City says goodbye to

pioneering activist and
politician Jim Graham

The body of gay former D.C. Council member

Jim Graham will lie in state at the John A. Wilson
Building, which serves as D.C.s city hall, on
Friday, June 23, between noon and 5 p.m.
Nyasha Smith, Secretary of the D.C. Council,
which is in charge of the Wilson Building, said
the viewing would be open to the public.
Graham, who served as the Councils Ward
1 representative from 1999 to 2015, died June
11 following complications associated with an
intestinal infection. He was 71.
The announcement of the Wilson Building
viewing came after Mayor Muriel Bowser,
several Council members, and U.S. House
Minority Leader Nancy Pelosi (D-Calif.) issued
statements recognizing Graham for his years of
work ghting for LGBT equality and leading the

Va. trans candidate
focuses on transportation,
education not gender

MANASSAS, Va. Danica Roem was canvassing
in the Sudley section of Manassas in Prince William
County on Tuesday afternoon when Natalie Fort
parked in front of the townhouse in which she lives
with her older sister.
Fort told Roem that reducing congestion along
Route 28 is among her top issues going into
Novembers general election. Fort, who is a high
school Latin teacher in Fauquier County, also said
protecting our LGBTQ students is also among the
most important issues.
Thats near and dear to my heart because Im gay
myself, she told Roem.
Roem spoke with Fort a week after she defeated
Brentsville Magisterial District Democratic Committee
Chair Mansimran Kahlon, Steven Jansen and Andrew
Adams in the Democratic primary for the 13th District
in the Virginia House of Delegates. Roem will face
o against state Del. Bob Marshall (R-Prince William
County) in November.
I expect to win, Roem told the Washington Blade on
Tuesday during an interview at a Manassas restaurant.
Roem was born and raised in the 13th District,
which includes Gainesville and Manassas Park. She
lives in the Manassas section of Prince William County.
Roem was a reporter for the Gainesville Times from
2006-2015. She has also worked for the Prince William
Times, the National Journal and the Montgomery
County (Md.) Sentinel.
Roem throughout the interview repeatedly
highlighted transportation, economic development
and education are her main issues. She said improving
Route 28 in order to reduce trac congestion,
extending the Virginia Railway Express commuter
trains to Innovation Technology Park as a way to
bolster the areas high-tech industry and increasing
teacher salaries in Prince William County would be

LGBT students report discriminatory treatment
Rehoboth meeting draws
parents, activists to assess
culture at Cape Henlopen

REHOBOTH BEACH, Del. LGBT
students from Delawares Cape Henlopen
High School told a community meeting in
Rehoboth Beach on Monday night that
many of the schools teachers and the
school districts administrators continue
to ignore their calls for help to stop anti-
LGBT bullying at the school.
Cape Henlopen High, which is located
in the city of Lewes next to Rehoboth
Beach, has emerged as a subject of
concern among students and parents in
recent years over LGBT-related issues.
As they have since 2014, students and
parents reached out to the Washington
Blade in April and May of this year to
express strong concern over the school
districts handling of an LGBT-related
matter, this time over what they believed
was the forced resignation of popular
theater teacher Martha Pfeier at Cape
Henlopen High allegedly because of her
outspoken support for LGBT students.
Ocials from the Delaware groups
CAMP Rehoboth, Equality Delaware, and
the ACLU of Delaware who initiated
Monday nights meeting said they were
responding to reports about LGBT-related
concerns at the school by the Blade and
other news media outlets.
Among the recent developments of
concern, they said, was the news that a
lesbian student at Cape Henlopen High
was suspended for wearing a T-shirt
she made bearing the words, Cape
condones racism, homophobia, sexism,
and bullying.
An ACLU attorney speaking at
Mondays meeting said the ACLU would
look into whether the schools action over
the T-shirt violated the students First
Amendment right of free speech if the
student or other students encountering
similar restrictions approach the ACLU
for legal assistance.
As leaders in LGBTQ advocacy,
education and community development
in Rehoboth Beach and across the State
of Delaware, it concerns us to hear of
situations in which LGBTQ students may
feel unsafe, unwelcome or unsupported
at school, a joint statement by the three
groups announcing the meeting states.
We are inviting students, parents
and concerned community members to
join us for a community discussion on
Monday, June 19to discuss the culture
toward LGBTQ students in Cape Henlopen
schools, the advance announcement said.
CAMP Rehoboth hosted ve panelists who participated in a community meeting on Monday
about reports of biased treatment of LGBT students at Cape Henlopen High School in nearby
Lewes, Del.
About 75 people turned out for the
meeting, which was held in a meeting hall
at CAMP Rehoboths community center
building in Rehoboth Beach. Among those
who spoke were ve LGBT Cape Henlopen
High students, several parents, at least
four clergy members from Rehoboth-
area churches and synagogues, and two
attorneys aliated with the ACLU.
Also speaking were two volunteer
mentors who said they counseled
members of the schools Gay-Straight
Alliance club.
Gay student Adrian DAntoni, who
graduated from Cape Henlopen High this
month, transgender student Madison
Couture, who completed her freshman
year at the school this month, and senior
Sarah Ross told the meeting they and
their fellow LGBT students pleas for
help about persistent episodes of anti-
LGBT bullying have been ignored by most
teachers and administrators.
We have to fend for ourselves,
DAntoni told the meeting. Its the worst
feeling on the face of the planet.
Ross said one of her lesbian friends
at the school led a bullying report with
the school administration as part of a
procedure set up by school ocials to
address bullying incidents.
Nothing happened, Ross told the
meeting. Boys on sports teams were
doing the bullying. She was so upset she
stopped going to class.
Couture, who is openly transgender at
school, told the meeting she is frustrated
and outraged that despite repeated calls
for help by LGBT students, nothing seems
to change. She said she was skeptical
that anything useful would emerge from
Mondays meeting.
Gay attorney Mark Purpura, who
is a member of the board of all three
organizations sponsoring the meeting,
was among the meeting attendees who
expressed a commitment to take action to
address the concerns of LGBT students at
Cape Henlopen High and other local schools.

The input from the students who
were at the meeting is vitally important,
he said. Its very disheartening to hear
stories where they feel like theyre
helpless and not being supported in
the schools. And as an advocate, thats
something that I certainly cant ignore
and I wont ignore.
He added, Obviously we strive to create
environments where every child feels
safe and supported at school and thats
obviously not happening right now.
Steve Elkins, executive director of CAMP
Rehoboth, who served as moderator of
the meeting, noted that ocials with the
meetings three sponsoring organizations
and representatives of several other
LGBT supportive groups attending the
meeting have committed to take action
to help improve the culture for LGBTQ
students at Cape Henlopen schools.
He said representatives of the groups
plan to coordinate a plan to carry out that
action. He was asked after the meeting if the
meetings outcome fullled his expectations.
It did and actually from that standpoint
we got around to saying lets put our
words into action, he told the Blade. So
if we can take a little bit of action were
not going to accomplish everything we
want to o of tonights meeting. But we
certainly cant get anywhere unless we
take that rst step forward. And thats
what we hope to do.
He said about 25 people attending the
meeting who are calling themselves The
Council of Elders signed a list to be part
of an action plan.
Each of those persons will be invited
to a not yet scheduled meeting to outline
the next steps, Elkins said. It will be
interesting to see if we can capture the
lets get to work excitement that we felt
at the end of the [meeting].
At the start of the meeting, Elkins said
the meetings organizers decided it would
not be appropriate to discuss personnel
issues related to Cape Henlopen High
and the school district. He was referring

the Cape Henlopen Board of Education
voted in January to re Pfeier on grounds
of negligence and other allegations at
the recommendation of the schools
superintendent, Robert Fulton.
Parents who know and support Pfeier
said Fulton and the board later agreed to
allow Pfeier to resign eective at the end
of the school year this month in exchange
for not being red.
Students and parents who support
Pfeier have told the Blade the negligence
charge was trumped up and they believe
the real reason for Pfeiers forced
resignation was the administrations
objections to her outspoken support for
LGBT students and LGBT rights cases in
her role as a straight ally.
Since the time the Blades story on
Pfeier and other LGBT-related issues at
the school was published earlier this month,
at least one gay teacher and two lesbian
students at Cape Henlopen have contacted
the Blade to say the allegations by students
and parents quoted in the Blade story were
either untrue or exaggerated.
They said they believe LGBT students are
being treated with respect at the school.
Another teacher at the school, Alayna
Aiken, who the LGBT students speaking
to the Blade earlier this year said has
a reputation for making disparaging
remarks to LGBT students, submitted a
comment on the Blades website version
of the story calling those allegations false.
The Blade was unable to reach Aiken for
comment for its most recent story on Cape
Henlopen High, but the Blade included in
the story her strong assertions reported
in a 2014 Blade story that all allegations
against her were false and she has positive
relations with her students.
Elkins said he and the others organizing
Mondays meeting decided all matters
specically relating to Pfeier, Aiken, or other
teachers would be o limits at the meeting.
The reason is were not a personnel
committee, he said. We dont have access
to any of the information. It would not be
fair to her [Pfeier] or it would not be fair
to the administrators. Thats not what we
hoped to do with this meeting. Thats not
going to solve any problem, he said.
They were alluded to but the purpose of
the meeting was to talk about the culture
for the LGBT students, Elkins said.
None of the students or a teacher, Greg
Berman, who have disputed assertions
by the students who told the meeting
that anti-LGBT sentiment and bias is
widespread at Cape Henlopen High,
spoke at the meeting. Berman, who
spoke to the Blade about his views, said
he was out of town for the summer and
was unable to attend the meeting.

