and at very competitive prices.
The Port of Gijn has bring into service, in September 2010, the first Motorway of the
Sea of the European Union between Spain and France, with three weekly departures in
each direction, connecting the port of Gijon with the Port of Montoir in Nantes - St.
Nazaire. A route which connects two terrestrial motorways through a safe, comfortable,
fast and economic shipping service.
With regard to natural gas, CEPSA is present, very active in the Spanish gas sector,
contributing significant investment to develop this area and developing projects including
exploration, transportation and marketing of natural gas.

3. Logstica Suardiaz S.L. (SUARDIAZ): multimodal transportation company,
headquartered in Madrid, which offers a full service logistics and freight customers.
Suardaz Group, one of the more roots and traditional in the Spanish maritime world has
been engaged in this activity for over a century. Since the beginning of its activities in the
maritime world it has its own fleet. This fleet has been renewed and adapted according
to technological advances and market needs. The Group was pioneer in Spain Suardaz
to operate roll on roll off ships and the ro-ro cargo of them and now has the first Spanish
fleet of ships roll-on roll-off / car carrier.
With this consortium BLUE CHANGE ensures that from the outset, the various studies will be
conducted by the organizations that later, will be able to implement them: studies related to the
vessels will be led by the owner (Suardaz Group), the impact studies will be developed by a
group of UPM research, thus providing them with fairness in the conclusions reflect on the
viability of the business, and the Model Business Plan will be developed by the Port of Gijn
since the regasification plant built in it is key to the implementation. The presence of a
transporter and trading company of gas as CEPSA, is the last piece that completes the puzzle
of all actors which will be needed in the implementation phase, at the end of the studies.
The leadership of the proposal is exercised by the Port Authority of Gijn. The leadership of
Activities is divided between all members of the consortium. The participation of all member in
all activities will be encouraged.

To define the essential framework information that should be gathered and classified
from recently past or on going European projects in order to guarantee the effective
functioning of techniques and technologies that will be used on the overall
construction of BLUE CHANGE developments
To identify the current technological framework at European and national level
related to the real set up of this kind of maritime services including security
management, security measures in critical infrastructures, risk analysis and port and
ship operations.
Technological Developments. The objective is to study the infrastructure needed to make real
the use of alternative marine fuels, which contribute to mitigating the impact of shipping on
climate change and reduce emissions of sulfur in the port of Gijon. The level of detail required in
the study of the mentioned infrastructures will be the maximum, due to the fact that this result of
this activity should enable consortium members to develop them in the near future. The
objective of the Port of Gijn, together with its partners, is to strengthen the pillars of the future
TEN-T, in line with the new recommendations 2014, initiate the change towards more
sustainable shipping. The study of the technology needed to realize the LNG bunkering in the
Port of Gijn will be held according to three perspectives:
Optimal infrastructure and technology linked to the carrier and supplier of LNG
(barge, tanker, etc.).
Infrastructure and technology necessary from the point of view of the ship, which will
be propel with LNG fuel
Infrastructure and technology necessary to enable the connection between different
types of vessels and the LNG supplier
From the point of view of the ship, technological developments which studies will be prioritized
within this activity are those connected with ships based at the Port of Gijn. This is because the
ultimate aim pursued by the project BLUE CHANGE is the immediate implementation of the
infrastructure under study. The possibilities to achieve this immediacy in the implementation of
the project's findings are increased if the business is focused in its initial phase on ships which
will not need to rely on another port than the port of Gijn, to use the new LNG fuel.
Impact of results. This activity aims to assess the impact of high and moderate stages of
implementation or penetration of the technologies described in the study phase for Activity 4 on
the European, national and local scope of the port of Gijon. Not only from the perspective of the
sectors directly involved in economic and environmental terms, but also considering side effects
from the use of gas described. These effects could be, for example, those related to the
availability of alternative fuels, to the fuel oil in terms of price and its impact on single market
development or its contribution to alternative and sustainable use of maritime transportation in a
complementary manner to road transport. All this aim to achieve the objectives contained in
other European priorities such as reducing a 30% of the road transport the use of efficient

multimodal combinations on the horizon 2030 and the reduction of a 50% in 2050-specifically
reflected in this call.
Implementation. The objective is to develop the Business Plan Implementation of the Port of
Gijn linked to LNG bunkering.
The consortium includes all the actors needed to develop the study, representing
all the actors who must make decisions regarding their conclusions and also
presents all stakeholders to act in practice upon completion.
The methodology involves the use of a whole set of tools to ensure availability,
range, accuracy, usability and usefulness of information to analyze:

Available technical and human resources competent to carry out the proposed
activities.
Finally and most important, provide the deliverables needed to be able to make the right
decisions on each of the matters covered in the scope (studies, recommendations,
implementation plans) from the technical and economic feasibility involving specific adaptation
of a particular type of ship, going through how to address the proper implementation in a port
with facilities for regasification to provide utility in terms of decision, taking into account the
possibilities of gas as fuel for maritime to act on the natural gas market.
BLUE CHANGE is relevant because a number of unique challenges in terms of European policy
in the short (horizon of 2014), medium (horizon-2020/2030) and long-term (horizon-2030/2050).
Thus, the scope of analysis beyond the specific fact of technical and economic feasibility and
environmental benefits of using natural gas as fuel in shipping to cover all possible impact of its
use:
Specifically BLUE CHANGE ends with the foresee beginning of the Connecting Europe Facility
2014-2020 which could be provided with a budget of 50.000 million euros to invest in the
development of more sustainable modes of transport and connecting energy infrastructure at
reasonable prices while reaching the climate change targets. In terms of decision, BLUE
CHANGE will allow to politically assess the opportunity to allocate funds to the development of
natural gas as an alternative maritime fuel under its environmental, technical and economic
benefits.
But also will help to understand which are its opportunities of impact on other objectives of
European policy, as the possibility of reducing the electricity bill as a result of their contribution
to economies of scale in the generation market, or even by their ability to stimulate the market
at this time of uncertainty as a result of the economic crisis.

Also, the proposed action will determine to what extent the gas can influence the
competitiveness of the maritime transport to become an modal alternative making it possible to
develop the concept of corridors provided by the European transport policy and how it might
further influence the logistics chain in order to achieve the objectives planned for the modes of
transport distribution.
