AVR HOMEOWNERS ASSOCIATION 2017 ANNUAL MEETING MINUTES

Rex called the meeting to order at 10.05am at the Alpine Public Library. The first order of
business was the reading and approval of last years minutes. It was motioned and seconded
to waive the reading and approve the minutes as written. All attendees had a copy of these
minutes.
Rex then gave the floor to Darcy Hermel to give the Treasurers report on the associations
finances. Darcy reviewed the last fiscal years income and expenses and the new proposed
budget for 2018. The only item over budget for the January July period of 2017 was snow
ploughing. As most of the members know, 2016-2017 winter was record breaking for snow
and as a consequence, ploughing of the AVR roads required more hours. Alpine Excavation did
a good job of keeping costs down despite the heavy snow accumulations.
Rex took over to explain the road maintenance. Airport Drive was paved in 2012 and has gone
unmaintained since. The road in January had major issues with alligator spots so in June those
sections were cut out, gravel packed and then the whole of Airport drive was seal coated.
Elkhorne drive was paved in 2007 and has had no maintenance in ten years. This road is
overdue for chip seal and this will be done in 2018. A map showing all the roads and when
they were paved or maintained was on display and it is clear that AVR is facing the reality that
road maintenance requirements are increasing and as a consequence, based on the 2018
budget with current dues, we are underfunded by - $10,818.
This lead to the discussion of the current dues which have been the same since 2012. The
Board is able to raise the dues based on the CPI but with this calculation the dues could only
be raised to $214. It was motioned from the floor that a $14 increase was not going to make
any significant difference to the budget and that an increase to $250 be voted on. This was
seconded and all were in favor and passed. The 2018 dues will be $250. The current bank
balance is $38,158.

The next item was a discussion and information sharing time on the pros and cons of
annexation of the AVR land into the Town of Alpine. This item was on the Agenda as a fact
finding issue only. There was to be no decisions made. A FAQ information sheet put together
by Board Member Dave Werner was handed out that showed the differences for Assessments
vs Taxes, Construction Codes, CC&rs, Roads and Water and Septic depending on whether we
remained as AVR or became part of the Town of Alpine. This information sheet is to be
posted, along with minutes of the meeting on the AVR website, the address below. Alpine is a
growing town and the reality is that North Alpine is an area where much of the growth is
happening. Annexation would mean the town would take over Road Maintenance which is
becoming more costly to the AVR.
The Mayor of Alpine, Kennis Lutz was invited to give a short presentation. Mayor Lutz stated
that he was here to answer questions but was not there to influence those present either way.
Annexation if it was to happen, would be a decision by the AVR members. Mayor Lutz said the
benefits were a stronger voice and a united town ship. The city would gain approximately
750-850 per person based on the census that comes from the State government to the town.
If annexation were to occur this resident head count amount that would go to the town of
alpine, would increase significantly. Town taxes would be a mill levy of .49/1000 in assessed
value an example being a home with an assessed value of $400,000 would be taxed by the
Alpine town $196.00. Dave pointed out that there would no longer be the AVR dues, so in
many cases the town taxes would be offset by there being no AVR dues. However for higher
assessed value properties there would be increased taxes vs the dues. Mayor Lutz emphasized
that town sewer and water, even if it was available to AVR properties, would not be a required
join in. The water and sewer lines are across the Snake River Bridge however the collection
lines are extremely expensive to run and it will only come as development demands and paid
for my developers. Other areas that are looking at Annexation into the town are Alpine
Meadows, Snake River Junction, the Flying Saddle and the Chevron station area called Board
Walk. Mayor Lutz explained what the process would be should AVR in future decide to annex
into the town and it was made clear that this is a lengthy process involving three public
meetings and not without agreements made between AVR and the town.
Rex thanked the Mayor for his time and for answering all the questions. Those in attendance
furthered the annexation discussion and it was closed by everyone being more informed and
left with time and information to think about this possibility for AVR in the future.
Next item on the agenda was the new AVR signs to be installed. The renderings of the signs
were shown and all were in favor. The signs are to go up in six locations: At the Bananas end
entrance to Palisades drive, at Hwy 26 & Palisades Drive corner, both north and south
entrances on Elkhorne drive, on the Crn of county road 100 and Alpine Village Circle and

Airport Drive. Only suggestion from the floor was that the signs should be higher so that snow
does not reach the lower section. Woody Franklin is spear heading this project and it is hoped
the signs will be completed and installed by spring 2018. The good news is that the Alpine
Airpark has agreed to pay for 75% of the signs to be installed on the Airpark side of Hwy 26.
A new Architectural Design Guideline was next item. The current Board are working on a new
guideline that will be posted on the AVR website and also be made available to anyone
considering building. This Architectural Design guideline is directed by the AVR CC&rs and has
been long overdue. This should be completed and posted by the end of this year. Members
were reminded that it is required by the CC&rs that any building/fencing projects were to send
for approval to the AVR Board.
Rex brought attention to the AVR website www.avrhomeowners.com
This website is going to be utilized more for all AVR news, minutes, notices and architectural
guidelines. It currently has the AVR CC&rs posted. Members can look forward to a much
improved website and information availability in the future.
Also the Board had Scherbels redraw a new updated map of the AVR with the AVR zonings as
the last one was old and out of date. This map will be posted as a pdf on
www.avrhomeowners.com
There was no old business or new business discussion other than a reminder that the noxious
Knapweed is a big problem in the AVR subdivision and members were told that the Lincoln
Weed and Pest in Afton do give out free Knapweed spray.
The last item was the election of the Board of Directors. It was motioned that rather than hold
a ballot, the members re-elect the current Board who were all willing to serve for another two
years. This was seconded and all were in favor. The current Board will be serving until the
next election in 2019.
