25TH ANNUAL REGIONAL CONVENTION
NON ACADEMIC LEAGUE
IRR 1.0 BACKGROUND

IRR 1.1 The Non Academic Events in the Annual Regional Convention (ARC) are important part for the
total development of NFJPIAns. Through these activities, they shall have an opportunity to
develop the value of sportsmanship through engaging in different sports event, cultivate a
wholesome competitive spirit and acquire the ability to work closely together with other
NFJPIANs in different regions. These activities also allow the NFJPIAns to be exposed in
performing arts, visual arts activities and other social and team-building events.

IRR 2.0 OBJECTIVES

IRR 2.1 To build camaraderie and establish a unified NFJPIA

IRR 2.2 To showcase the talents and increase the interest of NFJPIANs in nonacademic competitions

IRR 2.3 To promote leadership, stability and meaningful social development through diverse activities
and programs

IRR 2.4 To field teams that are skilled, disciplined, dedicated, and motivated to provide a holistic
development of the members.
IRR 3.0 GENERAL GUIDELINES

IRR 3.1 The Non-Academic Events in the Annual Regional Convention shall comprise of the following:

IRR 4.0 GENERAL QUALIFICATIONS

IRR 4.1 The Non-Academic Events of the ARC is open to all bona fide members of the NFJPIA FY 2016-
2017 R10 & CARAGA, and to registered delegates of the ARC.

IRR 4.2 There is no limit as to the number of events which a delegate can join.

IRR 4.3 Champion of a particular Non-Academic Event in the prior years can still participate in the same
event.

IRR 5.0 GENERAL REQUIREMENTS

IRR 5.1 The Local Chapters shall compile all the requirements and shall send the application of non-
academic competitions participants.

IRR 5.2 The Local Chapter shall, in one MS Excel file, compile all non-academic
participants; one labeled sheet for each event. This shall be the Regional
Councils master list for the non-academic events for the ARC.

IRR5.3 All sheets shall contain the following: name of participant, contact number,
year level, and school.

IRR 5.4 The Local Chapter will also send a scanned copy of each participants
Identification Card and a Certificate of Registration (containing Name, Course
and School Year)

IRR 5.5 File format of sending the requirements to the Regional Councils and to the VP Non Academics
corporate email must be in .zip format:

IRR 5.6 he Local Chapters must then send the file to the VP for Non Academics corporate email:

February 10, 2017.

IRR 6.0 CINEJPIA EDISYON SIYETE

IRR 6.1 GENERAL GUIDELINES

IRR 6.1.1 The CINEJPIA is open to all members of NFJPIA 2015-2016. This event aims to further
enhance the creativity of JPIAns all over the archipelago through film making. The
theme for this years CINEJPIA is not yet released from the National Federation. Updates
will be posted as soon as it is available.
However, all films are given the freedom to explore genres, styles, and approaches.

IRR 6.1.2 Characters must be bona fide members of the federation. Non-JPIAns may be allowed
for characters which dont have significant role in the movie.

IRR 6.1.3 Confirmation of participation must be made at least twenty (10) days prior the
convention.

IRR 6.1.4 Technical assistance from an outside source such as editing, cinematography and
videography is allowed. Provided, that credits for the film must solely include members
of NFJPIA.

IRR 6.1.5 In no case shall a member of the Executive Officers of NFJPIA be involved in any
preparation or presentation of the entry.

IRR 6.1.6 All entries must be produced independently.


IRR 6.1.7 Entries must not be less than ten (15) minutes and not exceed fifteen (20) minutes,
including titles and credits. Entries which shall exceed the maximum allotted time or not
meet the minimum time allotment shall be subject to 0.5 point deduction per minute or
a fraction thereof from the Best Picture score.

IRR 6.1.8 Official entries shall only be allowed to be published in social media upon
announcement. Failure to adhere to this provision shall cause the entry disqualified.

IRR 6.1.9 All concerns, clarifications, or protest which is not governed by this IRR, the chairman of
the competition shall have the absolute power to decide on matters relating to such in
order to protect the integrity of the event. His/Her decision shall be final and non-
appealable.