Parade protest could be big expense for Capital Pride
D.C. police declined to
arrest demonstrators
blocking route

A decision by a group of protesters to
block the path of the Capital Pride parade
on June 10 in three separate locations
could result in an additional big expense
to the Capital Pride organization,
according to its president, Bernie Delia.
Delia and Capital Pride Executive
Director Ryan Bos said the blocking of the
parade carried out by the group No Justice
No Pride delayed the completion of the
parade by at least two hours if not longer.
Under a longstanding D.C. government
policy for organizations sponsoring
parades or festivals, organizers of those
events are required to pay a fee to cover
the costs of deploying police ocers
to oversee the closing of streets and
redirecting motor vehicle trac.
The police departments Special
Operations Division charges event
organizers based on the number of
ocers required for an event and the
amount of hours an event lasts, said
police spokesperson Rachel Reid.
No Justice No Pride leaders said they
conducted the parade blocking protest
after Capital Pride ocials declined to
agree to two key demands by the group
that they prohibit uniformed police
ocers and certain corporations from
marching or riding in oats in the parade.
The groups spokesperson, Drew
Ambrogi, said No Justice No Pride stopped
the parade by deploying its members to
stand in the path of the parade in front
of three targeted contingents the
D.C. police LGBT Liaison Unit, a oat
sponsored by the Lockheed Martin
defense contracting corporation, and a
oat sponsored by Wells Fargo Bank.
The group said it wanted uniformed
police banned from the parade because
they symbolize police abuse and
oppression of LGBT people of color,
especially transgender women of color.
A contingent of queer black women
of color stepped in front of the police to
highlight the threat of abuse and state
violence that LGBTQ2S people of color
experience, the group said in a statement.
No Justice No Pride members said
Lockheed Martin and Wells Fargo were
singled out because they symbolize
defense contractors that build weapons
of war and a bank that has helped to
nance the Dakota Access Pipeline that,
among other things, desecrated lands
considered sacred to indigenous peoples
and is harmful to the environment.
D.C. police, under the direction of Police
Protesters blocked the Pride parade, delaying some contingents for hours.
Chief Peter Newsham, who was on the
scene, chose not to arrest the protesters
and instead rerouted the parade,
which resulted in long delays in parade
contingents reaching the end of the
parade route at 14th and R Streets, N.W.

police anticipated the possibility of
a disruption of the parade and were
prepared to ensure the safety and
security of everyone involved while
permitting everyone to exercise their First
Amendment rights.
The statement added, It is our
common practice to provide those
exercising their First Amendment rights a
safe and secure place to do so. As long as
a First Amendment assembly is peaceful,
MPD makes every eort to facilitate that
expression of rights, while also ensuring
the safety and security of the community.
Delia told the Blade on Tuesday he
couldnt immediately provide a specic
amount that Capital Pride would be
required to pay the city due to the longer
period in which police had to keep
surrounding streets closed because of
the protests.
I dont recall the exact gure, he said
referring to the overall cost of police
services for street closings associated
with the Capital Pride parade. Its a big
expense, he said.
Delia disputed claims by No Justice
No Pride members that negotiations
between Capital Pride and No Justice No
Pride representatives took place at the
site where the group blocked the parade
for an hour or more. No Justice No Pride
representatives said in a statement that
Capital Pride refused to agree to any of
the groups demands.
We engaged in discussions on
Saturday night, but no one undertook any
negotiations, Delia said in a statement.
That time and that setting were not
conducive to engaging in a meaningful
dialogue that properly involves the entire

community, he said.
The Capital Pride Alliance had
repeatedly committed to continue to look
at all the issues that have been raised, but
we believe now is the time for us to work
with other Washington, D.C. groups and
broaden the conversation to nd a way
forward, he said.

Melania Trump, who presented Griner and her spouse a bouquet of owers,
according to a White House press corps pool report.
Griner graduated in 2006 from Marylands Hood College, where she played
on the basketball team. Capitol Police Chief Kim Dine is quoted in a CBS News
report as praising Griner for her work during the shooting.
She is amazing, and shes a hero, Dine was quoted as saying. She epitomized
what being a heros all about.
Trump also hailed Griner for her eorts in a statement in the Diplomatic Room
of the White House shortly after the incident.
Many lives would have been lost if not for the heroic actions of the two Capitol
Police ocers who took down the gunman despite sustaining gunshot wounds
during a very, very brutal assault, Trump said. Melania and I are grateful for
their heroism and praying for the swift recovery of all victims.

The head of an entertainment oriented
organization that provides HIV advocacy
and education services for black gay
men has called on D.C. and Prince
Georges County police to step up their
investigations into the unsolved murders
of three black gay men in the D.C. area
since 2014.
Devin Barrington-Ward, president of
Impulse Group D.C., said he and activists
involved with his organization are
troubled that no other community-based
organization has demanded answers
from police about the status of the
investigations into the three cases.
He said Impulse Group D.C. spoke out
about the most recent case after learning
that the victim, Matthew Mickens-Murrey,
26, who was found stabbed to death in
his Hyattsville, Md., apartment on May 30,

BALTIMORE Last August, the
terminations of ve popular mid-level
managers by Chase Brexton Health
Cares then-CEO Richard Larison
reverberated throughout Baltimores
LGBTQ community. The anger, though
building over time toward the Baltimore-
based health provider, reached its zenith
when the rings took place.
Critics said the action was an attempt
by management to discourage other
employees from unionizing. Moreover,
those individuals who were terminated
were known to have provided quality
health care services to a multitude of
patients, many of whom are low-income
transgender individuals who have no
other access to care.
Protests were held outside Chase
Brextons Mount Vernon headquarters 10
days after the rings; an online petition that
expressed outrage over managements
actions circulated. Later that month the
employees voted overwhelmingly to join
1199SEIU Maryland/DC Division despite
managements opposition.
With the turmoil still percolating,
regularly attended Impulse Group events.
Barrington-Ward said a short time later
his group learned that an aspiring black
gay model and rapper named Demencio
Lewis, 23, was shot to death in a hail of
gunre on March 13, 2014, on a street in
Southeast D.C.
A little over a year later, D.C. police
found Stephon Marquis Perkins, 21, lying
unconscious on a street in Southeast
Washington suering from a gunshot
wound to the head on June 25, 2015.
Police said he was taken to a hospital
where he was pronounced dead a short
time later.
In all three cases police said they have
yet to identify a suspect or determine a
motive for the killings. In press releases
announcing the murders at the time they
occurred, D.C. and P.G. County police did
not mention that the victims were gay.
A D.C. police spokesperson said police
dont believe the two D.C. cases are related.
Before learning of the Perkins case in
D.C. from the Blade, which reported on
that case when it happened, Impulse
Group D.C. released a statement last
week saying activists involved with the
Larison announced in November he was
not seeking a new contract and would
step down at the end of the year.
While this was a considerably dicult
decision, I believe ending my tenure at
Chase Brexton will allow the organization
to move forward, Larison said in a
statement.
In January, Patrick Mutch, who had
served as interim president and CEO at
Baltimores St. Agnes Hospital, was hired
to replace Larison. Since then, union
representatives and the Chase Brexton
management team began collective
bargaining for the rst union contract.
While some of those critics stepped
back to give the new CEO an opportunity
to repair the damage resulting from
the rings and what was seen as union
busting eorts, others remain skeptical
and have not yet identied signicant
improvements.
In an email interview with the Blade,
Mutch recognized there was a palpable
backlash from many in the LGBTQ
communities, but said he is optimistic.
I feel that I am making a positive
impact every day in building a culture of
trust, in ways that I might not have been
able to make in previous roles, he said.
Asked what steps he has taken with
respect to the communities who are
angered by the rings, Mutch touted the
group sent letters to the D.C. and P.G.
County police chiefs demanding action
on the Mickens-Murrey and Lewis cases.
While I do not believe the murders
of Matt and Demencio are related, it
is a tragedy that two Black gay men
can be killed in our area and outside
of their family and friends, no entity is
demanding accountability and justice
from the departments responsible for
investigating these crimes, Barrington-
Ward said in the statement.
Far too often when Black gay men
and Black transwomen are killed their
murderers are never found, he said.
This sends a disturbing message that
their lives have little to no value to
their communities because if they did
their murderers would be found, he
continued. Today, Impulse Group D.C. is
seeking to shift that narrative and push
the authorities to do more and secure
justice in these cases.
D.C. police have released few details
about the Perkins case other than he
was found suering from a fatal gunshot
wound to the head near the intersection
of 16th and Galen Streets, S.E. about 3:44

continuing to build relationships with
community members across the state,
expanding programming, support
services, and improving our own care
along the way.
Mutch points to a growth in re-
engagement through elder events, lunch
and learns, and the pediatric trans care
program, which currently provides care
for more than 800 trans youth. But he
acknowledges, rebuilding trust and
engaging our communities takes time

An employee of the D.C. LGBT
community services center Casa Ruby,
who identied herself only as Molly H.,
told the Blade she and Perkins were close
friends and that Perkins identied as gay.
In the Lewis case, Fox 5 News reported
that Lewiss mother told the TV news
station that she and her son were dining
together when Lewis received a call on his
cell phone from someone named Chris,
who was waiting downstairs. He told his
mother he needed to talk to Chris and he
would be right back, Fox 5 News reported.
Within minutes D.C. police said ocers
responded to the 2600 block of Sales Pl.,
S.E., and found Lewis lying unconscious
on the street. His mother told Fox 5 he
had been shot 27 times.
She also told the TV news station that
her sons status as an openly gay man may
have had something to do with his death.
Just because he was a gay man, he
still was Demencio, she said in an on-air
interview. He still was my son, my baby
and he wouldnt hurt anyone.

