Trooper Jack Tiegs sat in his
State Patrol car in the I-694
median near Little Canada,
eyes fixed on his speed gun.
He didnt have to wait long
before a silver Chevrolet Mali-
bu zoomed past at 74 mph, 14
over the 60-mph speed limit.
Tiegs hit the lights, pulled the
car over, and wrote a ticket.
Its a scene that plays out hun-
dreds of times per day around
the state and the Pioneer
Press has data on all 224,915
tickets the State Patrol has
written over the past three and
a half years. From that data and
interviews with state troopers,
were answering key questions
about speeding tickets:

like drunken or distracted driv-

Speed is one of the elements
that will make everything else
worse, said Langer. If youre a
driver who is going down the
road and youre distracted and
youre going 60 in a 55, instead
of 55 in a 55, even that 5 mph dif-
ference gives you less time to
react to something in front of
you.

CHARLOTTESVILLE, Va. -- Chaos and
violence turned to tragedy Saturday as
hundreds of white nationalists, neo-Nazis
and Ku Klux Klan members planning to
stage what they described as their largest
rally in decades to take America back
clashed with counterprotesters in the
streets and a car plowed into crowds, leav-
ing one person dead and 19 others injured.
Gov. Terry McAuliffe (D), who had
declared a state of emergency in the morn-
ing, said at an evening news conference
that he had a message for all the white
supremacists and the Nazis who came into

After years of trying, the Minnesota
Legislature and governor finally agreed
this spring on a plan to bring federal Real
ID standards to the states drivers licens-
es.
The licenses must meet Real ID stan-
dards, which require extra security and
identity checks, to be accepted at federal
checkpoints such as airports. The federal
deadline for a state to comply is January
2018. The Obama administration, howev-
er, said it might grant states extensions
for full compliance until 2020.
Minnesota was hoping to get one of
those extensions. The state law approved
this year gives the drivers license agency
until October 2018 to start getting the new

Tickets spike
after Patrol
shifts direction
Citations up 80 percent over 3 years ago
People are getting more
speeding tickets in Minneso-
ta a lot more.
State Patrol troopers wrote
44,772 tickets in 2014, or one
for every 122 residents of the
state. Just two years later,
the number of State Patrol
tickets had increased by
more than 80 percent to
81,476. Thats one ticket for
every 68 Minnesota resi-
dents.
Col. Matt Langer, the chief
of the State Patrol, says the
increase in tickets is no acci-
dent. In early 2015, the Patrol
made a conscious decision to
focus more on speeding,
along with distracted and
impaired driving and drivers
Whos getting the most tickets? If youre 19, you know
State troopers in recent
years have written tickets to
drivers as young as 14 and as
old as 103. But ask any troop-
er about high-speed drivers,
State Patrol chief Matt
Langer said, and theyre
talking about younger driv-
ers rather than older driv-
ers.
Drivers age 16 to 25
received 33 percent of the
State Patrols speeding tick-
ets but are only 13 percent of
Minnesotas population.
Drivers 40 or older also got
33 percent of tickets but
make up 49 percent of the
population.
The State Patrols ticket
database shows a stark
trend: Speeding tickets peak
at age 19 and then drop off
steadily as drivers age.
The tendency to exceed the
speed limit and take other
risks on the road is reflect-
ed in young drivers far high-
er car insurance rates.
The reason theyre being
charged so much more is
that theyre so much more
risky than everybody else,
said Chip Hayssen, president
of the Roseville-based Safe-
way Driving School.
So why are younger drivers
ticketed more? Troopers say
theyre not trying to pick out
younger drivers. Theres a
simpler answer: Young driv-
ers tend to go faster.

stands for traffic safety, we
need to be making a differ-
ence in those four areas,
Langer said. (The data the
Pioneer Press obtained from
the State Patrol includes
only speeding violations.)
The Patrol doesnt have
quotas, so it hasnt ordered
troopers to write more tick-
ets. But it has made speed
enforcement a bigger priori-
ty. So troopers out on patrol
might focus on speeders
instead of other potential
violations.

220,000 tickets the State

and 10 mph over were more
common, but still rare: near-
ly 97 percent of all ticketed
drivers were going faster
than 10 mph.
Its so unfortunately abun-
dantly easy to find drivers
that are traveling 15, 20, 25
miles over the speed limit,

out of work finding those
egregious violations, said
Col. Matt Langer, chief of the
State Patrol.

speeders at 15 mph over. Hes

states where the limit hits 70

The median speeding ticket
in the last three years is for
16 mph over. But the most
common ticket was 12 mph

past three years. Langer said
he doesnt know why thats
so common.
These statistics reflect
what speed drivers were cit-
ed for driving which is
sometimes lower than how
fast they actually were going.
Troopers have discretion to
cut drivers a break, writing
them a warning or citing
them for a slower speed than
they were actually going.
Tiegs did just that earlier
this month, when he clocked
a St. Paul driver going 77
mph in a 60 mph zone on
Interstate 35E north of down-
town. The man received a
ticket for going 9 mph over
the limit.
If I stop you and youve got
no violations and this is the
first time youve been
stopped for speeding part
of our job is education. So
should I give you a ticket the
first time out? Tiegs said.

stationary position.
If that initial reading con-
firms the speeding, Tiegs uses
his patrol cars powerful accel-
eration to roar out of the
median and into traffic. There,
he gets a second or third
speed reading from directly
behind.
It also makes for great evi-
dence in court when youve
got multiple clocks on a vehi-
cle, Tiegs said. Initially they
might be going 79 or 80 miles

of cars are all speeding at the
same rate, he has to choose

the back of the pack, because
hes the easiest to pull over.
THE STOP
As Tiegs walks up to a
pulled-over car along the side
of the road, his mind and eyes
are both racing, making
assessments on whats hap-
pening in the car. He looks in
the back to note any passen-
gers and pays special atten-
tion to any gun cases or other
evidence of firearms he might
see. Through all this time,
Tiegs dash camera is record-
