3rd Youth Leadership Workshop

Background

In 2015, Incheon Declaration was adopted by world leaders and this encouraged active participation in
making visible changes around Global Citizenship Education (GCED). Following this, in September 2015,
the United Nations Sustainable Development Goals (SDGs) specifically draw attention to the importance
of fostering global citizenship in Target 4.7, as a new vision of education for the next 15 years.

For the past several years, promoting GCED has become a global education agenda and requires
concerted efforts at all levels. As a next step, further development and the implementation of this global
agenda is highly expected and as a group who has the greatest stake in GCED, youth should assume a
significant role in promoting GCED together. With this increasing need of engagement by youth, capacity
building of youth leaders is of foremost importance.

In this context, the Asia-Pacific Centre of Education for International Understanding (APCEIU) has
organized, since 2015, the Youth Leadership Workshop on GCED in Korea in collaboration with various
partners including the United Nations Secretary-Generals Global Education First Initiative (GEFI). The
Youth Leadership Workshop on GCED aims to enhance the capacity of dynamic youth leaders around
the world in carrying out the youth-led initiatives to foster global citizenship. This was in line with the
youth workshops on GCED organized by GEFI in other regions. Strongly motivated through the
workshops, many participants of the GCED-related youth workshops have strengthened their GCED
advocacy activities from the perspective of youth. As a result, the GCED Youth Network was established
at the end of 2016 to more effectively promote GCED through youth-led initiatives across the globe.

Building upon the achievements, the Third Youth Leadership Workshop on GCED in 2017 will focus on
developing the effective strategy to maximize youth contribution to SDG 4.7 through promotion of GCED.
The official launching ceremony will be held during the Workshop. As part of the Workshop, participants
will also have the opportunity to contribute to the Jeju Forum for Peace and Prosperity by participating
in a session to discuss the role of youth in promoting global citizenship for peace and sustainable
development.

Objectives

1. To enable those youth leaders active in promoting GCED to deepen their understanding of
GCED and enhance their advocacy tools
2. To provide a forum for participating youth leaders to elaborate action plans suitable for the
implementation of GCED in national and regional levels
3. To develop an effective strategy to strengthen the GCED Youth Network

Expected Outcomes
1. Strengthen the GCED Youth Network
2. Enhance participants capacity in the implementation of GCED
3. Reinforce participants appreciation and commitment to GCED
4. Solidify groundwork for the multiplying effects by youth on GCED

Applicants from Official Development Aid (ODA) recipient countries will be eligible for the open
application. The list of ODA recipient countries is attached in the Annex.
2. 15 participants recommended by partner institutions or with self-funding

Workshop Costs
APCEIU will provide the accommodation, meals and local transportation for all participants during the
workshop. APCEIU will also cover the round-trip international airfare to and from Jeju, Korea, for those
selected as the fully-funded participants. (Participants are responsible for domestic travel expenses to
and from the international airport in their countries and Korean visa application fees.)

Participant Selection Criteria


Participants will be selected on the basis of their previous experiences, present engagement and future
commitment in educating and engaging with youth for GCED at the local and national levels. Applicants
should meet the following requirements:
1. Between 18 and 24 years of age
2. Minimum 2 years of active experience in youth activities
3. Knowledgeable in GCED related issues and priorities
4. Proven experiences of having influenced change at the local or national level
5. Proficiency in spoken and written English

Selection Process
1. Submission: Application must be submitted via online. Application deadline is 7 April 2017
(KST 09:00).
2. Notification: Notification of selection in the form of invitation letters will be sent by 17 April
2017.
3. Registration: All selected participants must register by 20 April 2017 at the latest. Late
registration cannot be accepted and will be considered as cancellation of participation. In case
of cancellation, the participation invitation will be forwarded to the next applicant on the
waiting list.

Workshop Components

1. Narrative Building: This session will highlight GCED in the context of Education 2030 and SDG
4.7. Also, the role of youth as both learners and agents of change will be discussed by
inspirational speakers who embody global citizenship. While deepening their understanding of
GCED, participants will have opportunities to discuss the priority issues and challenges and
identify the relevant entry points in their local contexts.
2. Developing Youth Advocacy: This session will introduce the Youth Advocacy Toolkit and Youth
Campaign by GCED Youth Network with interactive exercises. Critically reflecting upon the
GCED and the tools previously discussed, participants will link the tools and challenges they
have identified through these sessions. Participants will gather in groups based on the areas of
interest and later by regions to develop advocacy plans for GCED relevant in their local contexts.
Each groups final outcome will be shared at the Final Presentation.
3. Study Visits: Participants will make study visits to several selected places in Jeju to enhance
their understanding of GCED-related themes as well as to have an opportunity to network with
local youth.
4. Reflection and Synthesis: This session is designed to recap learning points of the past sessions,
allow participants to share reflections with fellow participants and facilitators, and link across
different sessions/segments. It is recommended that participants keep reflective journals during
the workshop.
5. Cultural Exchanges: The cultural night is an opportunity to build a sense of community among
participants while sharing cultural elements and insights with each other. During the workshop,
participants will explore Jeju, visiting some of its cultural heritage sites to deepen their
understanding on cultural diversity.
6. Jeju Forum for Peace and Prosperity: Under the theme of Sharing a Common Vision for Asias
Future, this Forum will provide participants diverse opportunities through sessions on Peace
and Sustainable Development and networking events with relevant organizations. Participants
will join the session on youth to share their global insights on GCED and contribute to the better
future focusing on the regional characteristic of Asia.
