This year marks the 100th anniversary of the New York State
New York State Police Police, one of the largest and most respected law enforcement
agencies in the nation.

It all started with a murder ...
2 women led movement to form a state police force in NY

Moyca Newell, a philan-
thropist from Westchester
County in the early 20th cen-
tury, was one of the greatest
inuences in forming the New
York State Police.
Newell was building a sec-
ond home on her property
in Bedford, and hired a man
named Samuel Howell to be
the foreman for her construc-
tion crew.
Howell set out for work like
any other day Aug. 2, 1913.
It would be his last.
On his way back to the es-
tate, Howell was delivering the
weeks payroll to his staff on a
motorcycle when he was am-
bushed by a group of men.
He knew these people,
said State Police Maj. Robin
Benziger, who knows how the
New York State Police started
down to the last detail.
These were Italian immi-
grant workers hed hired and
red recently for poor perfor-
mance. They robbed him of
the weeks payroll and shot
him a number of times, said
Benziger, a former command-
er for Troop K in the south-
eastern New York counties of
Columbia, Dutchess, Putnam
and Westchester. Since last
August she has been working
at State Police headquarters
in the Division of Employee
Relations.
Though Howell was severe-
ly injured, Benziger said he
managed to get on his bike
and ride back to the estate
where he gave an account of
what happened and described
his attackers.
He gave ideas about who
the men were and an idea of
where they could be found
before he went unconscious,
Benziger said. He died a few
days later.

hands of a local constable or
sheriff. Police were present
in the cities, but at most, the
more desolate areas lacked
law enforcement, Benziger
said.
Many times, in a particular
case like this, not much was
done, she explained. The
people responsible for the
death of Sam Howell were not
brought to justice.
Newell and her close friend,
Katherine Mayo, were out-
raged about how the men who
attacked Howell wouldnt be
held responsible.
Women were persistent
To ght this injustice, they
started a movement to form a
state police force in New York.
These ladies were well-to-
do ... They had a very inuen-
tial circle and knew people in
entertainment and politics
that included Franklin D. Roo-
sevelt and several others who
were connected politically,
Benziger said. Thats how a
campaign for a state police
began.
Over the next few years,
Newell and Mayo lobbied the
state Legislature to create a
state police force.

Mayo studied and wrote a
book about the Pennsylvania
State Police, which was estab-
lished in 1905, to be a model
for state police organizations
for states throughout the na-
tion.
These women were per-
sistent and they used their
own money, Benziger said of
Newell and Mayos campaign.
Think about it they lacked
their right to vote at this time,
but they were very motivated
and they made it happen.
Finally, success
In 1917, Newell and Mayo
were nally successful.
The Wells-Mills bill re-
served $500,000 to establish
the StatePolice. The bill was
proposed to the state Senate
and passed by one vote March
20, 1917. It passed in the As-
sembly with a vote of 81-60
shortly afterward, according
to a State Police website creat-
ed for the anniversary, centen-
nial.troopers.ny.gov.
On April 11, 1917, then-Gov.
Charles Whitman signed the
bill into law and established
the basic role of the State Po-
lice, which hasnt changed to
this day: It shall be the duty of
the state police to prevent and
detect crime and apprehend
criminals. They shall also
be subject to the call of the
governor and empowered to
cooperate with any other de-
partment of the state or with
local authorities, according
to the website.
Commemorating centennial
The state police is celebrat-
ing 100 years of service in 2017
with multiple events to com-
memorate the anniversary
throughout the year.
Activities have been ongo-
ing since early spring, begin-
ning with the signature event
on April 11, the 100th anniver-
sary of the law that ofcially
created the State Police. Thats
when a historic marker was
unveiled in Manlius, Ononda-
ga County, on the grounds of
the rst State Police training
camp.
The camp was known as
Camp Newayo a combi-
nation of Newell and Mayos
names, Benzinger said.
After their success, Newell
and Mayo shared a home in
Bedford together for many
years. Mayo died in the 1940s
and Newell lived until the late
60s shortly after the 50th
anniversary of the state police.
The pair are buried next to
each other in Mount Kisco in
Westchester County.
Troopers have rediscovered
the pairs nal resting place
and have made sure to main-
tain and care of it.
Unfortunately, neither of
them had any children or fam-
ily in the area we were aware
of, so we care for their graves,
Benziger said. These women
referred to the troopers as
their children. We are their
family.
The anniversary is also
being recognized with open
houses at each of the 11 troop
headquarters throughout
the state during the year. A

been collected for the festivi-
ties, along with other special
events including a centennial
golf tournament, a motorcycle
rally in June and more before
a gala concludes the celebra-
tions next November.

