Rosenstein Under the Bus

L
ike many people, Im not crying that FBI
Director James Comey was fired from his
job before his tenure was up. As Rand Paul
has noted, Comey never stopped crawling
to Capitol Hill for more money, more spying
authority, more power to the government, and
all those things Im against. And like many
people, I find the claims of Russian meddling
in the election to be a diversion from the more
obvious point that voters wanted change and
didnt want Hillary Clinton.
What has struck me more is a particularly
telling aspect of the way the firing of Comey
was done. This is a human-interest story to me.
It reveals a grim facet of human life and serves
as a warning about the type of power move
all of us need to be on the lookout for. What
would you do if your boss muscled you into
taking the fall for his or her sketchy decisions?
The Plot
President Donald Trumps memo firing
Comey came with an attachment. It was a
letter to him from Rod Rosenstein, the deputy
attorney general of the Justice Department
and the person who is technically Comeys
boss. The memo to Trump, dated the same
day of the firing, carefully built a case against
Comey. The implication of the memo was that
Comey needed to be let go, but it stopped short
of demanding it.
Rosensteins conclusion: The way the
director handled the conclusion of the e-mail
investigation was wrong. As a result, the FBI
is unlikely to regain public and congressional
trust until it has a director who understands
the gravity of the mistakes and pledges never
to repeat them. Having refused to admit his
errors, the director cannot be expected to
implement the necessary corrective actions.
It was this letter that Trump used as cover
to fire someone he believed was becoming a
personal enemy.
Did Trump ask Rosenstein for the letter?
Most certainly.
Presidential spokespeson Sarah Huckabee
Sanders admitted that Rosenstein, with Attor-
ney General Jeff Sessions, came to see Trump
in the White House the day before. Rosenstein
reported to the president that Comey had
come to him asking for more resources to
investigate ties between Trump and Russia, a
case from which Sessions had already recused
himself. That left only Rosenstein to act on
Trumps behalf.
We have no access to what happened then.
It was a private meeting. But it seems that
Trump asked Rosenstein his opinion of how
Comey was doing at his job. According to
McClatchyDC.com, he rendered a negative judg-
ment, as one is wont to do under the circum-
stances. Trump then asked Rosenstein to write
a memo detailing his criticisms. That memo
arrived the next day and Comey was fired.
Fight or Survive?
The scenario is pretty clear: Trump leaned
on a subordinate to provide cover for a deci-
sion he wanted to make. Trump demanded
that an underling surrender his professional
integrity so that the president could get his
way. I can only imagine the lump that must
have appeared in Rosensteins throat at that
moment. It must have been the worst evening
of his life.
Im looking at Rosensteins education and
career. It is a classic case, every decision made
to plot the perfect, nonpartisan career in the
highest reaches of government. He obtained
an economics degree from the Wharton
School, then moved to Harvard for a law
degree. He became a Supreme Court clerk,
and easily found a place at the Department of
Justice, where he served under five presi-
dents. After 27 years, he is the longest serving
U.S. attorney.
Somehow he managed to do all of this while
staying out of the public eye and out of parti-
san squabbles. To achieve that requires focus.
Rosenstein has it. Its how he earned credibility
and a flawless reputation. He must protect it
every day, as a matter of habit.
Then that fateful day arrived. He was
nudged and answered the right way to please
the president. Then the president told him to
own his opinions and go public, as a way of
giving the big cheese cover. What was he to do?
Yes, he could have quit the job, and he prob-
ably should have. Instead, he acquiesced. After
all, he built his whole career to achieve this
height: deputy attorney general! Was he really
going to give it all up?
Anyone who has faced such a situation in
his or her professional life has to wince. Its
painful and seedy. This is classic bad boss
behavior. It reveals cowardice and a lack of
character. The demand that subordinates
cough up their professional capital for you is
a move completely lacking in integrity. If the
boss wants to make an unpopular decision,
he should have the guts to bear the full weight
of that decision, not devour the reputations of
those around him as a fallback.
Whats remarkable here is that this move
was unlike Trump. His usual tack is to bear the
total responsibility for the success or failure of
his project by making them all bear his name:
Trump Tower, Trump Golf Course, Trump
University, or whatever. People have criticized
this about him, but I actually admire it. He gets
all credit when it works, but he risks the whole
of his reputation if it fails. This has been his
usual way, so far as I know.
But now he has ultimate power. Maybe it
has affected him. Has he come to the place in
life where he is totally happy treating those
around him solely as a means and not ends in
themselves? Will he stop at nothing to exercise,
retain, and benefit personally from his power,
no matter whom it hurts? It is also possible
that he always been this way, and it is just now
becoming public knowledge.
The Captain and the Ship
Regardless, the private sector builds in a
check on such bad-boss behavior. They dont
attract people of integrity around them. They
get bad reputations. They are widely consid-
ered to be toxic personalities. But as president,
Trump faces no such market test. He can get
away with it because he is at the height of his
power and Rosenstein himself is at the height
of his profession. So why not?
The answer to that question is that its poor
leadership. Good leaders are servants of others
who bear huge burdens, even to the point of
taking the fall for others. This is why there are
traditions that instantiate this ethical idea.
The captain is that last to take the lifeboat,
even if the shipwreck was not his fault. The
head coach gets fired after a losing season. The
Japanese military leader falls on his sword
after a losing battle.
This is just how we do it. We absolutely do not
demand that subordinates fall on their swords
for us. True, there is nothing illegal about this. It
is just revealing of who Trump really is.
Sensing that this is a problem, Trump has
since tried to walk back his excuse. I was
going to fire regardless of recommendation,
he now says. Of course this is no help to Rosen-
stein now. The reputation he worked a lifetime
to build is now toast.
Again, Im crying no tears for anyone in this
drama. But there are lessons in it for the rest of
us. It shows what kind of leader and boss not to
be, and shows workers what kind of people to
avoid, if at all possible.

Property-Tax Issue Plays Poorly
for Democrats
D
emocrats have been privately grum-
bling for a while now that Governor
Bruce Rauner isnt truly interested
in good-faith negotiations on a bal-
anced budget with economic reforms to
end the two-and-a-half-year Statehouse
stalemate.
But Senate President John Cullerton
spent days and days negotiating the
details of a four-year property-tax freeze
with Rauner, only to have his spokes-
person tell me last week that he hadnt
acceded to Rauners demand for a four-
year freeze. So Rauner isnt the only one
to blame.
In this business, you only negotiate on
a bill you flatly oppose if youre trying to
run out the clock. Otherwise, you just
kill it. And because of this, people in the
governors office are saying they dont
think that Cullerton really wants a deal.
Rauner moved off his demand for a
five-year freeze. The two men then dis-
cussed side issues, such as the timeline
and the process for locally opting out of
the freeze or for making it permanent.
The governor wanted a statewide vote,
but Cullerton wanted local votes and
appeared to prevail. But Rauner would
only agree to limited exemptions from
the freeze, bond payments being one of
them. Cullerton wanted more exemp-
tions, pension payments being one
of those.
Then last week, Cullerton attempted to
move legislation with language identi-
cal to that of a bill Senate Republican
Leader Christine Radogno introduced
in January. It failed because it required
a three-fifths vote to freeze taxes on
local home-rule governments. Cullerton
said afterward that he may strip out the
home-rule provision and run it again
which would, of course, mean that the
City of Chicago would be exempt.
Without a property-tax freeze ame-
nable to the governor, I just dont know
how this impasse gets resolved.
Illinois has some of the highest prop-
erty taxes in the country. So if the nego-
tiations fall apart, the Senate Democrats
refusal to pass a real freeze will be a
political gift for Rauner.
The issue also comes neatly wrapped
in the governors favorite bow: House
Speaker Michael Madigan. The speaker
is, of course, a property-tax appeals
lawyer. Rauner said the other day for
the umpteenth time that Madigans

interest and is evidence of how cor-
rupt the state is. Cullerton has also
done some property-tax appeals work,
so Rauner can easily lump him in with
Madigan on the conflict of interest and
corruption stuff.
And then there was last weeks biggest
political news. Billionaire Democratic
gubernatorial candidate J.B. Pritzker was
thrashed in the media for obtaining huge
property-tax-assessment rebates and
reductions for an empty and uninhabit-
able mansion next to his own Chicago
palace. The mansion apparently became
even more legally uninhabitable after
Pritzker had the houses toilets unin-
stalled. That was clearly the work of a
too-clever-by-half property-tax attor-
ney, whom Pritzker may want to think
about throwing under the nearest bus
if this publicity gets any worse. And,
despite firm denials, its pretty clear that
Madigan is backing Pritzker.
Even a child could frame this issue for
Rauner. Take a universally and intensely
unpopular property-tax system, combine
it with the states most wildly unpopu-
lar politician (Madigan), and use all
that to blame the Senate Democrats for
killing the grand bargain and, in the
process, throw lots more mud on their
frontrunner gubernatorial candidate.
Its the worst possible hill the Demo-
crats could choose to die on. Yes, the
Senate president has legitimate policy
concerns about the property-tax freeze.
But this is a political no-brainer.
The best idea I heard last week was to
take this issue away from Rauner and
Cullerton and allow Senators from both
sides of the aisle to negotiate it. Doing
that very thing seemed to help move the
revenue/budget talks and workers com-
pensation reform forward, even though
theyre not wrapped up as I write this.
If, as the Republicans privately
contend, Cullertons goal is to deprive
Rauner of a clear win on a property-
tax freeze, then nothing will work. The
one thing we do know is that taking the
issue away from Rauner and Cullerton
couldnt possibly make things worse.

Davenports Pilot Project for Police Surveillance Raises Questions, but We Know Many of the Answers

