suspected criminals and throwing them out of

the charitable assumption that these boasts are
fictitious hyperbole, such statements create an
atmosphere hostile to human rights and human rights
defenders. The president frequently inveighs against
the Commission on Human Rights and has greatly
reduced its budget, hampering its ability to investigate
human rights abuses.

exercise of dissent and freedom of conscience.

Within weeks of Dutertes election and more than a
month before his inauguration, many senators and all
but a few members of the House of Representatives
defected to the administration coalition. Most have
since displayed an uncritical acquiescence to the
administrations legislative priorities and to the