IRR 6.1.10 Relevant soft copy data of the following shall be sent, in a zipped file, to the following
email addresses: nfjpiar10caraga.vpnonacad1617@gmail.cm on or before Feb. 10, 2017
with subject: CINEJPIA_Local Chapter Filename.: Local Chapter

A. Poster must contain the title, lead actors and actresses, producer(s), director(s), and other
important person(s) behind the film.
B. Trailer must not be less than thirty (30) seconds but not exceeding sixty (60) seconds.
C. Storyline a maximum of eight (8) but not less than five (5) sentences for the plot.
D. Full list of casts with details as who are JPIAns and are not.
IRR 6.1.11 Final entries must be placed in a Flash Drive and in a DVD rewritable with film cover and
be submitted to the Regional Vice President for Non-Academics on the first day of the
convention. And three (3) HARD COPIES Printed Poster (2ft in length by 1ft in Width)

IRR 6.1.12 The LOCAL CHAPTERS are given the responsibility in securing a backup copy of the file in
case of technical problems which may arise.

IRR 6.2 MECHANICS

IRR 6.2.1 Each Local Chapter may opt to choose the concept, genre, and theme song to be used
for the film. Provided, that it is in line with the main theme of the event. The Theme of
the event is The Stories of a JPIAn.

IRR 6.2.2 The short film shall be at least ten (10) but not exceeding twenty (20) minutes, inclusive
of titles and credits.

IRR 6.2.3 Scene(s) must not be vulgar or obscene and must be suitable for public presentation.

IRR 6.2.4 Different dialects may be used. Provided, that subtitles in full English are to be placed.

IRR 6.2.5 Entries must have been produced within the period of January 2017 to February 2017.

IRR 6.5 TOP GROSSER


Top grosser award will be given to the entry who gains the highest sale of tickets after its final full show on the
1st and 2nd day of the convention.

IRR 7.0 Acoustic Band

IRR 7.1 CONTEST RULES and MECHANICS

IRR 7.1.1 Each team has the power to choose a band consisting of 3-6 members that will
best represent their local chapter

IRR 7.1.2 The Band can be all male or female or combination of both.
IRR 7.1.3 Each song chosen must be in good taste. No music or lyrics that are considered
offensive will be allowed. Using of props is allowed however, any considered
hazardous is strictly prohibited.

IRR 7.1.4 No back-up dancer is allowed.

IRR 7.1.5 There is no limit as to the language of the song as long as it does not violate the
provision stated in the IRR 7.1.3

IRR 7.1.6 Mash up of songs is allowed.

IRR 7.1.7 The total time covering the performance not including the entrance and exit is
limited to six (6) minutes only.

IRR 7.1.8 Local Chapters shall be the one who will bring their own musical instruments for
their performance. The Region will only provide sound system, amplifiers and 3
microphones.

IRR 7.2 CRITERIA FOR JUDGING

IRR 7.2.1 The performance of the contestants will be judged base on the
following criteria:

IRR 8 .0 POP DANCE Competition

IRR 8.1 There shall be one group participant for each local chapter. Each group
should consist of at least eight (8) but not more than fifteen (15)
members. They must be bona fide members of the NFJPIA F.Y. 2016-
2017.

IRR 8.2 Participants must be at venue of the contest one hour before the start of
the contest and must sign-in upon arrival at the contest venue.

IRR 8.3 The order of performance shall be determined by drawing lots on the
day before the convention.

IRR 8.4 Participants are NOT allowed to leave the contest venue unless with
proper permission from the authorized facilitator of the contest.

IRR 8.5 Music shall be saved in a flash drive.

IRR 8.6 The performance is limited to 1 dance number and medleys are allowed.

IRR 8.7 The song or medley must contain at least 20 seconds of the song

IRR 8.8 The presentation should not exceed five (5) minutes including the
entrance and exit. Only 10 seconds of the said five minutes will be given
for the entrance/preparation time. For the 1st thirty (30) seconds
exceeding time, there shall be a two (2) point deduction per judge and if
the exceeding time will be more than thirty (30) seconds, there shall be
a five (5) point deduction per judge.

IRR 8.9 Costumes must be decent and must be fully supported. Topless for male
participants are strictly prohibited.
IRR 8.10 There shall be a 5-point deduction per judge per rule violation and shall be made by the
Chairman of the Board of Tabulators, duly concurred by the members and in
consultation with the board of Judges.

IRR 8.11 In an effort to judge the contest objectively and equally, the following criteria will be
considered by the judges and assigned a point value in each area.

CHOREOGRAPHY:
Interpretation 10%
Style And Execution 15%
Originality 15%

IRR 8.12 The decision of the Board of Judges shall be final and non-negotiable.

IRR 8.13 Announcement of winners shall be at the Awards Night of the Convention.

IRR 9.0 DOBLE DOBLE KARA

IRR 9.1 There shall only be 1 pair per local chapter. Pairs can be male and female, or both. Each
participant should be a bona fide member of the NFJPIA F.Y. 2016-2017.
IRR 9.2 Each local chapter is given the right to choose their piece. It can only be Tagalog or
English song.

IRR 9.3 Each local chapter is given the right to choose their piece. It can only be Tagalog or
English song.

IRR 9.4 Costume/s must be culturally sensitive.

IRR 9.5 The presentation should not exceed five (5) minutes including the entrance and exit.
Only 10 seconds of the said five minutes will be given for the entrance/preparation
time. For the 1st thirty (30) seconds exceeding time, there shall be a two (2) point
deduction per judge and if the exceeding time will be more than thirty (30) seconds,
there shall be a five (5) point deduction per judge.

IRR 9.6 The participants must be at the venue of the contest thirty (30) minutes before the start
of the contest and must sign-in upon the arrival at the contest venue. In case they will
be late, they will still be allowed to join the contest.

IRR 9.7 The participants must sing in a way that they would sound like the a woman(for male
participants) or sound like a man(for female participants). The participants may switch
roles as they deemed necessary or may sing like a man or a woman alternatively.

IRR 9.8 The performance shall be judged based on the following criteria:

IRR 10.0 JUNK ART MAKING CONTEST

IRR 10.1 CONTEST RULES AND MECHANICS

IRR 10.1.1 There shall only be one group per local chapter consisting of three
(3) to five (5) members per group. Each member should be a bona fide member
of the NFJPIA F.Y. 2016-2017.

IRR 10.1.2 The participants must be at the venue of the contest thirty (30) minutes before
the start of the contest and must sign-in upon the arrival at the contest venue. In
case they will be late, they will still be allowed to join the contest.

IRR 10.1.3 The organizers will be the ones to provide the scrap materials. The participants
are the ones to provide tools limited to the following: scissors, cutter, glue,
adhesive tape, (irrespective of size), glue gun, stick glue, ruler or any measuring
tools and pencil.

IRR 10.1.4 The group is only allowed to make one (1) piece.

IRR 10.1.5 There will be a common concept to be provided by the Regional Vice President
for Non-Academics to the contestants with regards to the piece that they will be
making.

IRR 10.1.6 The contest is good for three (3) hours only. Late participants must also submit
their entry at the end of the contest, regardless of the time of their start.

IRR 10.1.7 A control number will be given to each group participants to avoid biased
judging. This control number will be made confidential to the organizer of this
event. Thus, each group participant is not allowed to put any markings that will
be an evidence to show their identity.
IRR 10.1.8 The artwork of the group contestants shall be judged based on the following criteria:

IRR 12.0 RFJPIA DEBATE CUP

IRR 12.1 GENERAL GUIDELINES

IRR 12.1.1 Each Local Chapter may send one (1) entry to the debate competition composed
of three speakers.

IRR 12.1.2 Each entry must come up with a unique team name.

IRR 12.1.3 Participants must be in their executive attire during the competition proper.
IRR 12.2 MECHANICS

IRR 12.2.1 The Asian Parliamentary Debate Format will be used.

IRR 12.2.2 Match-ups will be determined by draw lots.

IRR 12.2.3 The medium of language is English.

IRR 12.2.4 Each team is required to register fifteen minutes before the start of the
competition. All the teams are required to attend the orientation. A team
arriving five minutes after the program had started shall be considered in
default.

IRR 12.2.5 The teams shall be given 30 minutes to prepare their speeches and to research
within or in close proximity to the venue. Laptops, broadband and dictionaries
shall only be the items allowed during the competition.

IRR 12.2.6 The competition shall be composed of three rounds: Elimination, Semi-Final, and
Final Rounds.

IRR 12.2.7 The Board of Adjudicators shall be composed of a Chief Adjudicator and two
Deputy Chief Adjudicators. They shall decide on the winning team. Their decision
shall be final and therefore irrevocable.
IRR 12.2.8 Adjudicators judge the rounds with the following criteria:

Matter 45%
i. Arguments, POIs, content of speeches, analysis and substantiation.

Manner 30%
i. Delivery, gestures, eye contact, persuasiveness, use of notes.

Method 25%
i. Structure of speeches, team dynamics and how speeches work as a whole in the teams cases.

IRR 12.2.9 Adjudicators will accord speaker scores to the debaters during the elimination
rounds and will be averaged. The top three speakers will be acknowledged as the 3rd Best
Speaker, 2nd Best Speaker and the Best Speaker, respectively. Scoring criteria is as follows;

70-72: Weakness greatly out-weight strengths

73-74: Weakness out-weight strengths; below average

75 : Strengths and weaknesses are equal; average.