raffic-enforcement cameras have been a
common sight in Davenport for 13 years,
but now the city is using new cameras for
a different purpose: to help prevent and solve
violent and property crimes.
Davenport in the past month has begun a
pilot project with 18 cameras at four intersec-
tions on Washington Street south of Locust
Street. The city purchased the cameras for
nearly $54,000 as part of a larger neighbor-
hood-revitalization program that also includes
street and sidewalk improvements.
The thing that makes this a little different
is the sheer number of cameras, said Clay
Merritt, capital manager for the City of Dav-
enport. Instead of having one camera in one
location just looking at one particular view, ...
this is taking a much larger-scale approach.
The idea is to see to what extent the cameras
prevent crime, and how much they assist
police in solving crimes that do occur. If there
are cameras in the area that can catch foot-
age, perhaps that would have people ... think
twice before committing a crime, Merritt
said. Hopefully that deters crime ... , and
the number of police calls in the area would
go down.
But even if thats not the case, he said, the
cameras might be valuable to, for example,
identify suspects: Its an added tool. Its not love to be sure that the city is being mindful
just looking at it from a crime-prevention
standpoint.
For now, the city is merely dipping its toe
into these surveillance waters, and Merritt
said the city is still working to get sufficient
video quality from the cameras. That problem
resulted in police getting no usable footage of a
May 10 shots-fired incident.
Still, its worth noting some issues with the
citys approach. Merritt didnt offer any meth-
odology for determining the success or failure
of the Washington Street pilot project, and he
said theres no time frame for an evaluation.
The goal in the long term, if it is proved
that its successful, is that it can be expanded
into other areas, he said.
The city has already budgeted more than
$300,000 for its next fiscal year to add camera
locations, Merritt said probably along
high-traffic corridors such as 53rd Street and
Kimberly Road, although additional cameras
will need to wait for fiber-optic cable to
be installed.
This suggests the city has, to some extent,
already reached a conclusion about the
effectiveness of surveillance cameras without
answering key questions. What results will
indicate the project is a success, and in what
period of time? Is the city taking account
any displacement effect? (If crime drops in
the target area, is it merely being pushed
elsewhere?) How will the city determine
whether the relatively modest financial cost of
cameras is worth whatever benefit it sees? And
are 18 cameras in one neighborhood a fair test
of the effectiveness of such a system?
That doesnt even touch on some of the
procedural and social questions raised by
police video surveillance. It all comes down
to how much of a Big Brother do we want our
government to become, said Veronica Fowler,
communications director for the American
Civil Liberties Union (ACLU) of Iowa.
Even at the pilot-project stage, she said,
cities need to be clear with the public about
their rationale, goals, and procedures for sur-
veillance cameras. The taxpayers are paying
for them, she said. They should be backed
up with facts based on studies, and not just
Yeah, its going to be a lot safer if we have a lot
of cameras. ... Even with a pilot project, there
should be clear policies in place.
She said those should include not only tech-
nical issues such as how long footage will be
kept but also explicit protections against abuse
for example, policies prohibiting monitoring
lawful comings and goings, prohibiting stalk-
ing, and prohibiting targeting neighborhoods
with high concentrations of racial minorities.
There are all these things that we would
even know ... that theyre there. I dont know
of and has policies in place to spell that out,
Fowler said. At least that would give people
some confidence that they have thought these
things through, and there are clear policies on
paper. So if any of those things are violated,
some action can be taken. And people know
what the rules of the game are.
That sort of discussion is, admittedly,
best-suited to the police department or the city
administrator. However, an interview request
with Davenport Police Chief Paul Sikorski was
declined, and a representative of the police
department referred all questions to Merritt.
City Administrator Corri Spiegel also referred
questions to Merritt.
But we know the answer to one core ques-
tion: Police surveillance cameras, in general,
are not particularly good at deterring crime.
They can be effective in certain circumstances
specifically in parking lots or garages but
not in the way Davenport is using them.
And while Davenport has cited the example
of Dubuques extensive surveillance-camera
network, that case doesnt provide clear evi-
dence of deterrence.
The Appeal of Cameras
Its easy to understand the appeal to police
departments of surveillance cameras. Camera
technology continues to get better and
cheaper, meaning that the expense is minor

assuming the data infrastructure is already in
place. In Davenport as in many other cities,
the cameras arent actively monitored, mean-
ing that they dont create an added staff cost.
(Davenport will save its videos for 21 days.)
If the cameras deter crime by their mere
presence or help solve cases, the cost could be
justified.
Yet despite that, and despite the alarm thats
been sounded including in these pages
about an ever-increasing surveillance state,
its a bit surprising that police-department
surveillance cameras in public spaces are not
more common in the Quad Cities.
Bettendorf, for example, has never even
entertained the idea of installing surveillance
cameras. We have not discussed placing cam-
eras in the city, Chief Phil Redington wrote in
an e-mail. It just has not been considered.
Rock Island, according to Deputy Police
Chief Jason Foy, has installed 22 surveillance
cameras downtown in 2006, at the base of
the Centennial bridge in 2009, and on 15th
Avenue from Fifth Street to Longview Park
in 2012. Foy said that they have absolutely
assisted in [solving] some cases since theyve
been put in.
But he said he wasnt sure if theyve pre-
vented crime: I dont know how many people
compared with control areas. However, the
how much people pay attention to them. Even
if it were shown that crime has dropped in
areas where cameras are present, he noted, one
has to take into account, for example, that the
downtown has changed over those 11 years.
He added that the city has no plans to
expand its surveillance-camera program.
If the Quad Cities are moving tentatively or
are lukewarm toward surveillance, Dubuque
is all-in with hundreds of cameras through-
out a city roughly half the size of Davenport.
In praising the value of his citys surveillance
program, City Administrator Michael C.
Van Milligen gave the example of a random
murder a few years ago that the cameras
helped solve. One of the first things the police
do is look if any part of that crime getting to
the crime, leaving the crime, or committing
the crime could be on one of our cameras,
he explained.
When an elderly woman was found dead
downtown one morning, he said, the police
... had nothing to go on. ... They had zero evi-
dence. But because of camera footage, by 9
oclock that night, they had him [the murderer]
under arrest and a confession.
Successes such as that, Van Milligen said,
pushed the city to this year give shift com-
manders and the detective bureau access to
the camera system in their offices. It creates a
tremendous amount of evidence, he said.

Modest and Inconsistent Results
So theres certainly support for the idea that
surveillance cameras can help police depart-
ments clear cases. But evidence that cameras
prevent crime is weak except in one specific
circumstance.
A 2009 study of public surveillance cameras
in Philadelphia summarized that research into
the effectiveness of cameras as a tool to reduce
crime is mixed. Furthermore, there has been
a paucity of rigorous evaluations of cameras
located in the USA. The authors concluded
that in Philadelphia, the introduction of cam-
eras is associated with a 13-percent reduction
in crime.
Merritt agreed that studies are not unani-
mous that surveillance cameras reduce crime:
You can read it either way.
But even the Philadelphia study finding a
decrease in crime said results were inconsis-
tent: The evaluation suggests that while there
appears to be a general benefit to the cameras,
there were as many sites that showed no ben-
efit of camera presence as there were locations
with a positive outcome on crime.
This squares with a 2009 analysis of 44
studies that concluded surveillance cameras
caused a modest (16 percent) but significant
decrease in crime in experimental areas
authors found that this overall result was
largely driven by the effectiveness of CCTV
[closed-circuit television] schemes in car
parks, which caused a 51-percent decrease in
crime. Schemes in most other public settings
had small and non-significant effects on
crime: a 7-percent decrease in city and town
centers and in public-housing communities.
In other words, surveillance cameras are
best deployed as a crime-prevention tool in
areas with few people and a large amount
of property crime specifically parking lots
and garages.
The Misleading Model of
Dubuque
In opposition to that general conclusion
appears to be the City of Dubuque.
Representatives of the City of Davenport
visited Dubuque because of that citys expan-
sive surveillance program. According to City
Administrator Van Milligen, Dubuque has
over the past decade installed nearly 1,000 sur-
veillance cameras along with the underlying
infrastructure primarily at intersections, but
with several hundred cameras also in parking
facilities. Van Milligen said most cameras have
been installed in the past six years.

