Madam,
further to my 13 February 2017 submission and Supplement 1 and Supplement 2 of 13-
4-2017, Supplement 3+COMPLAINT of 14-4-2017, Supplement 4+COMPLAINT of 16-4-
2017, Supplement 5+COMPLAINTof 15-4-2017, Supplement 6 of 23-4-2017, Supplement 7 of
15 24-4-2017, Supplement 8 of 25-4-2017, I hold it appropriate to provide this Supplement 9 of 1-5-
2017.
Whenever a person contacted me (MAY JUSTICE ALWAYS PREVAIL special life line
service) about problems I tried not to be judgmental about the person. It is because of this I could
20 discover issues that ordinary by others were overlooked. A clear example was the Colosimo case
where some 20 lawyers (including judicial officers) over the years had been involved in the
matters and yet not a single one had bothered to simply be open minded and consider all relevant
facts. I did and the result was in a successful appeal. Perhaps because I was not funded by any
government and neither charged any person for my services it was that I didnt have dollar signs
25 in my eyes and actually did just care about the truth.
.
We now have a person who is to have been the driver of a Bourke Street carnage, and well. I am
in no position to state that the person arrested was, as after all that is for the courts to determine.
No one can ignore the fact of at least 6 deaths and many others injured. However, the aim of a
30 coroners court (at least in my view) is to establish the truth and nothing but the truth and not
what may serve anyone specifically that would distort the truth. What therefore is needed is to go
beyond mere assumptions of a person having acted in a manner that caused mayhem but to go
and search for possible reasons that may have caused this conduct and if indeed the police,
government, etc, acted appropriately in all the circumstances.
35 We had about immediately the Premier Daniel Andrews, at least going by media report, claiming
that the Police had acted appropriately. It also and not to overlook the federal government had
claimed to have acted (well their 28 March 2017 correspondence responding to my 21 December
2016 portrays this, regardless of the truth!)
40 I have absolutely no doubt that the Government likely will present to the coroner a claim it acted,
etc, and well we have so to say a Government on the ball.
And well this submission contemplates to show the stark reality of what is going on versus the
claims by the police/government.
45 What we need is first of all to recognise that no religion of any kind is or can be above the
constitution, being the Commonwealth of Australia Constitution Act 1900 (UK). Unless this is
the basis we all lived by we will have a turmoil that will continue for ever in the day.

No religious excuses for violating the rules of law that is validly enacted laws within
constitutional context.
However we also must consider issues that ordinary are ignored and yet at least to my
understanding can be a reason of many of the problems we are facing on a daily basis.

Before going further into this let me first pay tribute to this soldier and his fallen soldiers who
served their country and deserves the right to have it recognised by politicians and others alike
they did so to protect Australia for the Freedoms were have within constitutional context.

MY BLOODY OATH!

Below is a letter passed onto me by another "True Blue Aussie".

Read the letter and if you say "My Bloody Oath" afterwards, then you are truly an Australian.

5 Letter to the Editor and every Australian, by the True Blue Aussie.

So many letter writers have explained how this land is made up of immigrants. Maybe we should turn to our
history books and point out to people why today's Australian is not willing to accept the new kind of
immigrant any longer.

Back in the 1900s (after federation) when there was a rush from all areas of Europe to come to Australia,
10 people had to disembark a ship and stand in a long line in Sydney, Melbourne, Adelaide, Perth and be
documented.

Some would even get down on their hands and knees and kiss the ground.

They made a pledge to uphold the laws and support their new country in good and bad times.

They made learning English a primary rule in their new Australian households and some even changed their
15 names to blend in with their new home.

They had waved good bye to their birth place to give their children a new life and did everything in their
power to help their children assimilate into one culture.

Nothing was handed to them. No free lunches, no welfare, no labour laws to protect them. All they had were
the skills, craftsmanship and desire they had brought with them to trade for a future of prosperity.

20 Most of their children came of age when World War II broke out.

Australians fought alongside men whose parents had come straight over from Germany, Italy, France, Japan,
Czechoslovakia, Russia, Sweden, Poland and so any other places.

None of these first generation Australians ever gave any thought about what country from which their parents
had come.

25 They were Australians fighting Hitler, Mussolini and the Emperor of Japan. They were defending the
Freedom as one people.

When we liberated France, no-one in those villages was looking for the Ukrainian-Australian or the German-
Australian or the Irish-Australian.

The people of France saw only Australians and we carried one flag that represented our country.

30 Not one of those immigrant sons would have thought about picking up another country's flag and waving it to
represent who they were.

It would have been a disgrace to their parents that had sacrificed so much to be here. These immigrants truly
knew what it meant to be an Australian.

Here we are in 2017 with a new kind of immigrant that wants the same rights and privileges, but not to learn
35 or speak English. They want to achieve it by playing with a different set of rules, one that includes an
Australian passport and a guarantee of being faithful to their country of origin.

That's not what being an Australian is all about!!!!

Australians have been very open-hearted and open-minded toward immigrants, whether they were fleeing
poverty, dictatorship, persecution or whatever else forced these people to flee their homeland and to those
people who truly did ADOPT our country, our flag, our morals and our customs, and left their wars, hatred
5 and divisions behind.

I believe the immigrants that landed in Australia in the early 1900s would be appalled the country they
created is being used and abused by those waving foreign country flags, fighting foreign battles on our soil,
making Australians change to suit their religions and cultures and wanting to change our country's fabric by
claiming discrimination when we do not give in to their demands. Our forefathers deserve better than that for
10 the toil, hard work and sacrifices they made for the future of this country.

It's about time we get real and stand up for our rights, we are AUSTRALIANS!

Lest we forget it!!!

NO MORE POLITICAL CORRECTNESS. NO MORE not saying CHRISTMAS in our stores and in our
schools. (This country is and always has been based on Christian ideals!) I eat pork, I drink beer and I want
15 my Australia back!

Hope this letter is read by millions of people all across Australia and Aussies living overseas.

PS Please pass this on to everyone you know to help ensure our country is not taken over by radical non-
Australians!!!

Below I will also allude to a possible reason that may have or may not have affected the driver,
as we are seeing an considerable escalation of road-rage in general and we need to address this
issue as to why more and more people decent into road-rage very quickly where ordinary they
25 could be very upstanding persons well respected in both public and private lives.

At my age, in a few weeks being 70 many a person seem to associate my rounding as a beer
drinker, but reality is I do not consume alcohol as my favourite drink is coffee. As such people
tend to assume something and may totally misconceived the real reasons. I assume that it may
30 rather have to do with the toxins we consume as preservatives in our daily food.
We have a so called escalation of children being deemed to be suffering mental health problems
and well we just pump them full with medication, where as some reports suggest it may be
totally unrelated to this issue but have different causes.
Obviously not being a person with any medical education nor holding any certificates in such
35 fields I rather rely upon what politicians state versus what the medical profession claims. And
well below I will quote what a politician stated versus the medical profession. After all the
question is was the driver perhaps and more than likely unbeknown to himself affected but had
absolutely no reason to be aware of this? If this might have been a contributing factor then surely
it must be explored if and to what extend it might have been. After all if it is exposed and
40 appropriately attended upon then we might also be able to reduce a lot of the road-rage going
on. We cannot bring back the death but we certainly can seek to avoid their deaths being in vein
and all the corner might do is to seek to shield the guilty ones, whomever it might be.

So to say strap on your seatbelt and go along for the ride because it will be a bit of a trip to read
45 through all the material I refer to below. As I will publish this part of the submission also on my

blog I can assure you that people might read it and perhaps start to consider what if any issues
may cause the escalation of road-rage, etc.
Considering the flurry about Yassmin Abdel-Magied comments and her alleged support of
5 Islam above that of the constitution, and so while being on the taxpayers pay role we need to
consider the effect her comments may have upon others and what this is about our constitutional
embedded Religious Liberty:

Everyone who defends Muslims, saying things like "These are just the extremists blah blah blah", don't
understand Islam. These are not the "Extremists" they are just following true Islam. The so-called

"Moderates" are simply not fully practicing their religion. Saying there are good Muslims, who aren't
terrorists, is just like saying there are KKK members, who haven't lynched any black people, or there were
some Nazis that didn't kill any Jews. These ISIS/terrorists are simply following in Muhammad's footsteps,
and are the true face of Islam, the "religion of peace".

5 I don't believe there are 'moderate Muslims', just apathetic ones who tacitly consent to the extremist ones!

A moderate Muslim is a lazy jihadist that is out of ammunition.

