Foreword
I take this opportunity to present to you the Financial Year 2017/18 Policy Statement and expenditure proposals for the
Ministry of East African Community Affairs, for debate, consideration and approval.
Madam Speaker, the Ministerial Policy Statement has been prepared in line with the guidelines issued by the Ministry of
Finance Planning and Economic Development, and it is being presented before this August House in accordance with
Section 13 and 14 of the Public Finance Management Act 2015.
Madam Speaker, my Ministry has continued to play a pivotal role as the institution for coordinating all East African
Community matters in Uganda. I would like to register my sincere appreciation to all stakeholders for the enormous
support extended to the Ministry during the current Financial Year 2016/17 and request for their continued support
during the Financial Year 2017/18, so that we may fast-track the widening and deepening of the East African
Community integration agenda in Uganda.
Madam Speaker, on behalf of my Ministry, I pledge to continue utilizing the resources allocated to my Ministry
effectively and efficiently in order to realize the planned outputs. The budget estimates to the for the Ministry of East
African Community Affairs (MEACA) for the Financial Year 2017/18, amounting to UGX 60.893 billion, has been
allocate as follows;
Madam Speaker, as we embark on the implementation of our Policy initiatives and planned activities for the Financial
Year 2017/18, we are mindful of the challenges that lie ahead of us, some of which are outlined in this Policy Statement.
Fortunately, many of these are surmountable, with the support and commitment of all Stakeholders. I continue to count
on the invaluable support of the Honourable Members of Parliament and in particular the Parliamentary Sessional
Committee on East African Community Affairs, to enable my Ministry to deliver on its institutional mandate of Steering
the EAC agenda in accordance with the objective of the Treaty for the establishment of the EAC.

Executive Summary
Madam Speaker, in the FY 2016/17, the Ministry of East African Community Affairs made tremendous achievements
towards realizing the achievement of the East African Community integration agenda as clearly spelt out in the Treaty
for the Establishment of the East African Community. This has been done with the aim of ensuring that Ugandans
benefit from the East African Community integration.

BACKGROUND:
The Summit of the East African Community (EAC) Heads of State agreed to appoint Ministers solely responsible for
East African Community affairs, resident in the Partner StatesCapitals as a means of expediting the Regional
Integration process towards the East African Community Political Federation.
It is from this background and in accordance with Article 8(3) of the Treaty for the establishment of the East African
Community that the Ministry of East African Community Affairs (MEACA) was created. The Ministry was created with a
mandate to Steer Ugandas Regional Integration agenda in accordance with the objectives of the Treaty for
establishment of East AfricanCommunity.
MEACA became a fully-fledged Ministry with its own Vote and Accounting Officer in 2007.
MANDATE:
Our mandate is to To steer Ugandas regional integration agenda in accordance with the objectives of the Treaty for
Establishment of East African Community.
VISION:
Our vision is to have a prosperous people in a secure and federated East Africa.
MISSION:
The Ministry exists to ensure that East Africans participate in and benefit from the East African Community
Integration.

In with NDP-II and in pursuance of the Ministrys Vision, Mission and Mandate, the Strategic objectives of the Ministry
over the medium term are to;
1. Coordinate harmonization of Regional Legal and Policy frameworks at the National level
2. Provide Strategic leadership, coordination, guidance and support for EAC integration
3. Ensure compliance and implementation of EAC Policies, Laws, Decisions, Directives and Programmes.
4. Strengthen institutional capacity
5. Enhance public awareness and public participation in EAC regional integration.
The Ministry of East African Community Affairs has two (2) Programmes and one (1) development project as shown in
the illustration below;

Budget Performance;
Madam Speaker, the performance of the Ministry for FY 2016/17 has been summarized below, in terms of budget
allocations and actual expenditure as at end of December 2016.