reported violent-crime rate drop by more than
half from 2010 to 2014. You wouldnt see the
crime reductions that were seeing if it didnt
have a deterrent effect, Van Milligen said.
Thats a strong correlation between cameras
and decreased crime, but using Dubuque as a
model or a justification for a surveillance-
camera program would be seriously problem-
atic. In fairness, in our interview Merritt didnt
cite Dubuques crime numbers as a rationale
for Davenports program.
Probably with good reason.
For one thing, that dramatic drop in violent
crime is illusory. In 2011, Dubuque started
counting its aggravated assaults differ-
ently, and as a result the number of reported
aggravated assaults in the city dropped
from 279 in 2010 to 82 in 2011. Prior to 2011,
Assistant Chief Terry Tobin told the Telegraph
Herald newspaper, aggravated assaults were
over-reported: We reported any assault
with injury, like if they had a scratch, as an
aggravated assault.
Aggravated assaults accounted for nearly
84 percent of Dubuques violent crime in 2010,
so the tighter reporting criteria naturally but
artificially drove the violent-crime rate down.
Take that reporting change out of the
picture, and Dubuques crime trends look
similar to Davenports a substantial drop in
both violent crime and property crime, but
not anything out of the ordinary. From 2010 to
2014, Davenports violent crime rate dropped
by more than 26 percent and its property-
crime rate dropped more than 14 percent,
according to FBI statistics. In the same period,
Dubuques reported violent crimes (outside of
aggravated assaults) dropped by 13 percent,
while its property-crime rate dropped by more
than 15 percent.
Its also important to note that the
law-enforcement surveillance function of
Dubuques cameras was basically an accident.
The city put the cameras in for one purpose: to
automate intersection traffic signaling.
The initial installation of the camera
system at the traffic lights was purely to control
traffic, Van Milligen said. Then, as we saw
this parade of police officers going upstairs
almost every day to look at the traffic-camera
system, we said, Wait a minute. Theres some-
thing bigger here that we ought to consider.
And the council decided to make it a priority
that we would supplement our traffic-camera
system with a security-camera system.
So law-enforcement use of the system was
essentially a tangential benefit.
If you look at our system in isolation of
security cameras, youd be doing a huge dis-
service to whoevers considering doing this,
Van Milligen said. If they were only for that
[law-enforcement] purpose, you could say,
Wait a minute, that serves a single purpose
for that level of expense. But ... its for a much
greater purpose. Moving traffic is extremely
important. ... The backbone of the system is
around traffic.
Within three years, he added, Dubuque will
have an entirely self-adjusting traffic-control
system based on cameras.
In Davenport, Merritt said the citys
surveillance cameras will also be used by
traffic engineers for things such as traffic
counts, but thats a far cry from Dubuques
multifaceted deployment.
Social Costs
Beyond the cost-effectiveness of surveil-
lance cameras, Davenports pilot project
and plans for additional cameras beg for
discussion of the social costs of widespread
public surveillance. Merritt said hes not
heard any concerns about privacy or potential
abuse of surveillance cameras from Daven-
port residents, but those issues should still
be considered.
The ACLU has offered four answers to
its question of Whats Wrong with Public

In summary, it says: Although the ACLU
has no objection to cameras at specific, high-
profile public places that are potential terrorist
targets, such as the U.S. Capitol, the impulse
to blanket our public spaces and streets with
video surveillance is a bad idea.
The first reason is its lack of proven
effectiveness.
The remaining reasons mostly relate to
potential abuse of the technology and the
likelihood of a chilling effect. These are two
sides of the same coin. On one side, the
growing presence of public cameras will bring
subtle but profound changes to the character
of our public spaces. When citizens are being
watched by the authorities or aware they
might be watched at any time they are more
self-conscious and less free-wheeling.
On the other side, surveillance cameras
give authorities the tools to monitor not just
crime but also peaceful protests and indi-
vidual behavior both perfectly legal. The
ACLU asks: Do we want the authorities
installing high-resolution cameras that can
read a pamphlet from a mile away? Cameras
equipped to detect wavelengths outside the
visible spectrum, allowing night vision or see-
through vision? Cameras equipped with facial
recognition, like those that have been installed
in airports and even on the streets of Tampa,
Florida? Cameras augmented with other
forms of artificial intelligence, such as those
deployed in Chicago?
It further noted that during the Civil
Rights movement and the Vietnam War, ...
the FBI as well as many individual police
departments around the nation conducted
illegal operations to spy upon and harass
political activists who were challenging racial
segregation and the Vietnam War. This
concern is especially justified since we are in
some respects enduring a similar period of
conflict today.
The organization advocates for legally
enforceable rules for the operation of such
systems: While the Fourth Amendment