In 2016, the Islamic State beheaded a 14-year-old boy in front of his parents for missing prayers. This was
consistent with Muhammad's order to burn those who would not pray (along with their houses), which he
10 issued near the end of his life. When this happened, there was barely a peep of protest from the Muslim
world.

At the end of the day, even Muslims who insist that the mandate to kill apostates from Islam isn't a part of the
"true" religion never appear all that bothered when it does happen - much less champion the right of other
religions to evangelize in Muslim countries; in fact, they discourage it. They know as well as anyone that
15 Islam cannot compete within the arena of free ideas and must rely on brute force at some level to retain
believers.

I can "cherrypick" verses from the Quran and the Bible all day long...in the end we better take a look at the
fruits of religions, and the legacy of their followers.....let's compare Islam and Christianity:

- Muslims want to escape from Muslim countries to Western (Christian) countries.

20 - Madrassahs that indoctrinate Muslim children with bigotry and terror vs. Mission schools that teach reading
and writing to Christians and Muslims alike.

- Suicide bombings for Allah - International terror organizations vs. international charities.

- No formal charities for non-Muslims vs. leading provider of disaster relief to Muslims.

- Murder of aid workers vs. supply of aid workers - Christians in jail for apostasy or blasphemy vs. religious
25 freedom.

- Modern-day slavery in the name of Islam vs. abolition in the name of Christianity.

- Muslim clerics who engage in or condone terrorism vs. Christian clerics murdered each year by terror
groups rife with Muslim clerics.

- Daily religious violence against Hindus, Jews, Buddhists, and Muslims by Muslims.

30 - Ritual slitting of animals' throats vs. ending of animal sacrifice.

- Religion vs. Technology & Medicine - Censorship vs. freedom of speech.

- Intolerance for criticism of Islam vs. tolerance for religious dissent.

- Restricting other religions from preaching faith vs. allowing all religions the same right to evangelize.

- Conversions allowed to Islam only vs. freedom of conscience.

That's the reality.

challenging the rule of law. While there is nothing strange about challenging the rule of law, for

doesnt stop there, as lawyers too often ill advice their clients. If doctors in the medical
profession were as often wrong as lawyers were then they would be called charlatans.

When you have 100 hundred cases before the court where each party is represented by a legal

found to be in the wrong. If doctors were losing 50% of their patients in operations they more

The problem we then have is that people who lost their case but acted in good faith on the legal

his own lawyers even so they wrongly advised him.
When then a person loses say his house to pay the legal bills and this all having acted on legal
advice then surely this to can trigger a person to become aggrieved to such extend as to wanting

My assistance was requested with a property issue where a woman being the proprietor claimed
that her neighbour had moved the fence onto her property to steal part of her land. Council
inspectors made clear the woman was in the wrong as they had inspected the property and the
neighbour who had built his own house to be in accordance with the plans they had approved and

Nevertheless I urged the lawyer to let me check the files and get some copies of the file. The
lawyer instructed an office assistant to give me copies of documents I wanted. So I then
requested a copy of the entire file. I was provided with it. I then went through the file and it
seemed to me that everyone seemed to make the same error. That is the house was built on a
55 slope and the distance was to be a certain measure from the public footpath. What the builder and
the council inspectors had done was all make the identical error to measure the distance down the

present system a parole is within the terms to be served and if the convicted criminal refuses to
go on parole and then is released at the end of the term the authorities have nothing to maintain a

Take the case this week of Moutia Elzahed, who is suing police for alleged brutality resulting from
counter-terrorism raids that took place in Sydney in 2014.

to give evidence despite the fact she had initiated the legal action.

The judge hearing the case, NSW District Court Justice Audrey Balla, offered other options for her to
give evidence in a more private setting but all required her face to be shown because, rightly, Balla
affirmed the long-held principle that facial expressions are a key tool used by the court in assessing the
truthfulness of a witness testimony.

Despite the concessions, Moutia Elzahed still refused to remove her veil and also refused to stand when the
judge entered the room because, as her legal counsel explained, she stood only for Allah.

Yes, youve got it right; Moutia Elzahed was trying to make use of the very legal system she refused to
45 respect. Justice Balla made it crystal clear she wouldnt tolerate disrespect in her court and she was backed up
by the NSW Attorney-General Gabrielle Upton.

Moutia Elzahed is not a lone case of courtroom disrespect. Things have got so bad in NSW that they
passed a special law a year or so ago to deal with the growing numbers of Muslim men (and now
50 women) refusing to acknowledge the jurisdiction of the court and show necessary respect to the bench.

Frankly, its ridiculous that these extremists have been allowed to get away with this nonsense until now.
Sadly, unlike Justice Balla, most of the judges have let it go which is why a special law was passed.

55 Despite this repeated bad behaviour, most of the media like the judges turned a blind eye to the
issue. Youve got to wonder whether this leniency and lack of reporting would have extended to others
treating the court with contempt or whether it was a special concession because they were Muslim, lest

a reference to the fact that she is one of the two wives of convicted Islamic State terrorism recruiter,
Hamdi Alqudsi.

45 The reporting of the Moutia Elzahed case reminded me of this debate. Worse, it reminded me
that there are just too many places where we are turning a blind eye to changes in our Australian
culture that go against the grain of who we are, and what it is that makes this country one of the best
on earth.

50 Despite the concerted efforts of those who want to define us by our differences, who we are as a people
is just as important as who we are as individuals. And wanting to protect what we have is something
to be proud of, not shut down.

I hope Canberra is listening.

violent attack which unfolded just metres from several uniformed officers.
Kiosk manager Senol Kocabiyik, 60, was left with three bloody wounds to his forehead after a group of
55 youths allegedly launched an unprovoked attack on him at his kiosk on the corner of Swanston Street
and Flinders Street before 10pm on Friday.

In Europe, only Ireland (73%), Poland (1%), Serbia (3%), Spain (11%), and the U.K. (11%) fluoridate any of their
water. Most developed countries, including Japan and 97% of the western European population, do not consume
fluoridated water.

In the U.S., about 70% of public water supplies are fluoridated. This equates to approximately 185 million people,
5 which is over half the number of people drinking artificially fluoridated water worldwide. Some countries have areas
with high natural fluoride levels in the water. These include India, China and parts of Africa. In these countries
measures are being taken to remove the fluoride because of the health problems that fluoride can cause.

Fluoridation is a bad medical practice

1) Fluoride is the only chemical added to water for the purpose of medical treatment. The U.S. Food and Drug
10 Administration (FDA) classifies fluoride as a drug when used to prevent or mitigate disease (FDA 2000). As a
matter of basic logic, adding fluoride to water for the sole purpose of preventing tooth decay (a non-waterborne
disease) is a form of medical treatment. All other water treatment chemicals are added to improve the waters quality
or safety, which fluoride does not do.

2) Fluoridation is unethical. Informed consent is standard practice for all medication, and one of the key reasons
15 why most of Western Europe has ruled against fluoridation. With water fluoridation we are allowing governments to
do to whole communities (forcing people to take a medicine irrespective of their consent) what individual doctors
cannot do to individual patients.

Put another way: Does a voter have the right to require that their neighbor ingest a certain medication (even if it is
against that neighbors will)?

20 3) The dose cannot be controlled. Once fluoride is put in the water it is impossible to control the dose each
individual receives because people drink different amounts of water. Being able to control the dose a patient receives
is critical. Some people (e.g., manual laborers, athletes, diabetics, and people with kidney disease) drink
substantially more water than others.

4) The fluoride goes to everyone regardless of age, health or vulnerability. According to Dr. Arvid Carlsson, the
25 2000 Nobel Laureate in Medicine and Physiology and one of the scientists who helped keep fluoridation out of
Sweden:

Water fluoridation goes against leading principles of pharmacotherapy, which is progressing from a stereotyped
medication of the type 1 tablet 3 times a day to a much more individualized therapy as regards both dosage
and selection of drugs. The addition of drugs to the drinking water means exactly the opposite of an individualized
30 therapy (Carlsson 1978).

5) People now receive fluoride from many other sources besides water. Fluoridated water is not the only way
people are exposed to fluoride. Other sources of fluoride include food and beverages processed with fluoridated
water (Kiritsy 1996; Heilman 1999), fluoridated dental products (Bentley 1999; Levy 1999), mechanically deboned
meat (Fein 2001), tea (Levy 1999), and pesticide residues (e.g., from cryolite) on food (Stannard 1991; Burgstahler
35 1997). It is now widely acknowledged that exposure to non-water sources of fluoride has significantly increased
since the water fluoridation program first began (NRC 2006).