honor other inuential people
in State Police history.
When Whitman signed the
bill into law nearly a century
ago, he realized he had an
important position to ll:

An old friend of his immedi-
ately came to mind.
In spring 1917, Whitman
summoned Dr. George Fletch-
er Chandler, a physician in
Kingston and seasoned major
in the National Guard, to Al-
bany one afternoon to discuss
the state law enforcement.
Chandler had no police
background, Benziger said
of the physicians rst meet-
ing with Whitman. He had
recently returned from the
Mexican border where he was
on active duty.

ment for an annual salary of

State Police opening expanded

exhibition to honor centennial

State Police Exhibit at the State
Fair near Syracuse is moving to
a new location with expanded
offerings for the agencys cen-
tennial celebration.
The exhibits new home is
near the Horticulture Build-
ing. The area, which includes
two buildings, has been ren-
ovated to include a new, steel
tower Troopers will use for dai-
ly demonstrations of building
rappelling techniques and a
larger tank for the State Police
Dive Team demonstration.
Inside one of the buildings,
a log cabin, fairgoers can use a
simulator that demonstrates
the dangers of texting while
driving and explore a forensic
crime scene area. The building
also includes a Wall of Honor to
fallen Troopers and a place to
sign up for the Trooper exam.
The other building will
house an exhibit celebrating
the Troopers Centennial. State
Police Canines will have a new,
air conditioned place to rest
between shows.

women of the State Police have
been dedicated to serving New

been an important part of our

The graduation ceremony
is one of our nest traditions
and introduces a new gener-
ation of highly trained men

Down in Albert Kureks
basement, where he keeps a
mini-museum of New York
State Police history, is a row
of le cabinets set against the
back wall.
These le cabinets are full
of stuff Ive collected since I re-
tired, said Kurek, who spent
23 years as a State Trooper and
has written three books chron-
icling the history of the New
York State Police.
Kurek initially planned on
writing just two books: the rst
a history of State Police from
its inception in 1917 to 1943.
The next, from 1943 to 1985,
the year he retired.
His rst book, The Troop-
ers Are Coming: New York
State Troopers 1917-1943,
was published in 2005. He
stopped the rst book in 1943
as that was when Governor
Thomas Dewey came into of-
ce and made a clean sweep of
administration.
The follow-up, The Troop-
ers Are Coming II: New York
State Troopers 1944-1985,
was published in 2006. He is
also author of New York State
Troopers: A Century of Ser-
vice, 1917-2017 and several
historical articles about the
State Police.
Kurek, spent 40 years in law
enforcement. He joined State
Police in 1962 and served in
Horseheads, Albion, Allegany,
Batavia for 15 years, and Clar-
ence for his last ve years. He
was sent to the Attica Prison
Riot in 1971 and the 1980 Win-
ter Olympics in Lake Placid.
The latter, he said, was one
of the favorite duties of his
career.
In a pair of feature stories
written around the release
of each of his rst two books,
Kurek reected on the history
of the State Police and his own
experiences as a member.

timeline of selected key dates
in the history of the New York
State Police, which was creat-
ed in 1917.

