The outcome is based on
a cleanliness survey
'Swachh Survekshan 2017'
undertaken in 434 cities by
the Urban Development
Ministry as part of the
Narendra Modi govern-
ment's "Swachh Bharat
Abhiyan".
Jamshedpur occupies the
64th place in the list of
clean cities of India while
Chaas stands at the 41st
place. Last year,
Chaas tops the list among cities
with below 2 lakh population
Jamshedpur stood at 66th
place in India. In 2015, the
city had bagged 109th place

Continuing his defiance,
Calcutta High Court Justice
C.S. Karnan on Thursday
declined to undergo any
check-up after a medical
team turned up at his
residence here following a
Supreme Court order, and
declared he was "absolutely
normal".
Amid high drama, as
media persons, curious
onlookers and police
swarmed his New Town
residence here, Karnan hit
out at the seven apex court
judges, calling them
"terrorists" and their order
an insult to a "Dalit judge".
"Medical treatment is not
required to (sic) me.
Medical treatment is

I am alright. I am not a
patient. Yes, I am more than
normal," Karnan told the
team of four doctors from
the state-run Calcutta
Pavlov Hospital, who were
assigned to conduct a test to
determine his mental
condition.
Karnan, who has been on
a confrontation with the
Supreme Court ever since
the top court issued
contempt charges, even
invited the team of doctors
inside his house and offered
them tea. He told them his
wife and sons were not in
Kolkata and such a test
can't be done without the
consent of his family.
"My wife and one son is
in Chennai. The other son is
abroad. So in the absence of
any guardian, my family, I
cannot allow you to
examine me, as that is
legally wrong," he said.
Instead, he handed a
signed letter to the doctors
addressed to the chairman
of the medical board
constituted to examine him.
"Today you and your
team came along with top
police officers attached to
the Kolkata Police
department in order to
provide medical treatment
to me as per the
direction/order/instruction
of the Honourable Supreme
Court. However, I declined
to avail the medical
treatment since I am
absolutely normal with a
stable mind," the letter said.
He alleged the Supreme
Court order was an "insult"
to a "Dalit judge".
"Furthermore, it's my
strong view that the
Supreme Court order
amounts to an insult and
harassment to a Dalit judge
(myself)," Karnan said in
the letter.

directed the setting up of a
medical board to examine
Karnan on May 4 and
submit the evaluation report
on May 8.
Karnan has been engaged
in an over three-month long

Assam will take up with the

family planning laws. The
two-child norm will be
proposed as a yardstick for
any contestant to the state
legislature," Sarma said
while addressing a press
conference here.
"In case any state MLA
violates the norm, they may
be disqualified and will be
debarred from contesting
polls in the future."
The Assam government
drafted a policy that makes
the two-child norm
mandatory to control
population growth.
It said a person would not
be eligible for government
benefits and engagements,
including jobs, if the
proposed norm was
violated.
The draft policy also
stated that a person will not
be eligible to become
member of the panchayat
and civic bodies if they have
more than two children.
"We uploaded the draft
policy in the (state
government) website in
March and solicited public
opinion. So far, we have
received 88 emails, 600
suggestions through social
networking sites and 37
articles and reviews through
the media. Based on this,
we have prepared a second
and final draft of the
population policy," Sarma
said, adding that the new
policy is also being
renamed as Draft

participating in the labour market in
India, the World Bank analysis
found. The lowest incidence of
FLFP rate is among those who had
attained secondary (Grade X) and
post-secondary levels of education,
followed by those with levels of
education below the secondary
level in both rural and urban areas.
The FLFP rate is highest among
illiterates and college graduates in
both rural and urban areas. These
two groups, illiterates and those
with college education, are also the
groups that experienced the largest
drops in FLFP rates during this
period.
Only 691 females attend college
for every 1,000 males. This ratio
drops from 825:1,000 at the age of
19 years to 531:1,000 at 25-29
years. As many as 1,403 females
have never attended any
educational institution for every
1,000 males who have not.
Between 2004-05 and 2011-12,
FLFP has dropped across all
educational categories in both rural
and urban areas. This indicates that
irrespective of one's education, the
incentive for females to participate
in the labour force has declined
over the period.
"The decline in the FLFP rate for
all educational categories and the
particularly poor performance of
those with secondary and higher
secondary (Grade XII) levels of
education need to be explored in
detail," the study said. This can
probably be explained by a lack of
appropriate jobs in rural areas, or
the expectation of higher wages
among those having secondary
levels of education.
The Aayog's 2017-20 agenda
says women tend to be paid less,
work in less productive jobs and are
over-represented in unpaid care
work, and engaging in vulnerable
forms of employment is a reflection
of their subordinate position in the
household.Marriage affects the
participation of women in two
ways, the World Bank study said.
After marriage, women typically
take on the role of caregiver in the

