Figures for 'Other grants' include: grants under family and private life rules, which
relate to the introduction of a new approach to Article 8 of the European
Convention on Human Rights, from 9 July 2012; Leave Outside the Rules, which
was introduced for those refused asylum from 1 April 2013; and UASC leave,
which was introduced for Unaccompanied Asylum-Seeking Children refused
asylum but eligible for temporary leave from 1 April 2013.
'Non-substantiated withdrawals' are where an applicant fails to attend an initial
interview and therefore fails to substantiate their claim, their claim is treated as
withdrawn. Data not available prior to April 2008.
The Certified Refusal category refers to refusals where there is no right of appeal
within the UK.
The Other Refusals category include those that are non-certified, those that are
refused under Article 1F of the 1951 UN Convention and other refusals for which
the reason is unknown.

Figures shownand
in as_02
as_01 for 1989 to 1993 and as_02 for 1989 to 2001 were
rounded to the nearest 5 (- = 0, * = 1 or 2) and may not sum to the totals shown
because of independent rounding. Figures for applications shown in as_02 for
1991 to 2001 are rounded to the nearest 100 due to dependants applications being
estimated. Data, after April 2000 for asylum applications and May 2000 for asylum
decisions, have been taken from the Asylum Case Information Database. Prior to
this date manual counts were taken.
The tables do not include grants of asylum or ELR (exceptional leave to remain) or
refusals on non-compliance grounds under the backlog criteria in 1999 and 2000
which aimed to reduce the pre-1996 asylum application backlog.
In as_01 'Fresh claims' are when a human rights or asylum claim has been
refused, withdrawn or treated as withdrawn under paragraph 333C of Immigration
Rule 353 and any appeal relating to that claim is no longer pending, the decision
maker will consider any further submissions and, if rejected, will then determine
whether they amount to a fresh claim. The submissions will amount to a fresh claim
if they are significantly different from the material that has previously been
considered. The submissions will only be significantly different if the content: had
not already been considered; and taken together with the previously considered
material, created a realistic prospect of success, not withstanding its rejection.
'Pending' cases are those asylum applications, including fresh claims, lodged since
1 April 2006 which are still under consideration at the end of the reference period.
Table as_06 (Outcome analysis of asylum applications)
Year relates to the period in which the application was made; the actual initial
decision and/or appeal may have occurred in a different year.
Appeals do not include outcomes of cases reconsidered prior to appeal. Excludes
cases which were successful after appeal to the Upper Tribunal of the Immigration
and Asylum Chamber.
Cases with decision not known' and 'Appeals with decision not known' reflect that
no confirmation of a decision on the case/appeal had been received when the
statistics were compiled in August 2015.
The nationality breakdowns in table as_06 may not match those in table as_01.
This is due to changes to the nationalities made on the caseworking database,
from which the data is drawn.
Table as_07 and as_07_q (Asylum applications received in Europe and elsewhere)
Figures are rounded to the nearest 100 (* = 1 to 49) and may not sum to the totals
shown due to independent rounding.
Population estimates are sourced from the Population Reference Bureau.
Figures for the following countries are sourced from the Intergovernmental
Consultations on Migration, Asylum and Refugees (IGC): Australia, Austria,
Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Netherlands,
Norway Sweden and Switzerland.
Figures for the following countries are sourced from UNHCR: Bulgaria, Croatia,
Cyprus, Czech Republic, Estonia, Greece, Hungary, Italy, Latvia, Lithuania,
Luxembourg, Malta, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and
United
FiguresStates.
for Belgium and United States are adjusted to include an estimated
number of dependants.
Croatia joined the EU on 1 July 2013, and is included in the EU 28 total, and also
in the Total Europe (Selected countries) and Total (Total selected countries) from
2013 Q3 onwards. The 400 asylum applications to Croatia in 2013 Q3 and Q4
have been included in the annual 2013 figure for the EU 28 total, Total Europe
(Selected countries) and Total (Total selected countries).
The table for Non-Suspensive Appeals been redesigned to provide more detailed
information and clarity of definitions. 'Total eligible for the non-suspensive appeals
process' includes main applicants who have been refused asylum, HP or DL where
the refusal was certified as clearly unfounded. Previously this category included a
broader definition; main applicants refused asylum, HP or DL.
Since 22 May 2007 the designated countries have been: Albania, Bolivia, Bosnia,
Brazil, Ecuador, Gambia (males only), Ghana (males only), India, Kenya (males
only), Liberia (males only), Macedonia, Malawi (males only), Mali (males only),
Mauritius, Moldova, Mongolia, Montenegro, Nigeria (males only), Peru, Serbia,
Sierra Leone (males only), South Africa and Ukraine. Kosovo was designated until
17 February 2008, but returned to the list on 3 March 2010. South Korea has been
designated since 3 March 2010. Jamaica was designated until 3 March 2015,
when designation was ruled unlawful by a Supreme Court judgment.
Table as_14 (Asylum appeals)