THE FORMATIVE YEARS:
1913-1929
Aug. 2, 1913
Sam Howell Murder: Sam How-
ell, a construction foreman,
was shot seven times by
four different men who were
attempting to take a payroll
sack which Howell was deliv-
ering to his construction staff.
Howell was overseeing the
building of a rural estate for
Moyca Newell in Bedford,
Westchester County. The four
men who attacked Howell
were a group of immigrant
workers who he recently
released from the project due
to poor work performance.
Before he died, he was able
to identify his attackers, but
local law enforcement were
unable to catch all the sus-
pects.
Newell was outraged at the
escape of the killers, and with
the assistance of her friend,
Katherine Mayo, they started
the campaign to establish a
state force that would pro-
vide police protection to rural
areas in New York.
March 20, 1917
The Wells-Mills Bill: The Wells-
Mills Bill, which appropriated
$500,000 to establish a
Department of State Police,
was passed by one vote in
the Senate on March 20,
1917. It had an easier time
in the Assembly, where it was
passed by a vote of 81 to 60.
On April 11, 1917, Gov,
Charles S. Whitman signed
the bill into law.
The basic role of the State
Police as established in the
original law is essentially
unchanged to this day: It
shall be the duty of the
State Police to prevent and
detect crime and apprehend
criminals. They shall also
be subject to the call of the
Governor and empowered
to cooperate with any other
Department of the State or
with local authorities.
New York State Troopers 100 Year Anniversary
April 30, 1917
The First Superintendent: Gov.
Charles S. Whitman appointed
Maj. George Fletcher Chan-
dler on April 30, 1917 as the
first Superintendent of the
Department of State Police.
A surgeon and soldier, with
no previous police training
or experience, Chandler was
responsible for everything
from devising candidate selec-
tion methods and screening
candidates (he conducted
the physical examinations
personally), to finding facili-
ties, designing the uniforms,
writing procedures and buying
horses. He even coined the
name by which Members of
the Department came to be
known, New York State Troop-
ers.
Chandler introduced many
innovations that, while con-
sidered radical in his day,
have become standard pro-
cedures for law enforcement
agencies around the world.
His decision to have mem-
bers wear their pistol on a
belt outside of their uniforms
was such a departure from
established procedure that he
was actually booed when he
read a paper on the subject
at a meeting of the Interna-
tional Police Chiefs in Detroit.
Today, it is virtually a univer-
sal practice for uniformed
police in this country.
June 1, 1917
Trooper Duties Outlined: A
two-page document drafted by
the first Superintendent of the
State Police, George Fletcher
Chandler, explains the duties
of a Trooper and the Code of
Conduct. This order remained
in effect until 1945 when it
was replaced by the first edi-
tion of the State Police Rules
and Regulations.
June 20, 1917
Camp Newayo: The first Troop-
ers began training at Camp
Newayo in Manlius, New York.
Troopers signed up for two-
year enlistments with annual
pay of $900. A Captains pay
was $1,800. The Superinten-
dent earned $5,000.
Nov. 1, 1917
Chandler Drafts Duties of
Rural Police: Chandler issues
Bulletin Number 1, describing
his philosophy of the duties of
a rural policeman to the mem-
bers of the State Police. The
ideas expressed in this doc-
ument remain relevant to the

Grifn, who was a Rough Rider, worked in the stolen cars
division of the New York State Police.

The Rise of the Automobile:
In 1918 the State Police
added Model T Fords to their
equipment. The Department
also purchased three motor-
cycles per Troop. While the
majority of Troopers spent
most of their time patrolling
on horseback, there was
never a year in the history of
the State Police when more
patrol miles were logged on
horseback than by motor vehi-
cle. Enforcement of vehicle
and traffic laws became an
increasingly important part of
the Troopers duties.

May 25, 1920
First Member Death: James
Nathan Skiff enlisted in the
New York State Troopers
on June 11, 1917, in Alba-
ny. Skiff was married with
one child and had a military
record that spanned more
than five years at the time of
enlistment. Skiff became one
of the 168 men to success-
fully pass the first exam to
become a Trooper. He was
one of the first men to build
Camp Newayo and was quick-
ly promoted to the rank of
Sergeant.
Before the initial group of men
were sent out to the Troops,
Skiff was again promoted to
the rank of First Sergeant,
assigned to Troop A.
On Jan. 1, 1918, Skiff was
promoted to Lieutenant and
assigned to Troop K. The
Troop Commander resigned
from service on the same day,
leaving Skiff as acting Troop
Commander for Troop K. One
month later, Skiff was promot-
ed to Captain and officially
became the Troop K Com-
mander. In June 1918, Skiff
resigned from his command
and joined the war effort with
the 27th Infantry Division.
Once discharged from the mil-
itary, Skiff again enlisted in
the State Police on May 30,
1919. The superintendent
required Skiff to return at the
rank of Trooper and he was
assigned to Troop D.
On May 19, 1920, while riding
in a motorcycle side car in
Ogdensburg, the side car was
involved in an accident with
a trolley car. Skiff died May
25, 1920, becoming the first
State Police member to be
killed in the line of duty. He
was 38 years old.