to the U.S. Constitution offers some protec-
tion against video searches conducted by the
police, there are currently no general, legally
enforceable rules to limit privacy invasions
and protect against abuse of CCTV systems.
Rules are needed to establish a clear public
understanding of such issues as whether video
signals are recorded, under what conditions,
and how long are they retained; what the cri-
teria are for access to archived video by other
government agencies, or by the public; how the
rules would be verified and enforced; and what
punishments would apply to violators.
There have long been well-established rules
governing the audio recording of individuals
without their consent. (There is a reason sur-
veillance cameras never have microphones.) It
makes no sense that we dont have equivalent
laws for video recording.
Taking all this together suggests certain best
practices for surveillance cameras. First, they
should be deployed where theyre known to be
effective: in parking areas.
Second, if theyre used in other areas, the
cameras should serve clear functions beyond
law enforcement, such as Dubuques use of
cameras for traffic signaling.
In Davenport, where neither of those
things is true, the pilot project needs to have
a rigorous evaluation to demonstrate what,
if any, benefits it produces. Only then will it
be possible to determine if the financial and
civil-liberties price tags are worth it. While the
cameras were cheap in the grand scheme of
the city budget, they still cost taxpayers more
than $50,000, with plans for six times that
amount in future spending despite no track
record of effectiveness.
As the ACLU put it in an article on ter-
rorism: The key question to ask is not Do
cameras provide any potential benefit ... . The
questions are Do cameras provide enough
benefit to justify their cost? and What are
those costs?

ogis words are illogical. But
brilliant.
It is equally illogical to inlay a
full-sized baseball diamond made of
brick and stone! in the pavement west
of Modern Woodmen Park, not far from
the real one inside.
The diamonds home plate is located
between the ballpark and the parking lot.
First base is under the Centennial Bridge;
third base is actually in Gaines Street. Its
a crazy idea. But also brilliant.
Walking the brick basepath, one is
struck by its size. The 90-foot distance
from home plate to first base feels longer
than its appears from seats in the stands
or on TV. One can only marvel that a
catcher such as Yogi Berra could throw
out a baserunner trying to steal second,
some 127 feet from home plate.
The whole design cant be fully grasped
ognized as bases and the brickwork as
basepaths, other observations follow. The
circular flower bed in the middle of the
bases becomes a pitchers mound com-
plete with a pitchers rubber at its center.
Outside of the diamond are five large
brick rings, with curved dashed lines
made from cuts in the pavement rep-
resenting seams on baseballs. (Very large
baseballs; the largest ring is about 60 feet
in diameter.)
There are nine trees planted within
and around the diamond. Nine? The
number of defensive players on the
field, the number of innings in a game.
The design also ties in visually with the
ballparks faade as well as the flood-

were completed in 2010, with land-
scape architect Sandy Dolan as the lead
designer. The project transformed a
nondescript area partially under the
Centennial Bridge between an unpaved
parking lot and the ballpark into a
unique public space.
At the eastern end of downtown
Davenport, near the Arsenal Bridge, is
Bechtel Park, also designed by Dolan.
Both Shive-Hattery projects serve as
symbols of Davenports renovation and
its smart use of the riverfront. Both,
importantly, create a sense of place that
ties in with our communitys history. The
centerpiece of Bechtel Park is a statue
that commemorates Abraham Lincolns
visit to the bridge site in 1857.
The baseball diamond, especially in its
use of bricks, ties in with the era when
Modern Woodmen Park was built. The
stadium, now 86 years old, is older than

all major-league stadiums except Fenway
Park (1912) and Wrigley Field (1914).
The interior of stadium, however, has
been updated many times. It feels fully
contemporary.
Professional baseball, likewise, has
seen many changes since its first rules
were adopted in 1857. The diamond
itself, however, still conforms to the size
and layout defined in its first rule book.
As does the intelligently designed brick
diamond outside the ballpark.

Xenomorphin-Power Dangers
ALIEN: COVENANT
It may not be particularly great sci-fi
horror, but for the series devotees, Ridley
Scotts Alien: Covenant is certainly a first-
rate exercise in nostalgia. Look! Theres
the title gradually appearing in vertical,
horizontal, and diagonal lines! Theres the
futuristic burial at sea with a mummy-
wrapped corpse! Theres the derelict
spacecraft! The face-hugger! The drink-
ing-bird tchotchke! The heroine with the
Sigourney-in-combat do who shouts,
Well blow this f----- out into space!
And there, for better and worse, are the
aliens, who have become both the high-
lights and the banes of this 38-year-old
franchise. Its the damnedest thing about
these iconic creatures: Every time I see
them in previews for new Alien outings, I
shudder with delight, and every time I see
them in the movies themselves at least
the 21st Century ones Im nothing but
disappointed. Can we all agree that while
CGI has been a frequently miraculous
gift to science fiction, its done nothing
to improve H.R. Gigers original xeno-
morph and its many shrieking, drooling
offspring? Covenant has its share of excel-
lent moments and boasts a profoundly
excellent pair of Michael Fassbenders.
Yet Scotts latest a sequel to his 2012
Promethus and prequel to his 1979 Alien
is almost never scary, primarily because
so few of the films monsters seem to exist
on the same physical plane as its humans.
Not to be a middle-aged Luddite about
things, but please, Hollywood, scale back
on the pixels and bring back the 20th
Century puppets and stuntmen in toothy
reptile suits. When Covenants crew mem-
bers battle the beasts, they may as well be
laying waste to Roger Rabbits Toontown.
Then again, do Scott and screenwriters
John Logan and Dante Harper even care
that much about their aliens here? Cov-
enants narrative, in which a space-coloni-
zation mission is derailed by a mysterious
deep-space signal that warrants investiga-
tion, is completely familiar yet perfectly
acceptable, and the cast is populated with
pros who lend admirable intensity to
dimensionless roles. (You gotta wonder,
though: When he signed up alongside
Katherine Waterston, Billy Crudup,
Danny McBride, Carmen Ejogo, and
Demin Bichir, did James Franco know
hed be around for all of 90 seconds?)
But despite
the incredible
production and
sound design,
Scotts typi-
cally handsome
staging, and
the randomly dis-
turbing shocks,
theres a perfunc-
tory nature to
the action scenes
suggesting a bit
of off-screen
boredom, with
the updates on
famed Alien
sequences the
face-hugger attack, Dallas air-duct cat-
and-mouse far less thrilling that their
precursors. Only in Fassbenders devas-
tatingly witty turns as androids David
(from Prometheus) and the upgraded
Walter does Scotts series-extender feel
original and alive and kind of bat-shit
insane. Alien: Covenant may be middling
entertainment, but no film sight this year
has been as gloriously perverse as that of
David teaching Walter how to play the
recorder, with the unmissable homoeroti-
cism culminating in the instant-classic
line: Ill do the fingering. So much for
the theory that Fassbender might never
find a screen partner as pretty as he is.
EVERYTHING,
EVERYTHING
It sounded too treacly and YA-adorbs
for words: a melancholic romance
between a bright, curious teen whose
incurable disorder requires that she never
leave the house, and the mysterious, sensi-
tive brooder who moves in next door. But
happily, even thrillingly, director Stella
Meghies Everything, Everything is like The
Fault in Our Stars done right: emotion-
ally involving, swooningly romantic, and
boasting a female lead whose presence,
both on-screen and in voice-over, you
feel you can never get enough of. While
Meghie doesnt sidestep all of her genre
landmines here, likely because no human
being could, she and screenwriter J. Mills
Goodloe (adapting Nicola Yoons bestsell-
ing novel) have crafted a deeply touching
and engrossing tale of first love. In the
process, they may have also introduced

