ROLL OUT OF 2017/2018 PTDF SCHOLARSHIP SCHEME

The process for the award of the 2017/2018 PTDF scholarship scheme, both local and overseas,
has commenced with the invitation of applications from suitably qualified candidates. The
scholarships which are in MSc and PhD categories will be awarded for studies in the United
Kingdom, Germany, Brazil, France, United States of America and Federal Universities and
Centres of Excellence in Nigeria. 32 courses are approved for sponsorship to MSc while there are
9 priority areas for the award of PhD scholarship. They include Ship Building and Marine
Technology, Refining Technology, Reservoir Engineering/ Production Technology, Renewable
Energy , Civil and Marine Engineering. Others are Geology and Petroleum Geology, Flow
Assurance and Pipe line Engineering, Marginal Fields development and Environmental Studies
and Health Safety and Environment (HSE).

The award for Masters Degree is for one year while the duration of the PhD award is limited to
thirty six months. The close of submission of application is 31st December 2016 while the award
will take effect from September 2017.

The Overseas Scholarship Scheme was instituted by the Petroleum Technology Fund as a short
term measure to address identified skills gaps, pending the outcome of the various capacity
building efforts being made to enable Nigerian universities effectively handle the task of
training quality professionals in oil and gas related disciplines. As such, the Fund reserves the
right to allocate prospective applicants to scholarships in institutions and fields/programmes
targeted at filling those gaps.

Furthermore, with the numerous upgrade programmes executed by the Fund in some Federal
Universities in Nigeria, emphasis has shifted to training Nigerians in-country. Consequently, only
a limited number of candidates will be sponsored overseas and the rest in Nigerian Universities.

891 NIGERIANS FACE INTERVIEW PANEL FOR


AWARD OF PTDF (PhD) SCHOLARSHIP.
Eight Hundred and Ninety One (891) Shortlisted candidates aspiring for the award of the
Petroleum Technology Development Fund (PTDF) 2016/2017 Local (LSS) and Oversea
Scholarship Schemes (OSS) are currently being interviewed by experts from the academia and the
oil and gas industry to defend their various research proposals, for the award of PTDF scholarships
in the PhD category. A total of One thousand, Five Hundred and One (1501) candidates applied
for the awards.

Acting Executive Secretary, PTDF, Aminu Ahmed Galadima who addressed the experts who
formed the 2016/2017 PhD Central selection Committee (CSC) at the PTDF head office revealed
that, One Thousand, Three Hundred and Five (1305) candidates applied for the Oversea
Scholarship Scheme(OSS) (PhD), while a total of One Hundred and Ninety Six (196) applied for
the in-country Local Scholarship Scheme(LSS) in areas of Engineering and Renewable Energy

, Computing and Geosciences, Environmental and Management as well as other related


disciplines that are relevant to the oil and gas industry in Nigeria.

He pointed out that, the screening committee is expected to interview and assess the candidates
based on the scoring template provided by the Fund which include the quality of their research
proposals, its relevance in the oil and gas industry among other criteria set for the exercise.

Mr Aminu Galadima emphasized that the agenda for this years selection process cover a range of
items relating to the new thinking of how PTDF can survive in a low price oil regime as a
consequence of fall in global crude oil prices and inconsistent funding. The new thinking will be
tailored towards meeting the governments economic growth prospects and proffering solutions to
the present and anticipated challenges in oil and gas industry through Human Capital
development.

He said, from 2001 to date, PTDF funded the training of 2,839(MSc) and 839 (PhD) scholars in
various fields related to the oil and gas industry under the Funds Oversea Scholarship Scheme
while 862 Nigerians benefited for the Local scholarship award for undergraduate, MSc and PhD
scholars within the same period.

The breakdown of the candidates shows that, of the 1305 that applied for OSS (PhD), 411 were
shortlisted for Engineering and Renewable Energy Courses, 298 for Environmental
Management, 45 for Computing and Geosciences, 4 in related fields.

For the LSS, out of 196 applications 68 were shortlisted for courses in Engineering and Renewable
Energy , 21 for Environmental Management, 41 for Computing and Geosciences and 3 in other
oil and gas related courses.

The Petroleum Technology Development Fund (PTDF) is a parastatal under the Federal Ministry
of Petroleum Resources established by law for the purpose of developing and promoting
petroleum technology and for creating the human resource needs of the oil and gas industry
through research and training of Nigerians.

To ensure a steadfast implementation of this mandate, PTDF is inviting applications from


suitably qualified candidates for Overseas and in-country MSc and PhD Scholarships. Awards
will be granted for studies in the 2017/2018 academic session in the United Kingdom ,
Germany, Brazil, France (through Campus France), Top Institutions in the United States of
America as well as Federal Universities and Centres of Excellence in Nigeria.

Application forms can be accessed online here using an ATM (Interswitch, Master & Visa) card
or through purchase of a scratch card from designated main branches of First Bank of Nigeria Plc
in all the 36 States and FCT, upon payment of a NON-REFUNDABLE sum of N1,000 (One
Thousand Naira Only). Instructions on how to access the form online is clearly stated on the
backside of the cards.

Applicants may please note that only those who meet the requirements below shall be shortlisted
and invited for a Computer Based Aptitude Test, in the case of MSc applicants, while oral
interview will be conducted for PhD applicants (full time and Split-site) on dates to be
announced later. Following the aptitude tests and interview, successful candidates will be
selected and awarded the PTDF Scholarship.

CRITERIA FOR PTDF SCHOLARSHIP SCHEME


Applicants for OSS must be in possession of the following:

1. Test of English as a Foreign Language (TOEFL)(USA)


2. G.R.E (Graduate Record Examination) (USA)
3. GMAT for Management related courses (USA)
4. International English Language Testing System (IELTS) (UK

MSc.

1. A minimum of Second Class Upper (2.1) in an Oil and Gas related field OR a 2.2 with oil and gas
industry experience;
2. National Youth Service (NYSC) certificate;
3. Applicants must be computer literate;
4. Possession of O/level with Credit in English Language; (At least C6 in WAEC/SSCE or C4 and
above in NECO); and
5. Applicants must not be above 30 years of age.

PhD.

1. A minimum of Second Class Upper (2.1) in an Oil and Gas related field OR a 2.2 with oil and gas
industry experience;
2. National Youth Service (NYSC) certificate;
3. Applicants must be computer literate;
4. Possession of O/level with Credit in English Language; (At least C6 in WAEC/SSCE or C4 and
above in NECO); and
5. Employment in the academics in reputable Nigerian Institution, teaching oil and gas related
disciplines;
6. A minimum of 2.2 in their first degree and a minimum of merit as a second degree certificate in
an oil and gas related discipline;
7. Submit a research proposal relevant to the oil and gas industry (of not more than 5 pages) to
include: Topic, introduction, objective, methodology relevance to the industry and mode of data
collection;
8. Possess a valid admission letter; and
9. Must not be over 40 years of age

Scholarships will be offered for admission into the under listed courses (for overseas MSc).
Candidates are advised, to apply for admission into Universities in the UK, Germany, Brazil,
France and the United States that offer these courses, while applying for the Petroleum
Technology Development Fund Scholarship. The Local Scholarship Scheme applicants can
apply to all Federal Universities and Centre of Excellence in courses relevant to the Oil & Gas
Industry.
