and strategic management. Co-author of the Boston Miracle Operation Night Light
and recognized innovator in strategic, community and problem-oriented solutions that
have led to dramatic reductions in inner-city violence which have won national acclaim.

Commander of the Investigations Bureau of the Seattle Police Department: Units include Criminal
Intelligence, Fusion Center, and Real Time Crime Center, Homicide, Robbery, Gangs, Domestic Violence,
Sexual Assault, Narcotics, Internet Crimes against Children, Evidence, Crime Scene Investigations, Forensics
& Digital Imaging and others totaling 338 personnel.

Develop strategic plan for the investigative bureau; conducted assessments of processes and
functions for investigative performance and efficiency evaluation for all units in the Criminal
Investigations Bureau for example successfully streamlined all forensic services for the Seattle
Police to significantly improve efficiency and reduce backlogs.

Developed and implemented a data-driven intelligence led policing initiative using the Compstat
model; and led the precincts in implementing proven effective crime reduction strategy of targeting
prolific offenders in both violent and property crimes in consultation and coordination with local
community, residents and business owners.

Initiated and successfully implemented the first Real Time Crime Center in the City of Seattle. The
RTCC addresses on- going crime issues and efficiently and comprehensively targets specific crime
and security concerns at the local, state and regional levels.

Increased the Homicide Clearance rate by 40 % in 2016 (Suspects arrested and charged)


Oversee and manage 11 million dollar budget for the Criminal Investigations Bureau

Implemented a property crime reduction meeting and established a property crime task force
coordinating an investigative and district based targeted approach to addressing prolific offenders
in property crime hot spots that saw a 15% reduction in property crimes in the targeted areas.

Responsible for negotiating collective bargaining agreements with Seattle Police management
Association (superior officers union)

Developed specific recommendations and implemented subsequent strategies to reduce
disproportionate physical detention of minority juveniles as part of the part of Juvenile Justice
Equity committee an innovate and new partnership between Community Advocates, King County
Judges, Prosecutors and Seattle Police.

Led the Boston Police in developing first time partnerships with the Somali/East African
Communities of Boston and coordinating focus groups for leaders and youth.

Led the Boston Police Department in community outreach and education, and the development of
law enforcement approaches to heroin and opiate addiction; and law enforcement response to
overdose.

Responsible for oversight of one third of the Boston Police Departments 325 million dollar budget

Detective within the Citywide Unit responsible for curtailing Gang Violence

Co-developed several of Bostons innovative signature youth violence enforcement,
intervention and prevention efforts that won the Boston Police Department national acclaim
for their community-partnership based approaches to targeting youth violence; These
initiatives saw dramatic reductions of homicides by 50% with no persons under the age of
17 falling victim to homicide for more than a year in Boston

o Co-developer of Nationally recognized and award winning Summer of Opportunity
Program; a partnership between police and business community to serve At-Risk
Youth
o Co-developer of Operation Scrap Iron/Operation Ceasefire; a partnership of
numerous law enforcement and community based groups to combat firearm related
violence
o Co-developer of Kids-at-Risk Program; a program that sponsors urban youth at
various summer camps, for sports, music and other activities