Michael Fassbender in Alien: Covenant
us to a future superstar in Amandla
Stenberg, whose unforced excellence, even
in her first minutes, is the type that makes
you turn to your moviegoing companion
with an incredulous grin as you mouth,
Who is that?! I saw the movie by myself,
though, so I instead mouthed it, while
grinning, at the screen.
You may remember Stenberg as the first
Hunger Games resourceful, doomed Rue,
whose presence was so keenly moving
that Katniss was still feeling it several
installments later. But you probably wont
forget the performer after 95 minutes in
her company here, because the 18-year-
old floods her role as the imprisoned,
artistic-minded Maddy Whittier with so
much soul, humor, and strength of per-
sonality that its almost as if youve known
Maddy her entire life. Whether the youth
diagnosed with severe combined immu-
nodeficiency (SCID) is chatting with Ana
de la Regueras caring nurse or enjoy-
ing a birthday with mom Anika Noni
Rose, cheesecake, and Moonstruck (Im
sorry thats a freakin perfect birthday),
theres absolutely nothing artificial about
Stenbergs divinely human, effortlessly
natural portrayal. And the scenes between
Stenberg and Nick Robinson (the teasing
older brother in Jurassic World) as her
damaged beau Olly are simply magical
and sometimes magically simple. Both
actors were certainly aided by Meghie,
who somehow manages to make a teen-
agers first kiss set against the backdrop of
Fourth of July fireworks both legitimately
blissful, which was heartening, and subtle,
which I thought was impossible. Yet

Stenberg and Robinson share exquisite
chemistry regardless of circumstance.
Even their voiceless communication
between adjoining windows is filled with
sweetness and longing like the Thora
Birch/Wes Bentley scenes in American
Beauty minus the video-cam and nudity
and their first encounter in Maddys living
room is a miraculous blend of inspired,
chess-match staging and barely contained
outpourings of burgeoning affection.
Hunger Games, indeed.
Although Rose plays the requisite Over-
protective Mother with astounding empa-
thy and delicacy, her efforts arent quite
enough to overcome the unfortunately
schematic nature of her role. Meanwhile,
Meghies commendable visual inven-
tion which is hugely welcome in the
many texting sequences sometimes gets
the better of her; the symbolic-astronaut
interruptions dont play well, nor does the
Annie Hall bit in which the teens conver-
sational subtext is spelled out in subtitles.
But these are quibbles. In general, I was
so enraptured by Everything, Everything
that I barely noticed the predictable pop-
song deluge or cared about my lingering
questions, such as Why does a SCID
diagnosis mean you can only wear white
T-shirts?, and Why do Maddy and her
mom have a couch in the kitchen? (Given
its confidence and assuredness, I also
barely recognized how quietly radical
the film is especially for a big-studio
Hollywood release in presenting us with
a mixed-race couple in which the subject

and Other Exhibits
Figge Art Museum
Saturday, May 27, through Sunday, September 17
I n the Figge Art Museums forthcoming exhibition Life on the Mississippi,
youll view photographs taken in 1988 by the Dutch photojournalist Aernout
Overbeeke, who, while visiting America with his wife, immortalized dozens of
images of the rivers diverse places and people. But youll also view photographs
taken by the Overbeekes daughter Teska, who, in 2013, retraced her parents
path from Minnesota to New Orleans for her own photographic account of
Mississippi River life. What a touching, inspiring gesture although when
people talk about following in your fathers footsteps, Im not sure they mean
it all that literally.

