The CITY OF ORMOC, a political subdivision, duly represented by its City Mayor,
HONORABLE RICHARD I. GOMEZ, hereinafter referred to as Party of the Second Part;
WITNESSETH:
WHEREAS, public libraries are essential repositories of knowledge and information for
the educational, spiritual, cultural, economic and social development of the community;
WHEREAS, public libraries provide opportunities and facilities for children, young
people, adults and senior citizens for their wholesome development;
WHEREAS, public libraries can greatly accelerate cultural and intellectual growth of
people;
WHEREAS, an informed and literate citizenry is the strength and backbone of any nation;
WHEREAS, R.A. No. 7743 mandates that local government units shall undertake the
maintenance of public libraries and reading centers while the NLP upon its mandate have its full
discretion to monitor, assess and recommend appropriate measures, such as the Transfer without
Cost, in order to sustain the operation of the library regardless of the term of the Local Chief
Executive;
WHEREAS, as a collaborative effort, the NLP and the City Government of Ormoc shall
undertake the establishment, operation and maintenance of the city library in ________________;
WHEREAS, the City Government of Ormoc, represented by its Honorable City Mayor
binds to cooperate with the NLP in the implementation and operation of the public library;
1. Provide the PUBLIC LIBRARY of ORMOC with initial books and other library materials
relevant to the needs of the community;
2. Conduct on-the job training on administration and management of public libraries to the
librarian and the staff who shall handle the operation of the PUBLIC LIBRARY;
3. Exert efforts to assist the public library in sourcing for donors and donations of books and
other library materials; and,
1. Provide, as an initial investment, a separate building or quarters with a reading room that
can accommodate at least fifty (50) readers at one time, library and office furniture and
other necessary equipment for the effective and efficient operation of the Library;
3. Appropriate adequate funds for the maintenance and other operating expenses the Library
which may include representation and transportation allowance of the head or chief
librarian; travelling allowance of library personnel; funds for attendance to library seminars
and conferences of the professional library staff for their growth and development; ICT
infrastructures, telecommunication facilities, light, water, and other similar expenses,
supplies and other services;
4. Appropriate annually funds for capital outlay including purchase of books and other library
materials subscription to local and foreign periodicals including national and local
newspapers to augment the book donation from the NLP;
5. Assume the full responsibility over all books and other library materials and equipment
provided by the NLP through the Public Libraries Division (PLD), hereby designating the
Head Librarian and the City Treasurer as accountable officials;
6. Submit Journal Entry Voucher (JEV) upon booked-up of the books and other materials
provided by the NLP through PLD;
7. Require the librarian to submit regularly to the NLP through the Public Libraries Division
an up-to-date monthly report, annual report and annual inventory report. Annual inventory
report shall be conducted on or before June 30 each year and shall be submitted within 60
days after completion of said activity; and
8. Allow NLP through the PLD to monitor, assess, evaluate and recommend appropriate
measures to sustain the public library operation.