Railroad Police Require
Superintendents Approval:
The state Legislature places
the Railroad and Steamboat
Police operating within New
York State under the author-
ity of the Superintendent of
State Police.
Feb. 9, 1921
Troopers Police United Trac-
tion Company Strike in
Albany: A detail of Troopers
arrives in Albany to police
the United Traction Company

Albany.
May 1, 1921
Horse Riding Teams: Troop D
under Captain McGrath, start-
ed the first State Police riding
team, known as the Rough
Riders. After the success of
the Troop D team, Captain
Fox of Troop C started his
own riding team known as
Troop Cs Spotted Horses.
Troop B followed with a team
made up of Black Horses.
Troops A, K and G also had
riding teams and they all
often performed at local fairs.
The use of the horse teams
not only served as training for
the members, but also served
as a valuable tool to expose
the public to the Troopers.

former public defender for
Genesee County who assisted
Forgotten Victims of Attica, a
group of hostages and rela-
tives of hostages killed during
the re-taking. The group in
2005 was awarded $12 mil-
lion in compensation from the
state after years of denial. Of
the settlement, Kurek said:
They got short-changed.
There shouldnt have been all
this long-term litigation. They
gave their life to the service
to the state of New York and
the state turned their back on
them.

Division of State Police: The
Department of State Police
turned 10 years old and a
reorganization took place
which changed its designation
to the Division of State Police
in the Executive Department
of New York State.
July 1, 1929
Auburn Prison Riots: Members
of the State Police policed
two major prison riots at
Auburn State Prison in July
and December of 1929. In
both situations, a handful of
Troopers were gathered from
points around the state and
ended the disturbance without
injury to any innocent person.
During the second riot in
December, Troopers rescued
Warden Edger S. Jennings,
who was held hostage. These
incidents proved how quick
the new force was able to
come together to address a
major incident and solidified
wide police agency.
Oct. 19, 1929
State Police Field Day: Troop-
ers from both Troop A and
Troop D gather at the Gene-
see County Fairgrounds, Bat-
avia, for a benefit to support
the Genesee County Chil-
drens Health Camp.
The Field Day had the following
events: a Roman riding race,
music by the Le Roy High
School Band, a hundred-yard
dash for Genesee County high
school students, a mounted
tug-of-war, rodeo and rough
riding by members of Troop
D, pyramid building by Troop
D, horse jumping through the
Hoop of Fire by Troop D, con-
cert by the American Legion
Band of Batavia, mounted
wrestling match between the
Blue Team of Troop A and the
White Team of Troop D.
THE 1930s
May 1, 1930
Divison Boat Patrol Estab-
lished: In response to a
change in State Law which
addressed an increase in
boating accidents on the St.
Lawrence River, the Division
purchased its first swift patrol
boat and assigned two Troop-
ers to enforce motor boat
regulations.
Jan. 1, 1931
First Airplane: In 1931, the
New York State Police pur-
chased its first airplane. The
airplane was a two-seat, open
cockpit biplane.

TERRIFYING MOMENT AS
A TROOPER? This was in a
migrant camp, about my first
year on the job, They had
the infamous Colony labor
camp on the Sawyer Road.
He had hundreds of migrant
workers there every year. We
had a guy assault another
guy, viciously, with an ax and
knife. The guy was deter-
mined to be insane. I went up
with Don Smith and Dan Gei-
ger and I wound up sitting in
a room with this guy, a small
room with two single beds.
I sat on one bed and he sat
on the other with an ax in his
hand. Smith was outside the
door and Geiger was on the
other side, and I sat there for
an hour. The longer this guy
sat he would get more agitat-
ed and he started stuttering
and he would close his eyes.
So I saw Don Smith and the
time came and I pounced on
him and these two guys came
in and we disarmed him. We Support Our NYS Troopers
The guy wouldnt let me in the
room with a gun so there I am
sitting with this guy. He was
later put in an asylum.

Tremain H. Hughes, 35, chief
of the State Police Aviation
Unit was returning from the
western part of New York
State when he found poor
weather conditions in Madi-
son County. Residents report
seeing Hughes airplane flying
very low beneath cloud cover
and fog. The airplane struck
a tree with its wing causing
the airplane to crash. The air-
plane exploded upon impact
with the ground, killing both
Hughes and Cpl. Theophillius
Gaines, 32.
Hughes joined State Police in
1918 and served in D and G
Troops. Gaines served in B
Troop and Division Headquar-
ters prior to his death.
March 1, 1933
to Sept. 1, 1933
Escort of Milk Trucks: Violence
New York State Troopers 100 Year Anniversary
SEPT. 23, 1919: LACKAWANNA STEEL STRIKES
On. Sept. 23, 1919, Gov. Al-
fred E. Smith ordered Troopers
to Lackawanna to assist with
the steel strikes. The response
include 46 Troopers from Bat-
avia, along with a continent
from Troops G and D, with both
mounted patrols and patrol
vehicles. Squads of 12 members
on horseback were utilized for
crowd control. Due to the im-
posing nature of the mounted
patrol, large groups were quickly
dispersed. In the Hamburg area
along the turnpike violent con-
frontations occurred resulting in
multiple injuries. The Troopers
quickly dispersed theviolent fac-
tion groups protesting the steel

Initially, one member of each
Troop was assigned to super-
vise traffic operations within

Sept. 21, 1938
Hurricane of 1938: The 1938
hurricane, known as The
Long Island Express, was
one of the deadliest and most
destructive hurricanes to ever
hit the east coast. It made
landfall as a Category 3 storm
on Sept. 21 at Westhampton
Beach, where it resulted in
massive destruction and 29
deaths.
The storm temporarily made
Montauk an island as it flood-
ed across the South Fork and
obliterated the tracks of the
Long Island Railroad.

Robert Roy, 24, and Trooper
Arnold T. Rasmussen, 26, were
shot and killed by Wilmont Le-
roy Wagner, 25, of Caneadea.

served in the U.S. Marine

and retired in 1953 due to
health concerns. He died Dec.

Gaffney led NYSP at a difficult
time as World War II took
a strain on manpower and
materials. Gaffney is credited
with establishing the first
edition of the New York State
Police Rules and Regulations.
This manual replaced George
F. Chandlers General Order
Number 1, and served as the
agencys guide for conduct.

Troopers Respond to Snow-
bound Families: A harsh win-
ter with heavy snowfall and
a shortage of heating fuels
made it difficult for many
needy families. At the end
of January, a blizzard strikes
New York causing Gov.r
Dewey to declare a statewide
emergency. Troopers respond
by packing food and other
goods on horses and tobog-
gans, making deliveries to
snowbound families. Troopers
also transported the sick to
hospitals when no other trans-
portation was able to reach
the most isolated rural areas.

Montauk Point: On Sept. 1,
1951, a 42-foot fishing ship
named the Pelican left the
eastern end of Long Island for
Frisbie Bank with 62 passen-
gers and two crew. After fish-
ing for an hour, the captain,
Edward Carroll, was advised
of bad weather approaching
and began the 11-mile trip
back to Montauk. The trip was
difficult due to heavy seas,
rough winds, and after several
hours, it arrived in the area of
Montauk.

for continual education within
the field of police work and
he believed in equipping the
Troopers with the best tools

job. Under his command,
State Police replaced blood
testing for DWI arrest with a
modern Breathalyzer and he
added SCUBA equipment for
the State Police Dive team.
McGarvey was retained by Nel-
son A. Rockefeller when he
became Governor and served
a total of 44 years with the
agency, retiring Feb. 8, 1961.

Radar Instituted: State Police

Nov. 14, 1957
Organized Crime Meeting Bro-
ken Up by Troopers: Troopers
on routine patrol in the Town
of Apalachin, Tioga County,
took notice of multiple expen-
sive autos with out of state
license plates arriving in the
small town west of Bingham-
ton and the home of Joseph
Barbara, who was known to
be connected with organized
crime. As Troopers began
to take down license plate
numbers, panic ensued and a
number of the men fled into
nearby woods. Others ran

Feb. 9, 1961 to
Aug. 4, 1967
Superintendent Arthur Corne-
lius Jr.: Arthur Cornelius Jr.,
appointed by Gov. Rockefeller,
was the first superintendent
hired outside the agency.
Born Aug.2, 1908, in New Jer-
sey, Cornelius obtained a law
degree from Rutgers Universi-
ty before joining the Federal
Bureau of Investigation where
he became a supervisor of
field offices in a 25-year
career. He was vice president
of the National Commercial
Bank and Trust when Rocke-
feller made him the head of
the State Police.
Under Cornelius, the authorized
strength of members more
than doubled, from 1,566 to
3,217. This change allowed
for the establishment of new
Troops, Troop E in 1967 and
Troop F in 1968.
Specialized units were also

es in crime. A Special Inves-
tigations Unit, an Auto Theft
Unit and an Accident Investi-

The 1960s were a time of
unprecedented building for
the State Police. The current
Division Headquarters Build-
ing on the W. Averill Harriman
State Office Campus in Albany
was completed in 1964. This
allowed the consolidation of
administrative and headquar-
ters support services in one
location for the first time in
Division history. Construction
of the State Police Academy
began in 1967 adjacent to
the Headquarters Building.

