Petition for Use of Paper Ballots in GA06 Special Election

(You need not be a GA06 voter to sign. Names of GA06 voters will be prioritized)

To Georgia Secretary of State Kemp and Election Directors of Cobb, DeKalb, and Fulton
Counties

Dear Secretary Kemp and Directors Barron, Daniels, and Eveler:

We the undersigned respectfully request that each of you use your authority under the
provisions of Georgia law ( 21-2-281) to authorize the use of polling place paper ballots for
the June 20, 2017 Congressional District 6 runoff election.

The use of paper ballots is authorized when the use of the voting equipment is impractical.
The long history of problems with Georgias unverifiable voting system, combined with recent
unresolved security and processing issues, elevated cyber-security threats, and the resulting
lack of voter confidence in the system, clearly justifies the determination that continued use of
the vulnerable system is impractical and unwise and paper ballots are required.

Georgias electronic paperless system has long been understood to be vulnerable to malicious
intrusion. The environment is increasingly at risk for cyber-security attacks in every area of
computer usage.

Serious concerns have been raised about Georgias unverifiable election system by computer
scientists in their letter to Secretary Kemp, and we urge that you follow their recommendation
to employ paper ballots. paper ballots can be audited and recounted, if necessary, with full
public oversight. None of the much-needed transparency is available with the outdated
electronic system, leaving voters and campaigns to merely trust that electronic errors and
malfeasance have not occurred.

Voting by paper ballot is simple and requires minimal voter education. Also, with only one race
on the ballot, paper ballots can be easily counted by hand in the polling places or by optical
scan machines used for absentee ballots.

We respectfully request that you act immediately to employ the use of paper ballots in the
Georgia Congressional District 6 election.