Ava Pipitone, executive director of the
Baltimore Transgender Alliance, hasnt
noticed signicant progress to this point.
Its hard to directly connect the new
CEO to any improvements at Chase
Brexton, Pipitone told the Blade. She
credits the organizing eorts of SEIU and
community groups for any progress.
There are still some issues with the new
systems having peoples old information.

not understanding how to greet people

Trumps HIV/AIDS inaction in focus after 6 advisers resign
Administration simply does
not care about epidemic

President Trumps commitment to
combating HIV/AIDS traditionally
a bipartisan issue has come into
question following the resignation of
six members of the Presidents Advisory
Council on HIV/AIDS.
In a joint letter toNewsweek published
on Saturday, the members who resigned
Scott Schoettes, Lucy Bradley-Springer,
Gina Brown, Ulysses Burley III, Michelle
Ogle and Grissel Granados said they
no longer feel they can eectively combat
the disease within the connes of an
advisory body to a president who simply
does not care and would engage in
advocacy elsewhere.
Schoettes, counsel and HIV project director
at Lambda Legal, cited in an interview with
the Washington Blade as a major factor
for his decision to resign the absence of
concern for people with HIV/AIDS as seen
inTrumpseorts to repeal Obamacare.
In a nutshell, it was because we
wanted to make sure people living HIV
were actually being taken into account as
we engage in this debate around health
care, Schoettes said. There doesnt seem
to be too much a debate going on as they
write the law secretly in the Senate, but
we wanted to do everything we could to
raise the issue and make sure that the
needs of this community were being
considered as the heath care system in
this country is being overhauled.
Created in 1995, PACHA has
provided advice starting in the Clinton
administration and into the George W.
Bush and Obama administrations to the
secretary of health and human services on
policy and research to promote eective
treatment and prevention for HIV
maintainingthe goal of nding a cure.
Such advice may now fall on deaf ears.
Trump has yet to articulate a plan for HIV/
AIDS in his administration, nor has his
new administration made a concerted
eort to address the epidemic.
Cited in the letter as a major reason for
their decision to resign was the absence
132 days into the administration of a
director for the White House Oce of
National AIDS Policy and the elimination of
the Oce of National AIDS Policy website.
Ogle, director of infectious diseases
at the Warren-Vance Community Health
Center in Henderson, N.C., said she was
among those who resigned because
of repeated snubs from the Trump
administration on HIV/AIDS.
Everything that were trying to do, they
were undoing, Ogle said. When you add

into that there was no consultation with
us, there were no meetings with us to
involve us in these decisions on cutting
HIV/AIDS service programs, cutting
prevention programs to the CDC, there
was no consultation. So, we just felt that
we needed to advocate at a dierent
level and that maybe we would be better
advocates outside of the government.
At the start of the Trump administration,
Ogle said PACHA sent a list of
recommendations to Trump and Secretary
of Health & Human Services Tom Price,
and a subsequent letter on HIV/AIDS
stigma, but said there was no reaching
out to us, there was no real engagement.
That silence isnt new. During the
2016 presidential election, both Hillary
Clinton and Bernie Sanders met with HIV/
AIDS stakeholders (although Sanders
met with them after cancelling once
and was criticized for backing the AIDS
Healthcare Foundations California Drug
Price Relief Act ballot proposal). As Ogle
recalled, Trump refused to meet with
our stakeholders and advocates despite
their eorts.
That was maybe an initial sign that it
may be a bit more challenging to work
with this administration, Ogle said.
Trumps approach to the disease also
became apparent in cuts to HIV/AIDS
programs in his proposed scal year
2018 budget request, which Ogle said
eliminates entirely the AIDS Education

Training Center as well as substance
abuse and mental health services.
In addition to Medicaid rollbacks, the
budget seeks to cut $150 million from the
Centers for Disease Controls HIV/AIDS
prevention programs, $550 million from
HIV research at the National Institutes for
Health and 17 percent cuts each to the
Global Fund to Fight AIDS, Tuberculosis
& Malaria and the Presidents Emergency
Plan for AIDS Relief, which both seek to
combat the epidemic globally.
In his budget, everything that he
proposed harms what it is were doing,
harms people with HIV and AIDS and
makes it very dicult of us to do what we
do, Ogle said.
Ogle said other members of PACHA
decided to resign from the council
immediately after Trumps election out
of a lack of faith in his leadership, but
said nothing at the time. Ogle declined
to identify them because she said they
didnt want publicity.
Under questioning from the Blade,
White House Press Secretary Sean
Spicer on Monday said he doesnt know
whether Trump would replace the PACHA
members, but denied the president
has no interest in HIV/AIDS, insisting he
cares tremendously about that and the
impact it has. (That was likely the rst
time a member of Trumps team either
his administration or his campaign
publicly addressed HIV/AIDS.)

Obviously, the individuals that hes
appointed here in the White House have
been in communication with various
stakeholders in that community to help
develop policies and formulas going
forward, but were going to continue
to do what we can from a government
standpoint, Spicer said.
A White House ocial said Trump
administration domestic policy council
staers have met HIV/AIDS groups or their
representatives several times already.
Further, the White House ocial noted
Trump hired as lead for health policy on
the council, Katy Talento, an HIV/AIDS
and other infectious diseases expert
whom health advocates have praised as
talented as the Blade reported in January.
Talento, the ocial said, has met twice
with the head of HIV/AIDS at the Centers
for Disease Control Center on HIV/AIDS to
get briefed on the state of the epidemic.
Talento and the head of PEPFAR, the U.S.
global AIDS program, are on speed dial
and speak frequently, the ocial said.
The ocial said PACHA members who
resigned never reached out to Talento
or Domestic Policy Council Director
Andrew Bremberg. As Spicer alluded to
in the brieng, the Obama administration
eliminated all of George W. Bushs
appointees on the commission during
the former administration before making
new appointments.
Schoettes rejected Spicers assertion
Trump cares about HIV/AIDS, saying
actions speak louder than words the
presidents actions demonstrate the
exact opposite.
It is an administration that has not
been talking about this issue, considering
this issue, working with the Presidents
Advisory Council on HIV/AIDS to consider
the policy recommendations that we have
been making, Schoettes said. Then they
went and backed a piece of legislation
that will have a devastating eect on
people living with HIV and our ability to
slow-curb the epidemic, so anyone who
does that is demonstrating that they dont
actually care about people living HIV.
Other members of PACHA who elected
to stay as members of the council, not
joining the six others who resigned,
said they respect the decision of their
colleagues, but felt a continued presence
was needed.
Adaora Adimora, a medical doctor and
professor of medicine and epidemiology
at the University of North Carolina, Chapel
Hill, said she understands why PACHA
members decided to step down, but felt
for her it would be best to try to continue
to work toward having a favorable eect
on policies from inside the council.

Handel beats Ossoff in
Ga. special election
Despite eorts from progressives across the country who sought to undermine
President Trump by ipping a U.S. House seat from red to blue, Republican
Karen Handel prevailed over Democrat Jon Osso in a special election in Georgia.
Media outlets declared Handel, a former Georgia secretary of state, the
winner over Osso, a lmmaker and former congressional aide, about an hour-
and-a-half after polls closed at 7 p.m. in Georgias 6th Congressional District.
The election was held to llthe House seat vacated by now Secretary of Health
& Human Services Tom Price.
With 81 percent of precincts reporting, Handel had won the district with 52.5
percent of the vote compared to the 47.5 percent won by Osso.
The special election, which was widely seen as a referendum on Trump, was
the most expensive House race in U.S. history. Earlier in the day, spending in
the race pushed past $50 million, according to the Atlanta Journal-Constitution.
With Handel winning the race, Trumps political future and agenda, including his
eorts to repeal Obamacare, seems more secure.
Endorsed by the Human Rights Campaign, Osso took part in the Atlanta
Equality March and pledged to stand with with the LGBTQ community to ght
for all our civil rights and human rights.
Handel, on the other hand, has an anti-LGBT record. During her 2010
gubernatorial bid, she said she opposes marriage equality a position held at
the time by then-President Obama and Hillary Clinton and adoption by same-
sex couples.
Days before the election, a 2010 video went viral of Handel during a media
interview responding to a question on why she thinks gay parents arent as good
as straight parents by saying, Because I dont.
Meanwhile, another special election in South Carolinas 5th Congressional
District held on the same day was surprisingly close. Republican state Rep. Ralph
Norham beat his Democratic opponent Archie Parnell by a 51-48 percent margin.

