AN ORDINANCE AUTHORIZING THE CITY OF GREEN TO DEVELOP THE GREEN


REACHES EDUCATIONAL ACHIEVEMENT TOGETHER (GREAT)
SCHOLARSHIP PROGRAM, IN PARTNERSHIP WITH GREEN LOCAL SCHOOLS,
CREATING THE GREAT SCHOLARSHIP BOARD TO PROVIDE ANNUAL
SCHOLARSHIPS TO FIRST-GENERATION COLLEGE STUDENTS WHO
GRADUATE FROM AND LIVE IN GREEN, WITH STIPULATIONS, AND
AUTHORIZING AN APPROPRIATION.

WHEREAS, todays economy requires many young men and women to acquire a college degree
to succeed; and

WHEREAS, the most at-risk group of college students for failing to complete college are first-
generation students; and

WHEREAS, many first-generation college students also struggle with the increasingly high cost
of college tuition; and

WHEREAS, the City has the opportunity and financial wherewithal to ensure that more first-
generation college students from Green can achieve the necessary college degree for the 21 st
Century workforce.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF


GREEN, COUNTY OF SUMMIT, AND STATE OF OHIO THAT:

SECTION ONE:
City Council hereby creates the Green Reaches Educational Achievement Together (GREAT)
Scholarship Program to award annual scholarships to qualified recipients.

SECTION TWO:
City Council authorizes the Finance Director to establish the GREAT Scholarship account (Acct
#100-1100-52420) and appropriate One Hundred Thousand Dollars ($100,000.00) from the
unappropriated balance of the General Fund, beginning January 1, 2018. Each January 1 thereafter,
the fund shall have enough revenue to pay for all qualified recipients scholarships.

SECTION THREE:
The GREAT Scholarship Board is hereby created, which shall have the responsibility of
determining which students qualify for the funds, which shall be awarded by May 1, beginning in
2018. The GREAT Scholarship Board shall be made up of five (5) members. Two (2) shall be
members of Green City Council, or their designees. One (1) shall represent the Green Local School
Board, or his/her designee. One (1) shall be the Superintendent of Green Local Schools, or his/her
designee. One (1) shall be the Mayor, or his/her designee.

SECTION FOUR:
First-year recipients shall meet all of the following criteria:

1) They must be from a household where no parent or guardian has attained a degree from an
academic institution beyond a high school diploma;
2) They must have achieved a high school GPA of 2.5 or higher at Green High School;
3) They must be a senior at Green High School who has been accepted at a two-year or four-
year college or university; and
4) They must live in Green.

SECTION FIVE:
The GREAT Scholarship Board may require additional application materials, but those materials
cannot create substantial barriers for applicants and recipients who otherwise qualify for the
Scholarship Program.

SECTION SIX:
Qualified recipients shall receive a Two Thousand Five Hundred Dollars ($2,500.00) scholarship
annually, to be distributed by the GREAT Scholarship Board in the form and manner in which it
sees fit, for a maximum of four (4) consecutive years for each recipient.

SECTION SEVEN:
Qualified recipients shall provide transcripts to the Great Scholarship Board to verify that the
recipient is maintaining a college GPA of 2.5 or higher and remains enrolled full-time at a two-
year or four-year college or university in order to receive additional scholarship funds.

SECTION EIGHT:
The City of Green finds and determines that all formal actions of this Council concerning and
relating to the adoption of this Ordinance were taken in open meetings of this Council and any
deliberations of this Council and any of its committees that resulted in those formal actions were
in meetings open to the public, in compliance with all legal requirements.

SECTION NINE:
This Ordinance shall take effect and be in force from and after the earliest period allowed by law.
