(2.) Agenda: Admission of 3rd and 4th year students for scholarship
(a.) The Vice-Chairman called the meeting to order at 4:30 pm. The meeting was
intended to deliberate on an urgent issue which is to take into consideration some
college students who are finding a hard time in enrolling due to the change of
economic circumstance. Their familys income have been greatly affected by the
transfer of the Sanitary Landfill from Carmen to Pagalungan;
(b.) One of the criteria for acceptance, as stipulated in the CCSP ordinances, is for the
applicant not to have any college units prior to application; thus, making it difficult
for these college students to be admitted to the program;
(c.) The law provides that the committee can recommend for the amendment of the
ordinance, subject to the following requisites:
(i.) A resolution containing therewith the proposed amendment, to be submitted
for the approval of the Chairman of the Committee on Education and,
subsequently, the City Council for its enactment;
(ii.) The approved resolution shall then be ratified by the City Mayor, in order that
the ordinance may be amended. A certificate from the Local Chief Executive
for the urgency of the amendment shall expedite the passing of the same;
(d.) For the last 2 years, only a few applicants have been accepted to the program; for
this year alone, no students have been admitted because of the K12 program. Thus,
a ready allocation is in place to accommodate additional applicants;
(e.) The proposed resolution shall only focus on those economically displaced as an
effect of the said government project; CSWD reports that there are 8 applicants
falling under the said category. If admitted, they shall undergo the same process
and be subject to the rules and regulations provided by the City College Scholarship
Program;
(f.) Atty. Neri moved for the preparation of the proposed amendment and adoption of
the resolution; he was subsequently seconded by Msgr. Roa, without any
objections.