6) Fluoride is not an essential nutrient. No disease, not even tooth decay, is caused by a fluoride
deficiency.(NRC 1993; Institute of Medicine 1997, NRC 2006). Not a single biological process has been shown to
require fluoride. On the contrary there is extensive evidence that fluoride can interfere with many important
40 biological processes. Fluoride interferes with numerous enzymes (Waldbott 1978). In combination with aluminum,
fluoride interferes with G-proteins (Bigay 1985, 1987). Such interactions give aluminum-fluoride complexes the
potential to interfere with signals from growth factors, hormones and neurotransmitters (Strunecka & Patocka 1999;
Li 2003). More and more studies indicate that fluoride can interfere with biochemistry in fundamental ways (Barbier
2010).

45 7) The level in mothers milk is very low. Considering reason #6 it is perhaps not surprising that the level of
fluoride in mothers milk is remarkably low (0.004 ppm, NRC, 2006). This means that a bottle-fed baby consuming
fluoridated water (0.6 1.2 ppm) can get up to 300 times more fluoride than a breast-fed baby. There are no benefits

(see reasons #11-19), only risks (see reasons #21-36), for infants ingesting this heightened level of fluoride at such
an early age (an age where susceptibility to environmental toxins is particularly high).

8 ) Fluoride accumulates in the body. Healthy adult kidneys excrete 50 to 60% of the fluoride ingested each day
(Marier & Rose 1971). The remainder accumulates in the body, largely in calcifying tissues such as the bones and
5 pineal gland (Luke 1997, 2001). Infants and children excrete less fluoride from their kidneys and take up to 80% of
ingested fluoride into their bones (Ekstrand 1994). The fluoride concentration in bone steadily increases over a
lifetime (NRC 2006).

9) No health agency in fluoridated countries is monitoring fluoride exposure or side effects. No regular
measurements are being made of the levels of fluoride in urine, blood, bones, hair, or nails of either the general
10 population or sensitive subparts of the population (e.g., individuals with kidney disease).

10) There has never been a single randomized controlled trial to demonstrate fluoridations effectiveness or
safety. Despite the fact that fluoride has been added to community water supplies for over 60 years, there have
been no randomized trials of water fluoridation (Cheng 2007). Randomized trials are the standard method for
determining the safety and effectiveness of any purportedly beneficial medical treatment. In 2000, the British
15 Governments York Review could not give a single fluoridation trial a Grade A classification despite 50 years of
research (McDonagh 2000). The U.S. Food and Drug Administration (FDA) continues to classify fluoride as an
unapproved new drug.

Swallowing fluoride provides no (or very little) benefit

11) Benefit is topical not systemic. The Centers for Disease Control and Prevention (CDC, 1999, 2001) has now
20 acknowledged that the mechanism of fluorides benefits are mainly topical, not systemic. There is no need
whatsoever, therefore, to swallow fluoride to protect teeth. Since the purported benefit of fluoride is topical, and the
risks are systemic, it makes more sense to deliver the fluoride directly to the tooth in the form of toothpaste. Since
swallowing fluoride is unnecessary, and potentially dangerous, there is no justification for forcing people (against
their will) to ingest fluoride through their water supply.

25 12) Fluoridation is not necessary. Most western, industrialized countries have rejected water fluoridation, but have
nevertheless experienced the same decline in childhood dental decay as fluoridated countries. (See data from World
Health Organization presented graphically in Figure).

13) Fluoridations role in the decline of tooth decay is in serious doubt. The largest survey ever conducted in the
US (over 39,000 children from 84 communities) by the National Institute of Dental Research showed little
difference in tooth decay among children in fluoridated and non-fluoridated communities (Hileman 1989).
According to NIDR researchers, the study found an average difference of only 0.6 DMFS (Decayed, Missing, and
5 Filled Surfaces) in the permanent teeth of children aged 5-17 residing their entire lives in either fluoridated or
unfluoridated areas (Brunelle & Carlos, 1990). This difference is less than one tooth surface, and less than 1% of the
100+ tooth surfaces available in a childs mouth. Large surveys from three Australian states have found even less of
a benefit, with decay reductions ranging from 0 to 0.3 of one permanent tooth surface (Spencer 1996; Armfield &
Spencer 2004). None of these studies have allowed for the possible delayed eruption of the teeth that may be caused
10 by exposure to fluoride, for which there is some evidence (Komarek 2005). A one-year delay in eruption of the
permanent teeth would eliminate the very small benefit recorded in these modern studies.

14) NIH-funded study on individual fluoride ingestion and tooth decay found no significant correlation. A
multi-million dollar, U.S. National Institutes of Health (NIH)-funded study found no significant relationship
between tooth decay and fluoride intake among children. (Warren 2009) This is the first time tooth decay has been
15 investigated as a function of individual exposure (as opposed to mere residence in a fluoridated community).

15) Tooth decay is high in low-income communities that have been fluoridated for years. Despite some claims
to the contrary, water fluoridation cannot prevent the oral health crises that result from rampant poverty, inadequate
nutrition, and lack of access to dental care. There have been numerous reports of severe dental crises in low-income
neighborhoods of US cities that have been fluoridated for over 20 years (e.g., Boston, Cincinnati, New York City,
20 and Pittsburgh). In addition, research has repeatedly found fluoridation to be ineffective at preventing the most
serious oral health problem facing poor children, namely baby bottle tooth decay, otherwise known as early
childhood caries (Barnes 1992; Shiboski 2003).

16) Tooth decay does not go up when fluoridation is stopped. Where fluoridation has been discontinued in
communities from Canada, the former East Germany, Cuba and Finland, dental decay has not increased but has
25 generally continued to decrease (Maupom 2001; Kunzel & Fischer, 1997, 2000; Kunzel 2000; Seppa 2000).

17) Tooth decay was coming down before fluoridation started. Modern research shows that decay rates were
coming down before fluoridation was introduced in Australia and New Zealand and have continued to decline even
after its benefits would have been maximized. (Colquhoun 1997; Diesendorf 1986). As the following figure
indicates, many other factors are responsible for the decline of tooth decay that has been universally reported
30 throughout the western world.

18) The studies that launched fluoridation were methodologically flawed. The early trials conducted between
1945 and 1955 in North America that helped to launch fluoridation, have been heavily criticized for their poor
methodology and poor choice of control communities (De Stefano 1954; Sutton 1959, 1960, 1996; Ziegelbecker
1970). According to Dr. Hubert Arnold, a statistician from the University of California at Davis, the early
5 fluoridation trials are especially rich in fallacies, improper design, invalid use of statistical methods, omissions of
contrary data, and just plain muddleheadedness and hebetude. Serious questions have also been raised about
Trendley Deans (the father of fluoridation) famous 21-city study from 1942 (Ziegelbecker 1981).

Children are being over-exposed to fluoride

19) Children are being over-exposed to fluoride. The fluoridation program has massively failed to achieve one of
10 its key objectives, i.e., to lower dental decay rates while limiting the occurrence of dental fluorosis (a discoloring of
tooth enamel caused by too much fluoride. The goal of the early promoters of fluoridation was to limit dental
fluorosis (in its very mild form) to10% of children (NRC 1993, pp. 6-7). In 2010, however, the Centers for Disease
Control and Prevention (CDC) reported that 41% of American adolescents had dental fluorosis, with 8.6% having
mild fluorosis and 3.6% having either moderate or severe dental fluorosis (Beltran-Aguilar 2010). As the 41%
15 prevalence figure is a national average and includes children living in fluoridated and unfluoridated areas, the
fluorosis rate in fluoridated communities will obviously be higher. The British Governments York Review
estimated that up to 48% of children in fluoridated areas worldwide have dental fluorosis in all forms, with 12.5%
having fluorosis of aesthetic concern (McDonagh, 2000).

20 20) The highest doses of fluoride are going to bottle-fed babies. Because of their sole reliance on liquids for their
food intake, infants consuming formula made with fluoridated water have the highest exposure to fluoride, by
bodyweight, in the population. Because infant exposure to fluoridated water has been repeatedly found to be a major
risk factor for developing dental fluorosis later in life (Marshall 2004; Hong 2006; Levy 2010), a number of dental
researchers have recommended that parents of newborns not use fluoridated water when reconstituting formula
25 (Ekstrand 1996; Pendrys 1998; Fomon 2000; Brothwell 2003; Marshall 2004). Even the American Dental
Association (ADA), the most ardent institutional proponent of fluoridation, distributed a November 6, 2006 email
alert to its members recommending that parents be advised that formula should be made with low or no-fluoride
water. Unfortunately, the ADA has done little to get this information into the hands of parents. As a result, many
parents remain unaware of the fluorosis risk from infant exposure to fluoridated water.

