I. MESSAGE OF THE DAY

Todays public events are YOUR town hall in Claremont and YOUR community
forum on substance abuse in Keene, which are open press. We will amplify YOUR
remarks out of headquarters.

II. SOUNDBITE

If you watched the Republican debates the other night, you may have noticed
something. Seventeen candidates talked for four hours and not one of them said
a single word about how to address the rising the cost of college. Not one.

Thats because they dont want states to increase investment in higher education
they want states to slash investment in higher education. They even want to cut
Pell Grants from students who need the help the most.

Whats their answer to people struggling with student debt? Sorry youre on
your own.

III. HOT TOPICS

NOTE: Jeb Bush will attack YOU today on Iraq during a speech at the Reagan
Library: And where was Secretary Clinton in all this? Like the President himself,
she had opposed the surgethen joined in claiming credit for its successthen
stood by as that hard-won victory by American and allied forces was thrown away.
In all her record-setting travels, she stopped by Iraq exactly once. Who can
seriously argue that America and our friends are safer today than in 2009, when the
President and Secretary Clinton the stories team of rivals took office? So
eager to be the history makers, they failed to be the peacemakers. It was a case of
blind haste to get out, and to call the tragic consequences somebody elses
problem. Rushing away from danger can be every bit as unwise as rushing into
danger, and the costs have been grievous.

- The campaign will be doing a pre-buttal of this attack by having Jake speak
to reporters today, ahead of Jebs speech.

EMAIL CERTIFICATION

A judge directed State to reach out to YOU and some of YOUR staff to certify
that YOU have turned over all the government records in YOUR
possession. There are reports that YOU have done so. Can YOU explain?

Correct. I was asked to certify that I had provided my work emails and was
happy to do so. We sent over the letter on Friday.

KEYSTONE

YOU have repeatedly avoided taking a position on Keystone XL saying its


not appropriate but dont voters deserve to know YOUR personal view?

Im in a different situation than all the other candidates because I was


Secretary of State and had responsibility to start the formal review process
on Keystone. My role has made it complicated for me to comment on an
ongoing Department review. I have said that I think President Obama was
right to emphasize the impact of the pipeline on global carbon
emissions. And I have been taking a very close look at that.

What is clear above all, though, is that we need a comprehensive strategy,


both national and global, to take on this challenge

IG | EMAILS

YOU and YOUR team keep saying that YOUR emails are not classified, yet
two Inspectors General say otherwise, and now the FBI says there is a
criminal investigation into the security of your server and the thumb
drive. How do YOU respond to that?

I only used my account for unclassified email. No information in my emails


was classified at the time, and it was not marked classified at the time I sent
or received them. A separate, closed system was used by the State
Department to handle classified information.

When information is reviewed for public release, it is common for
information previously unclassified to be upgraded to classified, and also for
there to be disagreements between agencies on classification. This is a
security inquiry, its not a criminal investigation.

I hope the State Department and the other agencies involved in the review
will sort out as quickly as possible which of the 55,000 pages of emails are
available to release to the public.

If pressed on whether the emails were classified at the time?

I am not going to comment on any disagreements among agencies about


what should or should not be classified as they consider which documents to
release to the public.

None of the emails were classified at the time, nor were they marked
classified at the time.

I am just going to keep asking that they share as much information with the
public from my work emails as appropriate.

Why havent YOUR senior aides been quicker in responding to the State
Department and Congress with emails from their personal accounts, and how
do YOU respond to Senator Grassley's inquiries expressing concerns to the
Department?

Well, you all know I've seen this before, and know that fair or not it comes
with the terrain.

I am so proud of what was accomplished during my time as Secretary, and


of all the dedicated public servants who were part of that work - including
the team that came in with me, and left with me. I was proud of them then,
and I am proud of them now. They worked tirelessly, gave everything of
themselves in support of our country's goals.

We are all accountable to the American people for our work - but they
simply don't deserve to be attacked this way.

I know its political season, and Im happy to answer any questions anyone
has, and Im going to go spend a day testifying in October. But we dont
need these transparently political attacks from the Hill on the people that
worked for me. Theyre not running for President, I am.

Despite that though, they have committed - as I have - to being as helpful as


possible in providing documents and answering questions.

How can YOU keep saying this is only an issue because YOU asked for YOUR
emails to be released? Some would argue such a step was something that
should be expected of YOU since YOU had such an irregular email
arrangement as Secretary.

You know, I did what I did out of convenience. And I now know that in
retrospect, it didn't turn out to be convenient given how much time has been
dedicated to this.

I'm going to focus on the issues that that I believe are important to the
American people and future of this country. I trust the American people to
decide for themselves, which is why I asked for the emails to be released
publicly.

YOU said that the only reason we're all talking about emails is because YOU
asked for them to be released. Isn't the Department under court order to
release them?

The State Department has been reviewing the emails for release, as they do
with any Freedom of Information Act request.

They had originally been planning to complete their review and release the
emails all at once, and had planned to do so several months from now.

A judge ordered them to do so on a rolling basis so that the emails would


start to be released sooner.

As I have said before, I want these emails made public as soon as possible,
so I'm glad to see them starting to get released.

If, as the IG has stated, YOU did have classified information in your emails,
why should YOU be treated any differently than General Petraeus?

I have great respect for General Petraeus, and I dont know all the particulars
of his case.

But in my case, let me be clear. I did not send or receive email that was
classified at the time, and it was not marked classified.

My understanding is that it is not uncommon for Inspectors General and


agencies to disagree with one another about what information should be
released to the public.

SERVER AND THUMB-DRIVE Q AND A (FOR AFTER NEWS IS PUBLIC)

Why did YOU turn over YOUR server? Why didnt YOU turn it over
earlier?

My attorneys have been working with the State Department to ensure these
emails are stored in a safe and secure manner.

The Department of Justice is now reviewing the security of these emails, so I


directed my team to give the server that hosted my email account while I
was Secretary to them, as well as a thumb drive containing electronic copies
of the emails that I already provided to the State Department.

We will continue to cooperate with the government's security inquiry.

What is on YOUR server?

The server I used while Secretary hosted my email account, along with that
of my family's personal offices.

This server has not been used for some time now, and I understand that it
does not have any emails from my time as Secretary.

Why did YOUR lawyer retain a copy of the thumb drive?

This thumb drive was an electronic copy of the 55,000 pages of emails
produced to the Department in December 2014.

We worked with the State Department to ensure it was maintained in a


secure manner and consistent with their protocols. We maintained a copy of
these materials to assist in responding to congressional and press inquiries
when needed. We also kept this to comply with preservation requests we
received from Rep. Gowdy and others.

Did Platte River wipe the server? Are they certified to handle potentially
classified materials?

As has been said, the security and integrity the system was taken seriously
from the onset. Protections were put in place and additional upgrades and
techniques employed over time as they became available, including
consulting and employing third party experts.

And as has also been said, there was never any evidence of a breach.

How many people handled YOUR emails that didn't have security clearance
to do so?

My emails were not classified at the time my team reviewed these emails to
provide to the Department or beforehand. Some have been subsequently
classified prior to public release.

When the Department informed us that certain emails were subsequently


upgraded to classified, we took appropriate measures to ensure the security
of that information.

How was Platte River Networks selected to manage your technology services
in 2013? Why that particular company? By whom were they paid?

After a search process and interviewing several firms, Platte River was
identified as the company best suited for our needs.

Did Platte River Networks transfer data from the Chappaqua server, either to
its own servers or to be stored on a cloud-based system? If so, what became of
that data? Do they retain any of it now?

Im not the most tech savvy person so I do not want to venture to explain the
mechanics of what happened when Platte River took over.

I can tell you that we are cooperating with the governments security inquiry
and will continue to do so.

Did YOU ever seek permission to set up YOUR own email server? The State
Department has a manual that governs IT security for employees. Was that
ever consulted?

The Department has and did provide guidance regarding the need to preserve
federal records, which included my work emails.

To address these requirements, it was my practice to email government


employees on their .gov email address.

That way, work emails would be immediately captured and preserved in


government record-keeping systems.

Did the server have virus protection software?

I do not know the specifics, but I can assure you that the security and
integrity of my electronic communications was taken seriously from the
onset.

Was the server ever backed up?

I do not know the intricacies of how and when the server was handled in this
regard, but I understand my email account does not reside on any equipment.
