TPWU Official Convention Call
Members of the Texas Postal Workers
Union, AFL-CIO, will convene in Arling-
ton, Texas at 10:00 am, Thursday, June 8,
2017 through Saturday, June 10, 2017 for
the 35th TPWU Biennial Convention. The
Official Convention Headquarters will be at
the Hilton Arlington hotel, 2401 E. Lamar
Blvd, Arlington, TX 76006.
Resolutions
Resolutions must be submitted to:
TPWU Secretary-Treasurer
Wanda Coleman
P. O. Box 8956
Tyler, TX 75711-8956.
Resolutions should be typewritten and
submitted in duplicate. The local Secretary
should attest to Resolutions submitted by a
local. Resolutions must contain the follow-
ing information:
1. The title of subject matter.
2. The names of delegates or local sponsor-
ing the Resolution.
3. The body or text of the Resolution.
Note: Please put only one (1) Resolution
on each page.
All Resolutions will be referred to the ap-
propriate committee. Resolutions with the
same basic subject matter will be consoli-
dated. Consolidated Resolutions will bear
the name of each local submitting a similar

Resolution. All Resolutions will be brought
to the floor for a vote.
After May 1, 2017, Resolutions will be ac-
cepted by the Secretary providing they are
submitted in 300 copies. Those dealing with
subjects not otherwise submitted will be
referred to the appropriate committee. Time
permitting, all Resolutions submitted after
May 1, 2017 will be reported out of committee
and brought to the floor for a vote.
TPWU Election Nominations
The Texas Postal Workers Union will hold
nominations and elections at the 35th Bien-
nial TPWU Convention to be held at the
Hilton Arlington. Nominations for the
following positions will be conducted on
Saturday, June 10, 2017.

Convention will also be taken at this time.
The number of elected Delegates shall be
two (2) and one (1) Deaf and Hard of Hear-
ing Delegate.

Implementation Agreement
The following provisions implement the
workforce structure and PSE conversion
requirements of the 2015 National Agree-
ment:

Biennial TPWU State Convention
Credentials and
Registration Form
To ensure proper handling of credentials and
expedite the registration at the Hilton Hotel,
2401 E Lamar Blvd. Arlington, TX 76006,
please adhere to the following guidelines.
1. List Delegates names alphabetically for
your Local or Member-at-Large (MAL).
Be sure the President and Local Secretary/
Treasurer signs the form. (Whichever applies
to your Local Constitution)
2. Send Form with Registration Fee to:

Section 1. Maintenance PSEs
1. Within 60 days of the effective date of the
Agreement, the Postal Service will convert
in-place all current Maintenance Craft
Postal Support Employees (PSEs) to career
status, either to full-time regulars (FTRs) or
part-time regulars (PTRs), consistent with the
duty assignment the PSE currently works.
2. Upon completion of all conversions,
the category of Postal Support Employees
within the Maintenance Craft will cease to
exist and references to the term Maintenance
Craft PSE will be deleted from the National
Agreement.
3. Maintenance Craft PSEs who have al-
ready served one full term as a PSE will not
be required to serve a probationary period
pursuant to Article 12, Section 1, after con-
version to career.
4. The completed conversion of all Main-
tenance Craft PSEs to career status in the
Maintenance Craft pursuant to this Agree-
ment fully resolves all disputes as they relate
to PSEs. Any such outstanding disputes, in
any forum, shall be withdrawn.
5. The 2010 Maintenance Craft Jobs MOU
shall terminate as of the effective date of the
Agreement. Furthermore, the 2010 Mainte-

