PREFACE TO THE ACCE (I) STUDENT CHAPTER MANUAL

ACCE (I) is admitting Undergraduate Student members into its fold since 2011. As a part of its continuous endeavour
to bridge the gap between the academia and the industry, ACCE (I) has evolved, several well-structured proactive
programs to upgrade the skills of Civil engineering Undergraduate Student and in reciprocation, has received
overwhelming response from the academia.

Starting June 2015, ACCE (I) has added a new dimension to this movement, by announcing opening of Student
Chapters in those institutions who are Lifetime Organisation Members of ACCE (I). This shall entail a new relation
between Undergraduate Student and the Association, in terms of skill development in the ambience in which,
Students are comfortable. Each Student chapter will have a mentor from ACCE (I) who will guide and monitor the
events of such chapters.

For the Undergraduate Student, who encounters difficulty with class work, ACCE- Student Chapter may become
inspirational and help in encouraging a different approach. Further, coming in contact with professionals in an out-
of-classroom setting can improve their outlook towards their profession.

While initiating this new movement at ACCE (I), we realize our responsibility as nation builders and the role that a
future civil engineer has to play keeping sustainability at the core of his progress. Professional Development Group at
ACCE(I) is always available to assist in any matters concerning the operation of ACCE (I) Student Chapters.

1. Student Chapters

Student Chapters in educational institutions have a unique status. Academic calendar keeps the Undergraduate
Student pre-occupied with their academics throughout the year. They will find it difficult to attend all the programs
organised by ACCE (I). As a group, they are more comfortable in their own institute and become more expressive.
Institutions will also support such group activities when conducted by their Undergraduate Student in their own
premises.

After their formation, Student Chapters should evolve their own strategies, conduct their own programs and events
under the guidance of their faculty and ACCE(I) appointed Mentors. ACCE (I), as an expert industry partner, will guide
these programs, help the Undergraduate Student chapters to get more acquainted with the industry demands and
align themselves to the needs of the industry. As ACCE(I) Student Chapters, they shall conduct some Common
Minimum Programs (CMP) as stipulated by ACCE(I). ACCE (I) mentor will communicate these CMP to them at the
time of induction.

Student Chapters should endeavour to hold regular meetings for transacting the business of the Chapter. The
principal function of the Student Chapter is to schedule events and activities of interest to student members of the
chapter in consultation with the mentor nominated by ACCE (I).

2. Activities of Students Chapters:

2.1. Conduct Technical talks
2.2. Arrange Technical site visits
2.3. Conduct Workshops/Seminars/Study Circle Meets
2.4. Participate in the events organised by ACCE (I)
2.5. Organize competitions
2.6. Provide innovative solutions to societal problems
2.7. Skill development programs
2.8. Leadership programs
2.9. Quiz programs
2.10. Any other such programs in consultation with ACCE(I).

3. Members

Student Chapters shall have members only from Civil Engineering and related disciplines.

4. Rules and Regulations:

4.1. To open Student Chapters

4.1.1. The Institution where such a Student Chapter is proposed, the Institution should first become an
Organizational Life Member of ACCE (I) by paying the prescribed fees.

4.1.2. Minimum number of Undergraduate Student required for opening a Student chapter being Twenty-five.

4.2. Fee Structure:

4.2.1. To become a member of the ACCE(I) Student Chapter in their College, an Undergraduate Student will
pay a onetime fee of Rupees Five Hundred only to the proposed ACCE(I)- College-Student Chapter.

4.2.2. The Chapter shall remit Rupees One Hundred, per Undergraduate Student, as admission fee to ACCE(I),
for being considered as a Student member of ACCE(I). Payment through Cheque or Demand Draft,
drawn in favour of Association of Consulting Civil Engineers (India), Bangaluru is preferred.

4.2.3. The remaining Rupees Four Hundred of the fee collected per Undergraduate Student, shall be deposited
in the ACCE(I)CollegeStudent Chapter Account opened in any Scheduled Bank.