Rochester Riots: In July 1964,
State Police deploy almost
500 Troopers to Rochester
during a 10-day period to

cies with civil unrest.

Edward Kirwan Jr.: Wil-
liam Edward Kirwan Jr. was
appointed by Gov. Rockefeller
as the seventh superinten-
dent in Division history.
Born Nov. 7, 1912, in New
York City, Kirwan earned his
bachelors degree from Ford-
ham University in 1933.
He joined State Police on June
15, 1936, and worked in
Troop K until he was assigned
to the Scientific Laborato-
ry in 1937. Kirwan played
a vital role at the lab and
wrote many articles relating
to police science. He was
appointed assistant laboratory
director in 1941.
During his tenure the State
Police had many firsts, the
current SP Academy opened
in 1970, the first women
members entered service in
1973, and the State Police
established a detail for
minority hiring to better reflect
the population of the state.
The State Police Aviation Unit

New York State Troopers 100 Year Anniversary

town, took over operations in
five counties: Rockland and
Orange from Troop K, Sullivan
and Ulster from Troop C, and
Greene from Troop G. The
inital revision of Troop lines
started in September 1967
to make more compact Troop
geographical areas for more
efficient operations.
Aug. 15 to 18, 1969
Woodstock: Billed as An
Aquarian Exposition: 3 Days
of Peace and Music, the
music festival on a 600-acre
dairy farm in Bethel, Sullivan
County, drew 450,000 fans
for 32 different music acts.
Initial estimates projected
20,000 to 150,000 concert
goers, though Division esti-
mated that 200,000 made
it to the venue while another
250,000 were in the vicinity
unable to reach the amphi-
theater.
The State Police began plan-
ning for the event when
Division initially thought the
concert would be in Wallkill.
Three weeks prior to the start
of the concert the promoters
had to obtain a new site
due to court action. In three
weeks, Division was able to


establish a plan for handling
traffic in Bethel.
Plans collapsed on the eve of
the concert. Shuttle service,
which the promoters planned
on using, was cancelled by
the promoters because of
cost, as was the agreement
between the promoters and

the grounds was to be the
responsibility of promoters.
On the first day of the festi-
val, it was estimated that
100,000 persons arrived by
auto, creating a traffic condi-
tion defined as chaotic. Cars
were abandoned on the road
causing all roads to be closed
but to local traffic only.
Day two and day three allowed
for the addition of 70 men
from Troops C, G and K to
assist with crowd control.
Division utilized helicopters to
move Troopers within closed
off areas and get food and
water to Troopers when posts
were not accessible by vehi-
cle.
At the conclusion of the event,
Division was able to report
that the music festival, which
was billed as an event of
peace and music, was that.
No Division use of force was
shown, and only 109 arrest
were made on the property.

violations aside from drugs.

Attica Prison Riots: On Sept.
9, 1971, 2,200 inmates at
Attica Correctional Facility
rebelled over living conditions
and demands for political
rights. The inmates gained
control of a portion of the

bers hostage. A four-day
period of negotiations took
place in which the authorities
agreed to 28 demands made
by the inmates, but the par-
ties were unable to resolve
the issues of amnesty from
criminal prosecution for the
takeover and the removal of
the facilitys superintendent.
Gov. Rockefeller ordered
State Police to take back
control of the facility, which
was accomplished on Sept.
13, 1971. In all, 43 people
lost their lives in the uprising,
including 11 Corrections Offi-
cers.

