PROJECT EXECUTION PLAN

1. INTRODUCTION

After TAPC issue the award to PVD Tech as contract holder for fabrication POX SCRUBBER
AND POX SAFTEY SCRUBBER, we will execute the project as per this Project Execution Plan
(PEP).

Project scope, project strategy, project management and key personnel are identified in this PEP.
PVD Tech will ensure that all work scopes are efficiently integrated and all interfaces managed,
based on common project standards for Quality Assurance/Control (QA/QC) and Health, Safety
Environment (HSE). This shall be applied throughout the project at all levels, within the project
organization.

2. PROJECT STRATEGY

2.1 OBJECTIVES

The overall project objective may be summarized as follows:

To supply services of Fabrication, Assemble and Testing if required of the Pox Scrubber and Pox
Safety Scrubber units.

2.2 SCOPE OF WORK AND SUPPLY

The Contract is to be awarded on a PO with TAPCs scope as below sequences


Receive and Review drawing from TAPC
Receive free issue material from TAPC
Fabrication
Assemble & Testing if require
Final inspection
Delivery of MDR

2.3 STRATEGY

2.3.1 General

The PVD Tech expediting strategy for the Project is based upon a number of key factors associated
with the execution the works. These are described briefly in the following sub-sections.

2.3.2 Project Office and Fabrication Facilities

The project management and procurement will be executed at PVD Tech. The fabrication yard for
fabricate support structure and piping spool will be located at PVD Tech workshop, Road 11, Dong
Xuyen Industrial Zone, Vung Tau City.

2.3.3 Overall Project Management and Organizations


The proposed organization for the project fulfills the following objectives:
o Combining the necessary material to effectively undertake the work scope.
o Setting out clear levels of authority and lines of communication.
o Ensuring continuity throughout the project.
o Ensuring all interfaces are covered and managed efficiently.

The project management team consists of individuals chosen from PVD Tech for capabilities
and expertise to successfully carry out this project through the engineering ,procurement,
planning, inspection, fabrication, installation and testing. The team structure shall provide a good
line of communication throughout all phases of the project.

Good communication translates to having all parties made aware of project objectives and of the
project's progress at any point in time. The method of communication will be addressed in the
project administrative procedures. As a general rule, communication is done through written
progress reports, regular co-ordination meetings and through day-to-day contact.
Immediately following contract award, PVD Tech project management team will initiate and
further develop the following key documents and the project specific documentation listed in
section 5.0

2.3.4 Planning and Reporting

A Project Planner will be allocated to the project and responsible for further developing and
maintaining the project schedules to level 3, Progress reporting inputs will be given by Planner to
Project Manager.

The Planner will assist the Project Manager in preparing the bi-weekly progress reports,
outlining the actual progress versus the planned progress.

2 Week Look Ahead

Schedule

PVD Tech will develop a Level 3 Schedule. The developed schedule will be a live document and
shall be updated as and when required during the construction phase. Base line schedule shall
remain to monitor progress, potential slippage and recovery. The Project Planner shall use the
deliverables issued by TAPC and identify on the PVD Tech Vendor Master Document List as a
basis for progress reporting

2.4 EXECUTION PLAN

2.4.1 Engineering Management

The engineering works for the project will be executed by TAPC. Engineering documents/drawings
for installation will be issued by TAPC. These documents will be checked by the respective
discipline lead engineer for correctness.

Internal discipline checking (IDC) of the documents will only be issued after the approval
from lead engineers. IDC documents will be sent to the project manager and project team (checks
by project engineer). The documents will be received from client and will be distributed to QC and
production team by Document Controller.

Management of Change

A Change Management Procedure will be prepared immediately on project award to control


engineering changes from TAPC documents and AFC engineering design, subsequent procurement
and construction through to final inspection. All changes will be identified, reviewed,
approved/rejected together with PVD Tech and TAPC prior to implementation.

Each change will be clearly identified cost and schedule impact on all interfaces will be clearly
identified and submitted for TAPC approval or rejection.
2.4.2 Procurement Management

Material requisition (incorporating all relevant requirements/specification) is sent to the vendors.


A suitable time period is given for them to liaise with their principals. Upon receiving the proposal
from vendors, PVD Tech discipline engineer(s) will evaluate the technical aspects.

The project manager will evaluate commercial issues and the delivery period of the equipment to
suit the overall delivery schedule.

Some long lead items deliveries may become a possible critical activity for construction. To
mitigate any delay, the equipment manufacturing activities will be closely monitored via vendor
progress reports, photos etc.

RFQ (Request for Quotation) procurement process for raw plate, structural & piping bulks, E&I
bulks will be implemented in accordance with the procurement schedule.

Management of Procurement

Purchase orders to sub-contractors and sub-suppliers will incorporate all required information for
the project, including standard terms and conditions, special requirements, vendor
documentation requirements and quality requirements.

A Project Procurement Plan will be developed at the initiation of the phase which shall include
delivery time requirements, latest expediting information relevant to the Project Level 3 Schedule.