4.2.4. Upon payment of admission fees to ACCE(I) and providing documentary proof of having opened and
account and deposited the money, the Undergraduate Student will be admitted as student members
and recognition will accorded to the Student Chapter.


4.3. Managing Committee of Chapter:

4.3.1. Within one month from the commencement of every new academic year, the Undergraduate Student of
the Chapter shall elect the new Managing Committee.

4.3.2. Undergraduate Student collectively shall select or elect their own managing committee. There shall be a
Chairman and Secretary, elected or selected by the Undergraduate Student Members of the Chapter.

4.3.3. An Undergraduate Student can be an Office Bearer only once during his study/stay in the college.

4.3.4. The tenure of the elected/selected Office bearers shall be one Academic year.

4.3.5. Head of the Institute or Head of the Civil Engineering Department and one of the senior faculty
members of the Department of Civil Engineering shall be in the Managing Committee of the Chapter.

4.3.6. The term of the faculty so appointed shall be for a maximum period of two years continuously. After a
break of two years, the same faculty, if required, can be re-nominated.

4.3.7. The faculty so appointed on the Managing Committee, will be the Treasurer of the Student Chapter.

4.3.8. The electorate for elections shall comprise of all eligible Student Members of ACCE(I) of the College.

4.3.9. The Mentor (Member nominated by ACCE(I)), will be permanent Member on the Managing Committee,
and shall be informed well in advance of all meetings, events and programs being conducted,
compulsorily.

4.4. Office Structure of Student Chapter

Student Chapters shall have their own managing committee formed for carrying out the activities. The structure of
the Managing Committee as approved by the Governing Council is:

Mentor : One of the ACCE (I) Members from the respective Center in
which the College is located.

Chairman : Elected from among the Undergraduate Student Members of
the Chapter.

Secretary : Elected from among the Undergraduate Student Members of

the Chapter.

Treasurer : Faculty nominated by the Head of the Institution/Head of the
Department from amongst the Civil Engineering Faculties.

MC Members : Total Three Undergraduate Student members- one each from
Second, Third and Final year shall be elected/selected.

4.5. Fiscal Discipline:

4.5.1. ACCE(I)-College-Student Chapter account should be opened in a scheduled bank.

4.5.2. Chairman/Secretary and Treasurer of the Chapter will be joint signatories for all bank transactions.

4.5.3. Books of accounts should be closed event wise and nothing carried forward.

4.5.4. The Office bearers of the Chapter will ensure complete transparency in their dealings and maintain all
books of accounts for scrutiny by ACCE(I) at any time during the functioning of the Chapter.

4.5.5. ACCE(I) will have no obligations towards financial commitments made by the Office bearers of the
Chapter.

4.5.6. The Office Bearers of the Chapter will not leave any financial liability on the Chapter at the end of their
term.

4.5.7. Proper handing over of all documents at the end of term is necessary, and all discrepancies, recorded, if
any.

4.5.8. Noncompliance of statutory requirements will attract seriously disciplinary action initiated.

4.5.9. All receipts and payments shall be through banking instruments and there shall be no cash transactions.

4.5.10. At the end of every fiscal, Chapter accounts will be audited, and in the interim period if necessary.

4.6. Functionality of the Chapter:

4.6.1. Programs and Events must be planned and managed by the Chapters independently.

4.6.2. All programs conducted by these student chapters, has to be, pre-approved, by ACCE (I).

4.6.3. These chapters without any financial liability to ACCE (I) should manage their finances.

4.6.4. ACCE (I) will not get involved in any financial transactions with the Student Chapters.

4.7. Certification:

4.7.1. Members of these Student Chapters will become Student members of ACCE (I).

4.7.2. Certificate to each member of Student Chapter, will be issued upon graduation, from the college.

4.7.3. The College and Department shall have the rights, with written permission from ACCE(I), to avail mileage
in academic endeavours to use the Certification and Logo of ACCE(I) Students Chapter.


