rights for same-sex couples.
I always felt she was very human, she was very kind and real, said Chanis. Shes
controversial, thats for sure, generally speaking because of her stance on many issues.
On this specically she has become a face, a leader who took a risk and owned it.
A spokesperson for Castillos oce told the Blade earlier this month in an email that
she was not available for an interview.

PANAMA CITY A gay Panamanian lawyer who once lived in D.C. is leading eorts to
extend marriage rights to same-sex couples in his country.
Ivn Chanis Barahona is working on behalf of a gay couple legally married in the U.K.
who is seeking formal recognition of their marriage in Panama. He is also among the
lawyers litigating a second lawsuit challenging the provision of Panamanian law that
bans same-sex couples from marrying.
The Supreme Court heard oral arguments in both lawsuits over the summer. They
have been combined into one case.
Chanis told the Washington Blade on Sept. 26 during an interview at a Panama City
coee shop the judge who heard the lawsuits will share his ruling with the eight other
judges who sit on the court. He said he remains optimistic, even though its unclear
when the Supreme Court will release its decision.
We did a really good job, Chanis told the Blade. We have a really solid case.

City Bar Association, who works with advocates throughout Latin America who are

Gay HIV rates down dramatically in England


LONDON New cases of HIV among gay and bisexual British men have been
slashed by 21 percent in just a year, ocial new data shows according to the
Daily Mail and other U.K. outlets.
It is the rst time such cases in this high-risk group have decreased since the
deadly epidemic started to make headway in the 1980s. Experts say it stems
from quicker testing, fast treatment and PrEP, a controversial drug that can
prevent those exposed to HIV from becoming infected.
Government gures show there were just 2,810 cases of HIV among gay and
bisexual men in 2016, down from the 3,570 recorded the year before, the Daily
Mail reports.
Public Health England ocials that presented the data, claim it is the most
exciting development in the U.K. HIV epidemic in 20 years.
Londoners were shown to have the steepest decline in new cases among
gay and bisexual men, with a 29 percent fall over the course of 12 months. The

For a bisexual man, having a female partner is probably protective in that it
shields them from the stress of being a member of a visible minority and from
potential discrimination, said Ferlatte, who works in the mens health research
program at UBCs school of nursing.
Ferlatte and colleagues from the non-prot Community-Based Research
Centre for Gay Mens Health evaluated data from a national health survey of
8,382 men who have sex with men. Analysis focused on 145 men who reported
having attempted suicide in the past 12 months.

Conversion therapy ban bill fails in Miami


MIAMI Miami-Dade commissioners on Tuesday rejected a ban on gay-
conversion therapy for minors, saying the proposed crackdown would thrust local
government into a parents right to make decisions about a childs mental health
and address matters of sexuality within the family, the Miami Herald reports.
The 4-7 vote followed hours of public testimony, most of it from opponents
of the proposed ordinance by Commissioner Sally Heyman. Supporters wanted
Miami-Dade to join a list of local governments banning the discredited practice
of trying to change a childs sexual orientation, but critics saw the ordinance as so
broadly worded that it could ensnare a pastors sermon or a parent expressing
concerns about a childs choices on sexual activity.
Commissioners voting for the failed measure noted the broad consensus
among medical groups that addressing sexual orientation as a problem to be
xed only causes harm to a child, the Herald reports.
Much of the criticism focused on the original language of Heymans ordinance
that said it applied not only to licensed counselors, but also to those without a
license. With that wording, critics said the rules could be interpreted to apply to
someone acting in the role of a counselor, including a youth minister or a parent.
Heyman amended the ordinance to limit the rules to licensed counselors, but
the change didnt sway any votes, the Herald reports.
