The Civil Aviation Authority approves courses of flying and ground training to be conducted by certain
organisations as listed in this document.
To gain approval for the conduct of a course for a Part-FCL Licence, Rating or Certificate the
organisation must comply with the standards made mandatory by European legislation;
specifically:
Regulation 216/2008; and
Regulation 1178/2011 as amended by Regulation 290/2012.

To conduct a course for a UK National Licence, Rating or Certificate - (e.g. a Type Rating Course
for the Rotorway Executive helicopter) - the organisation must comply with the requirements of the
UK Air Navigation Order and CAP 804. In general, the UK national requirements will be equivalent
to those laid down by European legislation. This is in order to ensure a similar level of oversight
and to simplify the requirements for organisations wishing to hold approvals under both European
and national rules.

Training Organisations outside the UK

With effect from 8 April 2012, any organisation that has its principal place of business located
outside of the territories of the EASA Member States, is under the direct approval and oversight of the
European Aviation Safety Agency. Further information can be located via: www.easa.eu.int
Any organisation that has its principal place of business located within the territory of an EASA
Member State other than the UK, is under the approval and oversight of the Competent Authority of
the country where the principal place of business is located.

Medical
The Authority strongly recommends that any prospective students ensure that they meet the medical
requirements relevant to the qualification for which they are to train before committing themselves to
any expense to train to satisfy the licensing requirements.

The UK CAA can only issue Part-FCL licences to applicants for whom it holds the medical and
licensing records. Applicants whose medical and licensing records are held in another Member State
must apply to the Competent Authority (NAA) of that State.
