OUT Law honors Baltimore trailblazers


The University of Baltimore Law Schools LGBT group, OUT Law, presented
its annual COBALT awards on April 20 at the University of Baltimore with
approximately 40 in attendance.COBALT stands for Celebration of Our Baltimore
Area LGBT Trailblazers.
We honor individuals in the greater Baltimore area for their outstanding
contributions to the LGBT community, Robert Steininger, president of OUT
Law, told the Blade. Activist Brian Gaither and Red Emmas, a bookstore and
coeehouse cooperative in the Station North area of Baltimore, were recognized
in this years ceremony.
Safe spaces for LGBT individuals was the theme for this years awards.
Brian Gaither is receiving the Mark F. Scurti award for his work as the director
of Maryland Pride Foundation of Maryland that has connected LGBT Marylanders
to safe and supportive spaces especially those in rural communities, says
Steininger.
Red Emmas is being honored for creating a safe space where LGBT
Marylanders can have their voices heard through community-run events such
as the history of activism in LGBT neighborhoods.
In 2007, Scurti received a Distinguished Alumni Award for his work for OUT
Law. The award has been renamed the Mark F. Scurti Award for Outstanding
Contributions to the LGBT Community. Scurti, a well-known gay attorney in
Baltimores LGBT community, is now an associate judge on the District Court for
Baltimore City.
Its an honor to be recognized for the work of the Pride Foundation of
Maryland and to share the 2017 COBALT Award with Red Emmas, Gaither told
the Blade. We should all be working to make every last part of the country a
safe space for LGBTQ people. The Pride Foundation of Maryland was founded

Activists hopeful for therapy ban in New York

BUFFALO, N.Y. A county in upstate New York is considering a bill that would
ban conversion therapy, the Bualo News reports.
The bill was introduced before in 2014 and 2015 but died in committee. Last
years version earned national news coverage because it was named PENCE
(Prevention of Emotional Neglect and Child Endangerment), a nod to Vice
President Mike pence who supports the practice.
No licensed conversion therapy centers exist in Erie County, but LGBT activists
said they are aware of informal programs locally that encourage youth who
believe they have a same-sex orientation into converting to a heterosexual
orientation. Kitty Lambert-Rudd, president of the Western New York Anti-
Violence Project, said she knows of seven, the Bualo News reports.
Currently, anyone who practices such therapy locally cannot be held
accountable because such therapy is not illegal, advocates said.
Conversion therapy is banned in ve other states, but not New York.
The proposed law, introduced by Patrick Burke (D-Bualo), would make the
practice of conversion therapy on minors a misdemeanor crime punishable by a
ne of up to $1,000 or one year in jail.
Burkes proposed law, which could receive bipartisan support, is still subject to
a public hearing before it can proceed to a vote by the Erie County Legislature. A
hearing has yet to be scheduled, but Burke is optimistic about the law s chances
for approval.

Hawaii gay fertility bill nds opposition


HONOLULU Health care lobbyists in Hawaii are pushing lawmakers to
kill part of a bill that would expand access to fertility treatments to same-sex
couples who want to have a child, the Associated Press reports.
Theyre saying requiring insurers to cover fertility treatments for gestational
carriers that male couples rely on could lead to legal problems.
Under Hawaii law, insurers are required to cover one round of in vitro
fertilization for some married, heterosexual couples. Advocates from the gay
and lesbian community are pushing for equal access to that money-saving
benet, the AP reports.
A Hawaii bill would extend the IVF coverage mandate to same-sex couples
and single women. It also would make Hawaii the rst state to require coverage
for surrogate mothers, which could help male couples who need a surrogate to
carry a child.
But health care lobbyists are pushing to remove part of the bill that extends
the coverage mandate to gestational carriers, saying Hawaii law has no legal
protections for surrogates because the state law is silent on the issue. They say
the state should write laws on gestational carriers before making insurers cover
procedures for the group, the AP article notes.
Hawaii is one of eight states that require insurance companies to cover in vitro
fertilization, a costly procedure in which a doctor retrieves eggs from a woman,
combines them with sperm from a man and then implants an embryo into a
womans uterus, the AP reports.

LGB patients more open than previously thought


NEW YORK Patients in the United States may be much more willing to
disclose their sexual orientation to the sta in a hospital emergency room than
health professionals think, a new study reported on by Live Science suggests.
The researchers found that about 78 percent of health professionals surveyed
thought that patients would not wish to divulge information about sexual
orientation n the emergency room. However, only 10 percent of patients who
the researchers surveyed said they would refuse to provide this information
when asked in this setting, according to the ndings, published this week in the
journal JAMA Internal Medicine.
The ndings are important, the researchers said, because other research has
shown that LGBT people widely reported health disparities for varying reasons.
These ndings demonstrate that there can be a dierence between what
health professionals perceive and what patients want, think and prefer, said
lead study author Dr. Adil Haider, a surgeon and a director of the Center for
Surgery and Public Health at Brigham and Womens Hospital in Boston.