72 Dems blast Trump for ignoring Pride month
Congressional Democrats sent a pair of letters one from U.S. House members, the
other from U.S. senators to President Trump late last week lambasting him for not
issuing a proclamation recognizing June as Pride month.
The House letter, signed by 53 Democrats, was led by Rep. Donald Norcross (D-N.J.).
The other letter led by Sens. Richard Blumenthal (D-Conn.) and Tammy Baldwin
(D-Wis.) was signed by 19 U.S. senators.
The White Houses decision to remain silent about Pride Month after eight

consecutive years of presidential recognition sends a troubling message to the LGBT
community that your administration is not committed to advancing equality for all
Americans, regardless of sexual orientation or gender identity, the letters say. We urge
you to honor your campaign promise to be a real friend of the LGBT community by
issuing a proclamations and supporting lasting change and progress through policies
that advance LGBT rights.
As the Blade reported at the start of June, Trump issued proclamations designating
June for ve other occasions, such as National Homeownership Month, but made no
recognition of Pride.
The absence of a Pride proclamation from Trump scraps a tradition started under
President Clinton and renewed under President Obama of issuing a proclamation in
June observing Pride.
However, rst daughter Ivanka Trump on Twitter called for a joyful Pride and
recognized the contributions of LGBT people to the United States. On the anniversary
of the Pulse shooting on June 12, Trump tweeted out an image of the 49 people killed at
the gay nightclub, urging his followers to never forget the incident.
In addition to expressing dismay by this slight of not issuing a Pride proclamation,
the lawmakers accuse Trump of threatening to turn the clock back on LGBT rights in
this country, identifying several worrisome actions.
These have included withdrawing the Department of Justice from at least one LGBT-
related court case, issuing an anti-LGBT executive order purporting to protect religious
freedom, and rescinding guidance clarifying protections for transgender students,
the letters say. We urge you to fulll the promise of equal rights for all Americans by
supporting policies and legislation that would advance LGBT equality.
The Justice Department under U.S. Attorney General Je Sessions withdrew its
challenge to North Carolinas House Bill 2 after North Carolina Gov. Roy Cooper replaced
it with a law LGBT advocates say is still discriminatory.
Trumpsreligious freedom executive order was aimed at fullling a campaign pledge
to repeal the Johnson Amendment and empowers the attorney general to act in favor
of religious freedom. Although the letter is silent on LGBT issues, critics have said it
lays the groundwork for Sessions to enable anti-LGBT discrimination in the name of
religious freedom.
The Trump administration earlier this year revoked Obama-era guidance assuring transgender
kids access to school restrooms consistent with the gender identity. On the same day lawmakers
sent the letter to Trump condemning the absence of a Pride proclamation, news broke
theDepartment of Education had replaced that guidance with new rules asserting protections for
transgender students, although that guidance oers no assurances for bathroom use.

Commerce Dept. omits, restores LGBT
workers in non-discrimination policy
Commerce Secretary Wilbur Ross issued a new non-discrimination policy last week
omitting explicit assurances LGBT workers wont face discrimination inhis department,
prompting an outcry that resulted inan updated version of the document making clear
the prohibition on anti-LGBT discrimination.
The 2017 Secretarial Policy Statement on Equal Employment Opportunity initially
found on the Commerce Departments website declares itwont tolerate discrimination
on the basis of race, color, religion, sex, national origin, age or disability. Omitted from
the policy: sexual orientation and gender identity two categories that were included
in the policy under the Obama administration.
According to a report in Buzzfeed, the Ross policy statement was circulated among
department sta on Thursday. The new policy statement was posted in the last 10 days,
Buzzfeed reports, because an archived view of the website from June 6 reveals the 2016
LGBT-inclusive statement was included. The Commerce Department employs nearly
47,000 workers, according to its website.
David Stacy, the Human Rights Campaigns government aairs director, said in a
statement the omission represents the Trump/Pence Administration actively seeking
to undermine rights for LGBTQ people.
The Commerce Departments EEO statement is meant to inform workers and applicants
about their legal protections, Stacy said. Cutting specic mention of sexual orientation and
gender identity protections is a slap in the face to LGBTQ federal employees who proudly serve
at the Department of Commerce and sadly signals that this administration does not value them.
After initial media reports and outcry over the omission, the Commerce Department
sent out a new version of the non-discrimination policy Friday with sexual orientation
and gender identity specically included.
A Commerce Department spokesperson said the omission was never intended to
change the policy or exclude any protected categories and insisted the department
doesnt discriminate against LGBT people.

President Trump brought up the violence

with Russian President Vladimir Putin, Tillerson said hes unaware of whether the
president discussed the issue.
Tillersons response is consistent withthe comments made last week to the Washington
Blade from White House National Security Council spokesperson Michael Anton, who
said anti-gay abuses in Chechnya did not come up in the meetings with Lavrov.
When Cicilline called on Tillerson during the hearing to condemn the torture and
murder of gay men in Chechnya and insist the Russian government must protect all of its
citizens, including LGBT people, Tillerson replied, That is our position globally.
Asked whether that applies to Russia, Tillerson said, Last time I checked Russias part of
that. When Cicilline sought to clarify whether that response was a yes, Tillerson replied,
Yes.
Concerns persist over reports that authorities in Chechnya, a semi-autonomous
Republic in Russia, are detaining and torturing gay men at what eyewitnesses have called
concentration camps. Despite testimonies arming those reports, Chechen leader
Ramzan Kadyrov has said its not happening because no gay people exist in the region.
Novaya Gazeta, which rst reported the news of the violence, reported last month 26 gay
men have been killed as a result of the persecution.
U.S. Ambassador to the U.N. Nikki Haley has spoken out against the atrocities, but
President Trump has said nothing. Meanwhile, British Prime Minister Theresa May,
German Chancellor Angela Merkel and French President Emmanuel Macron have each
spoken out against the violence.

Trump reinstates travel, trade restrictions with Cuba
President Trump last week announced the reinstatement of travel and trade
restrictions with Cuba.
The directive Trump signed at a theater in Miamis Little Havana neighborhood that is
named after the leader of a group of Cuban exiles who participated in the failed Bay of
Pigs invasion in 1961 bans individual people-to-people trips to the Communist island.
It also says Americans who travel to Cuba on organized trips must engage in a full-time
schedule of activities that enhance contact with the Cuban people, support civil society
in Cuba, or promote the Cuban peoples independence from Cuban authorities.
The directive requires Americans who travel to Cuba to keep full and accurate
records of all transactions related to authorized travel for at least ve years. It allows
the Treasury Department to audit them.
The Associated Press reported the directive also prohibits U.S. nancial transactions
with hotels, restaurants, stores and other entities the Cuban military owns.
Our policy will seek a much better deal for the Cuban people and for the United
States of America, said Trump. We do not want U.S. dollars to prop up a military
monopoly that exploits and abuses the citizens of Cuba.
The directive also mandates Secretary of State Rex Tillerson, Treasury Secretary
Trump last month traveled to Saudi Arabia, which is among the handful of countries
in which consensual same-sex sexual relations remain punishable by death. The Trump
administration signed an agreement that includes $110 billion for a Saudi-funded
defense purchase.
Trump in April praised Philippine President Rodrigo Dutertes highly controversial
crackdown on drugs. Trump has not publicly commented on the ongoing crackdown of
gay men in Chechnya.

Russian propaganda law is discriminatory: court
The European Court of Human Rights has ruled a Russian law that bans so-called gay
propaganda to minors is discriminatory and violates freedom of speech.
Three Russian LGBT advocates Nikolai Bayev, Alexei Kiselyov and Nikolai Alexeyev
challenged the law that President Vladimir Putin signed in 2013.
The court in a 6-1 ruling said the propaganda law violates Articles 10 and 14 of the
European Convention of Human Rights. They also ordered the Russian government to
pay nearly 50,000 euros ($55,675) in damages to Bayev, Kiselyov and Alexeyev.
The legal provisions in question do not serve to advance the legitimate aim of the
protection of morals, reads the ruling, which is the rst time the European Court of
Human Rights has ruled on the law. Such measures are likely to be counterproductive
in achieving the declared legitimate aims of the protection of health and the protection
of rights of others.
Russia, which is a member of the Council of Europe, is a signatory to the European
Convention of Human rights that created the court. A law that Putin signed in 2015 allows
Russias Constitutional Court to decide whether his country should comply with rulings
from the European Court of Human Rights and other international judicial bodies.
We welcome the rst European Court of Human Rights decision on the infamous
Russian propaganda of homosexuality law, Polina Andrianova of Coming Out, an LGBT
advocacy group that is based in the Russian city of St. Petersburg, told the Washington
Blade on Tuesday. It is good that Russia, [which is a] member of [the] Council of
Europe, is being held accountable for its blatant violations of LGBT human rights on the
international arena.
LGBT advocacy groups in Europe and the U.S. also welcomed the ruling.
The message from Strasbourg is loud and clear: LGBTI people deserve equality, are
not a threat and cannot be forced to hide away, said ILGA-Europe Executive Director
Evelyne Paradis in a statement. These discriminatory laws perpetuate prejudice, and
in fact have been harmful for the public interest, despite the lawsclaim to be benecial
for public health and the rights of minors.
Paradis added the ruling is a vital decision, not only for LGBTI and human rights
activists working in Russia.
It sends a key message to activists in other countries who are pushing back against
similarly restrictive legislative proposals, she said.

