On the listed date and time DC Fire & EMS was alerted for a person on fire at 1345 4 th Street NE in the District of Columbia. Fire suppression units
responded, found V1 suffering burns, confirmed that the fire was extinguished and secured the scene with the assistance of MPDC.
Inv. Kittrell, Guglik, and I responded to conduct a fire scene examination to determine the origin and cause of the fire. Within unit #110 was partially
melted shopping bags, a fire damaged bed sheet, and some fire damaged female clothing. I also smelled an odor similar to rubbing alcohol. A lighter
was also found near the fire damaged sheet and I observed a partially empty plastic container labeled as Rubbing Alcohol on the floor adjacent to the
bed.
V1 was interviewed in Ambulance 06. She reported that she and S-1 were in the hotel room together, she asked him to leave and he threw alcohol on
her and a bag of clothing she had on her chest, which he then ignited with a lighter. This fire caused burns to V-1s chest and neck.V-1 identified S-1 by
name and age; she also referred to him as her boyfriend.
W-1, the daughter of V-1, reported that V1 and S-1 have been in a relationship for the past 5 years.
V-1 was transported to MedStar for treatment by Ambulance 06, where she is being treated. OCAP information was provided.