3. Registration fee will be $85.00 per Del-
egate, if registration is received by close
of business on May 1, 2017. Any Delegate
registering after May 1, 2017 will be charged
$95.00 per Delegate. Make all checks pay-
able to the Dallas Area Local.
4. Keep a copy of the Registration Forms
and checks submitted. Be sure and bring the
copies with you should there be any questions
concerning registration.
5. Make additional copies of your blank

used in any subsequent dispute resolution
proceedings for any reason whatsoever. Any
grievance or dispute resulting solely from the
2010 Maintenance Craft Jobs MOU shall
be withdrawn. Disputes/grievances led
pre-dating the 2010 Maintenance Craft Jobs
MOU, including but not limited to Q94C-
4Q-C 98062563; Q00T-4Q-C 06082533;
et. al, that were held as being related to
the Maintenance Craft Jobs MOU will be
released and processed in accordance with
the National Agreement.
Section 2. Motor Vehicle PSEs
1. The Postal Service will convert all Mo-
tor Vehicle Craft Postal Support Employees
(PSEs) to career status. In the future, PSEs
will be permitted in the Craft only when cre-
ated in accordance with Paragraph 2 in the
2010 Motor Vehicle Craft Jobs MOU.
2. The conversions to career status will occur
as soon as is reasonably practicable, but no
later than sixty days from the effective date
of the Agreement.
3. Motor Vehicle Craft PSEs will be convert-
ed to career status as either full-time regulars
(FTRs) or part-time exibles (PTFs).

6. Indicate if the Delegate is Deaf/Hard of
Hearing.
7. Be sure to list any Alternate Delegates.

Reasonable Accommodation for
the Deaf and Hard of Hearing
Managements Responsibility
Management has an obligation to reasonably
accommodate Deaf and Hard of Hearing
employees with a disability under the Re-
habilitation Act (the Act) and applicants
represented by the APWU who request
assistance in communicating with or under-
standing others in work related situations,
such as but not limited to:
a. During investigatory interviews which
may lead to discipline, discussions with a
supervisor on job performance or conduct,
or presentation of a grievance pursuant to
Article 17 and other provisions of the Col-
lective Bargaining Agreement.
b. During some aspects of training including
formal classroom instruction.
c. During portions of EAP programs or
EEO counseling.
d. In critical elements of the selection process

ing, among others, should be considered, as

ous methods of communication and the
ability of others to understand the deaf
or hard of hearing employee.
The importance of the situation as it
relates to work requirements, job rights,
and benets.
The availability and cost of the alterna-
tive resources under consideration.

sidered include, but are not limited to the

a. Installation heads are authorized to pay
for certied interpreters. Every effort will be
made to provide certied interpreters when
deemed necessary by an application of the
principles set forth herein.
b. In some states, the Division of Vocational
Rehabilitation (DVR) provides interpreters at
no charge. When a decision is made that an
interpreter is the appropriate accommodation
and a DVR interpreter is not available other
methods of securing an interpreter should
be used, such as through Video Remote
Interpreting (VRI) technology, if available,
postal-approved and authorized or other new
and evolving technology that is authorized
and approved.
c. Volunteer interpreters or individuals
skilled in signing may be obtained from
the work force or from the community.
The skill level of such persons should be
considered.
d. In some situations, such as day-to-day
instructions and routine communications,
written communications may be appropriate
based on the employees ability to compre-
hend written communications.
e. Supervisors, training specialists, EAP,
and EEO counselors may be trained in sign
language.

ing applicants will be scheduled for a specic
examination time when an interpreter will
be available.

com. Immediately prior to adjournment of
the Thursday proceedings those names will
be read by our Human Relations Director,
Alberta Crawford, and you will place a carna-
tion in a vase in their memory. So, we need
the name of the member who has passed and
the name of the member honoring them.
Human Relations Project
We are asking all Locals to bring quart
size zip lock storage bags with any of the
following items to donate to a local church
involved with the homeless. Presentation
will be made on Friday.
Toothbrush, toothpaste, mini deodorant,
hand sanitizer, baby wipes, chap stick,
socks, fruit cups, peanut butter crackers,
tuna/chicken salad, plastic spoon, any small
non-perishable food item and bottle water.
Involve your membership in the collection of
the items and the assembly of the bags.

Even Though The Election is
Over, The Fight Continues
Texas Senate Bill 13
State Senator Joan Huffman has reintroduced
what is now Senate Bill 13. This Bill along
with its companion in the House would end
automatic union dues from Texas govern-
ment employees except police, firefighters,
emergency first responders and charitable Senate Bill 13 and its House counterpart. Also
