MATERIAL FACT

Usinas Siderrgicas de Minas Gerais S.A. USIMINAS (Usiminas or Company), hereby

informs that, on this date, the Administrative Court of Antitrust of the Brazilian Antitrust
Authorities (Conselho Administrativo de Defesa Econmica CADE), by unanimous decision,
denied the request presented by Companhia Siderrgica Nacional CSN of new flexibility of
the Term of Commitment Performance (Termo de Compromisso de Desempenho TCD)
executed between CADE and CSN on 4.9.2014. In view of this, CSN, under the TCD, is
prevented from attend, nominate candidates for positions on the Board of Directors and on
the Fiscal Council and to vote in the Annual Shareholders Meeting of Usiminas called for
04.27.2017.
