Role summary The Regional Finance Controller is accountable for overseeing financial operations and building the
capacity of finance teams within the region. They will be the first escalation point to support the
country programs on financial issues and will challenge country offices in budgeting, financial reporting
as well as financial performance.

Requirements Indirectly reports to: Regional Associate Director East Asia, Global Lead Statutory Policy &
Treasury and Global Lead Management Accountant
Member of: Finance Team, Regional Leadership Team
Required to: travel as necessary within region and internationally
Role Relationship with Manager Works with these roles
Relationships Manager assigns tasks and is Finance Team
accountable for performance and Regional Team (particularly Regional Operations
development Coordinator)

Accountabilities
Finance Operations and Collaboration
Be across developing financial issues in country offices including partner issues and bring to the attention of
management, recommending risk mitigation actions and solutions to Country teams
Analyse Country Team financial progress against plan and review consolidated financial reports for the region
ensuring accuracy & reliability of data
Review and challenge Country Office budgets and forecasts to identify gaps, risks and opportunities
Review and challenge financial reports of country offices including donor related reports for completeness, accuracy
and reliability
Implement and monitor internal financial controls to ensure compliance with FHF financial policies and local laws and
regulations in country offices and proactively identify and mitigate financial risks

Analyse procurement efficiencies from a financial perspective and provide technical financial input into procurement
plans
Coordinate follow-up from external audits and provide technical financial input to internal audits within region
Analyse and review cash flow for region and recommend adjustment for country offices
Build capacity of country finance teams with regard to financial policy, processes and procedures, financial systems
and technical finance capability within region
Other tasks as directed by Global Lead Financial Controllership

Qualifications, Qualifications
Knowledge & Bachelors degree in Accounting/Finance or related field from reputable academic institution
Experience CA or CPA highly desirable
Knowledge
Knowledge of cultures within region and relevant countries
Understanding of the finance, economic, social and legal issues and trends
Knowledge of financial management within eye care or health services organisations highly
regarded
Experience
Proven track record of managing and coordinating a finance function
Demonstrated financial management experience, including budgeting, system control, policy
development & compliance, internal and external audit
Previous experience working in a head office capacity as well as country office highly desirable
Skills & Attributes Skills:

effectively engage with people across the organisation from programming and non-
programming backgrounds.
Strong conceptual and analytical skills to be able to develop new initiatives, identify critical
issues, build capacity and standardise processes

stakeholders in pursuit of financial management excellence
Good problem-solving skills: demonstrates resilience and initiative when faced with challenges.
Excellent communication skills including fluency in written and spoken English and the ability
