This organization will transition to the new Department of Homeland Security upon creation Gannon retired from CIA after serving in several positions in the Directorate of inteligence, his last as the DD! (1995-1997), From there he was the Chairman of the National Intelligence Council (NIC) (1997-2001) end the ADCI for Analysis and Production (1998-2001), The Intelligence Directorate he is being asked to create has no resources dedicated to it- he is being asked to develop this capabilty in a ‘resource neutral’ way. He is also not being given any analytic resources (people). So, intially, the staff will have to be detalied from other agencies. He thinks he can get the job done that he is being asked to do with around 240 people and $50M/year. He proposes that the Directorate will become the 14” agency in the Intelligence Community He believes the Secretary of Homeland Security should be able to do these three things: + Speak about the terrorism threat as it relates to the U.S. + Take threat assessments and develop vulnerability assessments + Develop actionable countermeasures to reduce vulnerabilities, The organization he is proposing is composed of 4 basic units: 1. Operations Center: It wll have electronic connectivity with the law enforcement and intelligence communities, state and local governments, and the private sector. The ops center will do the intial threat mapping to critical infrastructures. It will have analytic tools enabling pattern analysis, ‘among other things. It will also do collection Page 2 management and interface with national collection agencies. The center will also develop training for other federal agencies to recognize and collect domestic inteligence, 2. Critical Infrastructure Protection: This element will have sectoral analysts (such as transportation, power, financial industry, ete.) who will produce risk assessments. They are also thinking about providing risk surveys as a service to the private sector (perhaps in exchange for their data.) 3. Threat Assessment Group: This group, complemented by senior experts, will be responsible for CBRN and cyber threat assessments. There will also be some regional capability in this group. 4. Competitive Analysis Center: This group will do red teaming. Gannon will build the group with senior government experts, but will aso include outsiders. They will develop scenarios that would inform policymakers of the implications of the intelligence. Gannon doesn't think they can be successful without tasking authority ("a car without wheels") and thinks he has Tenet agreeing to that now. He also knows that he will need access to Lundisseminated intelligence information (ike CIA ops cables) and has put Hercules on his wish list for connectivity into the ops center. Of all the Intelligence Community agencies, he acknowledges that CIA is a tough nut to crack. He also says he does not think he will be able to et information from the FBI very easily. He is thinking of sending reps to the JTTFs. He is getting the ‘silent treatment’ from DoD. (FYI: He thinks that DoD has been the most successful in exploiting the 9/11 tragedy in getting resources.) He sees tremendous resources being spread around the govemmment for homeland security, but there is no strategy. He thinks it will be the job of the Secretary of Homeland Security Intelligence Directorate to come up with one. It will be the only place where foreign and domestic information Official Use Only 1Official Use Only will be integrated. The Department of Homeland Security should be the place where all this comes together (he sees the CTC as a an analytically-supported ops group.)