30 Evidence of harm to other tissues

21) Dental fluorosis may be an indicator of wider systemic damage. There have been many suggestions as to the
possible biochemical mechanisms underlying the development of dental fluorosis (Matsuo 1998; Den Besten 1999;
Sharma 2008; Duan 2011; Tye 2011) and they are complicated for a lay reader. While promoters of fluoridation are
content to dismiss dental fluorosis (in its milder forms) as merely a cosmetic effect, it is rash to assume that fluoride
35 is not impacting other developing tissues when it is visibly damaging the teeth by some biochemical mechanism
(Groth 1973; Colquhoun 1997). Moreover, ingested fluoride can only cause dental fluorosis during the period before

the permanent teeth have erupted (6-8 years), other tissues are potentially susceptible to damage throughout life. For
example, in areas of naturally high levels of fluoride the first indicator of harm is dental fluorosis in children. In the
same communities many older people develop skeletal fluorosis.

22) Fluoride may damage the brain. According to the National Research Council (2006), it is apparent that
5 fluorides have the ability to interfere with the functions of the brain. In a review of the literature commissioned by
the US Environmental Protection Agency (EPA), fluoride has been listed among about 100 chemicals for which
there is substantial evidence of developmental neurotoxicity. Animal experiments show that fluoride accumulates
in the brain and alters mental behavior in a manner consistent with a neurotoxic agent (Mullenix 1995). In total,
there have now been over 100 animal experiments showing that fluoride can damage the brain and impact learning
10 and behavior. According to fluoridation proponents, these animal studies can be ignored because high doses were
used. However, it is important to note that rats generally require five times more fluoride to reach the same plasma
levels in humans (Sawan 2010). Further, one animal experiment found effects at remarkably low doses (Varner
1998). In this study, rats fed for one year with 1 ppm fluoride in their water (the same level used in fluoridation
programs), using either sodium fluoride or aluminum fluoride, had morphological changes to their kidneys and
15 brains, an increased uptake of aluminum in the brain, and the formation of beta-amyloid deposits which are
associated with Alzheimers disease. Other animal studies have found effects on the brain at water fluoride levels as
low as 5 ppm (Liu 2010).

23) Fluoride may lower IQ. There have now been 33 studies from China, Iran, India and Mexico that have reported
an association between fluoride exposure and reduced IQ. One of these studies (Lin 1991) indicates that even just
20 moderate levels of fluoride exposure (e.g., 0.9 ppm in the water) can exacerbate the neurological defects of iodine
deficiency. Other studies have found IQ reductions at 1.9 ppm (Xiang 2003a,b); 0.3-3.0 ppm (Ding 2011); 1.8-3.9
ppm (Xu 1994); 2.0 ppm (Yao 1996, 1997); 2.1-3.2 ppm (An 1992); 2.38 ppm (Poureslami 2011); 2.45 ppm (Eswar
2011); 2.5 ppm (Seraj 2006); 2.85 ppm (Hong 2001); 2.97 ppm (Wang 2001, Yang 1994); 3.15 ppm (Lu 2000); 4.12
ppm (Zhao 1996). In the Ding study, each 1 ppm increase of fluoride in urine was associated with a loss of 0.59 IQ
25 points. None of these studies indicate an adequate margin of safety to protect all children drinking artificially
fluoridated water from this affect. According to the National Research Council (2006), the consistency of the
results [in fluoride/IQ studies] appears significant enough to warrant additional research on the effects of fluoride on
intelligence. The NRCs conclusion has recently been amplified by a team of Harvard scientists whose fluoride/IQ
meta-review concludes that fluorides impact on the developing brain should be a high research priority. (Choi et
30 al., 2012). Except for one small IQ study from New Zealand (Spittle 1998) no fluoridating country has yet
investigated the matter.

24) Fluoride may cause non-IQ neurotoxic effects. Reduced IQ is not the only neurotoxic effect that may result
from fluoride exposure. At least three human studies have reported an association between fluoride exposure and
impaired visual-spatial organization (Calderon 2000; Li 2004; Rocha-Amador 2009); while four other studies have
35 found an association between prenatal fluoride exposure and fetal brain damage (Han 1989; Du 1992; Dong 1993;
Yu 1996).

25) Fluoride affects the pineal gland. Studies by Jennifer Luke (2001) show that fluoride accumulates in the
human pineal gland to very high levels. In her Ph.D. thesis, Luke has also shown in animal studies that fluoride
reduces melatonin production and leads to an earlier onset of puberty (Luke 1997). Consistent with Lukes findings,
40 one of the earliest fluoridation trials in the U.S. (Schlesinger 1956) reported that on average young girls in the
fluoridated community reached menstruation 5 months earlier than girls in the non-fluoridated community.
Inexplicably, no fluoridating country has attempted to reproduce either Lukes or Schlesingers findings or examine
the issue any further.

26) Fluoride affects thyroid function. According to the U.S. National Research Council (2006), several lines of
45 information indicate an effect of fluoride exposure on thyroid function. In the Ukraine, Bachinskii (1985) found a
lowering of thyroid function, among otherwise healthy people, at 2.3 ppm fluoride in water. In the middle of the
20th century, fluoride was prescribed by a number of European doctors to reduce the activity of the thyroid gland for
those suffering from hyperthyroidism (overactive thyroid) (Stecher 1960; Waldbott 1978). According to a clinical
study by Galletti and Joyet (1958), the thyroid function of hyperthyroid patients was effectively reduced at just 2.3
50 to 4.5 mg/day of fluoride ion. To put this finding in perspective, the Department of Health and Human Services
(DHHS, 1991) has estimated that total fluoride exposure in fluoridated communities ranges from 1.6 to 6.6 mg/day.
This is a remarkable fact, particularly considering the rampant and increasing problem of hypothyroidism
(underactive thyroid) in the United States and other fluoridated countries. Symptoms of hypothyroidism include
depression, fatigue, weight gain, muscle and joint pains, increased cholesterol levels, and heart disease. In 2010, the

second most prescribed drug of the year was Synthroid (sodium levothyroxine) which is a hormone replacement
drug used to treat an underactive thyroid.

27) Fluoride causes arthritic symptoms. Some of the early symptoms of skeletal fluorosis (a fluoride-induced
bone and joint disease that impacts millions of people in India, China, and Africa), mimic the symptoms of arthritis
5 (Singh 1963; Franke 1975; Teotia 1976; Carnow 1981; Czerwinski 1988; DHHS 1991). According to a review on
fluoridation published in Chemical & Engineering News, Because some of the clinical symptoms mimic arthritis,
the first two clinical phases of skeletal fluorosis could be easily misdiagnosed (Hileman 1988). Few, if any, studies
have been done to determine the extent of this misdiagnosis, and whether the high prevalence of arthritis in America
(1 in 3 Americans have some form of arthritis CDC, 2002) and other fluoridated countries is related to growing
10 fluoride exposure, which is highly plausible. Even when individuals in the U.S. suffer advanced forms of skeletal
fluorosis (from drinking large amounts of tea), it has taken years of misdiagnoses before doctors finally correctly
diagnosed the condition as fluorosis.

28) Fluoride damages bone. An early fluoridation trial (Newburgh-Kingston 1945-55) found a significant two-fold
increase in cortical bone defects among children in the fluoridated community (Schlesinger 1956). The cortical bone
15 is the outside layer of the bone and is important to protect against fracture. While this result was not considered
important at the time with respect to bone fractures, it did prompt questions about a possible link to osteosarcoma
(Caffey, 1955; NAS, 1977). In 2001, Alarcon-Herrera and co-workers reported a linear correlation between the
severity of dental fluorosis and the frequency of bone fractures in both children and adults in a high fluoride area in
Mexico.

20 29) Fluoride may increase hip fractures in the elderly. When high doses of fluoride (average 26 mg per day) were
used in trials to treat patients with osteoporosis in an effort to harden their bones and reduce fracture rates, it actually
led to a higher number of fractures, particularly hip fractures (Inkovaara 1975; Gerster 1983; Dambacher 1986;
ODuffy 1986; Hedlund 1989; Bayley 1990; Gutteridge 1990. 2002; Orcel 1990; Riggs 1990 and Schnitzler 1990).
Hip fracture is a very serious issue for the elderly, often leading to a loss of independence or a shortened life. There
25 have been over a dozen studies published since 1990 that have investigated a possible relationship between hip
fractures and long term consumption of artificially fluoridated water or water with high natural levels. The results
have been mixed some have found an association and others have not. Some have even claimed a protective effect.
One very important study in China, which examined hip fractures in six Chinese villages, found what appears to be a
dose-related increase in hip fracture as the concentration of fluoride rose from 1 ppm to 8 ppm (Li 2001) offering
30 little comfort to those who drink a lot of fluoridated water. Moreover, in the only human epidemiological study to
assess bone strength as a function of bone fluoride concentration, researchers from the University of Toronto found
that (as with animal studies) the strength of bone declined with increasing fluoride content (Chachra 2010). Finally,
a recent study from Iowa (Levy 2009), published data suggesting that low-level fluoride exposure may have a
detrimental effect on cortical bone density in girls (an effect that has been repeatedly documented in clinical trials
35 and which has been posited as an important mechanism by which fluoride may increase bone fracture rates).