Summer Jam at Watkins
Glen: In 1973, the village of
3,000 at the foot of Seneca
Lake, becomes home to a
12-hour music festival dubbed
Summer Jam. The festival
featured the Grateful Dead,
Allman Brothers and The
Band. An estimated 600,000
people attended, landing the
festival in the Guinness Book
of World Records. Promoters
only expected 150,000, but
fans came by the thousands
and clogged roadways two
days before the music began.
Working with the Schuyler
County Sheriffs Department,
the State Police took action to
address the traffic concerns.
The night before the concert,
a detail of 61 uniform mem-
bers and six BCI members
were sent to the scene.
By early morning, vehicles
blocked roads 14 miles away
from the festival and tow
trucks were utilized to clear a
path for traffic.
The event was generally peace-
ful. Troopers made 13 felony
arrests, 71 misdemeanor
arrests and 49 vehicle and
traffic arrest (14 for driving
while intoxicated). A parachut-
ist was killed as he was jump-
ing into the concert area.
Jan. 1, 1974
New York State Troopers 100 Year Anniversary
settlement at a former girls
camp owned by the state at
Moss Lake. Members of the
Mohawks who left the Akwe-
sasne and Kajnawake and
other reservations, establish
the settlement to rebuild tra-
ditional lives. The Mohawks
claimed sovereignty causing
a land dispute between them,
the state and the town of
Altona. Troopers police the
area for three years until the
occupation of the camp ended
in 1977 after negotiations
with the state. As part of the
agreement, the settlement
was moved to Miner Lake,
which the state offered the
Mohawks through a trust.

Seat Belt Law begins: New
York becomes the first state
to enact seat belt legislation.
Troopers spend the month
of December giving warnings
to motorist not wearing seat-
belts and begin issuing tick-
ets in January in an effort to
reduce deaths and disabilities
attributed to motor vehicle
accidents. Troopers also initi-
ated a public education effort
which produced brochures,
TV ads and posters. Troopers
conducted public appearances
to discuss the new law.

10th superintendent of the

Constantine was the first
superintendent in 30 years to
rise through the ranks.
Born Dec. 23, 1938, Constan-
tine earned a masters degree
from the state University at
Albany. He began his career
with the Erie County Sheriffs
Department in 1960. On Jan.
2, 1962, he left to join the
State Police, graduating the
Academy at the top of his
recruit class academically.
As superintendent, Constantine
made it a priority to review all
agency operations and proce-
dures. Changes were made
to post structure, promotional
procedures and hiring prac-
tices. The agency would now
require new hires to have at

JUNE 28, 1993: JOEL RIFKIN ARRESTED
About 3:15 p.m. June 28, 1993, Troop-
ers Deborah Spaargaren and Sean Ruane
attempted to stop a 1984 tan Mazda
B2000 pickup with a black cap on the
Southern State Parkway for operating
without a rear license plate afxed.
The vehicle ed, exiting the parkway
at Wantagh Avenue at about 65 miles per
hour. The pursuit continued onto State
Route 107 to Glen Cove Road and Roslyn
Road with numerous secondary road-
ways being traversed during the chase.
The Mazda reached speeds of up to 90
miles per hour and several Nassau Coun-
ty and Garden City Police Department
units joined in the pursuit.
The Mazda attempted to make a left
turn onto Old Country Road; the operator
lost control, and crashed into and severed
a light pole on the south side of the road-
way. The pursuit lasted 20 to 25 minutes.

1996, TWA flight 800, a

Bresciani hidden in the rear. Rifkin was
charged with second-degree murder and

Nassau County.
During the investigation, Rifkin ad-

titutes from New York City and Long Is-
land. An investigation by the Rifkin Task
Force led to the location and identica-
tion of the remains of 15 victims. Crim-

templated in a total of 10 jurisdictions.

ties, 130,000 citizens were
left without power and roads
became impassable. More
than 900 Division employees
became involved to evacuate
people from freezing homes
and areas threatened by
flooding. State Police installa-
tions used auxiliary power to
provide emergency shelters.

School and Community Out-
reach: Gov. George Pataki
designated Lt. Gov. Mary
Donohue to chair a School
Violence Prevention Task
Force. In July, State Police
added members and equip-
ment and established school
and community outreach coor-
dinators to work with local
educators and community
leaders.
July 21 to 26, 1999
Woodstock 1999: State Police
maintained a detail for the
Woodstock 1999 music festi-
val in Rome. About 540 Mem-
bers of the State Police were
assigned to the detail.
More than 200,000 people
attended Woodstock 99,
which ran smoothly with few
arrests or problems until
Sunday evening when an out-
break of disorder occurred.
Several fires burned on the
festivals grounds. A number
of vendor trailers were looted
and burned and one motor
vehicle was overturned.
In response, the State Police
recalled almost 150 Troop
D members to duty, and 80
members from other Troops.
Order was restored, despite
some concertgoers assaulting
police and firefighters with
bottles and debris.

