Charge Description: The driver of any motor vehicle involved in a collision shall immediately stop the
vehicle at the scene of the collision, or as close to the scene as possible and reasonably investigate what
was struck. If the driver knows or has reason to know the collision resulted in injury to or death of
another, the driver in every event shall remain at the scene of the collision, until the driver has fulfilled the
requirements of this section as to the giving of information. The stop must be made without unnecessarily
obstructingtraffic.

YourcomplainantisanofficialemployedbytheBemidjiPoliceDepartment.Inthatcapacity,your
complainantisawarethataninvestigationhasbeenconductedregardingtheconductoftheabove-named
defendantrelatingtothefollowingmatter,andthat,uponinformationandbelief,believesthefollowingtobe
trueandcorrect:

OnJune29,2017,at9:33p.m.,BemidjiPoliceOfficersweredispatchedtoareportofacaraccidentnear
201MidwayDriveN,intheCityofBemidji,CountyofBeltrami,neartheSubwaySouthrestaurant.Priorto
arrival,dispatchadvisedthatthevehiclehadfledthescene,afterhittingapedestrian,whosustained
injuries.Uponarrival,officerswereunabletolocatethevehicleand/orthevictim.SergeantPetrielocated
aninjuredmale,lateridentifiedasTylerJohnCournoyerwithadateofbirthofOctober1,1985,inthe
alleywayjustnorthofBar209.Cournoyerrefusedtogiveatapedstatement,butindicatedthathewas
pickedupbyKeanuJosephMajorwithadateofbirthofApril12,1985,togotoafriendswake.Cournoyer
indicatedthatMajorwasdriving,andthatheandMajorgotintoaheatedargument.Cournoyerindicated
thathegotoutofthevehicle,andstartedwalkingaway.Atthattime,MajorranoverhimwithhisCadillac
andspedaway.CournoyerdenieddoinganythingtoMajor.CournoyerwastransportedtotheSanford
MedicalCenter.

LawenforcementcontactedMajorviatelephoneandlearnedthathewasataresidencelocatedat818
ThomasRoad.Lawenforcementofficerswentouttotheresidence,andlocatedMajor.Majorhadablack
shirttiedaroundhisupperarmalongwithablackstrapwhichhewasusingasatourniquet.Majorhad
injureswhichappearedtobestabwounds.MajorwasreadhisrightspertheMirandadecisionandagreed
tospeakwithlawenforcement.MajorindicatedthathewasdrivinghisCadillac,andhadpickedup
Cournoyertoattendawake.MajorindicatedthatCournoyerwasbelligerent,andwouldnotcalmdown.As
suchtheypulledoverintheSubwayparkinglot.MajorandCournoyergotoutsideofthevehicle,atwhich
timeCournoyerpulledoutaknife.Majorgotbackintohisvehicle,andtriedtoleave.Cournoyerbeganto
stabatMajorthroughthewindow.MajorsdriverssidecarwindowwasbrokenandCournoyerstabbed
himseveraltimes.MajoratthatpointwastryingtogethiscarintodriveasCournoyerwasrunningaround
thevehicle.MajorindicatedeventuallyCournoyerwasrunningawayfromthevehicle,atwhichtimehe
turnedhiscarinthedirectionofCournoyerandhitCournoyerwithhisvehicle.Majorindicatedheknewhe
hitCournoyer,butdidnotstoporcall911.Majorsignedaconsenttosearchhisvehicle.Lawenforcement
observedthatthedriverssidewindowwasbrokeoutandthewindshieldwasshattered.Inaddition,there
wasbloodonthedriverssideseat.Lawenforcementfurtherlocatedaknifewithbloodonthebladeinthe
parkinglotofSubway.