30) People with impaired kidney function are particularly vulnerable to bone damage. Because of their
inability to effectively excrete fluoride, people with kidney disease are prone to accumulating high levels of fluoride
in their bone and blood. As a result of this high fluoride body burden, kidney patients have an elevated risk for
developing skeletal fluorosis. In one of the few U.S. studies investigating the matter, crippling skeletal fluorosis was
40 documented among patients with severe kidney disease drinking water with just 1.7 ppm fluoride (Johnson 1979).
Since severe skeletal fluorosis in kidney patients has been detected in small case studies, it is likely that larger,
systematic studies would detect skeletal fluorosis at even lower fluoride levels.

31) Fluoride may cause bone cancer (osteosarcoma). A U.S. government-funded animal study found a dose-
dependent increase in bone cancer (osteosarcoma) in fluoride-treated, male rats (NTP 1990). Following the results of
45 this study, the National Cancer Institute (NCI) reviewed national cancer data in the U.S. and found a significantly
higher rate of osteosarcoma (a bone cancer) in young men in fluoridated versus unfluoridated areas (Hoover et al
1991a). While the NCI concluded (based on an analysis lacking statistical power) that fluoridation was not the cause
(Hoover et al 1991b), no explanation was provided to explain the higher rates in the fluoridated areas. A smaller
study from New Jersey (Cohn 1992) found osteosarcoma rates to be up to 6 times higher in young men living in
50 fluoridated versus unfluoridated areas. Other epidemiological studies of varying size and quality have failed to find
this relationship (a summary of these can be found in Bassin, 2001 and Connett & Neurath, 2005). There are three
reasons why a fluoride-osteosarcoma connection is plausible: First, fluoride accumulates to a high level in bone.
Second, fluoride stimulates bone growth. And, third, fluoride can interfere with the genetic apparatus of bone cells in
several ways; it has been shown to be mutagenic, cause chromosome damage, and interfere with the enzymes
55 involved with DNA repair in both cell and tissue studies (Tsutsui 1984; Caspary 1987; Kishi 1993; Mihashi 1996;

Zhang 2009). In addition to cell and tissue studies, a correlation between fluoride exposure and chromosome damage
in humans has also been reported (Sheth 1994; Wu 1995; Meng 1997; Joseph 2000).

32) Proponents have failed to refute the Bassin-Osteosarcoma study. In 2001, Elise Bassin, a dentist,
successfully defended her doctoral thesis at Harvard in which she found that young boys had a five-to-seven fold
5 increased risk of getting osteosarcoma by the age of 20 if they drank fluoridated water during their mid-childhood
growth spurt (age 6 to 8). The study was published in 2006 (Bassin 2006) but has been largely discounted by
fluoridating countries because her thesis adviser Professor Chester Douglass (a promoter of fluoridation and a
consultant for Colgate) promised a larger study that he claimed would discount her thesis (Douglass and Joshipura,
2006). Now, after 5 years of waiting the Douglass study has finally been published (Kim 2011) but in no way does
10 this study discount Bassins findings. The study, which used far fewer controls than Bassins analysis, did not even
attempt to assess the age-specific window of risk that Bassin identified. Indeed, by the authors own admission, the
study had no capacity to assess the risk of osteosarcoma among children and adolescents (the precise population of

33) Fluoride may cause reproductive problems. Fluoride administered to animals at high doses wreaks havoc on
15 the male reproductive system it damages sperm and increases the rate of infertility in a number of different species
(Kour 1980; Chinoy 1989; Chinoy 1991; Susheela 1991; Chinoy 1994; Kumar 1994; Narayana 1994a,b; Zhao 1995;
Elbetieha 2000; Ghosh 2002; Zakrzewska 2002). In addition, an epidemiological study from the US found increased
rates of infertility among couples living in areas with 3 ppm or more fluoride in the water (Freni 1994), two studies
have found increased fertility among men living in high-fluoride areas of China and India (Liu 1988; Neelam 1987);
20 four studies have found reduced level of circulating testosterone in males living in high fluoride areas (Hao 2010;
Chen P 1997; Susheela 1996; Barot 1998), and a study of fluoride-exposed workers reported a subclinical
reproductive effect (Ortiz-Perez 2003). While animal studies by FDA researchers have failed to find evidence of
reproductive toxicity in fluoride-exposed rats (Sprando 1996, 1997, 1998), the National Research Council (2006) has
recommended that, the relationship between fluoride and fertility requires additional study.

25 34) Some individuals are highly sensitive to low levels of fluoride as shown by case studies and double blind
studies. In one study, which lasted 13 years, Feltman and Kosel (1961) showed that about 1% of patients given 1 mg
of fluoride each day developed negative reactions. Many individuals have reported suffering from symptoms such as
fatigue, headaches, rashes and stomach and gastro intestinal tract problems, which disappear when they avoid
fluoride in their water and diet. (Shea 1967; Waldbott 1978; Moolenburgh 1987) Frequently the symptoms reappear
30 when they are unwittingly exposed to fluoride again (Spittle, 2008). No fluoridating government has conducted
scientific studies to take this issue beyond these anecdotal reports. Without the willingness of governments to
investigate these reports scientifically, should we as a society be forcing these people to ingest fluoride?

35) Other subsets of population are more vulnerable to fluorides toxicity. In addition to people suffering from
impaired kidney function discussed in reason #30 other subsets of the population are more vulnerable to fluorides
35 toxic effects. According to the Agency for Toxic Substances and Disease Registry (ATSDR 1993) these include:
infants, the elderly, and those with diabetes mellitus. Also vulnerable are those who suffer from malnutrition (e.g.,
calcium, magnesium, vitamin C, vitamin D and iodine deficiencies and protein-poor diets) and those who have
diabetes insipidus. See: Greenberg 1974; Klein 1975; Massler & Schour 1952; Marier & Rose 1977; Lin 1991; Chen
1997; Seow 1994; Teotia 1998.

40 No Margin of Safety

36) There is no margin of safety for several health effects. No one can deny that high natural levels of fluoride
damage health. Millions of people in India and China have had their health compromised by fluoride. The real
question is whether there is an adequate margin of safety between the doses shown to cause harm in published
studies and the total dose people receive consuming uncontrolled amounts of fluoridated water and non-water
45 sources of fluoride. This margin of safety has to take into account the wide range of individual sensitivity expected
in a large population (a safety factor of 10 is usually applied to the lowest level causing harm). Another safety factor
is also needed to take into account the wide range of doses to which people are exposed. There is clearly no margin
of safety for dental fluorosis (CDC, 2010) and based on the following studies nowhere near an adequate margin of
safety for lowered IQ (Xiang 2003a,b; Ding 2011; Choi 2012); lowered thyroid function (Galletti & Joyet 1958;
50 Bachinskii 1985; Lin 1991); bone fractures in children (Alarcon-Herrera 2001) or hip fractures in the elderly
(Kurttio 1999; Li 2001). All of these harmful effects are discussed in the NRC (2006) review.

37) Low-income families penalized by fluoridation. Those most likely to suffer from poor nutrition, and thus more
likely to be more vulnerable to fluorides toxic effects, are the poor, who unfortunately, are the very people being
targeted by new fluoridation programs. While at heightened risk, poor families are least able to afford avoiding
5 fluoride once it is added to the water supply. No financial support is being offered to these families to help them get
alternative water supplies or to help pay the costs of treating unsightly cases of dental fluorosis.

38) Black and Hispanic children are more vulnerable to fluorides toxicity. According to the CDCs national
survey of dental fluorosis, black and Mexican-American children have significantly higher rates of dental fluorosis
than white children (Beltran-Aguilar 2005, Table 23). The recognition that minority children appear to be more
10 vulnerable to toxic effects of fluoride, combined with the fact that low-income families are less able to avoid
drinking fluoridated water, has prompted prominent leaders in the environmental-justice movement to oppose
mandatory fluoridation in Georgia. In a statement issued in May 2011, Andrew Young, a colleague of Martin Luther
King, Jr., and former Mayor of Atlanta and former US Ambassador to the United Nations, stated:

I am most deeply concerned for poor families who have babies: if they cannot afford unfluoridated water for their
15 babies milk formula, do their babies not count? Of course they do. This is an issue of fairness, civil rights, and
compassion. We must find better ways to prevent cavities, such as helping those most at risk for cavities obtain
access to the services of a dentistMy father was a dentist. I formerly was a strong believer in the benefits of water
fluoridation for preventing cavities. But many things that we began to do 50 or more years ago we now no longer do,
because we have learned further information that changes our practices and policies. So it is with fluoridation.

20 39) Minorities are not being warned about their vulnerabilities to fluoride. The CDC is not warning black and
Mexican-American children that they have higher rates of dental fluorosis than Caucasian children (see #38). This
extra vulnerability may extend to other toxic effects of fluoride. Black Americans have higher rates of lactose
intolerance, kidney problems and diabetes, all of which may exacerbate fluorides toxicity.

40) Tooth decay reflects low-income not low-fluoride intake. Since dental decay is most concentrated in poor
25 communities, we should be spending our efforts trying to increase the access to dental care for low-income families.
The highest rates of tooth decay today can be found in low-income areas that have been fluoridated for many years.
The real Oral Health Crisis that exists today in the United States, is not a lack of fluoride but poverty and lack of
dental insurance. The Surgeon General has estimated that 80% of dentists in the US do not treat children on
Medicaid.

30 The largely untested chemicals used in fluoridation programs

41) The chemicals used to fluoridate water are not pharmaceutical grade. Instead, they largely come from the
wet scrubbing systems of the phosphate fertilizer industry. These chemicals (90% of which are sodium fluorosilicate
and fluorosilicic acid), are classified hazardous wastes contaminated with various impurities. Recent testing by the
National Sanitation Foundation suggest that the levels of arsenic in these silicon fluorides are relatively high (up to
35 1.6 ppb after dilution into public water) and of potential concern (NSF 2000 and Wang 2000). Arsenic is a known
human carcinogen for which there is no safe level. This one contaminant alone could be increasing cancer rates
and unnecessarily so.

42) The silicon fluorides have not been tested comprehensively. The chemical usually tested in animal studies is
pharmaceutical grade sodium fluoride, not industrial grade fluorosilicic acid. Proponents claim that once the silicon
40 fluorides have been diluted at the public water works they are completely dissociated to free fluoride ions and
hydrated silica and thus there is no need to examine the toxicology of these compounds. However, while a study
from the University of Michigan (Finney et al., 2006) showed complete dissociation at neutral pH, in acidic
conditions (pH 3) there was a stable complex containing five fluoride ions. Thus the possibility arises that such a
complex may be regenerated in the stomach where the pH lies between 1 and 2.

45 43) The silicon fluorides may increase lead uptake into childrens blood. Studies by Masters and Coplan (1999,
2000, 2007), and to a lesser extent Macek (2006), show an association between the use of fluorosilicic acid (and its
sodium salt) to fluoridate water and an increased uptake of lead into childrens blood. Because of leads
acknowledged ability to damage the developing brain, this is a very serious finding. Nevertheless, it is being largely
ignored by fluoridating countries. This association received some strong biochemical support from an animal study

by Sawan et al. (2010) who found that exposure of rats to a combination of fluorosilicic acid and lead in their
drinking water increased the uptake of lead into blood some threefold over exposure to lead alone.

44) Fluoride may leach lead from pipes, brass fittings and soldered joints. In tightly controlled laboratory
experiments, Maas et al (2007) have shown that fluoridating agents in combination with chlorinating agents such as
5 chloroamine increase the leaching of lead from brass fittings used in plumbing. While proponents may argue about
the neurotoxic effects of low levels of fluoride there is no argument that lead at very low levels lowers IQ in
children.

Continued promotion of fluoridation is unscientific

45) Key health studies have not been done. In the January 2008 issue of Scientific American, Professor John
10 Doull, the chairman of the important 2006 National Research Council review, Fluoride in Drinking Water: A
Review of EPAs Standards, is quoted as saying:

What the committee found is that weve gone with the status quo regarding fluoride for many yearsfor too long
reallyand now we need to take a fresh look . . . In the scientific community people tend to think this is settled. I
mean, when the U.S. surgeon general comes out and says this is one of the top 10 greatest achievements of the 20th
15 century, thats a hard hurdle to get over. But when we looked at the studies that have been done, we found that many
of these questions are unsettled and we have much less information than we should, considering how long this
[fluoridation] has been going on.

The absence of studies is being used by promoters as meaning the absence of harm. This is an irresponsible position.

46) Endorsements do not represent scientific evidence. Many of those promoting fluoridation rely heavily on a
20 list of endorsements. However, the U.S. PHS first endorsed fluoridation in 1950, before one single trial had been
completed and before any significant health studies had been published (see chapters 9 and 10 in The Case Against
Fluoride for the significance of this PHS endorsement for the future promotion of fluoridation). Many other
endorsements swiftly followed with little evidence of any scientific rational for doing so. The continued use of these
endorsements has more to do with political science than medical science.

25 47) Review panels hand-picked to deliver a pro-fluoridation result. Every so often, particularly when their
fluoridation program is under threat, governments of fluoridating countries hand-pick panels to deliver reports that
provide the necessary re-endorsement of the practice. In their recent book Fluoride Wars (2009), which is otherwise
slanted toward fluoridation, Alan Freeze and Jay Lehr concede this point when they write:

There is one anti-fluoridationist charge that does have some truth to it. Anti-fluoride forces have always claimed that
30 the many government-sponsored review panels set up over the years to assess the costs and benefits of fluoridation
were stacked in favor of fluoridation. A review of the membership of the various panels confirms this charge. The
expert committees that put together reports by the American Association for the Advancement of Science in 1941,
1944 and 1954; the National Academy of Sciences in 1951, 1971, 1977 and 1993; the World Health Organization in
1958 and 1970; and the U.S. Public Health Service in 1991 are rife with the names of well-known medical and
35 dental researchers who actively campaigned on behalf of fluoridation or whose research was held in high regard in
the pro-fluoridation movement. Membership was interlocking and incestuous.

The most recent examples of these self-fulfilling prophecies have come from the Irish Fluoridation Forum (2002);
the National Health and Medical Research Council (NHMRC, 2007) and Health Canada (2008, 2010). The latter
used a panel of six experts to review the health literature. Four of the six were pro-fluoridation dentists and the other
40 two had no demonstrated expertise on fluoride. A notable exception to this trend was the appointment by the U.S.
National Research Council of the first balanced panel of experts ever selected to look at fluorides toxicity in the
U.S. This panel of twelve reviewed the US EPAs safe drinking water standards for fluoride. After three and half
years the panel concluded in a 507- page report that the safe drinking water standard was not protective of health and
a new maximum contaminant level goal (MCLG) should be determined (NRC, 2006). If normal toxicological
45 procedures and appropriate margins of safety were applied to their findings this report should spell an end to water
fluoridation. Unfortunately in January of 2011 the US EPA Office of Water made it clear that they would not
determine a value for the MCLG that would jeopardize the water fluoridation program (EPA press release, Jan 7,
2011. Once again politics was allowed to trump science.

More and more independent scientists oppose fluoridation

48) Many scientists oppose fluoridation. Proponents of fluoridation have maintained for many years despite the
fact that the earliest opponents of fluoridation were biochemiststhat the only people opposed to fluoridation are
not bona fide scientists. Today, as more and more scientists, doctors, dentists and other professionals, read the
5 primary literature for themselves, rather than relying on self-serving statements from the ADA and the CDC, they
are realizing that they and the general public have not been diligently informed by their professional bodies on this
subject. As of January 2012, over 4,000 professionals have signed a statement calling for an end to water
fluoridation worldwide. This statement and a list of signatories can be found on the website of the Fluoride Action
Network. A glimpse of the caliber of those opposing fluoridation can be gleaned by watching the 28-minute video
10 Professional Perspectives on Water fluoridation which can be viewed online at the same FAN site.

Proponents dubious tactics

49) Proponents usually refuse to defend fluoridation in open debate. While pro-fluoridation officials continue to
promote fluoridation with undiminished fervor, they usually refuse to defend the practice in open public debate
even when challenged to do so by organizations such as the Association for Science in the Public Interest, the
15 American College of Toxicology, or the U.S. EPA (Bryson 2004). According to Dr. Michael Easley, a prominent
lobbyist for fluoridation in the US, Debates give the illusion that a scientific controversy exists when no credible
people support the fluorophobics view (Easley, 1999). In light of proponents refusal to debate this issue, Dr.
Edward Groth, a Senior Scientist at Consumers Union, observed that, the political profluoridation stance has
evolved into a dogmatic, authoritarian, essentially antiscientific posture, one that discourages open debate of
20 scientific issues (Martin 1991).

50) Proponents use very dubious tactics to promote fluoridation. Many scientists, doctors and dentists who have
spoken out publicly on this issue have been subjected to censorship and intimidation (Martin 1991). Dr. Phyllis
Mullenix was fired from her position as Chair of Toxicology at Forsythe Dental Center for publishing her findings
on fluoride and the brain (Mullenix 1995); and Dr. William Marcus was fired from the EPA for questioning the
25 governments handling of the NTPs fluoride-cancer study (Bryson 2004). Many dentists and even doctors tell
opponents in private that they are opposed to this practice but dare not speak out in public because of peer pressure
and the fear of recriminations. Tactics like this would not be necessary if those promoting fluoridation were on
secure scientific and ethical grounds.

Conclusion

30 When it comes to controversies surrounding toxic chemicals, vested interests traditionally do their very best to
discount animal studies and quibble with epidemiological findings. In the past, political pressures have led
government agencies to drag their feet on regulating asbestos, benzene, DDT, PCBs, tetraethyl lead, tobacco and
dioxins. With fluoridation we have had a sixty-year delay. Unfortunately, because government officials and dental
leaders have put so much of their credibility on the line defending fluoridation, and because of the huge liabilities
35 waiting in the wings if they admit that fluoridation has caused an increase in hip fracture, arthritis, bone cancer,
brain disorders or thyroid problems, it will be very difficult for them to speak honestly and openly about the issue.
But they must, not only to protect millions of people from unnecessary harm, but to protect the notion that, at its
core, public health policy must be based on sound science, not political expediency. They have a tool with which to
do this: its called the Precautionary Principle. Simply put, this says: if in doubt leave it out. This is what most
40 European countries have done and their childrens teeth have not suffered, while their publics trust has been
strengthened.

Just how much doubt is needed on just one of the health concerns identified above, to override a benefit, which
when quantified in the largest survey ever conducted in the US, amounts to less than one tooth surface (out of 128)
in a childs mouth?

45 While fluoridation may not be the greatest environmental health threat, it is one of the easiest to end. It is as easy as
turning off a spigot in the public water works. But to turn off that spigot takes political will and to get that we need
masses more people informed and organized. Please get these 50 reasons to all your friends and encourage them to
get fluoride out of their community and to help ban this practice worldwide.

5 The 50 Reasons were first compiled by Paul Connett and presented in person to the Irish Fluoridation Forum in
October 2000. The document was refined in 2004 and published in Medical Veritas. In the introduction to the 2004
version it was explained that after over four years the Irish authorities had not been able to muster a response to the
50 Reasons, despite agreeing to do so in 2000. Eventually, an anonymous, incomplete and superficial response was
posted on the Irish Department of Health and Childrens website (see this response and addendum

I have a public facebook group called "Wrong Vaccines" with 3200 members (worldwide)
and I am linked to other Anti-Vax/Pro Choice groups (last count was over 400,000) but of
course there are millions more that I am not aware of. So we citizens are no longer lone
voices in the wilderness, but part of an awakening of the masses demanding change in the
5 medical procedures and penalties imposed by governments who want to use their own people,
as disposal units for an ever increasing number of toxic, neurologically damaging and
potentially killer vaccines.for $ profit. Never before in the history of mankind has injecting
pregnant women with diseases and poisonous concoctions entered the minds of normal right
minded people, reinforcing our belief that vaccination is part of the population reduction

3. Some Vaccine damaged children are now getting dangerous as they get older and harder to
handle. These are mostly in their 20's, because it was around 1996 that the deadly mercury filled
concoctions were given en masse. Some will have to be institutionalized, much to the sorrow and
anguish of their exhausted parents. These young adults are still in nappies and non verbal,
15 trapped in their own bodies and unable to communicate. IT IS A DISASTER BEYOND

rent a vehicle and then avoid any demerit points to their license. Police themselves are often

corporation fails to disclose the identity of the motor vehicle user then CEO (If there is no CEO
20 then the most senior board member) must be deemed to have been driving the vehicle and cop
the relevant demerit points and penalty. In that way the CEO/board member will make sure that

Tougher punishments for the most serious speeding offences have come into force in
England and Wales.

35 Under new guidelines, fines for drivers caught doing 51mph in a 30mph zone or 101mph on a
motorway will start from 150% of weekly income, rather than the previous level of 100%.

The Sentencing Council said it wanted a "clear increase in penalty" as the seriousness of
offending increases.

Motoring groups have broadly welcomed the new guidelines for magistrates.

'Extreme offenders'
The new measures follow responses to a consultation.

It said previous guidelines did not properly take into account the increase in potential harm that
can result as speed above the limit rises.

5 Fines will also be increased for when motorists drive at 41mph or faster where there is a 20mph
limit.

However, because the maximum fines allowed by law remains the same, speeding drivers cannot
be fined more than 1,000 unless the offence takes place on a motorway, where the limit is
2,500.

10 Some 244 people were killed in crashes that occurred when a driver was breaking the speed limit
on Britain's roads in 2015.

AA president Edmund King said it was right that "extreme offenders" were punished
"severely".

15 He added: "Responsible drivers will welcome the changes coming into force today.

"The majority of drivers who keep to the correct speed, as well as driving to the conditions,
won't be affected.

"It is only those who deliberately drive dangerously who will end up in court."

RAC Foundation director Steve Gooding said while the new measures "underline how

He also questioned whether police officers have enough resources to ensure the tougher

Mr Gooding said: "While we broadly support linking the amount of the penalty with income, the
15 cap on the level of fines means that this link is broken for high-income drivers - hardly a level
playing field."

Gary Rae, campaigns director for road safety charity Brake, said: "Toughening the fines and
penalties for speeding is long overdue.

"I hope that magistrates ensure the new sentences are consistently applied."

Another problem is that I discovered that VicRoads is putting demerit points against a persons
license without any legal justification. Then we have reports that the number of people driving
disqualified is increasing, when in fact as I explored many are wrongly/unlawfully disqualified.
Tell that to a professional driver who lost his job, his family mortgage repayments, and his
5 family because someone at VicRoads wrongly put demerit points against his license where none
should have been. Tell this to a driver fined and having demerit points against his license for
driving an unregistered vehicle when in fact, so I was personally advised and given the
understanding by a VicRoad manager they are holding thousands upon thousands of paid
registration monies in a file unallocated to specific licenses/registration renewals. As a matter of
10 fact I came across this when query why my sons license had not been extended and was given
the understanding it was not paid. I produced bank records with the details but the manager (after
some search) came back no records showed such payments. I urged to look again and the
complaint was there were thousands of payments not allocated and it would take time to go
through it all. I explained I would wait. Well then another manager got involved and within
15 minutes the payment was located. It means that VicRoads administration or better to state
misadministration/maladministration is the real culprit where people are unduly dragged through
the courts and may very well have paid for license renewals/registration renewals but unable to
prove at the time with records having done so. It is quite frankly beyond me why VicRoads
doesnt bother to refund the monies if it cannot allocate (at least so it claims) to the payer so that
20 the payer is aware the monies are not put towards a license/registration renewal. The cancelation
of the window registration sticker also has resulted that people borrow a car in good faith and
then get pulled over driving an unregistered vehicle. They simply have no way to be able to
check if the vehicle is registered or not, because the Victorian Government no longer issue
window registration labels. The owner of the vehicle may have paid the renewal but VicRoads
25 may have wrongly placed into a holding account without allocating it.