Graham remembered for AIDS advocacy work in 80s

Patricia Hawkins, who served as Deputy

2008, said not everyone is aware of what
she called the profound impact Graham
had in boosting D.C.s response to AIDS.

former D.C. Council member Jim Graham managed nude male dancers who
performed on Sunday nights, will continue the Sunday night male dance shows
in Grahams honor, according to the clubs owner.
Were going to keep it going, denitely, every Sunday, said Daryl Allen, whose
family has owned and operated The House since 1979.
Were going to have a huge [party], a real big thing, next Sunday [June 25] in
a celebration of Grahams life, Allen said.
He said the dancers and employees will wear bowties in honor and memory of
Graham, whose colorful bowties became his trademark as a public gure in D.C.
Graham died on June 11 from complications associated with an intestinal
infection that landed him in the hospital for more than a month.
Allen said he and his wife, who became good friends with Graham, and his
employees were stunned and deeply saddened when they learned of Grahams
passing on Thursday.
He credited Graham with helping him learn the likes and customs of the
gay male customers who have frequented The House on Sunday nights at a
club that, up until Graham came into the picture, featured nude female dancers
for mostly straight customers every night. The club continues to feature female
dancers on all nights but Sundays.
According to Allen, Graham convinced him to try a gay night at the club
when Allen wasnt sure it would work in a place known for years as a female
nude dance club.
He said we can have a gay night, Allen said. I said I dont know anything
about the gay community. And he said dont worry. Ill do everything.
Allen said Graham was aware that some people he worked with and who
knew him during his years in politics may not approve of his role in working at
a strip club.
He was like a kid excited to do something, said Allen. He said I dont want to
go back into politics. He said I want to have fun. I want to be me. I want to be free.

Roem has testied in support of

by teachers because were not an athlete or
youre not a genius mathlete.

But she said she and others familiar with
Cape Henlopen schools to some degree
have failed the LGBT students encountering
bullying and other forms of bias.
They dont want to hear about meetings
or action plans, Gregory said. They want
to see something real happen.

achievement award for her work in Pride.
Prior to the parade, Neal Na and Don Davis co-hosted a reception for the
two grand marshals at Grand Central. About 80 attended the event, including
prospective Maryland gubernatorial candidates Rich Madaleno and Kevin
Kamenetz, State Delegates Luke Clippinger and Brooke Lierman and Howard
County Register of Wills Byron MacFarlane.
This is an opportunity for Baltimoreans and Marylanders to get together and
celebrate, Van Hollen told the Blade. But we also must be vigilant of those who
want to turn back progress.
The Sunday festival in Druid Hill Park saw fewer food vendor trucks than
previous years, which was a common complaint. Otherwise, good crowds
enjoyed the multitude of vendor booths and entertainment.
We are very proud of the work done at the Center to put out an amazing
Pride, Mimi Demissew, the GLCCBs co-executive director told the Blade. We
are very thankful to the volunteers who helped make Pride possible.

Despite the changes, criticism persists
from some in the community.
Doug Rose, an outspoken critic of Chase
Brexton, said, The LGBT communities
founded and built Chase Brexton. But
current directors have decided that
providing culturally competent services to
our communities is no longer a priority.
Cody Lopez, an African-American male
who has been HIV-positive since 2012,
told the Blade he had to change doctors
several times at Chase Brexton because
of what he describes as provider
privilege within the HIV prevention and
treatment world.
Providers hold all of the power
and privilege as compared to their
patients. Lopez said. Some providers
see themselves as all knowing, all seeing
and infallible and they view their clients
as docile, uninformed and at fault for
their own heath. When in reality we
know that this type of power dynamic
is not healthy and conducive to ending
the HIV epidemic, especially in the black
LGBTQ male community where the CDC
estimates that one in two black gay and
bisexual men will become HIV positive in
their lifetime.
On the other hand, Lopez praised
Chase Brextons Case Management
Department as dedicated, culturally
competent and caring because without
their help, he would have gone through
2016 without health insurance.
Instead of having me fall out of
care due to lack of insurance, my case
manager ensured me that she would
not let me go a year without healthcare.
For the next year, all of my co-pays for
provider visits were fee-scaled to $0 and
MADAP, Maryland AIDS Drug Assistance
Program, would continue to cover my
monthly HIV medication prescription.
Without this level of case management,
I would not have been able to maintain
my undetectable HIV status.

Jim Graham led in dark times
May we be guided by his
spirit and tenacity

Jim Graham courageously led Whit-
man-Walker Clinic (now Whitman-Walker
Health) through the darkest hours of the
AIDS epidemic in Washington, D.C., dur-
ing the 1980s and 1990s. He fought val-
iantly for others in the face of adversity
and death. He crusaded for causes big
and small that aided those most in need.
He did so with a powerful life force fueled
by his amazing intellect, boundless en-
ergy, and artful creativity. He was not just
trying to end AIDS. He sought to eradi-
cate injustice, discrimination, stigma,
and inequality in our community. And
he would expect dare I say demand
that each one of us continue this quest of
full equality and justice for all.
Over the past decade, I came to rely on
Jim for advice and counsel much as we do
with elders in our families, our faith-based
institutions, or our friend groups. I did so
because Jim had so much to oer me as
a former Whitman-Walker leader. He had
been through leadership challenges that
are unimaginable today. Jim lived every
major challenge before Whitman-Walker
in his nearly 30-plus years of community
service. He did so by standing up and be-
ing counted every day. He was at the cen-
ter of so much progress in Washington,
D.C. that it would be foolish of me to at-
tempt to list all of his contributions.
I spent more time with Jim in recent
years. In 2014, I sought his advice on the
future of the Elizabeth Taylor Medical
Center. At that time our board of direc-
tors was assessing various options for
redeveloping the iconic 14th Street, N.W.
center. Jim shared with me his vision from
the early 1990s when Whitman-Walker
Clinic opened this center. That vision was
to redevelop the Elizabeth Taylor Medi-
cal Center to provide greater nancial
support for our mission. Fast forward
to 2017, Whitman-Walker Health is em-
barking on a major redevelopment proj-
ect that will provide more programming
space and an additional funding stream
to support our mission for many years to
come. When we break ground this fall I
know that Jim will be with us in one of his
dapper suits and signature bowties, smil-
ing from ear to ear.
In May 2015, Jim and I toured Whitman-
Walker Healths new facility at 1525 14th
St., N.W. On the tour Jim shared what
Whitman-Walker meant to him and how
his life was shaped by his time here. Jim
expressed pride in knowing that his leg-
acy shown bright in the health care and
other services we oer the community to-
day. When we dedicated the new health

center in June that year, Congresswoman
Norton publicly thanked Jim for every-
thing he did in support of metro Wash-
ingtons LGBTQ communities and those
persons living with HIV. There were more
than a few tears shed that day.
It should come as no surprise that Jims
relationship with me was complicated. I
suspect I am not the only person who can
say that. He is widely viewed as a domi-
nant father gure that guided Whitman-
Walker Clinic to prominence locally and
nationally. He was a masterful politician
in every way possible. He was articulate
to a fault and did not suer fools kindly.
We had our fair share of disagreements
some public but most in private. Yet
through it all, Jim extended dignity and
respect to me and always listened to my
point of view. He never let me forget that
Whitman-Walker Health is built on the
strength, compassion, and love from met-
ro Washingtons LGBTQ communities. It is
a lesson that I carry with me every day.
In closing, Jim showed us how to lead
and achieve real change in dark times. And
now, once again, we ght for those in need.
May we be guided by Jims spirit and tenac-
ity. For there is much work to do in our
community to be more arming, more in-
clusive, and more just for all persons.

