Complainanthasinvestigatedthefactsandcircumstancesofthisoffenseandbelievesthefollowing
establishesprobablecause:

OnSeptember1,2017atapproximately9:20pm,aknownadultfemale,hereinafterVictim,waswalkingin
theareaofDelawareStreetSEandOakStreetSEontheUniversityofMinnesotacampusintheCityof
Minneapolis,HennepinCounty.Victimwasapproachedbyanunknownman,lateridentifiedthrough
investigationasHABTAMUHAMBISSAAYANA,DOB:12/1/78,theDefendant.Defendantintroduced
himselfandbegancomplimentingVictim.DefendantthentookholdofVictim'shandsandtoldherhewas
anInformationTechnologystudentattheuniversity.DefendantwouldnotletgoofVictim'shands.Hethen
beganhuggingVictimandkissedheronthecheekthreetimes.Victimdidnotconsenttothiscontact.
VictimthentoldDefendantshehadaboyfriendandhadtogo.Atthatpoint,DefendanttookVictim'shand
andmoveditdowntothefrontofhispantsimmediatelyoverhisgenitals,placingVictim'shandonthe
clothingoverhisgenitals.VictimpulledherhandawayandwalkedawayfromDefendant.

VictimlaterpositivelyidentifiedDefendantinsurveillancevideoobtainedbylawenforcement.

Defendantisnotpresentlyincustody.Defendantisknowntouniversitypoliceduetonumerousother
reportsofDefendantapproachingfemaleswhodonotknowhimandholdingtheirhands,huggingthem,
andkissingthemwithoutconsent.BasedonDefendant'sescalatingnon-consensualbehaviorandtherisk
posedtothepublic,theStaterespectfullyrequeststhiscomplaintissuebywarrant.
