Process Review and Paperwork Reduction
The goal is to eliminate unnecessary processes and paperwork currently required in the
organization, but are redundant or no longer may be necessary. This was in response to
the results of the survey completed by employees earlier this year.
~ For those tasks that cannot be eliminated, the goal is to revise, combine, and/or make
more effective.

process, and reducing patrol unit response.

Disciplinary Process Changes

A joint agreement between the Chief of Policve and the Police Executive Research
Forum (PERF) that concentrates on evaluating and providing constructive concepts and
ideas on improving the operations of the HPD Homicide Division,
-~ The study's purpose is to provide a reflective look into the department's policies,
a Procedures, and practices in order to offer suggestions for providing better and more
leffective service to citizens and residents of Houston.
The study began April 17, 2017, and will be a three-part event lasting approximat

~~ The goal is to create a working environment where all team members across units,
divisions, commands, and partner agencies exercise continuity, work cohesively as a
group, engage in best practices, and commit to information sharing and inter
department/agency training and development for the purpose of combatting violent crime in
the Houston Region.
|-- An executive meeting was held last Friday, April 28th and a working group was formed to
loversee the project.
-- Primary avenues for fostering the cohesive-effective working environment include
expanded training, information sharing, and working together (task force style) to reduce

Critical Incident Review Board (CIRB)
~ The new CIRB has been formed end will be reviewing critical incidents involving HPD
personnel for the purpose of identifying best practices that we can share within/outside the
organization and understand gaps so that organizational improvements can be made.

Investigative Support
Increased focus on investigators responding to scenes to support patrol.
-- Investigators from the Criminal Investigations Command (CIC) are providing support for
on-scene investigations in Patrol.
-- In mid-December 2016, the Chief of Police directed CIC to begin providing on-scene
‘support for patrol officers at Serious Aggravated Assault Scenes.
-- This entailed investigative divisions developing a stop-gap plan to immediately begin
sending Investigators 24-hours a day, 7-days a week, to active scenes in order to aid and
assist patrol.
— Investigators began making these scenes, collecting evidence, and providing
investigative services on location of these more serious crimes.
-- The purpose is to start these investigations much earlier (immediately as they occur) in

Creation of the Special Investigations Unit
| This unit was developed by the Chief of Police as a specialized team of investigators who
concentrate their expertise on Officer Involved Shootings, Investigations of Criminal
[Allegations against HPD Employees, Allegations involving Public Integrity against HPI
Employees, and High Profile or Specialized Investigations within the department as
assigned by the Chief or Executive Staff.
— This unit was operational as of April 1, 2017, and they work in partnership with the Haytis
County (HC) District Attorney's Office, HC Public Integrity Unit, Houston Forensic Sci
Senter (HFSC) laboratory and Crime Scene Units, IAD, and the HPD Academy Firearms

~ Periscope provides real-time coverage of on-scene briefings and press conferences that
ocur after-hours and weekends. Having this video and information available on-line is
helpful to news rooms that are not able to send reporters/photographers to the scene to

-- Facebook Live is primarily used to feature the department's community involvement and
outreach initiatives (i.e. Youth-Police Advisory Council (YPAC) and Explorer Meetings and

= COP is a new program, which will utilize on-call volunteers from the community that will
provide translations for patrol officers and individuals at a scene,

including Spanish, Urdu, Chinese, and more.

Body Worn Cameras (BWC)
-- Updated the BWC policy to require earlier activation of the BWC when responding to
Priority 1 and Priority 2 calls.
—- Began a BWC pilot program to issue cameras daily instead of having the BWC assigned
to individual officers. If successful, this method will allow HPD to pause on the current
BWC program while we review the surrent system as compared to other systems that may
now be available,