So, while marital status did have
an impact on the participation rates
of women in the labour market, it
does not explain the drop that
occurred during 1993-94 to 2011-
12 in the urban areas.
The study found that irrespective
of their caste, the FLFP rate of
married females is higher than
unmarried females in rural areas.
Merely increasing women's
access to education and skills will
not necessarily lead to a rise in
FLFP, the World Bank study
suggested. Gains will not be
realised unless social norms around
women's (and men's) work also
change, and/or the rural labour
markets offer forms of employment
that are acceptable and attractive
for women and their families.
Policies should centre on
promoting the acceptability of
female employment and investing
in economic sectors in rural areas
that are attractive in terms of
female employment, the report
said.

In 41 years, as economy grew 2,100%, infant mortality dropped just 68%

It is now 42 years since the
integrated child development scheme
(ICDS) -- the world's largest
integrated early childhood
programme -- was launched, and its
successes and failures mirror the
country's inability to improve health
services to match the growth in its
economy, which grew 21 times -- or
2,100 per cent -- between 1975 and
2016.
The scheme, launched on October
2, 1975, was a response to the
challenge of providing pre-school and
non-formal education and to break the
cycle of malnutrition, morbidity,
reduced learning capacity and
mortality.
ICDS has reached 99.3 million
beneficiaries and has 1.4 million
anganwadi centres (AWCs) across the
country, as of December 2016, the
Women and Child Development
mortality rate (IMR, deaths per 1,000
live births) by 68 per cent, as we said,
in the last 41 years -- from 130 in
1975 to 41 in 2015-16, as data from
the National Family Health Survey
2015-16 reveal.
Yet, India's IMR of 41 deaths per
1,000 live births is worse off than
poorer neighbours Bangladesh (31)
and Nepal (29), and the African nation
of Rwanda (31). Even its under-five
mortality rate of 50 deaths per 1,000
live births is worse than Nepal (36),
Bangladesh (38) and Bhutan (33).
Also, India is home to more than 40
million stunted (low height-for-age)
children under the age of five -- more
than any country in the world, and in
spite of a 200 per cent increase in
spending on child health between
2005-06 and 2014-15.
There has been a 4.7 per cent
increase in the ICDS allocation in
Union budget 2017-18 -- from Rs
14,560 crore in 2016-17 to Rs 15,245
in 2017-18. But this was after a bigger
reduction in the allocations during
2015-16.
Yet, "...more allocations need to be
made both at the Union and state
level, considering the severity of
malnutrition in India. Also, decreasing
the work load of the overburdened
anganwadi workers and improving
their capacity to support the various
services under the programme calls
for an enhanced budget allocation,"
the budget analysis by Centre for
Governance and Budget
Accountability noted.
The ICDS is aimed at the holistic
development of children under six and
providing nutritional and health
support to pregnant and lactating
mothers.
There are six services that fall under
ICDS: Supplementary nutrition,
immunisation, referral services, health
check-up, pre-school non formal
education, and health and nutrition
education.
Three of these -- immunisation,
health check-up and referral services -
- are delivered through the public
health system by the Ministry of
Health and Family Welfare. The
others are delivered through the
Women and Child Development
Ministry. The idea was to integrate the
services together to improve overall
impact.From not actually covering all
eligible children to having
infrastructural gaps, many
the years.
Around 50 per cent of the total
eligible children were found to be
enrolled at anganwadi centres and the
effective coverage as per norms is
only 41 per cent of those registered for
the ICDS benefits, according to this
2011 evaluation of ICDS by the
erstwhile Planning Commission
across 100 districts in 35 states.
"Anganwadi workers are
overburdened, underpaid and mostly
unskilled, which affects the
implementation of the scheme," the
report noted.
Sixty percent of the AWCs did not
have their own building, and 25 per
cent were functioning in semi-
pucca/kuccha buildings or partially
open space, a 2012 audit on ICDS by
the comptroller and auditor general
(CAG) of India -- the government's
auditor -- found.
Fifty two percent of AWCs did not
have a toilet and 32 per cent did not
have drinking water facilities -- which
led to sanitation and hygiene
problems -- the CAG's report noted.
Besides the infrastructure issues,
the auditors found 33 to 47 per cent of
children were not weighed from 2006
The auditors found that the funds
were not released for critical aspects
of the scheme and a large portion of
the funds released were for salaries;
they also noted that "the follow-up
action on the internal monitoring and
evaluation by the ministry was not
adequate".Nearly 60 per cent of
AWCs were still awaiting their flexi
funds of Rs 1,000 per annum for
meeting emergency costs such as
referral arrangements, shortage of
medicines and utensils, a 2016 survey
across 300 AWCs, spread across 10
districts in five states, by
Accountability Initiative, a public
research initiative at Centre for Policy
Research, Delhi, found. Fourteen
percent AWCs reported a shortage of
grains and 41 per cent reported a delay
in getting grains or money to buy