June 10 through
September 17, Life on
the Mississippi will
feature more than 50
images from the Overbeekes United
States treks, with many of Aernots
first published in the Dutch culture
magazine Avenue, and Teskas in the photo essay The Mississippi 25 Years Later that appeared
in her home countrys Elle. Yet while the works are separated by the span of a quarter-century,
museum guests will surely notice more similarities than differences.
As is stated on the Figges Web site: Hoping to document progress and rebirth in the wake of
Hurricane Katrina, Teska instead captured images that witness little change since her parents
journey. And between the fathers and daughters journeys from northern Minnesota to south-
ern Louisiana with Midwestern stops in locales such as Galena (pictured, as photographed
by Aernout) and Savanna, Illinois what results in the Overbeekes collective touring exhibit
is nothing less than a celebration and elegy for the people and ways of life unique to the great
artery that remains at the heart of the country.
But Life on the Mississippi is only one of four fascinating new exhibits the Figge will be open-
ing in the next two-and-a-half weeks. On display May 27 through August 27, Kara Walker:
The Emancipation Approximation will boast 27 silkscreen prints of evocative silhouettes on
the African-American experience. Described as an allegory of the aftermath of the Civil War,
Walkers contemporary-art exhibition explores the portrayal of racial stereotypes and perpetu-
ation of negative black images, allowing viewers to fully consider both the artists and their own
feelings on race and personal identity.
Displayed in tandem with The Emancipation Approximation is Black Dolls from the Collection
of Deborah Neff, an exhibit featuring more than 100 handmade dolls created between 1850 and
1940. Along with its three-dimensional representations of boys and girls, elegant young ladies,
and determined women of mature years, the exhibit will also showcase rare 19th- and 20th-Cen-
tury photographs of dolls with their young owners, providing context for the playthings created
by African Americans for both their own children and those they cared for.
And being displayed in conjunction with Life on the Mississippi is Chad Pregracke: Message
in a Bottle Collection, created through the environmental work of the Quad Cities own Living
Lands & Waters founder and CNN Hero of the Year. Collected through Pregrackes annual
cleanup campaigns along the Mississippi, Illinois, and Ohio rivers, the exhibits 40 bottles will
be shown intact alongside images of the actual messages within an exhibit reflecting our
own varying thoughts about the meaning of the river as an emotional touchstone. So its like a
romance novel come to life! Though if any of those messages are by Nicholas Sparks, or addressed
to Kevin Costner, Im gonna suspect something fishy ... .

Constellations
Playcrafters Barn Theatre

O
rdinarily, youd have to leave the interior of Playcrafters to
see constellations. But on May 26 and 27, capitalized, itali-
cized Constellations will be viewable on the upper level of the
Barn Theatre, and for Molines venerable venue, the sight will be
an unusual one indeed.
For starters, author Nick Paynes romantic drama is the rare
Playcrafters production to feature only two actors: Barn veterans
Aaron Lord and Anastasiya Newkirk (pictured). Its also an
incredibly recent romantic drama, as the Tony-nominated
Broadway production which starred Oscar nominee Jake
Gyllenhaal and Golden Globe winner Ruth Wilson debuted
in 2015. But breaking even further from the theatres norms, the
show is a 70-minute one-act. It features strong language rarely
(never?) before heard on the Playcrafters stage. And perhaps
most significantly, you only have two chances to catch it, as Con-
stellations serves as the debut presentation in Playcrafters new
Barn Owl Series one devoted to productions that will run in
between performances of its previously selected 2017 schedule.
Its an idea weve been batting around for a while, says
Jacque Cohoon, president of Playcrafters board of directors.
Various board members have been trying to do more-con-
temporary pieces, but weve been having a hard time getting
full support to put them into our seasons. Theres been some
fear that our season-ticket-holders wont like the shows, and
weve had issues before with audience members being offended
by profanity, which, you know, plays a large role in more-
modern pieces. And every time we do a show that sells less than
about 700 for the run, we kind of go, Ugh ... was that a chance
worth taking?
So weve been looking for a way to take a chance without
risking going belly-up, Cohoon continues. And because we
have a couple extra weeks in our schedule when nothing is

being performed, and weve been looking for new ways to use
the space, this seemed like something we could do, and a way to
give some of our younger members a chance to do shows theyre
more passionate about.
One of those younger members is Constellations director
Alexander Richardson, who recently helmed Playcrafters Neil
Simon comedy Rumors, but whose directorial credits at his Uni-
versity of Illinois alma mater included far bleaker works such as
Waiting for Godot and Martin McDonaghs The Pillowman.
Constellations, says Richardson, was a script that I read
years ago and fell in love with. So I submitted it to Playcrafters
play-reading committee for inclusion in the main-stage season.
And they immediately shot it down, he says with a laugh.
Its a wonderful script, says Cohoon. But the committee
just didnt think it would work as a main-stage production, and
turned it down because of the language and the concept. The
show did, however, seem just right for the new series Cohoon
and the board were hoping to jump-start ... even if Constella-
tions concept is, admittedly, pretty far-out.
This isnt like any other script Ive read, says Richardson, or
even any story Ive seen in film, because its a love story where
we see all the ways a relationship fails. Its kind of based on the
scientific theory that there are infinite universes where things
have happened countless different ways. And so the audience
gets to see all the different ways this romance can work, but then
the characters fail, and then get a little closer, and then fail,
and fail, and fail ... . What Else
With its romantic hopefuls Roland and Marianne repeat-
ing similar lines and actions in myriad distinct ways, the New
York Times wrote that the gorgeous and supremely articu-

The timing really worked out, because the board was look-
ing to do something new, and I was looking to do this play ... .
So we decided to just make it happen.
And Cohoon says that if the Barn Owl Series experience of
Constellations is successful, similar one-weekend runs will
happen again soon, with proposed dates scheduled for July and
September, and potential titles including 21st Century Tony Parsonsfield @ The Redstone Room - June 7
winners Good People, Rabbit Hole, and The Normal Heart.