Jim Graham, a life well lived
A complicated man who
made a difference
PETER ROSENSTEIN is a D.C.-based LGBT rights
and Democratic Party activist. He writes regularly
for the Blade.
Jim Graham was born James McMillan
Nielson Graham in Wishaw, Scotland, on
Aug. 26, 1945. Surely his parents could nev-
er have envisioned the road their sons life
would take when they brought him from
war ravaged Britain to America to settle
in Michigan. Jim lived his life to the hilt in
many ways. He was a brilliant man with a
huge ego who at times made questionable
decisions. He could be arrogant yet his lifes
work did much good for many.
The Washington Post reported as a young
man Jim was an anti-war activist who said,
It was obvious to anyone who was listening
that the United States was planning to forcibly
bring the Vietnamese people to their knees at
whatever cost. He wore his hair in a ponytail
and contemplated returning to Scotland and
was relieved when he got a low draft number.
I can understand that sentiment having grown
up at the same time living through the turbu-
lent Vietnam War years also protesting the
war and having a pony tail.
Jim earned his law degree from the Uni-
versity of Michigan and clerked for Supreme
Court Justice Earl Warren. According to the
Post, Warren hired him to help him write his
memoirs but the chief justice died before the
project began.
I rst met Jim when I volunteered with
Whitman-Walker Clinic in 1986. That was
the rst of many interactions with him over
the years. When rst meeting Jim it was
clear the major turning point in his life was
in 1981 when he became president of the
board at WWC. The same year according to
a history of the clinic posted on its website,
The Centers for Disease Control and Pre-
ventions weekly Morbidity and Mortality
Report contains an account of ve young
gay men who had an unusual cluster of in-
fections. This was the rst medical report
on what would come to be known as AIDS.
From that time until he resigned from
the clinic to begin his time on the Council of
the District of Columbia Jim Grahams name
was inextricably associated with HIV/AIDS.
Whitman-Walker began its life as a VD clinic
for gay men, part of what then was known as
the Washington Free Clinic. By the time AIDS
began ravaging the gay community in the Dis-
trict of Columbia Jim had begun to build the
clinic into an institution recognized for its work
across the nation and around the world. In
1985, the clinic opened the rst of what were
to become numerous homes for people living
with AIDS who were unable to nd any other
housing. Like so many projects Jim undertook
eventually there were questions about how
the homes were bought and sold. But when
it came to the clinic Jim had a handpicked
board and made many decisions on his own
as he built the clinic to serve the community
in the way he thought best. During his years at
WWC Jim was an ever present presence in the
community. He dedicated his life at the time
to helping those who were suering. He often
told me about how many funerals he had at-
tended saying after each one he would rst
feel a sense of despair but that would quickly
turn into renewed energy to continue to make
a dierence for those still living. Those were
the years when even young men would rst
turn to the obituary columns each morning
to see if any of our friends had died. Jim spent
countless hours raising money to build the
clinic and keep up with the case load that kept
growing. He wanted to see a cure for AIDS but
his lasting contribution and fundraising eorts
were dedicated to trying to make life better for
those living with AIDS.
One of his proudest moments came in
1993 when he introduced Elizabeth Taylor at
the dedication of the Elizabeth Taylor Medical
Center at WWC. The center that Jim fought to
build was able to oer more services to the
clients of WWC including an eye care center,
x-ray facilities, an expanded laboratory, a new
dental facility and 12 examination rooms.
By 1998, Jims ego was demanding a bigger
platform and he applied for the position of
executive director of amfAR, the AIDS founda-
tion founded by Elizabeth Taylor and Mathilde
Krim, Ph.D. He traveled to California for nal
interviews with Elizabeth Taylor but in the end
didnt get the job. So he made what some at
the time considered an ill-advised decision,
to run against Ward 1 Council member Frank
Smith. Jim won that race and was to spend the
next 16 years on the Council until he was de-
feated in 2014 by Brianne Nadeau.
His years on the Council were spent ght-
ing for the poor and underserved. While sup-
porting gentrication of Columbia Heights and
bringing new retail and new housing he never
gave up his ght for more aordable housing
and to keep the safety net of government pro-
grams for those in need. He was everywhere
in his Ward driving his beige VW convertible.
Jims outsized personality sometimes got in
his way and his arrogance could at times cloud
some of the good things he did. There were
many sides to Jim Graham as there often are
to brilliant and driven people. When he left the
Council he shocked many when in an inter-
view with the Blade he said, Ive told people
Im in the adult entertainment industry. Gra-
ham had organized and was promoting a
male strip show for a club on Georgia Avenue,
which he called Rock Hard Sunday. He was to
do that until his recent passing.
If you look at the totality of Jims life it is clear
he was dedicated to helping others and did
that in many dierent ways. He put his heart
and soul into everything he did. He will be
missed and he will be remembered fondly by
the many he helped; and with gratitude by the
families and friends of those he helped who
are no longer with us. Jim, rest in peace, know-
ing you lived a good life.

Mom and Dads rst Pride

This is like no party
Ive ever seen

Marching down Constitution Avenue,
my Dad turned to my friend Brian and
said, This is like no party Ive ever seen.
He added, and Im having the time of my
life. At 70 years old, this was my parents
rst Pride and rst-ever protest march, all
rolled into one weekend.
Straight from small town Arkansas with
thick mid-South accents to match, my par-
ents visit me from time to time here in the
District. They do love Washington - the
sights, the history, the big-but-not-too-big
city feel, plus my friends tend to dote on
them when they come. And I certainly dont
want to disparage my home state, but life
can be rather homogenous there. So, when
my parents visit me in the District, I have
only one rule for them, Seek ye rst to
understand. Meet and talk to someone dif-
ferent from yourself. But this year, when
they suggested coming for Pride weekend,
I knew I had to brace myself a bit, and know
that our one rule would probably take on a
more in-your-face meaning this time.
On the day of the Pride parade, Dads
rst reaction came from seeing all the
businesses, gay and non-gay alike, decked
out in rainbow bunting in Dupont Circle.
Even the 17th Street McDonalds got in
on the act this year. Coming from a place
where LGBT issues are still wedged be-
tween voters, it was striking to see their re-
action to just how mainstream, accepted,
city-sanctioned, and celebrated queer life
is in the District. When the parade kicked
o, Dad, a deacon in his Methodist church
back home, verbally acknowledged every
church and religious group that passed,
simply noting, huh. . .good for them.
The next day was, of course, the Equality
March. When it came to signs, we opted
for a little humor. Mom and Dad carried
a sign that read, We love our (single) gay
son! Though a little tongue in cheek, the
support and sentiment were real. And,
again, their hearts melted with every sub-
tle thank you from passersby and fellow
marchers, every person that approached
and told them frankly what it meant for
them to see parents marching. Can I pre-
tend for a moment that youre my Mom
and Dad, a young man said to them.
Remember, its always someones rst
Pride. Its a popular expression often
heard in gay Washington when it comes
to Pride week. Said to remind anyone,
despite how rote or tame our Pride cel-
ebration might seem to some residents,
its always someones rst experience.
Well, this time around, the rst experi-
ence belonged to two 70-year-old straight
parents from small-town Arkansas. Leav-
ing the Monday after Pride, they could
not have been happier. Pride in D.C.
means so many things to so many dier-
ent people in our community. For some
its a celebration, for others its still a call
to arms. For me and my parents, it was
a showcase of the dierent shapes and
sizes love and community can take.
I thought for sure I was going to teach
my parents something this past Pride.
When I rst came out to them almost 20
years ago, my Dad asked that I not bring
any gay friends by the house, because he
wasnt sure if he could be kind to them or
not. But that was 20 years ago, and now
they marched proudly with their gay son
down Pennsylvania Avenue. Seek ye rst
to understand, I ask of them. But as they
changed and grew, maybe its me that
now understands them a bit better.

light on pinkwashing

Israels LGBTQ lm festival has a queer
problem. Heading the call of the grassroots
Boycott, Divestment, and Sanctions (BDS)
movement in support of Palestinian equal-
ity, the South African queer lmmaker John
Trengove whose lm, The Wound, opened
the festival in Tel Aviv, on June 1 announced
his boycott days before the ceremony. Many
quickly followed his example. As a recipient of
state funds, TLVFest is complicit in the Israeli
governments anti-Palestinian equality agen-
da. Such complicity is all the more manifest
given the political environment in Israel where
its cultural ministry the source of its funding
is helmed by the far-right Miri Regev. That
TLVFest accepts state funding all but guaran-
tees the festival wont challenge reactionary
politics. Such a compromised role has turned
o many artists.

Three of the most seasoned and savvy
elected city ocials in Washington have
been leading the eort to revise in multi-
ple and varying ways the nancing, struc-
ture and administration of the most ex-
travagant planned paid leave entitlement
mandate in the nation.
On Tuesday, D.C. Council Chair Phil
Mendelson joined the group.
Due to widespread objections to the
current scheme prompting near-uni-
versal business community opposition,
D.C. Council members Mary Cheh, Jack
Evans and Vincent Gray had previously

Hochner, Israels mainstream gay rights move-
ment has embraced what many queers have
termed homo-nationalism subsuming LG-
BTQ identity to the dominant nationalist and
racialist identity that, in Israel, translates into
tacit if not avowed support for Israels military
occupation over Palestine that blights the lives
of Palestinian LGBTQs.
Many LGBTQ Israelis have enlisted their
bodies in the states pinkwashing propa-
ganda. The Israeli military has hired gay and
trans soldier-spokespersons to instrumental-
ize Israels relatively progressive record on gay
rights as a distraction from its deeply illiberal
record toward Palestinians. Even the voices
of Palestinian LGBTQs inside Israel have been
pushed aside. At a 2009 LGBTQ solidarity rally
in Tel Aviv, Palestinian speakers were banned
from the podium for fear theyd draw parallels
between anti-gay and anti-Palestinian discrim-
ination. Whether out of conviction or oppor-
tunism, TLVFest takes no clear and persistent
stand on Palestinian equality despite taking
place just miles from the open air prison that
proposed a total of four separate legisla-
tive repairs. Mendelsons version has in-
creased that number to ve.

native, however, does not go far enough
in remedying the central wrongheaded
aspect of the pending program.
Chehs bill does not fully x the funda-
mental aw in nancing the program
but it should be the solitary starting point
for Council discussion regarding how to
best salvage the mess of a measure.
The Universal Paid Leave Act is sched-
uled to be implemented sometime early
in the next decade. Benet conveyance
to all non-federal-government employ-
ees working in the District will begin no
sooner than 2021 and more likely in 2022,
but perhaps even later given the gargan-
tuan new city agency to be created and
staed, and the administrative infrastruc-
ture to be developed at huge city budget
start-up costs.