'After note ban, dodgy money converted into gold, stored in shell companies'

he massive hunt for undeclared cash
launched across the country post
demonetisation has revealed that these
was either converted into gold or routed
through shell companies to make it legal
tender, IT sleuths have told IANS.
Income Tax officials said black money
holders avoided the bank-deposit route
because they wanted to conceal their identities
and somehow had "managed to get many
jewellers" to convert their unaudited cash into
gold.
"They bought gold and jewellery from
jewellers across the cities on November 8 (the
night Prime Minister Narendra Modi
announced the demonetisation of Rs 500 and
Rs 1,000 currency notes from midnight) and,
thereafter. Jewellers camouflaged the
identities of the actual buyers and offered split
bills," an Income Tax official, who was part of
the investigations, told IANS on condition of
anonymity.
According to him, jewellers saw in
demonetisation an opportunity to ramp up
their sales and thought "they could get away"
by showing these amounts as sales.
"Jewellers offered a platform to convert
unreported cash into gold," the official said,

department.
"The buyers' lists provided by the jewellers
were false. After verification, it emerged that
many of the buyers were financially weak and
not in a position to spend such huge amounts
shown in the invoices," the official said.
Taxmen tried to find an answer to a common
question: How did jewellers meet the huge
spurt in demand following the announcement
of demonetisation, particularly after the
festival season?
"We found many of these sales were booked
as advance collection for future sales. Due to
preceding sales during Dhanteras and Diwali,
jewellers had a stock crunch and they
delivered gold later," another IT official told
IANS, asking not to be identified.
Taxmen said they have stumbled upon
records which suggested many shops -- as
many as 90 per cent across cities -- were
closed at the time of the demonetisation
announcement and sales at the day's closing
had been reported.
"Still, we found sales were registered in the
accounting system either on November 8 or a
date prior to that after the closing sales were
reported. These sales were manipulated,"
another IT official said, also requesting
anonymity.
Sankar Sen, Chairman and MD, Senco Gold
Ltd, which was one of the jewellery houses
under the I-T department scanner, told IANS:
"We keep records of all buyers on the basis of
the names and contacts provided by the
customers. We cooperated with officials and
provided all the documents, including the
CCTV footage that we had."
"It is difficult for jewellers to verify whether
the customers have provided a legitimate
identity or not, particularly when the sale
value is less than Rs 2 lakh," he said.

Asked how taxmen identified jewellers, an
official told IANS: "The first set of
information showed that jewellers deposited
huge amounts of money into banks. Then, we
went after jewellers."
The IT sleuths were able to identify
legitimate transactions, easily. "We also had
given options to the jewellers to disclose the
name of actual buyers or declare that the
amount is your money," the official said,
pointing out that such moves proved
successful.
Many actual buyers and jewellers
contributed to the Pradhan Mantri Garib
Kalyan Yojana (PMGKY), an amnesty
scheme to declare unreported wealth.
Had a robust and quick information-sharing
system among state and central agencies been
in place, the hunt for black money would have
been more effective, the officials lamented.
"A compilation of unique features found in
transactions post-demonetisation across states
is expected soon," an IT official said.
According to the Union Finance Ministry,
the CBDT has detected undisclosed income of

