Dear President Thrasher:
‘Thank you for your letter of April 12, 2017, and the accompanying documents that I requested
related to the contract between The Board of Trustees of The Florida State University (“FSU”)
and Florida Psychological Associates, LLC (“FPA”),
1 recognize that the lack of direction in the appropriation for the implementation of the Mental
Health Early Screening Program placed FSU in a situation it did not seek. Your willingness to
have FSU retum to the State Treasury the portion of the appropriation it allocated for indirect
costs associated with the agreement is commendable. Also, itis evident from the review of the
documents you provided that FSU attempted to develop good measures and a strueture for the
administration of the program. I support the actions you have taken to ensure FPA meets the
requirements of their agreement and to withhold any further payments until that happens.
FPA’s attomey informed me that it will need additional time to respond to my request for
information, FPA’s performance under the contract fell short of expectations, and I continue to
have concems regarding expenditures that fail to return sufficient value to the taxpayers, I look
forward to their prompt response and welcome your assistance to ensure FPA provides the
records I requested.
Again, thank you for your responsiveness and for your support in bringing greater accountability
and transparency to the appropriations process.