One problem associated with it might be that often payment details are miniscule and so a payer
may in error used an incorrect number. I often have to resort to using a microscope to read the
small letter print of the relevant numbers. There appear to me no system in place where the
30 moment renewal of a license/registration has not been recorded as paid then a written notification
is provider to the registered owner/license holder until; months later. Why wait months and not
do so at the date of the payment is claimed not to have been received?
Then we also have the absurdity that the Sheriffs Office can suspend a drivers license/motor
35 vehicle registration as to unpaid fines. Moment let me get this. The Sheriffs Office goes after
people for unpaid fines that may have absolutely nothing to do with as driver license and/or
motor vehicle registration or even the condition of a motor vehicle. As I discovered in the years
of prior investigation before actually having a court case, as I prepare in advance even before a
court case exist expecting that soon or later there will be a court case, councils are fining people
40 allegedly within the provisions of the Country Fire Authority Act 1958 for not mowing their
nature Strip, now up to $2,000.00! Yes that is up to two thousand dollars. I had this before the
court that the Country Fire Authority Act 1958 doesnt at allow councils to fine anyone regarding
properties held by the State or under delegated powers by a council. Yet, Whittlesea Council on
its website simply advertises people can be fined for not mowing their nature strips. So, a council
45 then places the details before the unconstitutional Infringement Court which then issue
unconstitutional orders/warrant and the Sherriffs Office then as a terrorist confiscate motor
vehicles if the monies plus cost are not paid and this is deemed to be law and Order? Come on,
road-rage is escalating because people feel powerless. The judiciary going along with this
highway kind of robbery as much guilty to it all. Yet, when I through lawyers overpaid water
50 rates acting within the Powers of Attorney, then the SRO (State Revenue Office) while admitting
holding the monies refuses to hand back it all. It only is willing to refund part of the monies and
this I declined. So, why is it that when it comes to the state government actually owning monies,

and so admitted, cannot be fined or have some automatic suspension of the Premiers drivers
license and motor vehicle registration, when the legal principles in the constitution is that all
people are equal before the courts? After all I cannot approach the Infringement Court to
likewise issue orders against the state! As such the Infringement Court is not for this also
5 constitutionally valid.
Why is it that neither would the Infringement court accept any application by me (not being a
permissible authorised person to do so) for refund of all unconstitutional rates which are
unconstitutional delegated land taxation. (See Sydney Council v Commonwealth HCA 1904 re
delegated State land taxation powers)

Well, the problem is that judges of the High Court of Australia and for that other judicial officers
also, have their own mind-set to at times not allow to accept even the filing of an Application
within s75(v) regardless their conduct is unconstitutional and/or order cost regarding litigation on

In my view the courts are complicit to the fraud/terrorism upon the community!
Let me use another example, as I was placing before the court at the time in the Colosimo case.
25 The issue of FEE SIMPLE is that the Government can only do what the Crown could do. Yet,
despite this the Parliament/Government is terrorising FEE SIMPLE holders, even as I understand
it that many years ago people holding properties in FEE SIMPLE were prohibited to build on
their land such as at Phillips Island, obviously so the government could purchase it cheaply. And
I understand the High Court of Australia wrongly claimed that the States do not have to provide
30 proper compensations as the Commonwealth must do for acquisition. As the States are created
within section 106 subject to this constitution then all legal principles embedded in the
constitution applies to the states also.
And on and on it goes and well people are becoming severely frustrated in it all. As I exposed in
my successful appeals regarding the unconstitutional compulsory voting, the purported Victorian
35 Constitution Act 1975 is not a constitution at all and is not a constitutional valid constitution.

The constitution of this federation will not be charged with the duty of resisting privileged classes, for

The Victorian Constitution Act 1975 to my knowledge was never put to the State electors in a
State referendum to be approved as a constitution and therefore is not a constitution at all.
It by this then also questions the Coroners Court judicial authority as if it is operating
40 under the pretext of the purported Victorian Constitution Act 1975 then in my view it has
no legal authority at all.
If one desires to enforce the rule of law than one has to commence oneself as to once
constitutional rights to do so!

the person who allegedly caused the Bourke Street mayhem, deaths, etc. This as to merely
assume everything was above board would be bias. And with it the Coroners Court own
legitimacy must be placed in question considering what I stated above.

No part of my submission(s) must be considered to somehow try to get any offender so to say of
the hook. I am about trying to save lives and that can only come about if all judicial officers
25 show due and proper respect to the constitutional framework that exist and only act within this
constitutional framework and not despite of it.
Never mind the volume of my writings, as in the end what is important is that if the Corners
Court does decide to have jurisdiction, not that I seek to imply it has, it then will consider all
matters appropriately and not merely become so to say a mouth piece for the Government of the
30 day to get it so to say of the hook and ignore relevant issues.

When I represented a barrister who was in fear of his own life to even attend to a court hearing
then surely we do have a major problem. When one has so called Protection Officers (PSO) in
the Courts rather than Court appointed security staff then we have a gross intimidation by the
35 government.
Any person who is fleeing from being pursued by law enforcement authorities can find sanctuary
in the court precinct and then it is the Chief Justice of the Court who must decide the right of that
person if that person should be handed over or not. This means a person insisting on rights
governing certain court orders can rely upon the Chief Justice to ensure those rights are not
40 unduly violate, whereas those working for the
government in the courts could nilly-willy prevent a person such sanctuary because of the bias
working for the Government of the Day.
What we need and I view but we do not have, is an impartial/independent court system, where
the Chief Justice is and remains the ultimate decision maker and no Government can interfere
45 with this. It means also that the chief Justice must be in sole command of who has access to court
computers and court files, security, etc. We need for this a total overhaul of the court systems.
If the Coroners Court is truly impartial/independent from the Government of the Day
then why was there never any Port Arthurs killings coroners investigation, I wonder?

Why is it that Australian soldiers from Victoria killed during the unconstitutional armed
murderous invasion into the sovereign country Iraq are not then subject to a coroners inquest? Is
it because the judiciary as like I view the High Court of Australia does is so to say towing the
line with the Government of the Day? Little wonder then that people seeing this kind of

Order/Rule of Law when the very worst offenders are those in Government?

Are judicial officers more concerned about their own future employment prospect, such as
appointments, that they do not desire so to say to rock the boat and rather keep quite? After all
why is it that the killing of so many in Port Arthur mass murder event somehow wasnt worthy to
have a coronial inquiry regarding at the very least those Victorians who died there?
5 Why is it that Victorian soldiers who died in battle in an unconstitutional invasion into Iraq as
denied a proper coronial inquiry? Is it to protect the as I view it criminals in government from
being held legally accountable for mass murder, crimes against humanity, treason, mass murder,
etc? Then no surprise to me, regardless I may condemn this, that others will take the law into
their own hands likewise and goon mass killings, after all what is good for the Goose is good for
10 the Gander! This is why it is so essential we have a competent coroner who is concerned about
the Rule of Law as provided for by the Commonwealth of Australia Constitution Act 1900 (UK)
to which the states are bound by their creation within section 106 subject to this constitution
and will not sway nor be intimidated in any manner as to pronounce a conclusion that doesnt
reflect all relevant issues regarding the inquest. A true and proper finding may itself give notice
15 to all concerned that ultimately the Rule of Law must be obeyed regardless of a persons standing
in society!
To many the conduct of IS (Islamic state) may be no different then what politicians and the
judiciary are doing just that it might be deemed different to politicians/judiciary and their
20 servants because they assume a role of power and so hold they can act to do so regardless how
unconstitutional it might be. To many Australian born youth the ongoing rorting exposed about
members of various Governments within Australia underlines that you can violate the laws as
long as you are in a position of power and so to say untouchable. After all, as I alluded before,
who is holding Premier Daniel Andrews legally accountable for grossly deceiving Victorians in
25 his election statements that the contracts of the East-West Link were not the paper it was written
upon (to that effect) but then Victorian taxpayers ending up having to fork out about 1.1 to1.2
billion dollars. This was undermining democracy itself by undermining the election and by so to
say by lies and deception gain power.
In my 4-3-2014 correspondence to the Victorian Auditor-General I then warned about the misuse
30 of public office for election matters. It was ignored! On 28-3-2014 I repeated the same. It was
ignored!

And clearly Mr Daniel Andrews was included in being provided with a copy of those details! Yet
many months later he still allegedly uses public monies to fund his election campaign and then
5 when so to say having stolen the election uses his Government to try to prevent any
investigation.
The youth of today and other therefore are provided with examples how one can even go as far to
undermine the democratic processes of an election and then so to say get away with it.
As a CONSTITUTIONALIST I find it totally abhorrent for anyone to act in defiance of the
10 legal principles embedded in the constitution but regretfully can UNDERSTAND that those who
are shown the examples of abuse and misuse of powers then may adapt the same.
What we need is a better legal accountability of wrongdoers in Government/Parliament and those
acting in the seat of justice and this show those who are growing up in Australia will find shining
15 examples of model citizenship and where offenders are held accountable regarding of their
position in society.
No more police officers being able to beat speeding offences that radar equipment was faulty
while other motorist still have to pay fines and are caused to have demerit points against their

As I have pointed out radar equipment used cannot be legally used unless they are certified by
the Commonwealth. That is where the legislative powers are and our constitution doesnt provide
for the Commonwealth to delegate legislative powers to the States!
25 For society to expect new comers, etc, to respect the Rule of Law we need to ensure that those
who are in Government/Parliament and in the judiciary and so their agents too show due and
proper respect for the Rule of Law.
