The success of the inscription on the Representative List has strenghtened
the community awareness and pride concerning this genre, which is
presently recognized as an essential and most representative component of
portuguese cultural identity. The purpose and goals of the Safeguarding Plan
have been adopted and promoted by the communities themselves, as
shown by the preservation of tangible sources and documentation ( e.g.
private donations to the collections of the Fado Museum) and by the careful
transmission of the repertoire inherited from previous generations of Fado
practitioners and audiences.
O sucesso da inscrio na Lista Representativa reforou a conscincia e o
orgulho da comunidade relativamente a este gnero, actualmente
reconhecido como um componente essencial e mais representativo da
identidade cultural portuguesa. A finalidade e os objetivos do Plano de
Salvaguarda foram adotados e promovidos pelas prprias comunidades,
como demonstrado pela preservao de fontes tangveis e documentao
(por exemplo, doaes privadas para as colees do Museu do Fado) e pela
cuidadosa transmisso do repertrio herdado de Geraes anteriores de
praticantes de Fado e audincias.

C2. Viabilidade e riscos

Fado is currently undergoing a process of expansion with great vitality and
no immediate risks to its survival can be identified.
O fado est atualmente passando por um processo de expanso com
grande vitalidade e no h riscos imediatos para sua sobrevivncia.

The growing number of young praticioners and the diversity of their

backgrounds, references and interests, guarantees a dynamic practice
and a healthy dialogue with other musical trends, without seeming to
affect a nuclear body of identity factors transmitted from generation to
generation.
O crescente nmero de jovens praticantes ea diversidade de seus
antecedentes, referncias e interesses garantem uma prtica dinmica e
um dilogo saudvel com outras tendncias musicais, sem parecer afetar
um corpo nuclear de fatores de identidade transmitidos de gerao em
gerao.
C. 3 Contribuition to the goals of the list
Fado has been for decades the object of intense debate within
portuguese cultural life, with its adversaries accusing the genre of lack
of musical and poetical substance. According to various political and
ideological stances of the observers involved it could also be blamed for
promoting either immoral and subversive values or, contradictorly, an
attitude of conservative resignation in regard to the issues of social
justice and political progress.
The process of preparation of the nomination and the impact of its
success, involving a strong community mobilisation, tended to generate
a wider consensus in the country in regard to the nature, authenticity,
quality and representative identitary status of the genre.
The inscription has also contributed to an increased awareness of intangible
heritage and orally transmitted artistic practices and stimulated the
identification and preservation of the material sources associated with such
practices.
O Fado tem sido durante dcadas objeto de intenso debate na vida cultural
portuguesa, com seus adversrios acusando o gnero de falta de substncia
musical e potica. De acordo com vrias posies polticas e ideolgicas dos
observadores envolvidos, poderia tambm ser acusada de promover valores
imorais e subversivos ou, contraditoriamente, uma atitude de resignao
conservadora em relao s questes de justia social e progresso poltico.
O processo de preparao da nomeao e o impacto do seu sucesso,
envolvendo uma forte mobilizao comunitria, tenderam a gerar um maior
consenso no pas quanto natureza, autenticidade, qualidade e estatuto
identitrio representativo do gnero.
A inscrio tambm contribuiu para uma maior conscientizao do
patrimnio imaterial e das prticas artsticas transmitidas oralmente e
estimulou a identificao e preservao das fontes materiais associadas a
essas prticas.
C4. Efforts to promote or reinforce the element

An Archive Network integrating public and private institutions currently

holding documentary sources of all natures concerning the history of Fado,
aiming at a systematic inventory of all extant archival resources in this area,
has been established

An intense Publication Program of original sources as well as of historical

sound recordings, hitherto inaccessible to the general public, was also
implemented

Fado Circuits within the city of Lisbon, involving professional and amateur
Fado performing venues at the popular neighbourhoods of Alfama and
Mouraria have also been established.