Qualification of Suppliers

Sub-contractors and suppliers will be evaluated in accordance with established procedures, and
records will be maintained for each.

Selection of sub-contractors vendors and suppliers is as appropriate to the requirement, and is


defined in the relevant procedures, without prejudice to the contractor's responsibility for the
quality of the final product or service.
Procedures will be maintained to ensure that purchase materials conform to specified requirements,
and that sub-contracted services comply with the contractor's quality standards.

Expediting

Purchaser will ensure that all purchased material is delivered to the site in a timely manner to suit the
project schedule dates.

The Purchaser will constantly be in contact with all suppliers to expedite all material with the
assistance of procurement department.

2.4.3 Construction Management

Preparation of detailed shop fabrication drawings for the Pox Scrubber and Pox Safety Scrubber
units will follow on the issuance of the TAPC AFC drawings.
All parts will be fabricated at PVD Tech workshop in Road 11, Dong Xuyen Industry Zone, Vung
Tau City. However drawings will be developed TAPC and will be issued progressively prior to
fabrication to allow construction to progress smoothly.

In case of any construction uncertainties, confirmation shall be sought by means of a Site


Technical Query (TQ) between PVD Tech and TAPC.

A documented system e.g. punch list, mechanical completion records will be implemented to control
the close out of all construction and testing issues, this documentation will be mutually signed off by
PVD Tech and TAPC.

2.4.4 Inspection & Testing

Quality Control Procedure shall be prepared by production and QC department and approved by the
Project Manager and issued to the Client and third party for approval.

Witness/ hold points mentioned in Inspection & Test Plan shall be notified to Client in advance.

Inspection & test Plans shall be established in accordance with the contract specification and
applicable codes and standards

Quality inspection shall be performed as per approved procedures

2.4.5 Control of non-conforming product

Non-conforming problems with receiving materials are addressed via OSD system in the Material
Control and Traceability Procedure, fabrication non-conformances are addressed via the NCR
system. Any non-conforming items shall be segregated until the problem is solved.

2.4.6 Corrective and preventive action

Corrective actions are taken to make a non-conformity product usable. The non-conforming product
can be dealt with according to three ways as follows:

(1) The type and the nature of the non-conformance shall be assessed and if all relevant
parties agree that the non-conformance has no major effect on quality, the non-
conformance can be accepted and covered by an Engineering change request if
necessary.
(2) Repair or redo to bring the non-conformance into a state covered above.
(3) Redo to meet the specified requirements.
The objective is to prevent and / or minimize the repetition of a particular non-
conformance.
Preventive actions shall include the following steps, yet not limited to:
(1) Identifying the present/ potential causes of the non-conformity.
(2) Analyzing and eliminating the causes that lead to the deficiency.
(3) Recording and documenting actions tokens to prevent the non-conformity, and
informing all concerned parties.

2.4.7 Handling, storage, packing, preservation and delivery

The handling, storage, packing, preservation and delivery shall be controlled in accordance with
material control procedures established and implemented by PVD Tech and sub-contractor.

Marking, packing, etc for the materials purchased by PVD Tech shall be in accordance with
purchase order instructions and approved procedures

2.4.8 Quality Assurance / Quality Control

PVD Tech has an established QA management system, based on the requirements of ISO 9001. All
phases of the works will be performed in compliance to the procedures and requirements
contained in the documents.

Where sub-contractors are required to use specific procedures, these will be incorporated into the
Project QA Plan as required. This ensures that QA/QC system is applied throughout the project
which ensures that the project goals are met.

Internal quality audits will be carried out to warrant compliance to QA Management System. Any
findings, (observations/non-conformance) shall be recorded and proposed corrective actions
immediately implemented.

2.4.9 Management of Interfaces

The Project Manager in conjunction with the Construction Manager will be responsible for
establishing a proper interface management system covering all interfaces between the various
parties involved in the project. The interfaces between the following parties are recognized as being
critical in the execution of the project.

3. HEALTH SAFETY AND ENVIRONMENT

PVD Tech recognizes the importance of HSE to the success of the project. The PVD Tech
philosophy, policy structure and systems for HSE management are detailed in the Company HSE
Plan and Procedures.

The Project Manager will be supported as and when necessary by the HSE manager and together
they will be responsible for ensuring that the objectives are clearly explained to all project
personnel and that audits are regularly carried out and all incidents are reported and corrective
actions taken.

4. PROJECT SCHEDULE
Please refer to Project Schedule in the attachment for more detail.

5. PROJECT / EXECUTION DOCUMENTATION

The List of Documents below has been identified as a requirement and will be further developed
detail by PVD Tech for the Project to include engineering, procurement, fabricating
documents/drawings. The VDRL will be an active project documents updated and submitted along
with project progress report to Company.

7. SUMMARY

As described, PVD Tech will endeavor to complete the scope of work as awarded within budget and
on time. During project execution exercise, we need TAPC full support in situations requiring
urgent decision making in order to meet the project schedule.