PERFORMANCE CHALLENGES
1. Limited awareness among various stakeholders on the progress, benefits & challenges of the EAC Regional
,QWHJUDWLRQ7KHFXUUHQWEXGJHWRIDERXW8VKVPLOOLRQLVWRRLQDGHTXDWHWRSRSXODUL]H($&LQWHJUDWLRQ
activities in the country, using the various channels of communication.
2. )OXFWXDWLRQVLQH[FKDQJHUDWHDIIHFWLQJWKHDPRXQWRIIXQGVUHPLWWHGLQ8JDQGD6KLOOLQJVAbout 67% of the
Budget is remittance to the EAC secretariat, which is paid in United States Dollars. The Ministry usually incurs
shortfalls in the remittances as a result of exchange rate fluctuation.
3. ,QDGHTXDWHUHVRXUFHVWRLPSOHPHQW($&5HJLRQDO,QWHJUDWLRQGHFLVLRQV GLUHFWLYHVLQ8JDQGDThis has
slowed down the pace of mainstreaming of EAC Integration into sector plans and Budgets hence affecting
implementations of EAC decisions and directives.

Staff numbers have increased and destined to increase further. MEACA therefore requires Land and funds to
facilitate construction of Office space.

which UGX 1.086 billion is for Wage Recurrent; UGX 59.269 billion is for Non- Wage Recurrent (exclusive of arrears
amounting to UGX 31.342 billion), and UGX 0.538 billion is for GoU Development (Tax inclusive).
Given the above allocation, all resources shall be utilized in line with the Public Finance Management Act 2015 to;
1. Ensure implementation of the National Policy on EAC Integration across all sectors of government.
2. Scale-up sensitization and awareness creation among the general public to increase visibility of EAC.
3. Re-focus efforts toward developing resource mobilization strategies that could help pursue other sources of
funding over and above the GoU funding basket.
4. Coordinate the progressive implementation of the commitments enshrined in the EAC Monetary Union Protocol.
5. Coordinate the national efforts towards the ultimate EAC Political Federation
Madam Speaker, below are the plans and actions identified to improve vote performance for the FY 2017/18;

Issue #3:Inadequate implementation of EAC Regional Integration decisions, & directives in Uganda

Madam Speaker, The Ministry has a number of unfunded priorities for FY 2017/18, as listed below
According to the Treaty that establishes the EAC, Chairmanship of the EAC is of duration of one year and it is rotational
among the Partner States. Uganda is the next Chair of the EAC. This implies that the Republic of Uganda will host the
EAC Summit of Heads of State in Kampala during the FY 2017/18. This is a key priority, although funds for such an
event are not in the Vote budget estimates for FY 2017/18 and causes a cost implication of UGX. 3.920

The need to acquire more Office Space is now evident, more than ever before. Staff numbers have increased and they
are destined to increase further as the Ministry continues to recruit to fill up its structure. Yet the available funding within
the current budget ceilings cannot enable the Ministry to acquire more rented office space. The wish of the Ministry is to
acquire funds to be able to build acquire adequate office space to house the Ministry offices and other key Installations
like; a resource centre, a modern state of the art EAC Video conference facility, conference rooms, Kiswahili language
laboratory, among others.
EAC integration being a key driver of economic prosperity of Uganda, as envisioned in the NDP and the Vision 2040,
there is need for the citizens to be aware of the opportunities EAC integration provides so that they are able to take
advantage of them. In the current budget, the level of funding towards public awareness is to the tune of UGX 0.571 60
billion which is still low compared to the magnitude of public awareness interventions we would like to undertake to

Madam Speaker, it is my humble appeal to all stakeholders that the priorities reflected in this plan are translated into
reality through the provision of quality services in line with the mission of the Ministry. I therefore wish to call upon all
stakeholders involved in the implementation of these interventions to offer the necessary support so as to attain the
intended results.

(k) Engagement of experts on free movement of persons held. Successes and challenges were registered.

the centre, and plans are underway to decentralize this function to the borders.
(m) Uganda eliminated a total of 6 NTBs
(n) Arising out of the implementation of the Customs Union, the value of goods accorded zero-tariff treatment. has grown by 1.6%
(o) In line with the EAC SQMT Act, Uganda adopted 46 EAC Standards
(p) 1.47 million Ugandans were issued national IDs, which are now used as travel documents within the EAC
(q) 282 work permits issued, inline with the freedom of movement of workers, under the EAC Common Market Protocol.
(r) Inline with the EAC CMP, 16 economic undertakings owned by EAC Citizens were established.
(s) Under the National Manpower Survey, all MDAs have been finalized, 109 Local Governments have also been finalized and
KCCA has been completed. Data cleaning & analysis for training institutions module and informal sector is ongoing.