Foi estabelecida uma Rede de Arquivos que integra instituies pblicas e

privadas que atualmente possuem fontes documentais de todas as
naturezas relativas histria do Fado, visando um inventrio sistemtico de
todos os recursos arquivsticos existentes nesta rea

Foi tambm implementado um intenso Programa de Publicao de fontes

originais, bem como de gravaes de som histricas, at ento inacessveis
ao pblico em geral

Fado Circuitos dentro da cidade de Lisboa, envolvendo profissionais e

amador Fado realizao de locais nos bairros populares de Alfama e
Mouraria tambm foram estabelecidos.
C. 5 Community participation
The Fado Museum regularly promotes open sessions for organized
grassroot associations, school institutions and individual citizens,
stimulating the awareness of the richness and diversity of the Fado
tradition, promoting the ability to identify its sources and material
testimonies, and encouraging community iniciatives with the same
goals. The institution has a permanent consultive committee including
recognized individual exponents of the genre and representatives from
grassroot associations dedicated to this field.

O Museu do Fado promove regularmente sesses abertas para

associaes de base organizadas, instituies escolares e cidados
individuais, estimulando a conscincia da riqueza e diversidade da
tradio do Fado, promovendo a capacidade de identificar as suas fontes
e testemunhos materiais e encorajando iniciativas comunitrias com os
mesmos objectivos . A instituio tem um comit consultivo
permanente, incluindo expoentes individuais reconhecidos do gnero e
representantes de associaes de base dedicadas a esse campo.
Community institutions holding documentary resources in this area often
ask for technical advice in regard to the preservation of those
documents and sometimes choose to deposit them in the holdings of the
Museum which they regard as an entity dedicated to public service of
the community. Courses for vocal and instrumental training according to
traditional methods of teaching and transmission are held at the
Museum headquarters and open to all interested.
As instituies comunitrias detentoras de recursos documentais nesta
rea pedem frequentemente aconselhamento tcnico relativamente
preservao desses documentos e, por vezes, escolhem deposit-los nas
exploraes do Museu que consideram uma entidade dedicada ao
servio pblico da comunidade. Os cursos de formao vocal e
instrumental segundo mtodos tradicionais de ensino e transmisso so
realizados na sede do Museu e abertos a todos os interessados.
The Safeguarding Plan implemented with the inscription on the
Representative List mobilized the joint effort of different institutions with
archives and museums that enable the preservation of the History of Fado in
the last two centuries. It was supported and implemented with cultural and
grassroots community centers and the professional associations
representing musicians, authors and publishers related to Fado, as well as
by dozens of individual key figures of the Fado universe. It attracted, inside
and outside the universities, the interest of researchers who compiled
historical recordings, prepared re-prints of studies sold out for a long time,
organized anthologies of Fado tunes, lyrics and iconography. As a result of it,
musicians and publishers had to rise to the challenge of simultaneously
protecting the memory of old-time Fado and the future continuity of the
creative renovating energy that always characterized it.
O Plano de Salvaguarda implementado com a inscrio na Lista
Representativa mobilizou o esforo conjunto de diferentes instituies com
arquivos e museus que permitem a preservao da Histria do Fado nos
ltimos dois sculos. Foi apoiado e implementado com centros culturais e
comunitrios de base e as associaes profissionais que representam
msicos, autores e editores relacionados com o Fado, bem como por
dezenas de figuras-chave individuais do universo Fado. Atraiu, dentro e fora
das universidades, o interesse dos pesquisadores que compilaram
gravaes histricas, prepararam reimpresses de estudos esgotados por
muito tempo, organizaram antologias de melodias de fado, letras e
iconografia. Como resultado disso, os msicos e os editores tiveram de
enfrentar o desafio de proteger simultaneamente a memria do antigo Fado
e a futura continuidade da energia renovadora criativa que sempre a
caracterizou.