4.8. Nomenclature:

4.8.1. Student Chapters in each institution shall be named as-ACCE(I) Student Chapter-xxxxxxx (name of the
institution)

4.8.2. Successful compliance of all the formalities stated above shall result in Memorandum of Understanding
between the Student Chapter and ACCE (I). Memorandum of Understanding has to be, approved by the
Governing Council of ACCE(I), before signing.

5. Advantages of Student Chapters

5.1. Discounted rates of admission for the members of Student Chapters in all activities of ACCE (I), where charges
are applicable.

5.2. Permission to use the name and logo of ACCE (I) on an event-to-event basis. Written approval from ACCE (I)
Mentor is mandatory for usage of name and logo.

5.3. Permission to initiate any joint Program with ACCE (I) on a regular basis with No cost to ACCE (I), with prior
approval of Governing Council of ACCE(I).

5.4. Privilege to be a participating partner on a mutually agreed terms and conditions in any stand-alone event
conducted by ACCE (I).

5.5. Increased probability for professional success for the Students.

5.6. ACCE (I) will conduct two free technical skill enhancement talks at those institutions with Student Chapters
every year, on a mutually agreed date and time in the College.


6. Exceptions:

Those Educational institutions who are already Organization members of ACCE(I) can open student chapters as
under:


6.1. Scenario 1:

Colleges, where there are Undergraduate Students, who are already Student Members of ACCE(I) by paying Rupees
Five Hundred to ACCE(I) directly, to enrol as a Student Member of ACCE (I) on their own, on or before 1st November,
2015 and continue to be an Undergraduate Student of the College.

6.1.1. ACCE(I) will pay Rupees One Hundred and Fifty to the Student Chapter, for each those Students, who is
already a Student Member of ACCE(I) and continues to be an Undergraduate Student at the time of
opening of the Student Chapter.

6.1.2. Such of those Student Members, who are already members of ACCE (I) automatically, become members
of the Student Chapter of their College, without the need to pay any additional charges.

6.1.3. For new enrolment of Students into the Student Chapter, fees and conditions as stated in Clause: 4.2, of
this document will be applicable.


6.2. Scenario 2:

When the Educational Institution is already an Organisation Life Member, but there are NO Undergraduate Student
members of ACCE (I) on rolls in their College, then Clause: 4.2, of this document will be applicable.

6.2.1. Student Chapters can add new Undergraduate Student members by following the same rule of fee
structure as mentioned in Clause: 4.2, of this document.


7. Organizational Life Membership Fees for Educational Institutions:

The discounted Organizational Life Membership Fee for Educational Institutions shall be Rupees Fifty Thousand Only.
Those Educational Institutions, who have already become Organizational Life Member earlier, need not pay any
additional fee, and their Membership will continue perpetually.

8. Conclusion

Student Chapter is an initiative of ACCE (I) and its rules and regulations may change from time to time by the
Members of General Body and/or members of the Governing Council, as and when required, but with a prior notice
of 30 days.

Notwithstanding this, all other Memorandum of Understanding entered into earlier, by ACCE(I) and respective
Educational Institutions shall remain valid for the duration of MOU or until a new MOU signed.

NOTE TO ALL CENTRES

These Notes Are General Guidelines To Open Student Chapters.

1. Student Chapters can be started, only in those Institutions who are Organisation Life Members of ACCE(I).

2. Centres do not have the powers to enter into an MOU with any Educational Institution. Only the
Headquarters can enter into an MOU through the respective Centres in the geographical domain of the
College.

3. None articles of MOU can be neither deleted nor modified.

4. Fee structure, modalities of payment and period of payment, shall not be changed under any circumstances.

5. The Centres are representatives of the Association in their respective geographical domain.

6. They shall not involve in any financial transaction with the Student Chapters.

7. The Office Bearers/Members of the Association shall not involve themselves in the day-to-day running of the
Student Chapters.

8. The Mentors appointed by the Centre, should be a guiding force behind the activities of the Chapter,
identify, nurture and promote talent in the Student Community, to the future leaders of the Association,
Profession and the Country.