The Courts & Tribunals
data exclude Service (HMCTS) (formerly the Tribunals Service
dependants.
Immigration and Asylum (TSIA)), consists of the First-tier Tribunal and Upper
Tribunal of the Immigration and Asylum Chamber (FTTIAC and UTIAC). This
replaced the Asylum and Immigration Tribunal (AIT) on 15 February 2010. All
figures for appeals determined are cases dealt with by Immigration Judges at the
AIT or FTTIAC.
The appeals allowed figures may include a small number of cases where the
asylum application was granted at initial decision, but later appealed against. This
may be due to the circumstances of the grant (i.e. discretionary leave/UASC leave
rather than asylum).
Withdrawn figures include cases withdrawn by the Home Office, as well as those withdrawn by the appellant.

stages published by the Ministry of Justice are available from:

Table as_15 (Asylum support applications)
The data exclude dependants.
Caution should be taken when comparing data for 2012 and earlier with figures
from 2013 onwards, due to a change in processing method.
Tables as_15 and as_17 (Asylum support)
'Invalid applications for support and support type not yet known' are cases that
have been deemed invalid or has not yet been assessed.
A family is defined in this context as any main applicant with at least one dependant.
Caution should be taken when comparing data for 2012 and earlier with figures
from 2013 onwards, due to a change in processing method.
Tables as_16 and as_17 (Asylum support)
The data include asylum seekers and their dependants in receipt of support, and
failed asylum seekers who remain supported under section 95 if they have children
at the time their claim is finally rejected.
The data exclude unaccompanied asylum seeking children supported by Local Authorities.
The data on asylum seekers in dispersed accommodation exclude those in initial accommodation.
'Disbenefited cases' are cases that were supported under the main UK benefits
system and were moved into asylum support. Some of these cases remained in
the original social services accommodation while still supported. Since Q2 2010,
data on disbenefited cases have not been published.

Figures presented here relate to the local authority people are allocated to under
the Syrian Vulnerable Persons Resettlement (VPR) scheme, as recorded on Home
Office databases at the time the data were extracted on 21st July 2016. To aid the
operation of the Syrian VPR scheme, people are allocated to a lead local authority
in advance of resettlement and will be recorded on the database as such.
However, on arrival in the UK, some may actually be resettled in a different local
authority to that originally recorded (generally one that neighbours the lead
authority) and the database will be updated to reflect this. These revisions will be
incorporated into the data series on a quarterly basis to coincide with the regular
publication of Immigration Statistics.
2007
From 2007 Serbia and Montenegro shown separately as: Former Yugoslavia,
Kosovo, Montenegro and Serbia; the small number of cases recorded as nationals
of Serbia and Montenegro are included under Serbia.
2009
Structural changes to Local Government in England were effected on 1 April 2009,
whereby a number of new Local Authorities were created:
Alnwick, Berwick-upon-Tweed, Blyth Valley, Castle Morpeth, Tynedale, and
Wansbeck Local Authorities merged to become Northumberland Local
Authority.
Bridgnorth, North Shropshire, Oswestry, Shrewsbury and Atcham, and South
Shropshire Local Authorities merged to become Shropshire Local Authority.
Caradon, Carrick, Kerrier, North Cornwall, Penwith, and Restormel Local
Authorities merged to become Cornwall Local Authority.
Chester, Ellesmere Port and Neston, and Vale Royal Local Authorities merged
to become Cheshire West and Chester Local Authority.
Chester-le-Street, Derwentside, Durham, Easington, Sedgefield, Teesdale,
and Wear Valley Local Authorities merged to become County Durham Local
Authority.
Congleton, Crewe and Nantwich, and Macclesfield Local Authorities merged to
become Cheshire
Kennet, North East Local
Wiltshire, Authority.
Salisbury, and West Wiltshire Local Authorities
merged to become Wiltshire Local Authority.
Mid Bedfordshire, and South Bedfordshire Local Authorities merged to
become Central Bedfordshire Local Authority.
2011
From 2011 onwards 'Bonaire, Sint Eustatius and Saba' / 'Curacao' / 'St. Maarten
(Dutch Part)' replaced 'Netherlands Antilles'.
Prior to July 2011, Sudan includes all individuals presenting travel documents or
passports relating to that country. Since July 2011, nationals of South Sudan who
presented Sudanese travel documents may continue to be recorded under Sudan.
2014
New geographical regions, similar to those used by the Office for National
Statistics, have been implemented in Immigration Statistics July to September
2014.
2015
Structural changes to Local Government in Northern Ireland were effected on 1
April 2015, whereby a number of new Local Authorities were created:
Antrim and Newtownabbey Local Authorities merged to become "Antrim and
Newtownabbey" Local Authority.
Armagh, Banbridge and Craigavon Local Authorities merged to become
"Armagh, Banbridge and Craigavon" Local Authority
Ballymoney, Coleraine, Limavady and Moyle Local Authorities merged to
become "Causeway Coast and Glens" Local Authority.
Derry City and Strabane Local Authorities merged to become "Derry and
Strabane" Local Authority.
Fermanagh and Omagh Local Authorities merged to become "Fermanagh and
Omagh" Local Authority.
Lisburn and Castlereagh Local Authorities merged to become "Lisburn and
Castlereagh" Local Authority.
Ballymena, Larne and Carrickfergus Local Authorities merged to become "Mid
and East Antrim" Local Authority.
Cookstown, Dungannon and Magherafelt Local Authorities merged to become
"Mid Ulster" Local Authority.
Down, and Newry and Mourne Local Authorities merged to become "Newry, Mourne and Down" Local Authority.
Ards and North Down Local Authorities merged to become "North Down and Ards" Local Authority.