C. 6Institutional context
The Lisbon City Council and the Portuguese Ministry of Culture have
been highly focused on the nomination of fado to UNESCOs
Representative List of Intangible Cultural Heritage. Affirming the
commitment of the Portuguese State in the current application as well as
the importance of the goals mentioned in the safeguarding measures
proposed, this application received the prior and unanimous support of
all political forces represented in the Lisbon City Council as well as the
direct support of the Portuguese Ministry of Culture. High patronage of
the Portuguese Parliament (Assembleia da Repblica) and of His
Excellency the President of the Portuguese Republic were formally
announced. The safeguarding measures were developed by the Fado
Museum with the communities active participation.

A Cmara Municipal de Lisboa eo Ministrio da Cultura portugus tm vindo

a concentrar-se na nomeao do fado para a Lista Representativa do
Patrimnio Cultural Intangvel da UNESCO. Afirmando o empenhamento do
Estado Portugus na presente candidatura, bem como a importncia dos
objectivos mencionados nas medidas de salvaguarda propostas, esta
candidatura recebeu o apoio prvio e unnime de todas as foras polticas
representadas na Cmara Municipal de Lisboa, bem como o apoio directo Do
Ministrio da Cultura. Foi formalmente anunciado o alto patrocnio da
Assembleia da Repblica e de Sua Excelncia o Presidente da Repblica
Portuguesa. As medidas de salvaguarda foram desenvolvidas pelo Museu do
Fado com a participao activa das comunidades.

C. 7 Participao da comunidade para escrever este relatrio

The present report on Fado was elaborated with both the participation of
the Fado Museums Consultant Committee and also of recognized
experts and researchers. Gathering together the communities involved
in artistic and cultural activities related to Fado (musical instruments
manufacturers, producers, experts and collectors, clubs and
associations, researchers, students, museums and archives, research
units) the Safeguarding Plan has been carried out with the communities
active participation not only through Fado Museums Consultant
Commitee integrated by singers, musicians, associations, collectors,
researchers but also through the wide participation of individual artists
who will continue ensuring the transmission of their knowledge to the
next generations, aiming at maintaining, safeguarding, studying and
conveying the Intangible Heritage of Fado, to the future generations.
O presente relatrio sobre o Fado foi elaborado com a participao do
Comit Consultivo do Museu do Fado e tambm de peritos e
investigadores reconhecidos. Reunindo as comunidades envolvidas nas
actividades artsticas e culturais relacionadas com o Fado (fabricantes,
produtores, peritos e coleccionadores de instrumentos musicais, clubes
e associaes, investigadores, estudantes, museus e arquivos, unidades
de investigao), o Plano de Salvaguarda foi realizado com as
comunidades Participao activa no s atravs do Comit de
Consultores do Museu do Fado - integrado por cantores, msicos,
associaes, coleccionadores, investigadores - mas tambm atravs da
ampla participao de artistas individuais que continuaro a assegurar a
transmisso dos seus conhecimentos s geraes seguintes,
 Salvaguardar, estudar e transmitir o Patrimnio Imaterial do Fado s
futuras geraes.
The safeguarding plan was carried out with the communities active
participation. In order to ensure the involvement of the practice holders in
the whole set of the safeguarding measures a wide range of workshops,
seminars, meetings and interviews took place. These communities played a
fundamental role not only for the inscription of Fado in the Representative
List of the Intangible Cultural Heritage of Humanity but also for the
successful implementation of the safeguarding measures wich reinforced
Fado as a significant segment of the cultural life of the country and of its
international representation, leading to a considerable growth in the number
of its listeners and practitioners.
O plano de salvaguarda foi realizado com a participao activa das
comunidades. A fim de assegurar o envolvimento dos profissionais no
conjunto das medidas de salvaguarda, realizou-se uma vasta gama de
workshops, seminrios, reunies e entrevistas. Estas comunidades
desempenharam um papel fundamental no s para a inscrio do Fado na
Lista Representativa do Patrimnio Cultural Imaterial da Humanidade, mas
tambm para a implementao bem sucedida das medidas de salvaguarda
que reforaram o Fado como um segmento significativo da vida cultural do
pas e Sua representao internacional, levando a um crescimento
considervel no nmero de seus ouvintes e profissionais.
