PSB conducted four surveys of the American general public to identify
the most effective ways to build support for free college tuition.
Research Objectives Quantitative Survey Methodology

Gauge overall support for free college tuition PSB conducted four online surveys of
Americans ages 18+:
Measure the popularity of possible
requirements for free-college eligibility December 5-8, 2016 N=834 (MOE +/-3.39%)
April 3-6, 2017 N=1001 (MOE +/-3.10%)
Determine which free-college messages August 8-11, 2017 N=1000 (MOE +/-3.10%)
are most believable and persuasive. September 5-8, 2017 N=1025(S) or N=979(F) (MOE +/-2.19%)

Test attitudes towards different funding Samples were weighted by age, gender, race,
sources for free-college education level and region.
Measuring Support for Free Tuition

Respondents were asked their level of support for free college tuition. Specifically:

Do you favor or oppose {your state} | {the federal government}* providing free
tuition at public universities or colleges for anyone who is academically qualified?

Respondents could choose:


Strongly support
Somewhat support
Somewhat oppose
Strongly oppose

*Federal-level free tuition is only asked in the September survey.
