28. Supporters of controlling the price of insulin say pharmaceutical companies charge a lot for new
drugs to recover the cost of research and development, but insulin was developed ninety years
ago. They say pharmaceutical companies make minor changes in the formula for insulin just so
they can prevent a generic version that would make it cheaper and cut into their profits.

Opponents of controlling the price of insulin say saving lives comes at a cost. Pharmaceutical
companies invest billions in research and Its only right that they get a chance to recover that
investment. They say price controls on insulin set a dangerous precedent of interfering in the
free market. If the law is adopted and pharmaceutical companies cant profit from inventing
drugs, they will stop investing in research.