76-77: Strengths out-weight weaknesses fairly, delivered an above average speech.

78-79: Strengths greatly out-weight weaknesses, excellent speech

80 : No observable weak points.

Reply speeches are scored with the regular criteria divided by two.
IRR 12.3 TECHNICAL RULES

IRR 12.3.1 The debaters shall speak in the following order:

a. Prime Minister - 7 minutes

b. Leader of the Opposition - 7 minutes

c. Deputy Prime Minister - 7 minutes

d. Deputy Leader of Opposition - 7 minutes

e. Government Whip - 7 minutes

f. Opposition Whip - 7 minutes

g. Opposition Reply - 4 minutes

h. Government Reply - 4 minutes


IRR 12.3.2 Reply speeches can be given only by either of the first 2 speakers of each
side.

IRR 12.3.3 During the debate proper, the debaters shall be guided by the following
signals;

i. first clap first minute has passed

j. second clap one minute remaining

k. two claps time is up

IRR 12.3.4 POIs or Point of Information can be raised after the first clap until the
second clap which will be delivered within 15
seconds only. POIs can be clarificatory, informative, inquisitive or
rebuttal. POIs are highly encouraged for a
dynamic debate.

IRR 14.0 FASHION HOUSE COMPETITION

IRR 14.1 General Guidelines

IRR 14.1.1 Each participating region may send one (1) group composed of
two (2) male models, two (2) female models and a fashion stylist.

IRR 14.1.2 Each group must prepare their own fashion show.

IRR 14.1.3 Music and Fashion Routines are based on what the fashion stylist
wants.
IRR 14.1.5 At the end of the competition, all of the 4 models must be on
stage for the final show with the fashion stylist.

IRR 14.1.6 All participating groups are required to have a collection name.

IRR 14.1.7 Wardrobe of the models must correspond to the theme


Philippine Festival.

IRR 14.1.8 In the Final ramp, they must use their own Local Chapter shirt
while keeping the theme in line.

IRR 14.1.9 No Nudity is allowed.

IRR 15.0 MENs BASKETBALL

IRR 15.1 CONTEST RULES AND MECHANICS

IRR 15.1.1 There should only be one (1) team per local chapter composing of
atleast seven (7) and maximum of (15) members. They must be
bona fide members of the NFJPIA F.Y. 2016-2017.

IRR 15.1.2 The participants must be at the venue thirty (30) minutes before
the start of the contest proper and must sign-in and present their
school I.D upon the arrival at the contest venue. Technical foul
shall be given to each team that lacks players (5 players) in every
10 minutes during the 30-minute call time. Designated waiting
area will be provided. Standing committees will brief both teams
before the game.

IRR 15.1.3 Participants must submit a photo-copy of their current


Registration Card and I.D

IRR 15.1.4 The same gaming rules in a regular basketball game should be
followed. Any alteration of the rules shall be mentioned below.

IRR 15.1.5 At the start of the game, each team shall consist of five (5)
players, one of whom shall be the captain.
IRR 15.1.6 Each player should observe proper sports attire. (jeans, slippers,
sandals and leather shoes are not allowed). Color scheme for each
schools shall be observed. A technical foul shall be given to each
player that violates the dress code and color scheme.

IRR 15.1.7 The schedule for the games shall be announced a week before the
event. Scheduling will depend on the geographical location of the
host school. (E.G. Xavier University is the host, therefore CDO
schools will likely play the games first.) There would be games that
will be played at the morning of the 1st day of the convention.

IRR 15.1.8 The manner on which to select the teams who would qualify for
the finals would be single eliminations. Final rankings will be
ranked with the following priority scheme: (1) Win over the other
(2) Point System or averaging (3) Coin toss

IRR 15.1.9 Each game would compose of 4 quarters which will be good for 10
minutes running time each except for the final quarter.

IRR 15.1.11 The decision of the referee is final. Schools /Teams caught
heckling, using foul words and disrespecting the officials shall be
given 1 point deduction in the FINAL TABULATION for each
violation. Only the referee can decide upon the deduction and
would not be required to inform the teams of his judgment during
the game but is to report to the tabulation committee after the
game. Deductions are final and non negotiable.
IRR 15.1.12 Special award shall be given to the team that has the best
uniform to be judged by the award sponsor.

IRR 15.1.13 Most Valuable Player Award shall be given to the best
player of the championship team and is to be judged by
the award sponsor. Mythical Five will also be recognized
during the awards night.

IRR 16.0 MIXED TABLE TENNIS

IRR 16.1 CONTEST RULES AND MECHANICS


IRR 16.1.1 There should only be one (1) team per local chapter compose of two
members, 1 boy and 1 girl (Mixed Double).

IRR 16.1.2 They must be bona fide members of the NFJPIA F.Y. 2016-2017.

IRR 16.1.3 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must sign-in and present their
school I.D upon the arrival at the contest venue.

IRR 16.1.4 Participants must submit a photo-copy of their current Registration


Card and I.D.

IRR 16.1.5 The same gaming rules in TABLE TENNIS World Federation should be
followed.
IRR 16.1.6 The manner on which to select the teams who would qualify for
the finals would be Single elimination.

IRR 16.1.7 There will be a draw lots for pairing of matches.

IRR 16.1.8 Each player should observe proper sports attire. (Jeans, slippers,
sandals and leather shoes are not allowed).

IRR 16.1.9 The schedule for the games shall be announced a week before the
event. Scheduling will depend on the geographical location of the
host school. (E.G. Xavier University is the host, therefore CDO
schools will likely play the games first.) There would be games
that will be played at the morning of the 1st day of the
convention.

IRR 16.1.10 10 minutes defaulting time shall be observed.

IRR 16.1.11 A match consists of the best of 3 games of 21 points.

IRR 16.1.12 The decision of the umpire is final. Schools /Teams caught
heckling, using foul words and disrespecting the officials
shall be given 1 point deduction in the FINAL TABULATION
for each violation. Only the referee can decide upon the
deduction and would not be required to inform the teams
of his judgment during the game but is to report to the
tabulation committee after the game. Deductions are final
and non negotiable.
IRR 17.0 MIXED VOLLEYBALL

IRR 17.1 CONTEST RULES AND MECHANICS

IRR 17.1.1 There should only be one (1) team per local chapter composing of
atleast six (6) girls and (6) boys for members. They must be bona
fide members of the NFJPIA F.Y. 2014-2015.

IRR 17.1.2 The participants must be at the venue thirty (30) minutes before
the start of the contest proper and must sign-in and present their
school I.D upon the arrival at the contest venue. Less warm up
time shall be given to each team that lacks players (6 women)
during the 30-minute call time. Designated waiting area will be
provided. Standing committees will brief both teams before the
game.

IRR 17.1.3 Participants must submit a photo-copy of their current


Registration Card and I.D

IRR 17.1.4 The same gaming rules in a regular volleyball game should be
followed.

IRR 17.1.5 During the game there shall be 3 women and 3 men per set.

IRR 17.1.6 Each player should observe proper sports attire. (jeans, slippers,
sandals and leather shoes are not allowed). Color scheme for each
schools shall be observed. A technical foul shall be given to each
player that violates the dress code and color scheme.
IRR 17.1.7 The schedule for the games shall be announced a week before the
event. Scheduling will depend on the geographical location of the
host school. (E.G. Xavier University is the host, therefore CDO

of the following: 1st and 2nd: 25 points; 3rd set: 15 points

IRR 17.1.9 To determine the winning team they should win two
(2) out of the three (3) sets of the game.

IRR 17.1.10 The manner on which to select the teams who would
qualify for the finals would be single eliminations. Final
rankings will be ranked with the following priority scheme:

IRR 18.1 CONTEST RULES AND MECHANICS

IRR 18.1.1 There should only be one (1) team per local chapter compose of two
members, 1 boy and 1 girl (Mixed Double).

IRR 18.1.2 They must be bona fide members of the NFJPIA F.Y. 2016-2017.

IRR 18.1.3 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must sign-in and present their
school I.D upon the arrival at the contest venue.

IRR 18.1.4 Participants must submit a photo-copy of their current Registration


Card and I.D.

IRR 18.1.5 The same gaming rules in BADMINTON World Federation should be
followed.

IRR 18.1.6 The manner on which to select the teams who would qualify for the
finals would be Single elimination.

IRR 18.1.7 There will be a draw lots for pairing of matches.

IRR 18.1.8 Each player should observe proper sports attire. (Jeans, slippers,
sandals and leather shoes are not allowed).
IRR 18.1.9 The schedule for the games shall be announced a week before the
event. Scheduling will depend on the geographical location of the
host school. (E.G. Xavier University is the host, therefore CDO
schools will likely play the games first.) There would be games that
will be played at the morning of the 1st day of the convention.
IRR 18.1.10 10 minutes defaulting time shall be observed. IRR 18.1.11 A match
consists of the best of 3 games of 21
points.