DIARY OF A WIMPY KID:
THE LONG HAUL
Like an idiot, I was somewhat looking
forward to Diary of a Wimpy Kid: The
Long Haul, the fourth installment in the
family-slapstick franchise based on Jeff
Kinneys beloved stick-figure books. With
five years having passed since the series
Dog Days, I knew that the terrific child
stars Zachary Gordon and Robert Capron
had aged out of their roles as middle-
school pals Greg and Rowley, and also that
Steve Zahn and Rachael Harris (as Gregs
folks) and the hysterical Devon Bostick
(as Gregs brother/nemesis Rodrick) were
likewise not returning. But at least David
Bowers director of Dog Days and 2011s
Rodrick Rules was, and Kinney himself
co-wrote the script, and all three previous
films were totally easy sits ... . How bad
could The Long Haul be? Sweet Heaven, I
had no idea.
Giving credit where its due, it was
amusing when the road-trip-ing Heffley
family visited a county fair and Greg and
Rodrick indulged in the regional delicacy
of deep-fried butter on a stick at least
until Rodricks nine helpings came back
to haunt him (and us) on a whizzing car-
nival ride. And even though its inclusion

made no sense, Bowers parody of Psychos
shower scene was a knockout, complete
with the actual Bernard Herrmann score
and a shot-by-shot fidelity to make Gus
Van Sant, if not Hitchcock himself, proud.
(True, we didnt get a slowly spinning
closeup on an eyeball, but by that point,
the films 90 minutes were already feeling
too long.) Yet in nearly all other ways, this
latest Diary is awful like some juvenile
Vacation sequel too puerile for Chevy
Chase. I dont know how Bowers timing
got so slack between installments, but the
dead air surrounding the unfunny jokes
is suffocating, and the relentless onslaught
of puking and farting and sharting gags
would be noxious even if the new, sadly
unimproved cast delivered them with
gusto. (Ill avoid citing the lackluster kids
by name, but Gregs parents are played
with equal listlessness by Alicia Silver-
stone and Tom Everett Scott, meaning
the casting wouldve been uncool even in
1997.) The Long Haul merely finds dopey
subplot colliding with dopey subplot until
the wholly unconvincing Happily Ever
After, and I left kicking myself for not
focusing more on the familys fidgety tod-
dler, who was frequently caught staring at
something A relative? A cookie? just
off-screen. Whatever it was, it had to be
more compelling than what was going on
right in front of him.

Wedding His Appetite
I have this disturbing pattern. Ive dated
three different guys, each of whom said he
didnt want to get married, wasnt ready,
whatever. But then, the next girl they met
. Bam! Walking down the aisle. Why am
I marriage boot camp but never the one the
guy marries?

Its depressing when the only place youre
ever registered is at the DMV.
Theres a reason you suspect your experi-
ence is a meaningful pattern, and its the same
reason people think they see the Virgin Mary
in their toast. Our minds are meaning-making
machines. We evolved to be deeply uncom-
fortable with uncertainty probably because
an uncertain world is a more dangerous world.
Say a man hands you some blue liquid in a
glass. Youre all, Hmm should I drink that
or take it home in case I ever need to dissolve a
dead body in the bathtub?
We figure out what things are by looking
for patterns ways that the things match up to
things weve encountered before. So regard-
ing that blue liquid, yes, Drano is blue, but
it isnt sold in a martini glass and garnished
with a tiny paper umbrella. Also, bartenders
keep their job by having you pay your tab, not
having you carried out in convulsions by a
couple of EMS dudes.
Although our minds tendency to recognize
patterns helps us quickly identify threats and
opportunities, it often does this too quickly
and on too little evidence. Neuroscientist
Michael Gazzaniga and psychologist Daniel
Kahneman each caution that our minds are so
intent on having things be concrete that when
were faced with ambiguous or incomplete
information, they will invent tidy explanations
to fill in the blanks. Your mind may be doing
that now in seeing a meaningful pattern in
guys sweeping you off your feet and then, like
that annoying shopper whos just reached the
register, going: Ooops dont want this one.
Gonna run and grab the other one. Sorry-y-y!
However, epidemiologist and stats ninja
Sander Greenland reminded me that just
because were prone to see a pattern where
there is none doesnt mean a particular pattern
isnt meaningful (as opposed to occurring
randomly by coincidence, like if you tossed a
coin and got heads three times in a row).

having lots of examples of it. If youd dated 10
men whod left you to marry somebody else, it
might say something. Might. But three? Green-
land points out that in looking at what seems
to be a pattern, we tend to forget the times it
didnt happen (like before we started noticing
the claimed pattern). Also, if you believe
theres a pattern that youre a sort of fruit
bin where men go to ripen maybe you start
acting differently because of it, coloring your
results. (Self-fulfilling prophecy kinda thing:
Why try? Hell be outta here anyway.)
In short, maybe this is a meaningful pattern
or maybe it is not. What you can explore is
whether there are patterns in your behavior
that could be tripping you up. There are
three biggies that research suggests can be
relationship killers.
Blatant Boy-Chasing: Men often claim they
like it when women ask them out. However,
research suggests that this may permanently
lower a womans worth in a mans eyes. Men
value women who are hard to get, not those
who eagerly pursue them sometimes with all
the subtlety of a golden retriever chasing a hot
dog down a hill.
Being Hard to Be Around: A review of
research on personality by psychologist John
M. Malouff finds three characteristics that are
likely to eat away at a relationship: neuroticism
(a psych term for being nervous, chronically
distressed, and volatile), a lack of conscien-
tiousness (being disorganized, unreliable, and
lacking in self-control), and disagreeableness
(being an unpleasant, egotistical, hostile and
argumentative mo-fo).
The Undercooked Man: Behavioral science
research supports the evolutionary theory
that women even today prioritize male
partners who can invest (a preference that
men co-evolved to expect). For example, mar-
riage researchers Barbara Dafoe Whitehead
and David Popenoe find that men want to
be financially set before they marry. Career
attainment and stability are likely a major part
of this.
So, unfortunately, a relationship with a man
in transition can end up being a sort of FEMA
tent on the road to permanent housing.
Ultimately, instead of deeming yourself
death row for Happily Ever After, try to choose
wisely and be a valuable (rather than costly)
partner. Thats really your best bet for eventu-
ally walking down the aisle and not just to
hear, Do you take this woman til the last of
your nine little lives do you part?