THE 2000s
September 11, 2001
September 11, 2001: Mem-
bers from across the State
responded to New York City
on Sept. 11, 2001 and the
months following. The terrorist
attack on New York City was a
result of an American Airlines
flight and an United Airlines
flight crashing into the north
and south towers of the World
Trade Center. The towers col-
lapsed within a period of one
hour and 42 minutes.

Division Rehiring Program:
As a result of the Sept. 11
attacks, the State had a need
to provide security to infra-
structure to protect against
terrorist attacks. State Police
agreed to provide security
to these areas on an imme-
diate short term basis, until
effective measures could be
developed.
The size of this project exceed-
ed the physical assets of
the State Police. Gov. Pat-
aki signed Executive Order
113.36, which allowed the
superintendent of State Police
to rehire retired State Police
members to meet the needs
of the increased demand
on the agency. On Dec. 18,
2001, a group of 34 Special
Investigators and 66 Special
Troopers were assigned to
anti-terrorism related duties.

School Resource Officers:
Initially, 35 Troopers
received certifications as
School Resource Officers
and deployed to 63 schools
across the state. The Troop-
ers worked with students,
staff and parents to improve
school safety. They helped
develop safety policies, identi-
fy problem areas for remedia-
tion and investigated crimes.

Intelligence Center: State



Police developed a central
repository for the numer-
ous databases used by law
enforcement agencies across
the State. The repository was
created with the goal of pro-
viding one-stop shopping
for data stored in files main-
tained publicly and privately
by law enforcement.

Office of Counter Terrorism
Established: After the Sept.
11, 2001, attacks, State
Police increased its efforts
to respond to terrorism. The
agency created a dedicated
counter terrorism organization
within State Police, the Office
of Counter Terrorism. Three
sections make up the Office:
Response, Investigations and
Criminal Intelligence.

Superintendent Wayne E. Ben-
nett: Superintendent Wayne
E. Bennett was appointed by
Gov. Pataki on July 23, 2003,
to be the 12th superintendent
of the State Police.
Bennett is a native of Rens-
selaer County, and grew up
watching his mothers cousin
who was a Trooper. At a
young age, Bennett made the
decision to become a Troop-
er and graduated the State
Police Academy in February
1969. He worked in Troops
D, T, G, K, the Executive Ser-
vices Detail, Academy, and
Division Headquarters before
being named Commander in
Troop G in 1987.
Bennett retired in 2007 and
was appointed as public
safety commissioner in the
city of Schenectady where he
is responsible for both the
police and fire departments in
a city of 66,000 residents.

Operation IMPACT: State
Police utilize 300 members
to conduct a multi agency
initiative aimed at helping 15
counties outside of New York
City with high crime rates.
The goal of Operation IMPACT
(Integrated Municipal Police
Anti-Crime Teams) is reducing
violent street crime. The first
wave of Operation IMPACT
was in April in Rochester. In a
two-month time period, Roch-
ester saw an overall decrease
in violent crime by 29 percent.

Troopers Travel to New Orle-
ans: Three hundred New York
State Troopers rotated in
and out of New Orleans for
3 months to assist local law
enforcement in keeping order
after Hurricane Katrina.
April 2, 2006
Ralph Bucky Phillips man-
hunt: On April 2, 2006, Ralph
Phillips, who spent 20 of the
prior 23 years incarcerated,
escaped from Alden Correc-
tional Facility in Erie County
by cutting through the kitchen
ceiling with a can opener.
He stole numerous vehicles
and broke into several cabins
across Western New York and
Warren and McKean County,
Pennsylvania. With the help
of family and friends, Phillips
remained at large until author-
ities located him just south of
the New York border in Penn-
sylvania, and he surrendered
on Sept. 8, 2006.
Phillips shot three Troopers on
two separate dates, causing
the death of Trooper Joseph
Longobardo in a sniper style
ambush.

Glock 37: After 17 years of
service with the Glock 17, the
State Police purchased 5,400
new Glock Model 37 pistols.
April 1, 2007
Automated External Defibrilla-
tor: Troopers receive training
in the use of Automated
External Defibrillators and all
marked units and Division
installations are provided with
AEDs.
June 15, 2007
Armor Improvements: The
Mobile Response Team
received a major tactical
upgrade when Acting Super-
intendent Felton purchased
heavier armor for the unit and
two Lenco Bearcat armored
vehicles.
Feb. 1, 2008
Collapsible Batons: The col-
lapsible baton replaced the
solid wooden baton issued to
members in the past and is
worn on a Troopers duty belt.