more than 60,000 persons, including 1,300
high-risk persons, have been identified for
investigation into claims of excessive cash
sales after demonetisation was announced.
According to officials, shell companies
provided a strong support system for black
money after demonetisation.
The officials found dummy directors of
these companies included a cancer patient who
signed documents for a Rs 10,000 monthly fee
or charges of Rs 200 for every signature.
The officials said reporting of cash seizures
was relatively less in Kolkata because of the
existence of the shell companies as an
established channel to stash ill-gotten money.
Explaining how active the channel was, the
official said: "Many cash handlers with whom
we interacted told us that the money does not
stay for more than half-an-hour at a particular
point."
Shell companies were also used as
instruments to buy bullion. "We found
invoices for bullion sales were generated
against such companies while actual
beneficiaries received the bullion."

'Mantostaan': Manto's stories can't go wrong on screen
Film: "Mantostaan";

The stories of Saadat
Hassan Manto are not
pretty evening-time
entertainment to be
ingested with a glass of
wine. They are gut-
wrenching, nauseating,
stomach-churning
renditions of a time when
India was split into two.
So were human skulls.
And while many fled to the
new country next door, a lot
of legs were forcibly parted
by marauders
masquerading as political
vigilantes. Yes, rape is not
pretty and when a young
gangraped girl responds to
the simple request 'Khol de'
by reflexively loosening
her salwar, we know the
times, that this film takes us
back to, must never be
visited again.
This cinematic visit to
those troubled times serves
up a telling warning.
Director Rahat Kazmi
must be commended for
bringing to life four of
Manto's most savage
depictions of the pains of
Partition. Rather than
narrate the four Manto
stories -- "Thanda Gosht",
"Khol Do", "Aakhri Salute"
and "Assignment" -- in one
linear progression, Kazmi
meshes the stories together
to create a Mantostaan, a
universe of Partition stories
colliding and clashing with
one another in a jostle of
horrific images.
Manto's stories are
savage, brutal, unbearably
unforgiving of history's
fatally erroneous twists and
turns. In one of the stories, a
dying Indian soldier (Tariq
Shah) asks his Pakistani
counterpart (played by
director Rahat Kazmi), "Do
you guys really want
Kashmir? You are being
misled by some elements".
The propagandist pitch of
the above exchange is quite
in-sync with the mood of
retrospective pacification
that cinema indulges in, in
order to make the gruesome
mistakes from the past
palatable, if not forgivable.
This is in direct contrast to
Manto's quote at the end of
this film where he is heard
saying he won't dress up the
brutal truth, because
dressing up is tailor's job,
not a literateur's
prerogative.
The four stories Kazmi
has selected give the actors
a chance to recreate the
ghoulish incidents in
rapturous melodrama. Still
some actors get a firm grip
over the grim goings-on.

are competing to win
Oscars. What carries
unmistakable weight over

Saadat Hassan Manto's
stories do not mince words.
He conveyed the brutality
and inhumanity of the times
without apology.
"Mantostaan" must be
commended for opening up
Manto's stories. And never
mind if the new space
provided for the stories to
unfold is never quite filled
with the riveting fury of
M.S. Sathyu's "Garm
Hawa" or Govind
Nihalani's "Tamas".
At least someone has
dared to look back during
these times of modern-day
mythology at an angry
irrational time when
civilisation lost its
humanism. For reminding
us how much history's
lessons need to be learnt by
successive generations of
unattentive thrill-seekers,
"Mantostaan" deserves a
place in your heart.

Sheyn School celebrates 'Lime and Lemony Day'

Jamshedpur, May 4 :
The pre-primary wing of
Sheyn International School
celebrated 'Lime and
Lemony Day' in a very
refreshing way on
Thursday. Lemonade Day is
a time to enjoy a refreshing
glass of lemonade but more
importantly, it is a day to
give the children an oppor-
tunity to discover the bene-
fits of lemons, lemonade
and other juices during
summer. The tiny tots were
looking awesome as they
were dressed up as summer
fruits holding cut-outs.
The excitement of the stu-
dents had no limits when
they were allowed to pre-
pare lemonade themselves.
Children enjoyed various
types of juices and fruits
and came to know the pro-
cedure and ingredients req-
uired to prepare lemonade.
The Principal of the
school Manuj Sharma and
Vice Principal Mrs. Pushpa
Bhalla gave blessings to the
students and highlighted the
benefits of juices to keep
their body hydrated.