IRR 18.1.12 The decision of the umpire is final. Schools /Teams caught heckling,
using foul words and disrespecting the officials shall be
given 1 point deduction in the FINAL TABULATION for each
violation. Only the referee can decide upon the deduction
and would not be required to inform the teams of his
judgment during the game but is to report to the
tabulation committee after the game. Deductions are final
and non negotiable.

IRR 19.0 DANCE SPORTS COMPETITION

IRR 19.1 There shall only be one (1) pair composed of one (1) male and one (1) female
per local chapter. They must be bona fide members of the NFJPIA F.Y. 2016- 2017.

IRR 19.2 The presentation must be composed of three (3) Latin dances
namely Cha-cha, Rumba and Jive.
IRR 19.3 The Competition shall compose of three rounds:

First round - Showdown. All competing pairs shall dance simultaneously.


This is the warm-up round.
Second round. Participants shall perform their prepared dance presentation
composed of the 3 Latin dances.
Final Round. Only the Top 3 pairs shall proceed to the final round. They shall
choose one (1) dance to perform. The category of their final performance is
of their choice.

IRR 19.4 Each pair is allotted 1 minute and 30 seconds, each category, to perform their
performance.

IRR 19.5 Music for the dance sport competition shall be provided by the organizer.

IRR 19.6 Participants must be at the venue of the contest one hour before the start of
the contest and must sign-in upon arrival at the contest venue.

IRR 19.7 The order of performance shall be determined by drawing lots on the day
before the convention.

IRR 19.8 Participants are NOT allowed to leave the contest venue unless with proper
permission from the authorized facilitator of the contest.
IRR 19.9 Costumes must be decent and must be fully supported. Topless for male
participants are strictly prohibited.

IRR 19.10 There shall be a 5-point deduction per judge per rule violation and shall be
made by the Chairman of the Board of Tabulators, duly concurred by the
members and in consultation with the board of Judges.

IRR 19.10 The performance of the participants shall be judged as follows:

Coordination and Style


(basic steps, unity, expression and precision) 35%
Choreography 25%
Performance (Mastery and Skill) 25%
Costume 10%
Audience Impact 5%
Total 100%

IRR 19.11 The decision of the Board of Judges shall be final and non-negotiable.

IRR 19.12 Announcement of winners shall be at the Awards Night of the Convention.
IRR 20.0 VIOLATIONS AND SANCTIONS GUIDELINES

IRR 20.1.1 The above-mentioned Regional Non-Academic League Implementing


rules and regulations are for RFJPIA and related persons information
exchange only. The council maintains the relevance and reliability of this
document through the strict implementation of its rules and regulations.

IRR 20..2.2 Any questions raised by the contestants that are not included in the IRR
shall be subjected to the jurisdiction of the Regional President, board of
judges and/or regional adviser. The decision of the Regional President
and the RFJPIA Executive Officers will be final and irrevocable.

IRR 21.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND


REGULATIONS

IRR 21.1 It shall be the primary duty of the Regional President and the Regional
Executive Officers to effectively enforce the provisions of this
Implementing Rules and Regulations. The Executive Officers also has the
sole right to interpret the contents of this Implementing Rules &
Regulations and their decision will be binding and irrevocable.

IRR 21.2 The Regional Adviser or his duly designated representative shall act as
legal adviser to the Regional President and the Regional Executive
Officers and shall render legal assistance as may be necessary in carrying
out the provisions of this Implementing Rules and Regulations.
IRR 22.0 AMENDMENTS OR REVISIONS

IRR 22.1 The Regional Executive Officers shall be vested with the exclusive power to
revise and amend the Implementing Rules and Regulations.

IRR 22.2 Any amendments to or revisions to this Implementing Rules and Regulations
may be proposed by any member of any regional council upon a written
request of such member, stating the reasons thereto.

IRR 23.0 SEPARABILITY CLAUSE

IRR 23.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment
shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been rendered.

IRR 24.0 REPEALING CLAUSE

IRR 24.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby
repealed or modified accordingly.
IRR 25.0 EFFECTIVITY

IRR 25.1 This Implementing Rules and Regulations shall take effect immediately after its
presentation and approval from the Assembly. Promulgated in the City of
Iligan this 28th day of November, 2015.