ness toward the real violence Palestinians

activists acted violently against a lm festi-
val. When Palestinians take up arms, theyre
condemned as terrorists. When they start a
movement committed to peaceful solidarity,
theyre condemned as violent all the same.

sions ultimately passed by the most noto-
riously business-unfriendly Council in 44
years of self-government.
The primary problem with Chehs pro-
posal is that it doesnt go far enough in
rectifying the central problem with the
law the fact that D.C. would become the
national outlier in funding a paid leave
program through a business tax rather
than nancing the benet through em-
ployee withholding.
In all three states with a paid leave law,
and New York soon phasing in a program
through 2021, the benet is fully funded by
employees through payroll deduction. Only
California, New Jersey and Rhode Island
have a paid leave program in operation.

ment by a new business tax of 0.62 per-

What BDS seeks to impress upon Israelis
is that there can be no normalization of half a
century of occupation: a lm festival is not an
innocuous cultural event when it receives funds
from the left hand of the government while the
right hand demolishes homes and steals land.
Through direct pressure, BDS aims to induce
Israelis to rmly demand their government end
its oppression. Israelis, like TLVFest, who turn
a blind eye to the occupation and then deride
BDS, only add insult to injury.
As a queer individual whos traveled to Isra-
el, I felt a natural bond with many of our Israeli
brothers and sisters who were shaped by their
experiences as LGBTQs to stand up in defense
of other oppressed people. But I also saw that
there is nothing inherently redemptive about
being LGBTQ. Gay people like all people are
susceptible to nationalist intolerance. LGBTQ
solidarity must be premised on shared values
so that we work together to advance equality
between Palestinians and Israelis. The Israeli
queer group Black Laundrys spirited slogan,
Theres no pride in the occupation, shows the
true path toward queer activism.

tutional law professor, Cheh posits that
a wage levy on workers is permissible by
classifying it as a fee and not a tax
collected for a particular purpose and
beneting a particular group of people.
Thats where the Council must start. A
D.C. paid leave mandate should comport
with the national standard of employee-
paid funding. Other administrative policy
corrections can then be considered but
cannot precede this core correction.

but not quite, gotten it right.

In todays media, transgender
characters are seen on screen more
than ever before. Gone are the days of
small roles in Law & Order featuring
transgender characters who have
dismal storylines. Now, transgender
representation in media has advanced
into the world of comedy with shows like
Transparent and Orange is the New
Black and lms like Tangerine.
While there are funny moments
for transgender characters, there is
still an underlying theme of darkness
surrounding these shows as they ght for
acceptance, or more often, simply ght to
stay alive.
Transgender sitcom The Switch:
Work, Love, Mortal Danger is another
transgender slice of media thrown onto
the growing pile but its lighthearted,
sitcom format places it in a dierent lane
than the rest.

For Fox, the importance of sharing that
message led her to work on making this
series for seven years. While working as
a metal worker in British Columbia, Fox
was invited to participate in a comedy
routine about gender dysphoria. The
routine inspired her to create a TV
show that featured transgender actors,
producers and writers. However, Fox had
no experience making lm.
She signed up for a lm camp and then
took courses at a community college in
Vancouver. After acquiring the skills, Fox
says she immediately set to work making
the web series and starting a Kickstarter
for funding. The web series grabbed the
attention of OutTV and the online show
became an actual TV show starring a

We have owned a cabin in lost River
for almost 20 years. When I retired
in 2012, we wanted an inexpensive
place to live so we expanded the
house and moved here full time.
There are lots of LGBT people out
here so we have a good group to
hang out with and its very quiet.

stress although living in a small
town means everyone knows your
business. We sometimes think it
would make a good TV show The

First Baptist Church of Washington, a
large, LGBT-arming house of worship
just o Scott Circle, continued its Virtuoso
Organist Series last weekend with another
performer who truly lived up to the series
name Raul Prieto Ramirez, probably
the best-known Spanish organist on the
international scene today.
The afternoon was yet another perfect
pairing of masterful musician with truly
great instrument at his disposal in
this case, First Baptists mighty 118-rank
double Austin organ, installed in 2013.
Opening with Bach, Ramirez, making
his D.C. concert debut, played the
Prelude and Fugue in D Major (BWV 532)
cleanly and eciently. He registered the
pieces much more conservatively than
Ive heard him register Bach previously,
but that was ne.
A lengthy musical journey followed
with Triptico del Buen Pastor (Triptych
of the Good Shepherd), by Jesus Guridi
that gave Ramirez lots of opportunity for
tone painting as he played through the
three selections, whose titles translate to
the ock, the lost sheep and the good of the best moments to hear the organs
shepherd. Based on a biblical notion,
Ramirezs registration variations were
the most interesting facet of the triptych
moving from ute-heavy pastorale
passages, principal-heavy transitionary
passages with lots of dynamic contrast
and character evocation, a stately chorale-
like climax and a somewhat jarring nale.
A Bach chorale (Liebster Jesu, wir
sind hier) served as a palate cleanser,
then Ramirez closed the rst half with a
showy, bombastic rendition of Allegro,
the rst movement from Widors
Symphony VI (Op. 42, No. 2). Ramirez,
in perfectly uent, albeit heavily
(but endearingly!) accented English,
provided charming and insightful
commentary throughout the afternoon.
His personality is almost as much a part
of the show as the actual playing. You
left feeling youd gotten to know him a
little and it was good company.
The second half followed suit in big-
mellow-big fashion with a satisfying
triple whammy of Liszts Mephisto
Waltz, No. 1, two short pieces by Italian
composer Joan Bautista Cabanilles
and Ramirezs own transcription of
Wagners Prelude to Die Meistersinger
von Nurnberg. Ramirez clearly had fun
creatively registering all the selections.

Beyond the traditional mid-Atlantic and
Southern fare that Washington is rooted in
crab cakes, oysters, fried green tomatoes
and the everything-tastes-better-on-a-
biscuit school of thought there are two
cuisines that give the capital city some
personality: Salvadoran and Ethiopian.
In many neighborhoods across the
District, youll nd outposts of one or
perhaps both types, lled with diners from
all walks of life. In a city that sometimes
feels like it has no real identity of its
own, nearly every child growing up in the
nations capital has probably munched
on a cheesy pupusa or delighted in using
injera for picking up food instead of a fork.
Injera, the spongy pancake-like atbread
made of an ancient grain known as te,
does characteristically serve as both a
vessel and a utensil at the table, with one
large circle of injera topped with mounds
of wat, or stews from lamb to lentils
accompanied by more injera, used to
scoop up the various dishes. While many
of the local Ethiopian restaurants tend
toward casual mom-and-pop eateries,
Etete (1942 Ninth St., N.W.) aims a bit
higher. And, yes, forks may be involved.
Since opening in 2004, Etete, named for
matriarch Tiwaltengus Etete Shenegelgn,
has had a markedly dierent vibe more
bistro than bodega with a chic modern
interior and an emphasis on more upscale
versions of traditional Ethiopian cuisine.
Now reopened after a six-month renovation
and under the direction of new chef Chris
Roberson, Etete continues to oer a modern
spin, starting, logically, with injera.
Interestingly, once youve had an injera
taco, it makes perfect sense. The simple
act of folding that spongy bread and
toasting it lightly makes it the perfect

vehicle for turning typical Ethiopian
dishes like berbere chicken, red lentils,
and collards greens into taco llings.
Topped o with ayibe, a soft farmers
cheese similar to queso fresco, and a sprig
of cilantro and youll be hard-pressed to
nd a tastier handmade taco.
While staying true to classic Etete
recipes like Doro Wat, chicken stew
avored with berbere, a spice mixture
that usually contains garlic, ginger,
fenugreek, chili peppers and a variety of
other herbs and spices, Chef Roberson
has continued to cross-pollinate in
the kitchen with inuence from other
cuisines and techniques, from prawn
gumbo to sous-vide short ribs. Light-as-
air black eyed pea fritters served with a
pungent peanut sauce borrow from West
African avors, while a play on hummus
and pita is made with yellow lentils and
you guessed it injera, now turned into
slightly addictive crispy fried chips.
While youll still nd frosty bottles of
St. George lager imported from Ethiopia,
along with a traditional housemade
honey wine, Etete has also stepped up
its cocktail game with a drinks menu that
continues to explore traditional avors in
new ways. For the 24 Karat, passionfruit
and carrot juice combine with Birds Eye
chili syrup, tequila and St. Germain for an
imaginative reboot of a Tequila Sunrise,
while tequila stars again in the Golden
Coconut, an elegant aperitif made with
coconut milk, lime juice and turmeric.
On a side note, if youre still jonesing for
Salvadoran instead of Ethiopian and
something at a lower price point head
to the H Street corridor, where Taqueria
& Rosticeria Fresca (701 H St., N.E.) is
oering up, as the name implies, a really
fresh take on Salvadoran specialties.

Merchant-Ivory classic
is tender adaptation of
controversial Forster work

Its been 30 years since Maurice, the
Merchant-Ivory adaptation of E.M. Forsters
posthumously published novel of gay love,
made its theatrical debut. Its been lovingly
restored in a new 30th anniversary print that
screens at the AFI Silver twice this weekend.
E.M. Forster (1879-1970) has long
been acknowledged as one of Great
Britains greatest writers. But he was
largely the subject of academic study
until the 1980s when lm adaptations of
his work made him a popular favorite.
David Leans opulent adaptation of his
best-known work, A Passage to India,
was a considerable success in 1984. It
was followed in 1985 by Merchant-Ivorys
far more modestly scaled adaptation
of A Room with a View. Merchant-
Ivorys next Forster step was Maurice,
a love story of a far more intense stripe.
Originally written in 1914, then revised
in 1932 and again in 1960, Maurice was
shown by Forster only to select friends,
including Christopher Isherwood, to whom
he entrusted the manuscript. Forster, who
died in 1971, wanted Maurice published
after his passing. He didnt believe it was
possible for such a story to be released in
his lifetime. And judging from the largely
condescending reviews it received in 1972,
it appeared he was right. Maurice is not
only an openly gay novel, its an attack
on the class from which he came and the
literary culture that thought it knew him.
Maurice was greeted with snarky
condescension except in gay political
circles where it was heartily embraced.
Merchant-Ivorys decision to create the lm
was a daring one. With James Wilby, Hugh
Grant and Rupert Graves at the apex of their
beauty, Merchant-Ivory were not pressed
to be sensational in the mise en scene.
Maurice isnt The Boys in the Band. But
it isnt Sunday Bloody Sunday (its nearest
gay relative) either. Its a lm thats both of

Edwardian England and 1987 at the same time.
Forster was exceedingly scrupulous in
making his titular hero an intelligent, but
in no way remarkable man. Obviously
well-educated, Maurice (James Wilby) is
not an intellectual or an aesthete of the
Oscar Wilde sort, as he calls himself after

rst fully recognizing his gay desires. That
isnt clear to him right away. His love for
fellow student Clive Durham (Hugh Grant)
remains platonic, while edging close to
the fully physical.
A scene in which his professor (Barry
Forster) advises a student reading a classic
text aloud to skip a passage concerning the
unspeakable vices of the Greeks, sets up a
confrontation with a fellow student (Mark
Tandy) who has clearly given into them. When
this same student is arrested for coming on
to a Royal Guardsman (notorious in their
history as hustlers for the rich and famous)
and goes to prison for it much like Oscar
Wilde, the example of his ruined life is all
Clive needs to call o his aair with Maurice.
What is to become of me, Maurice cries
when Clive tells him its all over (a deeply
moving moment beautifully played by Wilby).
He gets his answer when Alec Scudder
(Rupert Graves), the under-games-keeper
at Clives estate, climbs through his
bedroom window at night and makes love
to him. For a gay man of that era, fearful
of his own desires as much as the wrath
of society, this is the ultimate sexual
fantasy. Yet asfantastic as it might seem,
Forster takes it quite seriously. Because
of his love for Scudder, Maurice will not
simply get over his tortured semi-aair
with Clive, he will turn his back on British

Merchant-Ivorys lm reminds us that
though hes been dead for 46 years, E.M.
Forster is still very much alive in us all.

long, meandering

Last year was a particularly rough one.
Every time you open a newspaper or
turned on the computer or TV, it seemed
as though someone a Hollywood actor,
singer or stage performer you liked
had died. Even now, whether it was six
months, a year or, as in Somebody
to Love by Matt Richards and Mark
Langthorne, more than a decade, you still
miss him or her.
Farrokh Bulsara was born in India in
the fall of 1946 to Parsee followers of
the prophet Zoroaster, facts he tried to
hide it as a young man. For reasons he
didnt belabor, Bulsara claimed that he
was Persian and seldom discussed his
relatively privileged childhood. He even
changed his name to Freddie.
Known as a shy boy and famously
ashamed of his prominent front teeth,
Freddie was nevertheless so in love with
music that he helped form his rst band in
1958, in part to impress the girls. As soon
as he was old enough, he moved to London,
where he became a hanger-on for two
popular local bands, one of which eventually
hired him as a lead singer. Freddie, say the
authors, loved to put on a show.
At around this time, he also fell deeply
in love with a woman, though he was
struggling to come to terms with whether
he was straight, gay or bisexual. Indeed,
despite social mores and legalities of the

time, he was also undoubtedly sleeping
with men, but he had no intention of
coming out even if in truth he had felt
able to.
By mid-1970, Freddie changed his
surname, while his latest band changed
its name to Queen; both began attracting
attention in the U.K. Meanwhile, Mercury
fell in love with someone whom he
considered his common-law wife. She,
too, seemed to have no idea that he
slept with men, which might not have
mattered much anyhow: Mercury had led
a hedonistic life for years and that was
just Freddie being Freddie.
But then, possibly some time in 1982,
he was infected with the HIV virus.
At nearly 400 pages, sans notes,
Somebody to Love is one of those books
that might have been enhanced by being
shortened by a third.
Authors Matt Richards and Mark
Langthorne did an exhaustive job
researching Mercurys life, but thats not
all: this is also a surprising biography of
the AIDS epidemic, beginning more than a
century ago. Thats often imagined, since
exact circumstances are unknown but,
while it makes for an fascinating tale, it
stretches too slowly, gets too breathy and
loses its punch. Even Mercurys career
seemed a mess here; readers get names
and dates in a bounce-around narrative.
Theres merit in this book. Early
sections on the beginning of AIDS and
the beginning and end of Mercurys life
are all stellar, but much of the middle
part is pretty ho-hum. In the end, for fans,
Somebody to Love may still be worth
a try. Others may nd this book to be a
rough one.

rarely placing transgender actors in the
roles. Fox says she and her team made
an eort to nd talented transgender
actors. From working in the transgender
acting community, Fox says she feels other
projects arent trying hard enough to get
transgender talent. Matt Bomers casting
as a transgender woman in the upcoming
lm, Anything is the latest example of a
cis-gender takeover.
Trans people would be like, Oh yeah,
I tried out for that. Sorry I wasnt the best
person. But most trans actors will say,
What? I havent heard anything about this.
Theres something denitely broken about
their outreach. (Bomer) is denitely not the
best person because I would know from the
scuttlebutt in the trans acting community
that people would be talking about going
out and auditioning for this thing, Fox says.
A second season for The Switch is
uncertain. The rst season is currently
available for streaming on iTunes, Google
Play, Revery and Amazon.

More Than T oers trans lives
from trans perspectives
New documentary premieres June 23 on Showtime
Avoiding cinematic clichs is one pitfall any decent lmmaker tries to avoid but there was one point in More Than T, a new
53-minute documentary from trans director Silas Howard (Transparent, This is Us) when diving right into the clich made sense.
In this case, it pertained to D.C. resident Joanna Cifredo whos seen in the lm applying makeup.
Showing trans women putting on makeup is one of the worst clichs, says Jen Richards, a creative consultant on the lm
who helped Howard make it. You see that in so many lms and its just such a clich. But Joanna has some really nuanced, deep
thinking on the role of beauty in the lives of women. She grew up in a Latina culture so for her, showing her applying makeup
became a way for her to claim that power. We didnt want her to be reduced by it, but we wanted to show it so we were sort of
leaning into the clich we wanted to avoid. The lm is full of these little surprises between whats expected and whats revealed.
More Than T, commissioned by MAC Cosmetics and its philanthropic arm, the MAC AIDS Fund, features seven
transgender subjects from diverse walks of life. It premiered last weekend at Frameline, a San Francisco LGBT lm festival, and
will air June 23 on Showtime at 7 p.m. Thereafter it can be found on Showtime Anytime and Showtime On Demand.
Elsewhere, though, Richards, whos trans herself, says the lmmakers purposefully avoided trans clichs like surgery
obsession and what she calls pity porn a prurient interest in the tragedy of trans lives.
So often, trans portrayals on lm have been made by non-trans people, she says. They often take a perspective that
reects their own interest rather than that of trans people. We didnt want to reduce them. With these seven subjects, youll
see their whole, complicated selves.

Regional home sales strong through spring

During the month of May 2017, home
sales in the metropolitan Washington,
D.C. region held to double-digit increases,
when compared to May of 2016.Accord-
ing to the Metropolitan Regional Infor-
mation System (MRIS), which tracks all
home listing and sale activity as reported
by licensed residential real estate agents
each month, the month of May showed
a robust increase in sales, a moderate
increase in price and a marked decrease
in days on the market. The District and
Fairfax County both showed an increase
of 13.3 percent in dollar volume of sales
over last year, and Arlington hit it out of
the park with an increase of sales at 31
percent.
These numbers are strong, but dont
seem to indicate a bubble market, since
the steady moderate increase in price is Area home for sale with lush garden at 4832 Langdrum Lane, Chevy Chase, Md. (listing #MC9965018).

While Montgomery County and Alex-
andria lagged with slightly negative sales
numbers in May, all the jurisdictions
showed a decrease in the average num-
ber of days homes remained listed for
sale. In the regional reporting system, Ar-
lington led in the lowest number of days
on the market, with a reported 24 pere-
cent lower statistic, and showed the high-
est average price for homes, with +8.4
percent.
Looking to the start of the summer
sales season, right now, there seems to
be nothing happening that would in-
crease the number of properties for sale
on the market, so we can anticipate simi-
lar numbers in the month of June.
