RECOMMENDATION
Adopt a resolution authorizing and approving current pay rates and ranges (salary schedule) for the City of
Carmel-by-the-Sea General employees union an affiliate of the Laborers International Union of North
America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO; and the City of Carmel-
by-the-Sea Management Employees Union - an affiliate of the Laborers International Union of North America,
United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO classifications salary plan in
accordance with Municipal Code 2.52.520 as of January 1, 2017.
BACKGROUND / SUMMARY
Pursuant to Municipal Code 2.52.520, the City Council adopts the salary resolution, establishing the legal
current salary range from the salary schedule for each class of employee position.
On June 6, 2017, the City of Carmel-by-the-Sea City Council unanimously approved the provisions of the
parties tentative agreements between the City of Carmel-by-the Sea General employees union an affiliate of
the Laborers International Union of North America, United Public Employees of California, LIUNA/UPEC, Local
792, AFL-CIO; and the City of Carmel-by-the-Sea Management Employees Union - an affiliate of the Laborers
International Union of North America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-
CIO which included salary adjustments.
The California Public Employees Retirement Law (PERL) and Section 570.5 of the California Code of
Regulations (CCR) Title 2 requires the City Pay Rates and Ranges document published on the Citys internet
site meet required elements and be approved, it its entirety, by the City Council each time a modification is
made. Unfortunately, the City of Carmel-by-the-Sea has not been meeting CalPERS requirements and was
not in compliance until the City formally adopted the salary schedules in October 2016. In an effort to bring the
City into compliance for previous fiscal years pre-dating October 2016, staff will be bringing the FY 14/15 and
FY 15/16 salary schedules during the August 8, 2017 Council meeting for adoption.
FISCAL IMPACT
Resolution No. 2016-078. A resolution of the City Council of the City of Carmel-by-the-Sea authorizing and
approving the current pay rates and ranges (salary schedule0 in accordance with municipal code 2.52.520.
Resolution No. 2017-061. A resolution of the City Council of the City of Carmel-by-the-Sea approving the
Memorandum of Understanding (MOU) between the City and Carmel-by-the-Sea general employees union an
affiliate of the Laborers' International Union of North America, United Public Employees of California,
LIUNA/UPEC, Local 792,AFL-CIO; and the City of Carmel-by-the-Sea management employees union an
affiliate of the Laborers' International Union of North America, United Public Employees of California,
LIUNA/UPEC, Local 792,AFL-CIO as of January 1, 2017.

WHEREAS, on June 6, 2017, the City of Carmel-by-the-Sea unanimously approved the provisions of

LIUNA/UPEC, Local 792, AFL-CIO; and the City of Carmel-by-the-Sea Management Employees Union - an
affiliate of the Laborers International Union of North America, United Public Employees of California,
LIUNA/UPEC, Local 792, AFL-CIO
WHEREAS, Municipal Code 2.52.520 and amendments thereto provide, among other things that the
City Council establish the legal current salary range from the salary schedule for each class of position; and
WHEREAS, the California Public Employees Retirement Law, at Section 570.5 of the California Code
of Regulations Title 2, requires the City to publish pay rates and ranges on the Citys internet site and the City
Council to approve the pay rates and range in its entirety each time a modification is made; and
WHEREAS, a salary resolution is adopted annually or periodically by the City Council upon review and
recommendation of the City Administrator.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:
Authorize and approve City of Carmel-by-the-Sea current pay rates and ranges (salary schedule) for
City of Carmel-by-the Sea General employees union an affiliate of the Laborers International Union of North
America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO (Exhibit A); and the City of
Carmel-by-the-Sea Management Employees Union - an affiliate of the Laborers International Union of North
America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO (Exhibit B) in accordance
with municipal code 2.52.520.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
11th day of July, by the following roll call vote:
