INDUSTRY

The Transport and logistics industry in India is evolving rapidly and it is the interplay of
infrastructure, technology and new types of service providers that will define whether the
industry is able to help its customers reduce their logistics costs and provide effective
services (which are also growing).

The Logistics sector in INDIA has today become an area of priority. One prime reason for the
same stems from the reason that years of high growth in the Indian economy have resulted in
a significant rise in the volume of freight traffic moved. The large volume of traffic has
provided for growth opportunities in all facets of logistics including transportation,
warehousing, freight forwarding, express cargo delivery, container services, shipping services
etc. The growth path also suggests that increase demand is being placed on the sector to
provide the solutions required for supporting future growth. Strength of the logistic sector is
likely to be one of the key determinants of the pace of the future growth of the economy.

The market size of the logistics sector in INDIA is estimated to be between USD 90-125
billion. Given that the Indian economy has grown to over USD 1.73 trillion, these estimates
may already be well below the actual size of the industry. Sources estimates that the industry
employs over 45 million people and is going at the rate of 15% with sub-sector growing at
even 30-40% per annum. Due to these reasons the Indian logistics sector is viewed as one of
the most attractive in the world. Recent policies by the government attract a strong growth
area for logistics in the future. Despite holding promise the logistics sector in India remains
stuck in several complexities which have the potential of holding it back. These includes
significant inefficiencies in transportation, poor condition of storage infrastructure, complex
tax structure, low rate of technology adoption, and poor skills of logistics professionals.
THE COMPANY

Container Corporation of India Ltd. (CONCOR) is a Government of India undertaking and


the largest provider of container rail logistics in India. Ministry of Railways has a 63.1 per
cent stake in CONCOR. Incorporated in 1989, its services include:
1. Transportation
2. Handling and parking of containers.
It co-ordinates with different agencies in the containerised cargo trade namely customs,
gateway ports, railways, road hauliers, consolidators, forwarders, custom house agents and
shipping lines in order to provide door-to-door services to its customers.
Of its two segments
a. EXIM (export & import)
b. Domestic
The former accounted for a huge 80.8 per cent of the total revenues. Freight/cargo traffic is
classified as EXIM and domestic. EXIM traffic refers to the cargo moved from the port to the
hinterlands and vice versa. Domestic traffic refers to movement of goods from one place to
another within the country.
INDIAN RAILWAY'S strategic initiative to containerize cargo transport put India on the
multi-modal map for the first time in 1966. Given the continental distances in India (almost
3000 km from North to South and East to West), rail transport could be the cheaper option for
all cargo over medium and long distances, especially if the cost of inter-modal transfers could
be reduced. Containerized multi-modal door-to-door transport provided the ideal solution to
this problem. It was this idea that saw the Indian Railways entering the market for moving
door-to-door domestic cargo in special DSO containers starting in 1966.
From its humble beginning, it is now an undisputed market leader having the largest network
of 66 ICDs/CFSs in India. In addition to providing inland transport by rail for containers, it
has also expanded to cover management of Ports, air cargo complexes and establishing cold-
chain. It has and will continue to play the role of promoting containerization in India by
virtue of its modern rail wagon fleet, customer friendly commercial practices and extensively
used Information Technology. The company developed multimodal logistics support for
India's International and Domestic containerization and trade. Though rail is the main stay of
our transportation plan, road services and also provided to cater to the need of door-to-door
services, whether in the International or Domestic business.
Though, CONCOR is a dominant company in the rail-based container logistics, it faces tough
competition from road-based container haulage companies. CONCOR has signed MOUs with
road majors Transport Corporation of India (TCI) and Reliance Logistics to provide
integrated logistics solutions.
In 2006, CONCOR started Fresh and Healthy Enterprises Ltd. (FHEL) as a fully owned
subsidiary. Under FHEL, it started off with a cold chain project in a bid to diversify from its
core business. The company seeks to tap the lucrative agricultural business segment for the
same.

MANAGEMENT STRUCTURE OF CONCOR

INFORMATION SYSTEMS

IT forms the backbone of any service industry, where information correlates directly with
improved levels of efficiency. In the transport sector, antiquated, cumbersome paper-based
procedures cause an enormous waste of time and money. The physical side of trade
transactions should aspire to become as efficient as the electronic transfer of money. This can
be done through working partnerships among all those involved to improve logistics services
through the use of information and network technology.

A primary component of CONCOR's overall business strategy has been the development of
an advanced information system. A container and cargo logistics information system went
online at Company's Inland Container Depot at Tughlakabad in 1994 and most other facilities
have been equipped with computer systems to monitor traffic movement and maintain
inventory records.

CONCOR is using various online applications like


a. Export/Import Terminal Management System (ETMS)
b. Domestic Terminal Management System (DTMS)
c. Oracle Financials-ERP
d. HR-Payroll system

These are based on Centralized architecture deployed through Citrix environment and
running over VSAT based hybrid network.
CONCOR has its own Web-Server for providing web interface to the commercial
applications i.e.
1. ETMS
2. CCLS
The web interface enables our customers to access information regarding their shipments by
means of the website.
ETMS (EXIM Terminal Management System) is a centralized computer system, designed
and developed to suit the working of all EXIM terminals in India.
In order to provide online information of containers to our customers, spread across the
world, Web Interface of ETMS queries are developed on webserver www.ccilweb.com.
Through this interface, any customer can track and trace his containers online lying at any of
CONCORs EXIM terminals at any point of time.
Various Containers related queries available right now under this interface are
1. Container Details - Just by entering container number, one can find out present status
of the container.
2. Shipping Line wise Inventory - Any registered shipping line can find out its inventory
of Import / Export / Empty containers at any of the terminals online.
3. List of containers Arrived - One can find out the list of containers that have arrived at
a terminal during any specific period.
4. List of containers Departed - One can find out the list of containers that have departed
from a terminal during any specific period.
5. Container Activity Record - This option provides history of a container specifying
different activities that have been completed from arrival to departure.
6. Import Container Query - This query is specific to Import containers.
7. Export Container Query - This query is specific to export containers.
8. PDA Balance Enquiry - Customer can find out the available balance amount in his
Pre-deposit Account at any of the terminals online.

The Container & Cargo Logistic Software (CCLS) is used to record transactions and
generate MIS reports. This Application has been designed for Inland Container Depots.
The Software ensures better co-ordination across various cargo and container operational
points. The various modules have following functions:
Import-Export deals with the containers and the cargo in them.

Rail deals with trains and Import/Export Containers, Billing operation, Electronic Data
interchange between CONCOR and Custom.
This software tracks the flow of the containers from the loading/Unloading Process,
Warehousing, De-stuffing and finally dispatching.
E-Filing software is a web-based application of CCLS system (Container and Cargo
Logistics System) being operational at Inland Container Depot - Tughlakabad, New Delhi.

Through this software, any importer/exporter/shipping agent can file his documents including
billing and take necessary print outs. Various Queries and Reports are also part of this web
based software to keep track of containers at every stage and also to find out due amount to
be paid to CONCOR. Application has also been integrated with major banks, so that
customers can directly credit their PDA accounts through net banking facility.

OBJECTIVE OF E-FILING

The objective of this software is to provide one platform for entire import/export trade to
perform online all their commercial transactions with CONCOR from anywhere. This will in
turn provide the trade savings in terms of time, energy and at the same time faster clearance
of containers.

FUNCTIONALITIES COVERED

All export / import functionalities have been covered in this project like,

Imports:

1. Book Delivery of Containers

2. Filing of Request for Customs Examination Job-order

3. Generation of Gate Pass for Cargo/Container Removal

Exports:

1. Filing of CFN (Cargo Forwarding Note)

2. Export Container Booking

3. Empty / Loaded Container Arrival / Departure Permits

4. Leasing of Empty Containers between Shipping Lines

Billing: Customer billing takes place at all the stages automatically and the amount gets
debited from his pre-deposit amount being maintained in the system.

Queries / Reports: Various Queries and Reports have been provided to keep track of
containers at every stage and also to find out due amount to be paid to CONCOR.

We will look into these systems with the help of a routine cycle followed in CONCOR for
EXIM Segment (EXPORT-IMPORT).

NET BANKING MODULE

As part of the web based E-Filing of CCLS system, Net Banking Module has been
included.

Through this module, any customer can credit his Pre-Deposit Account, operational in
our CCLS system from any of the major banks directly. The mode of operation is very
simple. The customer logs in to the system and selects one of the banks where his
account is and the amount he wants to transfer. On this, concerned banks Internet
Banking site gets activated, through which debit transaction takes place and instant credit
information is passed to CONCOR in a secured way.
1. Transaction Processing System
A transaction process system (TPS) is an information processing system for
business transactions involving the collection, modification and retrieval of all
transaction data.
As in the above Cycle the TPS is used at Activity 1(a) & 1(b) to record the vehicle
numbers and provides an arrival permit into the Container depot.
Activity 1(a) Arrival permit for an empty container on the railway line on which the
container is loaded.
Activity 1(b) Permit for loaded trucks with cargo for export enter the container
depot.
Activity 1(c) The container in 1(a) on which the cargo from the truck in 1(b) will be
loaded is captured via the CCLS software which is used at all levels of Information
system but its database server is at MIS centre.
Activity 2 With this transaction the loaded trucks enter the warehouse from the
outer yard to unload the cargo.
Activities 3-10 are done with the help of MIS hand-held devices called RDTs which
captures cargo details and issue tokens for warehouse movements, although permits
are still given by the CCLS software at respective ends.
All these transactions are recorded at every step by CCLS software and the internal
warehouse movements by RDT devices which in-turn sends information to the
software.
Apart from this the software also records banking and cash transaction at various
points when permits are needed by exporters. It captures each and every minute detail
of the processes done through the systems and makes it available for the MIS reports.

2. Management Information System


It is an integrated collection of people, procedures, databases, and devices providing
the right information to the right people in the right format and at the right time.

The MIS produces the following outputs:

Scheduled report: Produced periodically, or on schedule, such as daily, weekly,


or monthly.

Key-indicator report: Summary of previous days critical activities.

Demand report: Developed to give certain information at someones request.

Exception report: Automatically produced when a situation is unusual or


requires management action.

Drill-down reports: Provide increasingly detailed data about a situation.


AN MIS REPORT DEVELOPMENT MODEL ON ORACLE 6i REPORT BUILDER

The model consists of SQL queries that extract information from the databases and
present reports. The above pic is from oracle 6i form and report builder. These reports
help the firm analyse the operations, transactions, consumer behaviour and markets.
The MIS reports at CONCOR were in relation to TEUs and the number of freight on
board from the particular ICD.
These reports also help in estimating the amount of export and imports taking place in
the country and the states. We can infer from these reports the amount, the
commodities, the place and the time these exports-imports take place.

The activities 12 and 13 take place in the MIS Department of CONCOR where
outward summary reports are prepared as scheduled and key indicator reports after
every cycle is complete.
Demand reports are generated on the wish of the managers from the CCLS software.
Exception reports are generated on error logs, when there is some error in the
transactions.
Drill-down reports are generated on special request when some data is missing from
other reports.

User Access and application security have been given top priority in designing the project
like

1. Only registered users are allowed to access the application.


2. All users have been provided Digital Certificate and Electronic token.
3. At application level, user-id/password authentication is being done.
